In the article the issue of the beginning of work experience and the development of the secondary schools in the Trans-Baikal section of the Trans-Siberian Railway is observed. The Trans-Baikal railway was the most important strategic object of the cross-border territory. Its effective activity was the key to the successful development and accelerated integration of the Eastern suburbs into the General Imperial space. Historiographic analysis showed a poor degree of knowledge of the sociocultural aspect in the activities of the Trans-Siberian Railway, which determined the purpose of the study. The study was conducted on the basis of historical and archival, comparative, statistical methods. A number of archival documents are mentioned in science for the first time. According to the author, the problem of providing the railway with a stable staff and the organization of traffic safety made it necessary to implement a socially oriented program for road employees. The organization of a school network at major railway stations was recognized as a promising area. Based on archival materials, the author investigated the process of its creation. It was established that to create a school network on the Trans-Baikal section of the road, special authorities were formed ‒ the Committee, local guardianships, and the position of an auditor was established. The formation order, principles of activity and competence of government bodies are determined. It was noted that the sphere of power of the authorities were economic and administrative issues. The organization of the educational process remained the subject of the Ministry of Education. Based on the clerical materials, the author determined the sources and procedure for financing educational institutions. The author notes that the Ministry of Railways allocated most of the funds for school maintenance. We established that 21 educational institutions were organized on the Trans-Baikal section of the road. The schools were jointly run by the Ministry of Railways, the Ministry of Education, and the Orthodox Church. The author noted the unchangeable teaching staff in the Trans-Siberian schools, a higher salary in comparison with schools of other departments. Attention is drawn to the annual increase in the number of students and the invariable percentage of graduates. The author gives a generalized description of the teaching and student staff of railway schools. The article analyzes the essence of such a concept as “an innovative educational environment” and defines its content for vocational education institutions. It illustrates the work experience of teaching staff in educational institutions in creating an innovative educational environment and forming professional competency in future workers. It also describes the main approaches to creating an innovative educational environment in vocational education institutions for vocational training of future skilled workers. They include humanistic approaches (anthropocentrism, relationship harmony, forming intellectual culture); systemic approaches (improving an educational environment as a holistic developing system); informational approaches (a sufficient level of information culture); innovative approaches (creative interaction, forming readiness for future professional activity). Based on the practical experience of vocational education institutions in Ukraine, pedagogical conditions for creating and maintaining an informational educational environment in educational institutions were singled out: partnership cooperation, respect and trust of all participants in the educational process; focus on development and self-development of every individual; creative activity; an effective use of scientific and methodological, material and technical capabilities and human resources of educational institutions; employment of personality-oriented innovative pedagogical technologies. The emphasis is placed on the importance of implementing personality-oriented pedagogical technologies in the educational process. It is shown that vocational education teachers have different views on the approaches to creating an innovative educational environment. However, it is agreed that the process of creating an innovative educational environment significantly influences the processes of forming and developing professional skills in teachers, strengthening professional relations between them, facilitating pedagogical innovations.

This study aimed to investigate the personal and contextual determinants affecting the employability perception of university students using a comprehensive model, and to compare the effects of these determinants with each other. The sample consisted of 463 university students from Turkish universities in İstanbul. Following explanatory and confirmatory analyses, the study variables were tested via hierarchical regression analysis. Across all variables, generic skills, academic performance, personal circumstances, and external labor market had significant and positive effects on the perception of employability, while students’ work experience and the contribution of university and consultants did not. The external labor market was identified as the strongest determinant of employability, and contextual factors were identified as having a stronger influence than personal ones. The results present a number of suggestions for stakeholders—including the Ministry of Education, university administrations, teaching staff, employers, students, families, media, and graduates—vis-à-vis perceived employability.

The article deals with the topical issue of digitalization of education as a component of the digital transformation of contemporary society and the economy in general. The purpose of the research is to identify the readiness status of teaching staff for professional activity in the context of the digitalization of education. The main research methods were the questionnaire (implemented in the form of an online survey among students of the extramural form of study of the Moscow City Pedagogical University working at educational institutions of Moscow), and statistical analysis of the data obtained. The results of an online survey of teachers allowed concluding that today teachers have acquired a positive experience in the use of recommended tested digital educational resources, the ability to develop innovative digital educational and methodological support for the educational process, as well as recognized the need to build a personal trajectory of professional development in the framework of digital education.

The article presents the results of monitoring the readiness of the teaching staff to work with students with disabilities in educational institutions of higher education in the Astrakhan region, Volgograd region, Republic of Adygea, Republic of Crimea and Sevastopol. Information was collected by placing a questionnaire for teachers on the portal of higher inclusive education of the Russian Federation and analyzing the obtained quantitative data from General monitoring forms by region. The monitoring study confirmed the presence of a number of problematic aspects in ensuring the educational process for people with disabilities at the University: the need to develop inclusive competence of the teaching staff; the presence of psychological and methodological difficulties in organizing and conducting the educational process in inclusive academic groups; lack of sufficient knowledge about special technical means of training and skills of adaptation of educational and methodological support taking into account the educational needs of students of various nosological groups.

The  article analyzes the  problems of  introducing new theoretical and methodological approaches in  the  educational process of  primary school. The authors consider the changes that occur in learning as a result of the creation and application of  pedagogical innovations  – ideas, principles, technologies, methods and teaching aids. Unfortunately, the analysis of the literary sources and work experience of  teachers in  primary schools of  the  Moscow Region indicate a  lack of  activity of  teachers in  this direction. One of  the  main  reasons for this problem is the lack of an innovative environment in educational institutions, which is  manifested in  the  methodological unpreparedness of  teachers, in  their poor awareness of the essence of pedagogical innovations.

The authors set a goal to analyze the problems of contemporary legal education in Russia in the presented research. The necessity of legal education in interdisciplinary and cross-sector interaction with other humanities are identified, and only when these connections are established, it is possible to get into inter-scientific relations. The most extreme issues of the activities of law faculties in various types of educational institutions - in departmental and multidisciplinary institutions were considered, using the example of the influence of various approaches to training future employees of the judiciary. The influence of the educational institution affiliation on the educational process and the issues of deployment the teaching staff are considered, the differences in teaching practical skills in these types of educational institutions are also demonstrated. The authors identified two types of problems - internal and external. Internal - the problems of the educational institutions themselves, external - the problems of implementing the educational policy of the state. Unfortunately, the authors state the unwillingness of the teachers themselves to change because of the rapidly modifying social relations. The absence of a critical attitude, first of all to oneself, causes a false illusion of normality and acceptability. Resulting from the analysis of the entity of the problems, the necessity of initiating changes from the educational institutions and teachers is understood, and not from the state.

In the article, there is a list of contributions from a prominent teacher, historical, and community member of Ukraine – Nikifor Yakovich Grigoriyev. The contribution of the teacher to the process of Ukrainianization of the educational process has been grounded before the hour of his transfer to the seat of the Ministry of Education of the Ukrainian People's Republic in the office of the head of the People's Ministries of V. Golubovich. The manuals and books in the Ukrainian language with the help of educating the people about the formulation of their national consciousness have been analyzed. The assessment of the pedagogical study and methods of the study of the Ukrainian language and history decline was made.It is noted that N. Hryhoriyiv took a course on the revival of education, namely: primary education, native language, customs, and traditions in educational institutions. This period is characterized by the study of the Ukrainian language in primary school, the teaching of the Ukrainian language in teachers'  seminaries, the creation of Ukrainian gymnasiums. The purpose of the article is to highlight the issues of primary education in the creative heritage of the Ukrainian teacher Nikifor Yakovlevich Hryhoriyiv (1883–1953). To write the article, we used the following methods: periodization – to determine in accordance with reasonable criteria for the selection of periods of educational activity of the scientist; method of reconstruction – to reproduce the socio-cultural and socio-political context of educational development; interpretations – for creative rethinking of pedagogical ideas of N. Grigoriev taking into account modern educational and organizational-pedagogical tasks. N. Hryhoriyiv's activity as the Minister of Education of the Ukrainian People's Republic was aimed at the nationalization of the public education system, which could educate a new generation of conscious citizens of Ukraine. After becoming the Minister of the Ukrainian People's Republic, in 1918 the teacher introduced compulsory teaching in schools in the Ukrainian language and issued a document “Schools in Ukraine”, which testified to the opening of schools in 39 settlements of Ukraine.

The article highlights the possibility and feasibility of the use of cloud technologies by teacher in the educational process of higher educational institutions, modern schools or institutions of additional education. The advantages and disadvantages of using cloud technologies in the learning process are indicated. After all, cloud technologies are one of the perspective directions in the development of modern information technologies. Under cloud technologies are understood distributed data processing technologies, in which computer resources and power are provided to the user as an Internet service. The use of cloud technologies is not only associated with a huge reduction in costs and intensification, but also with significant consumer risks (especially the risks of storage and data transfer). On the other hand, cloud solutions are being improved all the time, and the cloud provider can now reach an acceptable level of security by adhering to a number of conditions. The use of cloud technologies in the educational process will, above all, make it possible to solve the problem of ensuring equal access of students and teachers to high-quality educational resources both at classes and in extra hours. Cloud computing has wide-ranging prospects for applications in education, research and applied research, as well as for distance learning for professionals, postgraduates and students. Cloud technologies are not only the future, it is in many respects also the present. The use of cloud technologies (cloud computing) by higher educational institutions is a promising direction, which allows to increase the efficiency of the educational process, reduce the cost of its implementation. Significantly reduced capital costs associated with the creation and maintenance of educational institutions of their own data centers, provides flexible scalability and high availability of services used in the learning process, which ultimately increases the level of satisfaction of users needs: students, faculty, teaching staff, as more time is spent on solving educational and research tasks.

The article examines several aspects of the quality of educational services. The process of providing such services is examined, the problems in the field of teaching physics and mathematics are identified and the ways of problem resolution in the credit learning system are proposed. The introduction of credit learning technology allows for stimulation of students’ learning activity and an increase in their motivation and the level of academic mobility. The ways of increasing the motivational activity of the teacher as another key figure in the educational process are identified. The current remuneration system for university teachers in Kazakhstan accounts for work experience and the position held and includes additional payments for an academic degree but does not stimulate teachers for continuous additional training. On the other hand, the salary volume does not contribute to the high social prestige of this profession, which is complex and requires genuine pedagogical skills. The quality of teaching staff is associated with the quality of education acquired by students. In the context of the credit rating system, it is not only students who earn credits, but also teachers who should substantiate and improve their qualifications measured by their rating.
