Immunochromatographic analysis with luminescent detection for indication of bacteria, viruses and toxins and apparatus for its carrying out were developed. The suggested approach is several times more sensitive as regards microorganisms and toxins detection than the traditional immunochromatographic analysis which is based on the reaction of antibodies marked by colloid gold. The set for immunochromatographic luminescent analysis (SIL-1) was offered on the basis of this elaboration. It can be considered as technical instrument for express analysis of environmental samples, for indication of biological affecting agents in case of emergency situations (terrorist attacks on transport and in populated area), for screening of mail, or facilitation of biopathogen identification after the stage of biological enrichment of selected samples.

Objective: To characterize the burden of intestinal infectious diseases attributable to drinking-water quality in 27 municipalities in the central region of Colombia. Materials and methods: A time-trend ecological study. The drinking-water quality of the National Institute of Health and the Institute of Hydrology, Meteorology and Environmental Studies was identified. The disease burden was calculated based on the mortality registered in the National Department of Statistics and the records of morbidity attended by the Social Protection Integrated Information System. The etiological agents reported in morbidity records and the observation of environmental conditions in the municipalities of the study were included. The disease burden was determined according to the methodology recommended by the World Health Organization (WHO).

Statistical data for 15 years on emergency situations (ES), fires and accidents on water is provided, and normalized indicators are calculated. During 2000–2014, 8588 disasters were registered in Russia, which killed 14,826 and injured 5 million 841 thousand people. There were 5097 (59,4%) man-made disasters, 2786 (32,4%) natural ESs, 587 (6,8%) biological and social ESs, and 118 (1,4%) major terrorist attacks. Local ESs count up to 4313 (50,2%), municipal — 2977 (34,7%), intermunicipal – 1069 (12,5%), regional — 191 (2,2%), inter-regional — 23 (0,3%), Federal — 12 (0,1%). Every day (1,58 ± 0,15) emergency situations happened which caused death of (2,76 ± 0,25) people. The risk of being in ES (R1) in Russia amounted to (0,40 ± 0,04) · 10–5, the risk of death in an ES was (1,82 ± 0,10) fatalities per year, individual risk of death in ES was (0,70 ± 0,06) 0183 10–5 per year. There is a significant downward trend in these indicators. The lack of continuity of representing even basic ES indicators in State reports "On the state of protection of population and territory of the Russian Federation from emergencies of natural and man-made origin" prevents their comparison.

Business continuity management is a process aimed at reducing disruptions caused by disasters and security failures that could be the results of natural phenomena, accidents, failure of equipment, or deliberate human acts. Among the last of the results are cyber-terrorist attacks or acts of information warfare. A long time ago, it was proven that the present level of technology allows for the elimination of pilots from the cockpits of large commercial jets. A huge jumbo jet is able to take off, fly to the opposite side of the globe, and land safely without human intervention. With this knowledge, we must wonder why airline pilots spend so much time on flight simulators, and why pilots are still needed in the front of the plane. The answer is really quite simple: they are rigorously trained to handle emergency situations.

The paper deals with topical issues of the Russian State System for Prevention and Response to Emergencies in the context of the COVID-19 coronavirus pandemic. Some aspects of a possible legislation reform in the field of protection of the population and territories in emergencies caused by the spread of dangerous infectious diseases are investigated. The authors consider the issues of limiting the constitutional rights and freedoms of citizens in high-alert and emergency situations. Activities to protect the rights and freedoms of citizens in the context of a pandemic are based on article 55 of the Constitution, according to which the rights can be restricted by law only to the extent necessary to protect the health of citizens. Based on the analysis of changes in legislation in this area, the authors substantiate proposals for improving activities in the field of protection of the population and territories in emergencies, as well as expanding the functions of the Security Council of the Russian Federation.

The most important direction in the system of anti-epidemic protection of the population and military personnelfrom dangerous infectious and natural focal diseases is epidemiological monitoring with the obligatory use of laboratory methods of detection of pathogens and their markers. On separate territories of placement of the military units which are a part of the southern military district, there are centers of natural and focal infections of dangerous infectious diseases (plague, tularemia, cholera). The article presents the results of laboratory studies during epidemiological monitoring of natural focal and dangerous infectious diseases, which can be used by the military medical service as an information basis for decision-making on the organization of anti-epidemic protection of troops in the event of emergency situations of biological and social nature in these areas.

The state is a special purpose organization and the directions of its activities are determined by public tasks. One of them is to ensure an efficient health care system, also effective in emergency situations such as those caused by an infectious disease pandemic COVID-19. In particular, legal instruments are used to create it, selected by the rulers within the limits set by law, including the applicable international standards, at the discretion of local governing authorities. The whole system is completed with organizational, medical and finally financial solutions. However, it is due to the fact that public authorities move around in the public space, due to the legality of their operation, that the legal instruments used are of significant importance for the assessment of the effectiveness of the performance of tasks related to combating infectious diseases, and thus ensuring health safety.

Assessed were possibilities of identification and differentiation of glanders and melioidosis etiological agents by means of PCR method using different nucleotide sequences of the pathogenic Burkholderia. Primers perspective for inclusion in the test-system assigned for detection of glangers and melioidosis etiological agents DNA in environmental samples and biological materials were selected.
