The article covers unified issues of the long-term strategy development, the role of science as well as democracy development in present-day Russia. The problems of budget proficit, the Stabilization Fund issues, implementation of the adopted national projects, an increasing role of regions in strengthening the integrity and prosperity of the country are analyzed. The author reveals that the protection of businessmen and citizens from the all-embracing power of bureaucrats is the crucial condition of democratization of the society. Global trends of the world development and expert functions of the Russian science are presented as well.

The paper is devoted to the latest Russian historiography of migration processes in the post-Soviet space. The author considers the most important research projects of academic institutions and universities of Russia in the field of history and modern dynamics of post-Soviet migrations, covers key trends and results of the development of migration issues in the framework of various areas of Russian science. The author comes to the conclusion about the need for further in-depth development of the recent history and modern trends in the migration policy of the CIS countries, the role of migration in the dialogue of cultures and civilizations in the post-Soviet space, including within the framework of international cooperation of Eurasian scientists.

The task of the authors was to develop a certain control system to identify the role of country economic security in the Eurasian integration. To this end, the approaches to economic security in Europe, Russia and Asian countries are analyzed. The differences in the methods of controlling the national economic security and in the key approaches to its provision are primarily due to the historically established internal economic and geo-economic conditions. There is a fairly wide range of paradigms of controlling system implemented in national economic security, primarily the differences between the European approaches and the approach of Russia.  Given information based on mentioned control systems revealed that principles and mechanisms of organization of national economic security systems in Asian countries is practically absent in Russian science. It was also necessary to analyze the typology of control monitoring system in order to clarify the prospects of integration of national economic security systems. The authors substantiate the position that ensuring national economic security is an important imperative of integration and development in the Eurasian space, competitiveness and economic sovereignty of countries. The article systematically organizes the facts about the types of organization of national economic security, explains the need for the countries of Eurasia active control system of economic security as a response to the challenges of our time. The authors express a certain control syste, of Eurasian integration in the field of national security, involving both sovereignty and harmonization of national systems aimed at protecting economic interests.

A role of Russian science is increasing along with domestic fisheries development in the world Ocean. One of the main tasks of researchers is to protect the interests of Russian fisheries on the international level. Such protection is based on living resources investigation and formulation of recommendations on their sustainable development, taking into account the international regulations’ and bilateral agreements’ demands.

After a brief historical sketch of work on null subjects, and a summary of Barbosa’s proposals concerning the relation between partial and radical null subjects, the chapter presents a typology of null arguments which links their properties directly to the D-system, suggesting a cross-linguistic link between the nature of the null-subject system and the nature of the ‘article system’ in a given language. After a brief consideration of the semantics of null pronouns and the role of the Person feature in licensing null arguments, a general account of ‘licensing pro’ is put forward, which relies on the twin ideas that pro contains a variable and that all variables must be bound at the C–I interface. Finally, there is an updated and refined parameter hierarchy for φ‎-parameters. The question of the relation of variation in these features to the C–I interface and the morphophonological interface is also taken up.

Abstract The article draws attention to the study of the historical experience of Russian science in the development of the Arctic and northern territories of Russia. Based on a wide range of archival and published sources, the role of the Geological Committee in the scientific study of the Ukhta oil-bearing region is analyzed. The chronological framework of the study covers the period of the organization’s activity from 1882 to 1929. The field studies carried out by the Geological Committee which started during this period in the Ukhta region are considered in detail. As a result of this activity, this territory was comprehensively studied for the first time, including a detailed geological survey, the search for oil deposits, and an assessment of its industrial potential. It has been determined that as a result of the surveys of the Geological Committee, new information about the features of the geological and orographic structure of the region was obtained and the oil-bearing potential was proved. It has been concluded that the research of the scientists of the committee laid a fundamental basis for the study of the Ukhta oil-bearing region and predetermined its further development history and great significance for the state.

The digital economy is currently making a great contribution to the development of the global economy and economies of different countries, being one of the priority development areas. The problem of identifying trends in the development of the digital economy that will determine global trends in the future remains relevant. In this regard, the authors attempt to identify trends in the development of the digital economy based on scientometric databases.Aim. The presented study aims to determine the place and role of the digital economy in the current global transformation processes and trends in its development as part of a study of  scientometric databases.Tasks. The authors present the hierarchy of directions for the development of the digital economy in Russia and its systemic decomposition, identify changes in scientometric indicators in the field of the digital economy through the analysis of the Scopus abstract and citation database and the Russian Science Citation Index (RSCI) database, and describe changes in the scientometric indicators and publication activity in the field of digital economy.Methods. This study uses the international Scopus database, the RSCI database, correlation and regression analysis, and mathematical statistics methods.Results. It is established that interest in the digital economy grows every year. The authors present a hierarchy of directions for the development of the digital economy in Russia and a systemic  decomposition (model) of the digital economy. It is noted that most publications on digital economy focus on the application of digital technologies. Analysis of scientometric databases for 2010–2018 reflects trends in the development of the digital economy.Conclusions. The conducted study shows trends in the development of the digital economy in Russia and identifies priority directions for the development of the national economy as a whole, which specifies the direction for future research.

Gender research in international relations is a relatively young branch of scientific knowledge. In Russian science, the largest number of studies is aimed at studying gender balance, gender behavior in the social environment, the changing status of women in modern society. Among the few Russian works dealing with the topic of gender in international relations are the publications of T.V. Zonova. At the same time, gender approaches open up new opportunities for studying the influence of social relations on international relations. They do not replace the role of the main actor - State in international relations, but endow them with new characteristics from the sciences that study the behavioral forms and norms of social subjects. The proposed article sets the following tasks: to identify the features of gender theoretical approaches; determine the subject fields of international relations, where gender approaches can manifest their heuristic potential; give specific examples of the effective use of gender theories in the study of international relations. The article contains a brief analysis of the history of the formation of gender theories; the role of gender on the agenda of international institutions and the impact of the coronavirus epidemic on it; femininity and masculinity in politics; gender approaches to the issues of war and peace, state violence, construction of regions.

Introduction: the Russian doctrinal sources have been noting the formation of a new type of law-making for several years. It differs from other types in that amendments and changes to the constitutional norms are made without their direct changing. This type of law-making is called “transformation of constitutional norms”. The purpose of the study is to formulate the concept of transformation of constitutional norms and to identify the specific features and distinctions of this legal phenomenon. Methods: the methodological framework for the study is a set of methods of scientific knowledge, among which the main ones are the methods of comparison, analysis, and generalization of legal material. Results: the author’s position on the need to determine the features, limits, and distinctions of this institution in Russian science is based on the study of the modern legislation, as well as a large number of examples from judicial practice. Based on this approach to the study of legal material, the very concept of transformation of constitutional norms was studied, the ambiguities of the transformation processes were identified, and the features and limits of transformation were formulated. Conclusions: as a result of the study, the role of transformation as a regulator of public relations and a new type of law-making is revealed. The features, signs, and limits of the transformation of constitutional norms are established through the analysis of examples in the judicial practice of the Constitutional Court of the Russian Federation. It is determined that the transformation is temporary, can fill a legal gap, and has a specific mechanism of implementation, which is due to special forms of transformation (interpretation, application of legal positions, ratification, and implementation).

<p>The role of microorganisms (lichens, micromycetes and bacteria) in the formation of biominerals is widely known (Purvis, 2008; Vlasov et al., 2020). In the fall of 2019, we organized an expedition to the area of Tolbachik volcano (cones 1, 2, 3 and Mount 1004), Kamchatka, Russia, and collected 120 samples of volcanic rocks with biofilms. The volcanic cones of Tolbachik concentrate a wide variety of elements and are a type-locality of more than 300 minerals (Vergasova and Filatov, 2012; Siidra et al., 2017; Pekov et al., 2018). Lichen species are widespread in the volcanic fields of Kamchatka, Russia (Kukwa et al., 2014).  The goal of this work was to search for and study biominerals associated with lichens.</p><p>As a result of our research, calcium oxalates (whewellite and weddellite) and copper oxalates (moolooite) associated with lichens were found. Whewellite was found in the lichens <em>Psylolechia leprosa</em> and<em> Sarcogyne hypophaea</em>. Whewellite and weddellite were found together in the lichen <em>Rinodina gennarii</em>. Pyroxene (diopside) and plagioclase (anorthite) sourced calcium for the oxalates formation. Whewellite accumulates in apothecia in the form of whitish masses, consisting of lamellar crystals of 5-6 microns in size and their stacked intergrowths. Weddellite forms bipyramidal crystals of 2-10 microns in size. Moolooite was found in lichens <em>Acarospora squamulosa</em> and <em>Lecanora polytropa</em> (together with whewellite). The source of copper is tenorite, atacamite and copper-rich silicates (products of basalt processing by fumaroles). Moolooite forms lamellar crystals and intergrowths up to 5-6 microns in size. An interesting feature of oxalate formations in the <em>Lecanora polytropa</em> lichen is a high lead content, which has never been previously recorded in natural oxalates. Linarite and pyromorphite are most likely the source of lead. Chemical analysis showed that "nests" of calcium oxalates can contain up to 6 wt% PbO, while "nests" of copper oxalate - no more than 1 wt% PbO. The results obtained indicate the possibility selective sorption of lead and suggest the possibility of replacing calcium with lead in the oxalates. The studies of the location forms of lead in biofilms are in progress. The exact form of lead has not yet been established.
