Most countries in the world are building a state system of financial control and control over international finances, taking into account the fundamental principles laid down in international legal sources and on the basis of world experience. The realization of the task of ensuring sustainable economic, social and political development of Ukraine requires further investigation of the problems of establishing effective control over international finances and initiating the reform process in this field, which can become a key element in the complex systemic transformations in the financial sphere and the construction of a new financial system of the state. We believe that Ukraine should look for the most important challenges of today, drawing on international experience in this field, with a view to its further use. The importance and importance of using foreign experience is also closely linked to the process of state integration into the world community and the implementation of international practice of financial control. Therefore, it is crucial for Ukraine to study foreign experience of financial control and to borrow appropriate experience in this field in order to improve the efficiency and effectiveness of the domestic financial control system. It should be noted that the global practice in the field of financial control is extremely voluminous and multifaceted, it has different approaches to the organization and implementation of control measures, most of which have been validated over time. N. Lazareva and GV Dmitrenko point out that the choice of a particular model is based on the relevant factors: the state of democratic development of society and the level of construction of civil society, the specifics of the distribution of powers between branches of government, the normalized form of government, historically accepted in the state form of government, historically the way of development of statehood and development of institute of financial control [2, p. 68; 3, p. 22]. Most countries in the world have gone a long way in finding ways to develop and build financial control. The highest financial control authorities in most countries of the world have endured a long period of searching for their effective functioning and implementation of really effective control measures. For example, the National Audit Office of Great Britain was formed in 1120, the Regular Audit Organization of Belgium - 1386, the General Chamber of Prussia - 1714, the Main Accountancy Chamber of the Principality of Warsaw - 1808, etc. [4, p. 127]. Such bodies were far from the current vision of public authorities in the area of financial control. However, they have become the prototype of the current institutions, with a defined range of tasks, functions, powers and goals for their implementation. Given the challenges and needs of today, the powers of such institutions and bodies have been expanded to control the cash provided or received in the form of international financial assistance. Unfortunately, historically Ukraine has been deprived of the possibility of gradually building state institutions in this area. Gaining independence in 1991 put the country in a position to address key challenges to economic development and the effective functioning of public authorities and government. Considering this fact, we consider that foreign experience in any sphere for Ukraine is the most valuable source of solving urgent problems, including the borrowing of the world practice of organization of financial control, control in the sphere of international finances and proper regulatory fixing of such mechanism. Purpose. The aim of the article is the system analysis of foreign experience and development of indicators and directions of an «economic breakthrough» in technological and innovative areas within the framework for the preparation of the Strategy of an economic breakthrough of the state by the Ministry of Economic Development, Trade and Agriculture of Ukraine. Methodology of research. General and special methods have been used to achieve this aim in our scientific and analytical development: the axiomatic method and scientific abstraction method (to define the terminological consistency of notions by studying the categorical apparatus «technological breakthrough», «economic breakthrough» and «innovative breakthrough”; induction and deduction methods (to determine the core factors of an economic breakthrough); the method of synthesis and system analysis (to substantiate the theoretical essence of the basic notions and develop our own system of indicators of an «economic breakthrough»; the decomposition method (to single out the functional components (technological and innovative) in the system of an «economic breakthrough»; tabular and graphical methods (to reflect the analytical calculations and the final results of the study). Findings. The experience of 19 countries that have made an «economic breakthrough» in technological and innovative areas is systematised, in particular: the experience of the USA, Canada, Australia, Japan, China, Singapore, South Korea, Finland, Sweden, Denmark, Norway, France, Germany, Egypt, Switzerland, Great Britain, Austria, Brazil and India. The original system of indicators has been suggested and the comparative monitoring of the indicators, which helped to provide a «technological and innovative breakthrough» for the selected countries of the world in comparison with Ukraine, has been carried out. The recommendations to public authorities, aimed at creating the main benchmarks of an «economic breakthrough» of Ukraine in the technological and innovative areas of activity, have been prepared. Originality. A system of indicators of an economic breakthrough of Ukraine in technological and innovative directions has been formed for the first time, the foreign experience of economically developed countries of the world in the direction of achieving economic growth of national economies has been systematised. The recommendations to public authorities concerning the identification of the main benchmarks for Ukraine's technological and innovative breakthrough in the near future have been further developed. Practical value. The outlined priority directions of the policy «Economic breakthrough» and intensification of the state policy on ensuring the economic welfare and growth in Ukraine are substantiated by the applied analysis of critical technological, innovative and state-building factors of the exacerbation of economic problems in Ukraine. The article considers the problems and features of reclamation of disturbed lands of Ukraine in terms of regions, describes the need and importance of land protection in Ukraine and the world and the implementation of measures for reclamation of disturbed lands. The number of disturbed and reclaimed lands in Ukraine as of January 1, 2021 was analyzed and reclamation works were carried out for 2020. The main issues of legislative conflicts that arise during the reclamation of disturbed lands or "non-reclamation" are highlighted. The measures of state control over the use and protection of lands of all categories and forms of ownership conducted by the Main Departments of the State Geocadastre in the regions for the period 2017 - 2020 are analyzed. An example of the use of a spent limestone quarry for construction is given on the example of the Dalhalla Theater and why such foreign experience cannot be applied in Ukraine. The administrative responsibility for "failure" to rehabilitate disturbed lands is highlighted. The problem that arises when accepting already reclaimed lands by local governments or public authorities has been identified. Recommendations are given for the introduction of more effective measures for the restoration of disturbed lands.

BACKGROUND COVID-19 represents a serious threat to both national health and economic systems. To curb this pandemic, the World Health Organization (WHO) issued a series of COVID-19 public safety guidelines. Different countries around the world initiated different measures in line with the WHO guidelines to mitigate and investigate the spread of COVID-19 in their territories. OBJECTIVE The aim of this paper is to quantitatively evaluate the effectiveness of these control measures using a data-centric approach. METHODS We begin with a simple text analysis of coronavirus-related articles and show that reports on similar outbreaks in the past strongly proposed similar control measures. This reaffirms the fact that these control measures are in order. Subsequently, we propose a simple performance statistic that quantifies general performance and performance under the different measures that were initiated. A density based clustering of based on performance statistic was carried out to group countries based on performance. RESULTS The performance statistic helps evaluate quantitatively the impact of COVID-19 control measures. Countries tend show variability in performance under different control measures. The performance statistic has negative correlation with cases of death which is a useful characteristics for COVID-19 control measure performance analysis. A web-based time-line visualization that enables comparison of performances and cases across continents and subregions is presented. CONCLUSIONS The performance metric is relevant for the analysis of the impact of COVID-19 control measures. This can help caregivers and policymakers identify effective control measures and reduce cases of death due to COVID-19. The interactive web visualizer provides easily digested and quick feedback to augment decision-making processes in the COVID-19 response measures evaluation. CLINICALTRIAL Not Applicable

Background: The COVID-19 pandemic has made the world to come to a standstill. What started as on 16th March 2020, as 114 confirmed cases of COVID‑19 in the country has now reached worrisome figures. The latest world scenario as per WHO as on 30th November, 2020 is as under-World data: 62,509,444 cases, deaths: 1,458,782; USA: 13,082,877 cases, deaths: 263,946; India: 9,431,691 cases, deaths 137, 139. It is evident that worldwide India is number two in case load and there’s no reason to prevent India from becoming number one unless appropriate corrective steps are taken.Methods: The present study has looked into various data sources available in public domain. The study covered a period of almost nine months i.e., from March 2020 to November 2020. The study revealed a steady increase in the number of COVID-19 cases from March 2020 with peak of pandemic occurring in the mid of September and then a steady decline of cases from October.Results: The data analysis shows that after peaking of cases in September, the epidemic will decline in a phased manner by the end of March 2021. Even though there is a decline seen from the month of October, spike of COVID-19 cases was seen in November in some of the states of India. Therefore, we can’t deny the possibility of a second wave of pandemic to occur in the month of December 2020 and January 2021.Conclusions: Hence appropriate and strict control measures have to be put in place for effective control of the Pandemic and its resurgence.

In modern conditions, the role of transparency of both public and local finances is growing significantly, which is a tool to increase the efficiency of financial resources, which confirms the analysis of Ukrainian and foreign studies. In Ukraine, the level of transparency is improving every year and as of 2019 is assessed by international organizations as the minimum allowable. At the same time, the level of transparency of local budgets differs significantly in different regions. To improve the situation and implement best practices in the field of transparency of public finances at both the state and local levels, it is important to analyze the foreign experience of those countries that are leaders in ratings of transparency of public authorities and transparency of the budget process. The paper analyzes the experience of the Office of the Public Accountant of Texas (USA), the Treasury of New Zealand, and the Treasury of the Republic of South Africa, which according to the open budget rating provided by the International Budget Partnership are among the 10 most transparent countries. Analysis of the content of the information portal of the Texas Public Accounts Controller Office showed a separate section “Transparency” with a detailed presentation of information in terms of key blocks of revenues and expenditures, state budget and finances, information on the formation and use of funds in all localities, information on budget deficit as well as information on transparency at the level of individual settlements, school districts, etc. A comparative analysis with the state of transparency of Ukrainian government agencies responsible for the development and implementation of fiscal policy and identifies weaknesses and strengths in terms of their transparency. It is established that the openness of the process of using public finances in Ukraine is gradually increasing, while the positions in the world transparency rating are also improving. However, the conceptual difference between building sites in the countries analyzed is that they report to taxpayers in a form that is accessible to them, rather than simply covering available information without comment or explanation. In the Yucatan Peninsula of Mexico, 95% of the human cases of Cutaneous Leishmaniasis are caused by Leishmania (Leishmania) mexicana with an incidence rate of 5.08 per 100,000 inhabitants. Transmission is limited to the winter months (November to March). One study on wild rodents has incriminated Ototylomys phyllotis and Peromyscus yucatanicus as primary reservoirs of L. (L.) mexicana in the focus of La Libertad, Campeche. In the present study, the prevalence of both infection and disease caused by L. (L.) mexicana in small terrestrial mammals were documented during five transmission seasons (1994-2004) in five foci of Leishmaniasis in the state of Campeche. Foci separated by only 100 km, with similar relative abundances of small mammals, were found to differ significantly in their prevalence of both symptoms and infection. Transmission rates and reservoir species seemed to change in space as well as in time which limited the implementation of effective control measures of the disease even in a small endemic area such as the south of the Yucatan Peninsula.

The narcotics problem has plagued humanity throughout all stages of its development. However, in conditions of 21th century, the threat of narcotism has become very urgent. Studying the world experience in the narcotism control measures implementation, we can identify several main mechanisms of counteraction. In this study, we present and analyze these mechanisms in detail. As for Russia, we can say that we are implementing a repressive social control model, but there are rudiments and predispositions to a restrictive model. In general, the narcotics problem has plagued our country throughout history. We show the relation and ways of fight against narcotics in the conditions of different historical stages. However, in the 21th century, narcotic addiction has reached unprecedented proportions and now represents a very dangerous threat to our state. The involvement of a large number of people in such a harmful social phenomenon was influenced by a number of certain factors characteristic of Russia. The very dangerous threat of narcotism to the Russia national security is also shown by the state counteraction dynamism against this phenomenon. This study shows the main mechanisms of narcotism implementation.

Abstract As the world is struggling to control the novel Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2), there is an urgency to develop effective control measures. Essential information is encoded in the virus genome sequence with accurate and complete SARS-CoV-2 sequences essential for tracking the movement and evolution of the virus and for guiding efforts to develop vaccines and antiviral drugs. While there is unprecedented SARS-CoV-2 sequencing efforts globally, approximately 19 to 43% of the genomes generated monthly are gapped, reducing their information content. The current study documents the genome gap frequencies and their positions in the currently available data and provides an alternative primer set and a sequencing scheme to help improve the quality and coverage of the genomes.

AbstractThe outbreak of COVID 19 has been provoking several problems to the health system around the world. One of the concerning is the crash of the health system due to the increasing demand suddenly. To avoid it, knowing the total number and daily new cases is crucial. In this study, we fitted curves growth models using a Bayesian approach. We extracted information obtained from some countries to build the prior distribution of the model. The total number of cases of the COVID 19 in the state of Goias was analyzed. Results from analysis indicated that the date of the outbreak peak is between 51 and 68 days after the beginning. Moreover, the total number of cases is around 3180 cases. The analysis did not take into consideration possibles changes in government control measures. We hope this study can provide some valuable information to public health management.

The urgency of the research is conditioned by the crisis of state financial control in Ukraine, in particular by the artificial lowering of the role of the state financial control for public administration in terms of determining the problems and prospects of the socio-economic development of the country. The study is evaluating the results of control measures conducted by the State Audit Service of Ukraine and the Accounting Chamber of Ukraine, development of recommendations for their improvement and phrasing. The methodological framework of the research is a comparative analysis of the series of dynamics of the established financial violations, systematic analysis of the quantitative and qualitative composition of the revealed violations, cause-and-effect analysis of the dynamics of the revealed financial violations, abstract-logical method, synthesis and generalization to substantiate the basic theoretical provisions, formulation of conclusions. The scientific results. Based on the performance evaluation of state financial control the article proves the failure of contemporary inquiries to support the interests of the state and civil society, defines the main reasons of such inconsistency. It is also determined that the significant improvement of the situation can be achieved through: awareness of the importance of the parliament and government of state control as an exclusive functionality tool of information source for nationwide scale management decisions centers about the actual situation in the national economy; accomplishment of the concept of preventive controls to facilitate optimization controls, saving budget funds for their implementation and state control servicing, establishment of the necessary evidence for further damages compensation to the state and reduction of the number and volume of financial misconducts in the future; centralization of state financial control, which will consolidate efforts to control completeness of formation, legitimacy, appropriateness and distribution efficiency, redistribution and use of financial resources of the state, eliminate duplication of control tools, create a single database of control tools and their results, optimize servicing costs of state financial control bodies. The practical significance of the research is to develop first-priority recommendations for improving the organizational foundations of state financial control and methods of conducting control measures. Significance/originality. The results obtained form an integrated view of the consequences of functioning of the state financial control bodies, the level of legal consciousness, professional competence and responsibility of officials of state authorities, local self-government, and other entities of economic relations for the consequences of managing state financial resources.
