<em>This research aims to analyze the government's possible strategies to empowering cooperatives as an alternative means of channeling financing after the Covid-19 Pandemic in Indonesia. Basically, cooperatives are business media for enhancing the standard of living in a family, and are referred to as the pillars of the national economy. The study was also carried out in order to provide a regulatory solution regarding the revitalization of cooperatives, in strengthening the organisation, especially in the financial aspect. The normative juridical approach, was used,  also known as the doctrinal legal technique. The results showed that the cooperatives required significant organizational changes, such as strengthening the implementation of good governance regulations, conducting financial agreements, as well as managing income and human resources. Furthermore, significant organizational changes were achieved by forming a ministerial regulation, to regulate good governance, enact internal rules, create a code of conduct, and establish a financial system with legal agreement among the cooperative members.</em>

Sustainable conservation, development, and utilization of natural and human resources is necessary for accelerated economic growth and fast-paced socio-economic transformation of Nepal. Asta-Ja Framework, which is a theoretically grounded grassroots based peaceful and self-reliant planning and development approach, offers practical strategies for sustainable conservation and development of natural and human resources enhancing food, water, climate, and environmental security, accelerated economic growth, and socio-economic transformation of Nepal. Asta-Ja includes interconnected eight resources in Nepali letter, Ja, – Jal (water), Jamin (land), Jungle (forest), Jadibuti (medicinal and aromatic plants), Janashakti (manpower), Janawar (animal), Jarajuri (crop plants) and Jalabayu (climate). Asta-Ja Framework is a unifying framework for planning and resources development and has a strong footing on science, business, and eastern philosophy. While providing practical guidelines for achieving food, water, climate and environmental security, this article presents Nepal Vision 2040, which is developed considering challenges that Nepal is currently facing and its available Asta-Ja resources, envisioning that Nepal’s economic development reaching at the par of developed nations by 2040. Key strategic sectors identified in Nepal Vision 2040 include smallholder mixed-farming system, agro-jadibuti industrialization, protection of drinking water sources, climate change adaptation, environmental pollution control, conservation of natural resources, infrastructure, tourism, renewable energy, alleviation of inequalities, and good governance. This article demonstrates strategies for addressing social discrimination and inequalities through the process of Asta-Ja community capacity-building and self-reliant development. Ecological balance of Asta-Ja resources is necessary for sustainable natural resources, economic development, and community resiliency. The Government of Nepal is suggested to adopt Asta-Ja Framework as its national planning and development framework for sustainable economic growth and fast-paced socio-economic transformation of the country.

Application of transparency, participation, and accountability in the procurement process of goods and services is in need to achieve good governance. Local governments Sidenreng Rappang has committed to implement through regulation principles so important to study. Therefore, this study aims to determine the principles of transparency, participation, and accountability and bureaucratic behavior that influence the process of procuring goods and services.This type of research is descriptive qualitative data collection techniques through documents, questionnaires, and informants. The data were then analyzed using qualitative descriptive analysis.Behavioral results showed that bureaucracy tends political types in the application of the principles of transparency, participation, and accountability services for goods and services. This supported the existence of a Representative Observer of Society (ROS) that help implement it. The factors that influence still more in human resources and the enforcement of sanctions against irregularities rules or procedures.

Bureaucratic reform is an effort to reform and change fundamentally in a system of governance that involves institutional aspects (organization), management (business process) and human resources apparatus to realize good governance. In Law No. 5 of 2014 concerning the State Civil Apparatus where has a function as the executor of public policy and public servants. The lack of civil servants within the Bantul Regency Government, such as teachers, health workers and technical personnel, are caused by the presence of retired employees and the enactment of the civil servants candidate (CPNS) moratorium policy which causes the workload (ABK) figures of an organization and employees to be heavier than before which can affect public service quality. The method used in this study is descriptive qualitative. The results showed that the performance of civil servants in the Education, Youth and Sports department was very good, besides that the arrangement of work plans was also in accordance with the standards of the organization. However, there are some obstacles, especially in the timeliness of completing assignments, and the ideas or initiatives of civil servants in delivering ideas are still lacking. Meanwhile, the factors that influence civil servants performance in carrying out their tasks are lack of human resources, the presence of seniority and the lack of awareness of ASN about the importance of implementing education and training.

<p>Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) is an institution established by the Government of the Republic of Indonesia through Presidential Regulation (Perpres) No. 9 of 2013 on the Management of Upstream Oil and Gas Business Activities. The task of SKK Migas is to manage the upstream oil and gas business activities based on cooperation contracts. The purpose of the establishment of this institution so that retrieval of natural resources of oil and gas owned by the State can provide maximum benefit and acceptance for the state to the greatest prosperity of the people. Based on these tasks and objectives, SKK Migas is responsible to the state and all Indonesian people to work properly, honestly, fairly, cleanly, transparently and competently in order to achieve good governance of state institutions. Therefore, internal monitoring (internal audit) and accountability of its human resources are required. This research has a purpose to test the influence of internal audit and human resource accountability to the achievement of good governance at SKK Migas institution. This research uses survey method with population of all staffs of SKK Migas. Sampling method used is sampling with purposive sampling technique. In this study, 145 samples were taken. Methods of data collection was done by using questionnaires containing several questions with the method of data analysis using multiple regression. The result of this research is to accept both hypothesis which is internal audit have positive effect toward the achievement of good governance in SKK Migas. And the accountability of human resources positively affect the achievement of good governance in SKK Migas.</p>

In this article, the motives and explanations for making The Code of Conduct for employees in the administration of Autonomous Province of Vojvodina and proposals for content of that code, in form of theses, are given in six parts. In the first part common considerations on the characteristics of ethical rules are layed out. In the second one, the basic reasons and purpose for codification and implementation of ethical rules for employees in provincial administration are given. The third one contains considerations on the subject the codification of ethical rules is aimed at and on the process of internalization of those rules. In the fourth one, the content of ethical rules is proposed, related to the regulation of behavior of civil servants and relationships in provincial administration regarding the development of human resources and insurance of the personal integrity of civil servants, as well as establishing rules relating to the relationship to the work in civil service and to the civil service, to mutual relationships between civil servants and their relationships to citizens and to the publicity. In the fifth part the content of ethical rules regarding the relationships of civil servants to corruption behaviour is proposed. The sixth part contains the reasons and basic guidelines for making and implementing The Code of conduct for employees in provincial administration.

Population, man, human resources, human capital are the defining concepts in the consideration of issues related to the functioning of the national economy in modern economic conditions. It is generally recognized that labor activity is the main prerequisite that determines the material and spiritual wealth of man and society as a whole. Therefore, human resources at the present stage is one of the main components of the production potential of management in Ukraine, increasing the efficiency of use and reproduction of which are especially relevant. On the level of efficiency of human resources depends the level of welfare of the population, the development of productive forces, the scale of material production, etc. The development of intellectual productive forces and the strengthening of the influence of innovation and information factors contributes to the formation of a new socio-economic role of man in the modern economy and requires appropriate research. The article reveals the theoretical issues of trends in human capital development, a thorough analysis of the current state of human capital development and its importance in the modern economy. Based on the generalization of different views of scientists, the main stages of human capital formation in the agricultural sector of Ukraine's economy are identified and characterized. The problems of human capital use have been studied and proposals for its improvement have been worked out. It is revealed that the process of reproduction of human capital in agricultural enterprises and its effective use in the conditions of market transformations should be based on the principles of active policy aimed at reviving the economic situation in agriculture; scientific substantiation; development of measures in order to increase jobs and increase the labor needs of agricultural enterprises; improvement of the system of remuneration, social protection of agricultural workers; formation of the mechanism of social partnership, etc.

Herlin dan Yanto Effendi: The purpose of this study to determine the understanding of government apparatus in the area of financial accounting application in order to realize good governance. Government Personnel Rejang Lebong still has a bit of an apparatus / HR background in accounting, from 25 respondents, only 9 respondents (36%) accounting background and the rest comes from other disciplines.The results showed that the correlation obtained the r value of 0, 203 a positive correlation between the variables x and y variables where the value of r lies in the interval 0 <r <1, and has a level of low relation because r value lies in the interval coefficient of 0, 20 -, 399. Reliability test alpha value of 0.60 is said to be reliable so that the new variable of educational background alpha coefficient of 0.6123, the education and training of alpha coefficient of 0.622 and Awareness Regional Financial Accounting alpha coefficient of 0.710. T-count value <the t-table, t-count equal to 3,699 while the t-table at significant level of 0.05% t-table of 4,946, this means that the level of understanding of government officials in Rejang Lebong specifically the application of financial accounting still weak or low , so they need to increase human resources through education, training, and understanding of financial accounting has become a standard government.Key words: Good Governance.
