studies. The most important development indicators of the level and quality of life of the population in the region are the state and tendencies of development of consumer market in the conditions of establishment of market relations. State regulations of the consumer market is performed, on the one hand, through automatic advantages, i.e. offering and demand, prices and competition, and, on the other hand, presents by the factors management appointments. Using administrative methods of influence, the regional governments regulate such processes as privatization, the deployment of new enterprises, and the attraction of foreign capital. The integrated approach allows ensuring the normal functioning of the regional consumer market. Trade is the most important sector of the consumer market. In this regard, the realization of the major areas of functioning and development of regional consumer market is closely connected with the strategy of trade development. Combined methods and forms of regulation should be the basis of the modern regulation of the market of consumer goods and services, therefore, in order to improve the effectiveness and implementation of unified state policy it is necessary to create the Concept of development of the consumer market of Moscow region The need for the development of the concept of marketing management is determined by the structural characteristics of the regional consumer market at present and observed change in the payment demand of the population. The article offers directions of implementation of this concept that will allow realizing the goals and objectives of all market participants. The necessity for using marketing tools in the regulation of the consumer market at the macro and meso-levels is caused by the goals of the state, among which the most important is the significance of its social policy, focused on improving the welfare of the population

Modern approaches to urban planning assume the dualistic nature of urban green infrastructure (GI). On the one hand, green infrastructure is as an integrated network of natural and semi-natural areas, featuring a delivery of various benefits to humans. On the other hand, GI is multifunctional and provides the residents by complex of ecosystem services to be user-oriented. Most official reports and programs use common indicators that do not characterize distribution, dynamics or state of GI. In our research, we assessed the quality of GI in 15 largest Russian cities by using an integrated assessment of 13 indicators that make up three groups: the ones 1) characterizing general GI availability; 2) supporting a comfortable urban environment («recreational indicators»); and 3) forming a stable ecosystem («integrity indicators»). The cities were ranked by values of every indicator from 1 to 15 and then the results were summed and normalized to get a total mark (max. 100). To assess the development of GI elements of each group, we also ranked cities separately by values of different groups indicators. Thus, our study revealed that satisfactory marks for both recreational and integrity indicators have Ufa, Nizhny Novgorod, Kazan, Ekaterinburg, Perm and Voronezh. In contrast, Saint Petersburg, being a densely built-up city in an auspicious natural zone, got the worst result. According to the final assessment, the quality of green infrastructure in Krasnoyarsk, a large industrial city, and four cities from the steppe zone (Rostov-on-Don, Samara, Omsk, Novosibirsk) is also unsatisfactory. Our method does not cover all GI aspects (like vegetation health) and since it is based solely on remote sensing data and statistics data, there is definitely a room for improvement. However, this method, while being relatively quick and simple to accomplish, allows to assess not only general availability of GI, but its quality and distribution as well, which are essential for urban spatial planning.

The modern stage of economic development of the domestic consumer market, its new patterns and priorities, change of regulation and saturation factors, and transformation of the paradigm of resources and goods provision stipulate the need to improve all the components of its functioning mechanism with the mandatory use of marketing instruments. Therefore, the research of the consumer market condition and development trends as an important component of the general economic system becomes increasingly important. On the one hand, the current condition of most segments offering food and non-food products is considered as unstable and demonstrating negative tendencies related to a sharp decline of previously achieved volumes of supply and sales, reduction of the material basis for production and realization of high-quality goods, and substantial noncompliance with the needs of the population. On the other hand, the paces of innovative changes regarding the methods of production and realization of consumer goods that correspond to global standards, including the use of advanced marketing strategies and Internet resources, are high. The paper aims to substantiate the nature and reasonability of the use of the marketing approach in the system of organization of domestic market provision with consumer goods. Improvement of the quality of life by verification of the safety and quality of food is determined to be the major task of the consumer market regulation. The nature of marketing activity is proven to lie in the stimulation of demand and its forming, as well as stimulation of consumer goods production and creation of conditions for their quality and competitiveness maintenance. The tasks of the marketing activity in the system of organization of domestic market provision with consumer goods are directed at the qualitative meeting of consumer needs of the population by the use of various marketing technologies and approaches. Marketing approaches to the organization of the domestic market provision with consumer goods are outlined. Marketing methods of analysis and determining of production volumes and consumers’ needs on the domestic consumer market are defined.

The school is an institution which offers a fair public service to all citizens. This service is mainly based on education in societal values and the preparation of individuals for positive and effective integration into society. Although several countries have succeeded in combating illiteracy, the problem of illiteracy remains a problem even in developed countries and continues to worsen over the years. In addition, there is a decline in scientific culture in a world where almost everything is based on science and technology. This shows that the school has not always succeeded in fulfilling even its most basic missions. We also note that the school form has not changed since the 19th century and remains locked in the same model, which begins to agonize without we manage to completely emerge a new model (Antoine Prost 1997) despite some beginnings. We can note in this sense the new type of school that Alain Bouvier calls “the school of the Market” that others call “the school of the shade” (Mark Bray 2009) which includes elements like support courses and e-learning. The inability of the school to carry out its missions and the insufficiency of the classic model of the school, require to reflect on new solutions likely to avoid the disadvantages from which the educational systems suffer on the one hand and to reinforce their achievements on the other hand, in order to open up other perspectives guaranteeing the quality of learning for all pupils. Thus, have we experienced this last decade the adoption in several countries of approaches and methods in the field of Quality, exploiting their success in improving the quality of goods and services in the field of business , the cradle of quality management, then in public services, especially after the European agreement on the common quality reference system well known under the acronym of CAF. This is how the world of education and training has seen the fairly wide adoption of approaches and methods aimed at improving the quality of learning in education and training establishments.

The Agreement on the Technical Barriers to Trade (TBT Agreement) WTO and The ASEAN Economic Community (AEC) The Blueprint envisions the transformation of the WTO and ASEAN region through the facilitation of the free flow of goods and services. With tariffs declining to near-zero levels, non-tariff barriers are increasingly focused on coordination by member-countries. However, the quality of goods / services becomes a central issue that determines the market entry. Therefore, TBT agreement and AEC Blueprint require fulfillment of Standards and Conformity Assessment to guarantee the quality of goods or services. On the one hand, the low level of compliance of business actors in applying SNI (Indonesian National Standards) represents of the low level of Indonesian industry competitiveness in international level. Thus, specific government’s policies are required, one of which is that dealing with the strategic roles of local government to support products manufactured by national industries to break through global markets. Some strategies for strengthening local policies in national standardization include: (a) constructing local regulations governing Standards and Conformity assessment; (b) implementing mandatory SNI to leading local products; (c) Strengthening mutual cooperation between local government and related stakeholders.

An assessment of a relationship between aggregated and partial indicators of the tourist sector development on one hand and other sectors of economy and society on other hand are investigated in the paper. Indicators are expressed in both direct monetary terms and rating scales. The study covers 149 countries in 2016. The results of the study indicate a positive relationship between the development of the tourist sector and the level of economic welfare of the country. This is explained by fact that tourist goods and services are subject of a second necessity and demand for they increases significantly with growth of income level. Found that there is a positive correlation between indicators of tourism sector development and indicators of quality of socio-economic environment. This may be due to fact that, on one hand, high quality socioeconomic environment stimulates visits to country; on other hand, travels stimulate growth of economy and welfare of citizens who live in territory that visited. Further analysis of aggregate of countries, divided into 4 groups by income, showed mixed results. Thus, a stronger correlation between all analyzed indicators is observed in low and high-income countries, weakening in transition to averages by a sample of values. However, such a weak relationship for some countries may be a consequence of a small share of the tourism sector in the economy. This paper differs from previous researches by focusing on a large sample of countries and reveals the relationship between tourism sector development indicators and socioeconomic environment indicators. One can speak of objectivity of results obtained, since they are confirmed both using Spearman’s correlation coefficient and Kendall’s Tau correlation.

In the scientific world, there has long been a debate about which of the methods of collecting primary information is the most flexible and reliable, but all attempts to reduce the assessment of the quality of the survey on average to a specific technique for collecting information, a research plan, the type of data analysis or the nature of the use of the information obtained did not justify themselves. The authors consider the survey method of J. Gallup, who was one of the first to use customer surveys specifically for market research. The Gallup method has certain advantages over other methods and has been continued within the framework of the theory of latent variables. The article describes two types of models with latent variables: models with effect indicators and models with cause indicators, which are used to effectively promote goods and services based on a survey of a certain sample of potential consumers. The rules for the search and selection of indicators are described when conducting marketing research in general, and, in particular, in the publishing market, taking into account the specifics of media products presented in this market. The authors highlighted a number of factors that must be taken into account when conducting marketing research on the publishing market and the media market.

To date, most of the oil and gas production in Cuu Long Basin (CLB) is contributed from structural traps, making them more and more depleted after years of exploitation. Exploration activities in CLB, therefore, are shifting towards other traps, including stratigraphic and/or combination ones. The results of exploration and appraisal activities in recent years have increasingly discovered more hydrocarbons in the Oligocene section; some of them were discovered in combination/ stratigraphic traps. Many studies on Oligocene targets in Southeast CLB have been carried out but only a few mention nonstructural traps. This leads to uncertainty about the forming mechanisms and distribution, as well as unevaluated hydrocarbon potential of these traps. An integrated approach- utilizing methods of seismic sequence stratigraphy, seismic attribute interpretation, and petrophysical/ petrographical analysis- was applied in this research to identify the forming mechanisms of Oligocene combination/ stratigraphic traps in southeast area of CLB and to evaluate their reservoir quality. The research results show that the key forming factor for stratigraphic traps of sand body is lithology change and the one for pinch-out stratigraphic traps is tapering off of sand layers landward or toward the horsts. The reservoir quality of these traps ranges from moderate to good. By integratedly applying the methods, the forming mechanisms and reservoir quality of Oligocene stratigraphic traps could be delineated. In order to optimize the next-stage exploration strategy in CLB, detailed studies on petroleum system, especially top and bottom seals, and the hydrocarbon potential of these stratigraphic traps, need to be carried out.

Based on the methods of theoretical qualimetry there was carried out the complex assessment of the quality of immunostimulatory beverage “Immuno plus”. The hierarchic structure of the properties of ready product, including the organoleptic and physical-chemical parameters and also the ones of food and biological value was presented. It was demonstrated, that the improvement of consistence, homogeneity and steadiness of beverage can be explained by gluten that acts as a hydrocolloid and consumers estimate the beverage quality according to these very parameters. The profiles of vitamin and mineral composition of immunostimulatory beverage “Immuno plus” and also the content of irreplaceable acids in it were presented. The received complex parameter of the “Immuno plus” beverage quality proves the high quality of new product. The calculated competitiveness of enriched beverage is 1,5 higher comparing with the control sample. The calculations of competitiveness of the beverage of increased food and biological value according to the modeling method that includes the parameters of the product quality, information about the analogues of elaborated goods and principle of innovations were presented. It was established, that the immunostimulatory beverage “Immuno plus” can be competitive on the Ukrainian consumer market at the expanse of improvement of organoleptic parameters, increase of food fibers, vitamins and mineral substances content in it and also of the presence of prophylactic properties.

The small and medium-sized business sector, on the one hand, plays a crucial role in the development of any region, providing the consumer market with basic goods and services, creating jobs, at the same time diversifying risks in economic development. On the other hand, the sustainability of the functioning of the small and medium-sized enterprise sector largely depends not only on national, but also on regional factors. The article examines the regional factors of development of small and medium-sized businesses. It has been found that there is no generally accepted classification of regional reasons determining the degree of sustainability of small and medium-sized enterprises. The author proposes and substantiates regional sustainability factors influencing the functioning of SMEs: economic and geographical location, the system of regional support for small and medium-sized businesses, the level of consumer demand and purchasing power. This study will make it possible to apply the successful experience of SMEs in the context of regional development, based on the key, but not exhaustive factors identified in this study.

This study aims at clarifying the concept and dimensions of consumer rights, and at diagnosing the reality of consumer rights represented in the (right to choose, right to safety, right to be heard and right to be informed). The descriptive approach was the one used for the purpose of this study. The current study was conducted on consumers of some basic goods and services. A facilitated sample consisting of (100) people was used. The blank questionnaire method was used to obtain the primary data. The results show that there is an increase in the frequency of consumer rights violations in light of globalization and the repercussions of the financial crisis due to the Corona virus crisis. It was found that the consumer rights watchdogs knowledge of global consumer rights regulations was very limited, and that their ability to know and meet consumer rights is weak. There are few contributions by researchers in addressing the importance of consumer rights in the Palestinian reality. In addition, there is a retreat in the provision of safety and protection requirements in some of the products offered in the Palestinian consumer market. The role of the government and regulatory authorities such as consumer protection and the Ministry of Economy in providing information of interest and providing protection Sustainable for consumers is weak as well.
