The article analyzes the relevance and necessity of providing educational services at two levels of vocational education (secondary specialized and Ist stage of higher education) of pedagogical staff of preschool education institutions in the education system of the Republic of Belarus in the current educational situation: socio-demographic and normative-legal conditionality of vocational education; possibility of creating a pedagogical cluster in institutions of secondary specialized education and institutions of higher education; curriculum integration trends; elimination of duplication in the content and forms of the educational process organization in order to increase the motivation of students’ educational activities who study for the specialty “Preschool education”. A number of factors affect the increase in the motivation of college graduates to continue their professional education at the university: teachers with higher education have broader conditions for the implementation of professional activities in a preschool education institution; training according to integrated curricula in a shorter time frame is provided, and the cost of training is slightly lower; ability to participate in the educational process remotely, etc. The pedagogical cluster ensures not only continuity in the content of education at two levels of the education system, but also enriches the pedagogy of higher education with new forms, methods and technologies of working with students in the context of implementing the principles of cooperation pedagogy. This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

<p><span>The legal status of polytechnic has been fundamentally changed from time to time. After the Law of National Education System Number 20/2003 and the Law of Higher Education Number 12/2012 came into effect, the polytechnic has been granted a new legal status that offers more diverse programs at various levels. Since then, polytechnic could conduct vocational diploma programs and degree programs in applied sciences from graduate to postgraduate. This legal status raises legal problems whether polytechnic is a higher education institution in vocational or applied sciences. Best education practices in some countries classify applied sciences higher education as academic education, not vocational education. This doctrinal research paper then will examine this legal problem using statute, historical and comparative approach, in the light of the Development Legal Theory. This study shows that the legal status of polytechnic is heavily dependent on government policy. In the absence of a clear and firm ground policy of vocational education, the legal status of the polytechnic has been interpreted differently from time to time. The government ought to reset the vocational education policy and then reform the law of the national education system. Therefore, the legal status of the polytechnic will be more sustainable and have better legal certainty accordingly. Regarding the recent development of higher education, it will be better if the government constitutes polytechnic as a higher education institution in applied sciences.</span></p>

The improvement of the quality of preschool education is an important task for the modern stage demonstrating the development of the Ukrainian society, the implementation of which, above all, requires the efforts of higher education institutions to train a methodologically competent specialist, who is able to master and create innovative methods, techniques and technologies for organizing the educational process of a pre-school education institution. This task fully meets the requirements of the State Standard for Preschool Education in Ukraine, the documents regulating the functioning and modern guidelines for the development of pre-school and higher education of Ukraine in the 21st century. Under these conditions, the formation of methodological competence of the future pre-school educators is of paramount importance. The purpose of the article is to cover and analyse the results of the diagnostics determining the proficiency markers of the future pre-school educators’ methodological competence at the ascertaining stage of the experiment. We consider the methodological competence of future pre-school educators as an integrative personal composition characterized by these features: the presence of the ability to reflect, the desire to carry out methodological activities, the understanding of its value, theoretical knowledge and practical skills, which provide the ability to consciously and methodologically use methods and techniques and technologies of preschool children’s education, upbringing and development. The structure of the future preschool educators’ methodological competence is made up of the cognitive, motivation- and value-centred, activity-oriented and evaluative-reflexive components and their indicators, according to which the manual of diagnostic methods is created and selected. During the ascertaining stage of the experiment, a sufficient level of methodological competence was demonstrated by 16.6%, a basic level – by 61.7%, a low level – by 21.7% of the future educators. The article considers the problem of the formation of professional mobility in the training of future specialists in non-linguistic universities, which has recently gained particular relevance due to the growing role of foreign language communication in the professional activities of future specialists.The requirements of higher education aimed at training competitive future specialists are taken into account. Foreign language education today becomes at the same level with professional education, integrates with it and significantly affects the success and competitiveness of future specialists in the labor market. This circumstance underlines the need to change the purpose, content, process and form of organization of the educational process of foreign language teaching. Actuality of the research topic is a result of the modernization of higher education and aimed at finding effective ways to train future specialists, meeting all the latest requirements of the labor market.The concept of “professional mobility” is considered. The role of foreign language in the formation of professional mobility in the training of future specialists in non-linguistic universities in the context of professional mobility is analyzed, the opportunities offered for higher education future specialists with foreign language skills are described.Modern higher education, as a channel of professional mobility, can help future specialists in vocational and personal development with professional mobility to become competent future specialists, creating specific pedagogical conditions and, thereby, the basis for their self-realization in the difficult social, economic, political conditions of society. The importance of the paper is determined by the fact that the development of digital technologies is currently one of the main priorities of any country, both at the highest political level and at the federal and regional ones. The introduction of digital initiatives into the education system leads to their reforming, which has a direct influence on all subjects of the educational process. The goal of the study was to investigate the characteristics of the value orientations of student youth in the context of the digital transformation of the higher education institution. The research methods comprised theoretical and methodological analyses of the problem, empirical research methods (testing, interviewing and a survey), an educational experiment and methods of mathematical statistics. The results of the study include a description of the value framework structure of the personality of student youth (values and meanings) in the era of digital transformation. In addition, as a result of the study, the authors of the paper designed and tested a programme of additional education for students, aimed at developing the value orientations of the ‘digital personality’. The materials of the paper can be useful for the introduction into the educational process in the system of higher and secondary vocational education.   Keywords: Value orientations, student youth, global risks and challenges, information and educational environment of a higher education institution, digital transformation of society.

The issue of the synthesis of professional education with an overall upbringing of university students is the main object-matter of the article. The article is aimed to represent the experience of educational work at Ryazan state medical university named by I. P. Pavlov. The mission of the higher school today is not only to provide quality education as one of the vital values, not only transfer knowledge mechanically, but also to form a comprehensively developed creative person as a professional expert with high moral qualities. Commercialization almost of all human areas, gradual shift of medicine to the services market space updates a problem of the unification of professional education with university student’s upbringing and also updates a demand of educational work and ways of its realization at the higher school as well as in medical universities. Having more than twenty years’ experience in the sphere of the higher education, the authors present their own point of view on the studied problem, as well as they give examples of teachers’ and students’ activity in all directions of educational work and development of fundamentals of medical ethics and ethical issues in clinical practice. Analyzing and generalizing the educational work experience practiced in Ryazan state medical university named by I.P. Pavlov, the authors of the article focus their attention on an integrative approach as the basic principle of organizing the educational process in a higher education institution. This process allows forming an integral person, a spiritually developed outstanding professional expert in medicine.

Competence-based technologies used for teaching a foreign language in non-linguistic higher education institutions, put at the center of all education system student competence, providing comfortable, conflict-free conditions of its development, realization of natural and acquired potentials. The construction of a competence-based educational process presupposes the orientation of the training space on the competence sphere of students. The studied experience makes it possible to identify competencebased “platforms”, as well as the main “landmarks” for teaching a foreign language to future experts of non-linguistic specialties. Not only the general English language course, which is quite universal for all specialties, but also the professionally-oriented course, which depends on the chosen specialty in the higher education institution, acquires great importance in the training of future non-language experts. The competence orientation of teaching foreign languages to students of non-linguistic specialties is to ensure proficiency in a foreign language within the framework of both everyday communication and in the specialty at a creative and professional level. Theoretical design of the formation of professional communicative competence of future non-language professionals in the process of learning a foreign language confirms the feasibility of the proposed method, allows us to theoretically justify its effectiveness.

The purpose of the article is to substantiate the system of information and methodological support for students of vocational education institutions. The authors analyse the ways of training junior bachelors of speciality 121 “Software Engineering”, taking into account the development of information technologies and changes in science, technology, technologies in the legal framework of economics and education.The author found out that the educational process is inadequately provided with educational and methodical materials aimed at the formation of design skills in the field of software development. The content of information activities of junior bachelors on the use of information and methodological support is developed. It consists of the following: development of algorithms that implement the content, and technological components of the content of information and methodological support; development of the code and adjustment of the applied program of information and methodical maintenance; the experimental use of information and methodological support in the educational process; adjusting the information and methodological support based on the results of experimental use; the introduction of information and methodological support in the educational process of the institution of professional higher education; the development of methodological documentation for users of information and methodological support; the development of methodological documentation for a training seminar for potential users of the developed information and methodological support; the design of the results of interdisciplinary design. The program-project “Organization and development of psychological services in the system of professional education of the Tomsk region for the period up to 2025” promotes the organization, systematization and development of the activities of psychological services in the system of profession-al education in the Tomsk region. In the system of professional education of the Tomsk region today, the activities of social and psychological services, mediation services, reconciliation services, psychological support services and others, which include a fairly narrow circle of specialists (education-al psychologists, social educators). The program-project is being implemented in the following areas: psychological, social, educational. An important advantage of the program-project is the possibility of creating a model of professional psychological and pedagogical support of participants in the educational process in professional educational organizations and its integration into the activities of psychological services of professional educational organizations of the Tomsk region.

The article considers innovative processes taking place in modern socio-economic conditions in the system of higher and secondary professional education in the Russian Federation. The study points out negative factors that prevent the formation of innovative processes in the economy. They identify innovative ways of development in the system of higher and secondary professional schools and essential differences in the definition of significant trends of development. The study has defined a socially-oriented model as the most progressive model of innovative development of higher education institutions. It is the social-oriented model that allows us integrating scientific-research and professional-oriented assets creating an innovative environment in higher education. Other processes are typical for secondary vocational education, the main purpose of which is defined as providing the middle level of the Russian economy with highly skilled workers and specialists. The study has revealed that there are approach processes of the secondary vocational education system with production. Business structures are taking more active part in the organization of the educational process every year.
