The purpose of the article is to substantiate the system of information and methodological support for students of vocational education institutions. The authors analyse the ways of training junior bachelors of speciality 121 “Software Engineering”, taking into account the development of information technologies and changes in science, technology, technologies in the legal framework of economics and education.The author found out that the educational process is inadequately provided with educational and methodical materials aimed at the formation of design skills in the field of software development. The content of information activities of junior bachelors on the use of information and methodological support is developed. It consists of the following: development of algorithms that implement the content, and technological components of the content of information and methodological support; development of the code and adjustment of the applied program of information and methodical maintenance; the experimental use of information and methodological support in the educational process; adjusting the information and methodological support based on the results of experimental use; the introduction of information and methodological support in the educational process of the institution of professional higher education; the development of methodological documentation for users of information and methodological support; the development of methodological documentation for a training seminar for potential users of the developed information and methodological support; the design of the results of interdisciplinary design. This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

В современном мире процессы автоматизации проникли во все сферы деятельности человека. Управление образовательными процессами обусловлено разными архитектурами программного обеспечения для поддержки обучения в образовательной организации, практическим применением информационных технологий, которые используются для сетевого доступа к защищенным образовательным ресурсам. Внедрение автоматизации в процессы управления сложными системами значительно сокращают объем вложенных ресурсов, не только финансовых, но и ресурсов времени. Использование информационных компьютерных технологий (далее – ИКТ) в процессах для автоматизации управления образовательными организациями является одной из первоочередных задач современной системы образования. Автоматизация управления средним профессиональным образованием (далее – СПО) в Российской Федерации является актуальной темой, поскольку внедрение информационных технологий в процесс управления деятельностью СПО позволит существенно снизить затраты времени для руководящего и педагогического состава на делопроизводство, планирование и ведение документации учебного процесса за счет снижения доли рутинного труда. В статье рассмотрены особенности таких актуальных направлений в управлении СПО как анализ обеспеченности учебной литературой, занятости выпускников и учет примерных основных образовательных программ. Подчеркнута необходимость автоматизации указанных направлений в управлении СПО. In the modern world, automation processes have penetrated into all spheres of human activity. The management of educational processes is due to different software architectures to support training in an educational organization, the practical use of information technologies that are used for network access to protected educational resources. The introduction of automation in complex systems management processes significantly reduces the amount of invested resources, not only financial, but also time resources. The use of information computer technologies in processes to automate the management of educational organizations is one of the priority tasks of the modern education system. Automation of the management of secondary vocational education in the Russian Federation is a topical topic, since the introduction of information technologies in the process of managing the activities of secondary professional education will significantly reduce the time spent for the leadership and pedagogical staff on office work, planning and maintaining the documentation of the educational process by reducing the share of routine labor. The article considers the peculiarities of such topical areas in the management of srekak analysis of the availability of educational literature, the employment of graduates and the accounting of approximate basic educational programs. The need to automate these areas in the management of secondary vocational education was emphasized.

The article analyzes the relevance and necessity of providing educational services at two levels of vocational education (secondary specialized and Ist stage of higher education) of pedagogical staff of preschool education institutions in the education system of the Republic of Belarus in the current educational situation: socio-demographic and normative-legal conditionality of vocational education; possibility of creating a pedagogical cluster in institutions of secondary specialized education and institutions of higher education; curriculum integration trends; elimination of duplication in the content and forms of the educational process organization in order to increase the motivation of students’ educational activities who study for the specialty “Preschool education”. A number of factors affect the increase in the motivation of college graduates to continue their professional education at the university: teachers with higher education have broader conditions for the implementation of professional activities in a preschool education institution; training according to integrated curricula in a shorter time frame is provided, and the cost of training is slightly lower; ability to participate in the educational process remotely, etc. The pedagogical cluster ensures not only continuity in the content of education at two levels of the education system, but also enriches the pedagogy of higher education with new forms, methods and technologies of working with students in the context of implementing the principles of cooperation pedagogy. The process of studying in higher education institutions is transformed from the system of knowledge transfer to the system of their independent acquisition by students, the search for solutions to problems through research activities, inherent models of studying the Master’s degree level. The development of future software engineers’professional competencies in the contextof a modern university has the following contradictions: insufficient consideration ofdemadsof the specialization according to which training ofmasters in specialties 121 "Computer Sciences" and 122 "Software Engineering" is conducted, in thecontent of academicdisciplines; implementationofonly a general development function in the process of teaching these disciplines is carried out, while improving the skills of designing and developing software products in the training of future IT specialists remains a secondary task; the motivation for the research and creative activity of students undergoing training within the framework of the Master's program is not clearly identified. The article is devoted to the design of an educational Web resource for the study of the platform for Arduino's amateur constructing as a computer tool for the professional competence formation of 121 "Computer Sciences", 122 "Software Engineering" specialties students. The modeling of this web-resource is focused on systematization of knowledge and development of practical design skills in the Arduino hardwarecomputing platform in the study of "Quality Management of Electronic Educational Resources" and "Information Technology Management" Master’s courses. In the process of course design, students determine the purpose and objectives of learning through electronic educational resources, analyze existing analogues of Arduino study sites, identify major requirements groups, design information architecture, present a chart of precedents for roles specific to an educational website. The application of this topic into the educational process of the Kherson State University is aimed at the development of professional competences for future programmers through the active introduction of new educational technologies, the use of opportunities for the information space, and the partnership between teachers and students.

The article considers innovative processes taking place in modern socio-economic conditions in the system of higher and secondary professional education in the Russian Federation. The study points out negative factors that prevent the formation of innovative processes in the economy. They identify innovative ways of development in the system of higher and secondary professional schools and essential differences in the definition of significant trends of development. The study has defined a socially-oriented model as the most progressive model of innovative development of higher education institutions. It is the social-oriented model that allows us integrating scientific-research and professional-oriented assets creating an innovative environment in higher education. Other processes are typical for secondary vocational education, the main purpose of which is defined as providing the middle level of the Russian economy with highly skilled workers and specialists. The study has revealed that there are approach processes of the secondary vocational education system with production. Business structures are taking more active part in the organization of the educational process every year. Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

This study aimed to identify the common teaching methods of vocational education teachers in Al- Mafraq Governorate in Jordan through application to a sample of (180) male and female teachers. And a tool for the study was developed consisting of (20) paragraphs, and after making sure of the tool's sincerity and its stability. The study reached the following results: that professional education teachers use a variety of teaching methods, some of which are traditional and others are modern, noting that (practical presentation style, project method, problem solving method, and method of dialogue and discussion) is the most common among professional education teachers, and that justifications Usage is mainly due to the appropriate occasion of the content of the subject of vocational education, the importance of the appropriate method to develop student discovery skills, and employing the method that makes the student the focus of educational process, and there were no statistically significant differences attributable to gender variations or the educational qualification in Yen differences appeared statistically significant Tazly variable experience on common teaching methods of professional education teachers in favor of the experience category 5-10 years. The researcher recommended a number of recommendations, the most important of which were: holding training courses for vocational education teachers in order to train them on how to choose appropriate teaching methods for the vocational education course, and the need to prepare evidence that shows the steps for teaching the content of the vocational education curriculum for professional education teachers to use when employing modern teaching methods.

The article describes the prerequisites for the creation and implementation of an inclusive educational environment in higher education settings in Ukraine. Contradictions have been identified between the legal framework governing higher education for students with special educational needs and the lack of appropriate physical and psychological conditions for the realization of the right to education, and the contradiction between the existence of a tendency to integrate the educational process and the need to individualize the educational process. It is determined that the state of development of inclusive education in Ukraine is characterized by insufficient development of both social and acmeological mechanisms of interaction of key figures of the educational process. The types of inclusive education implemented by higher education institutions are described. The experience of implementation of inclusive educational policy at Lviv Polytechnic National University and the University "Ukraine" is considered. The author's development of the model of acmeological interaction of participants of the inclusive process in the inclusive educational environment is presented, and the criteria and indicators of evaluation of the interaction of the participants of the inclusive process in the inclusive educational environment are explained. It was found that a serious obstacle to the introduction of inclusive higher education in Ukraine is the lack of financial capacity of universities: there is no equipped environment, there are no special programs aimed at such education. Conclusions are made regarding the importance of acmeological interaction of participants in the inclusive process in an inclusive educational environment, which is not only to improve the situation of students with special educational needs but also to create positive aspects of social development in general.
