The state of the national cultural policy and management of the cultural sphere in the context of new challenges

Изложены результаты анализа национальной культурной политики России на современном этапе, сопровождаемом чередой новых вызовов. Раскрыты цели и задачи государства в сфере культуры, признаваемой ключевым фактором всех проводимых социально-экономических преобразований. Дается современное толкование культуры, подчеркивающее важность новых подходов к государственной политике в области культуры в аспекте публичного признания ее ценности и оказания всемерной поддержки развитию. Подчеркивается крайне негативное влияние коронавирусной инфекции на состояние и функционирование учреждений культуры. Приведены данные, отражающие меры государственной поддержки сфере культуры в период пандемии COVID-19. Делается вывод, что государство как гарант сохранности исторически сложившегося культурного наследия должно принять все возможные эффективные меры поддержки сферы культуры и защиты ее от разного рода угроз. The article presents the results of the analysis of the national cultural policy of Russia at the present stage, accompanied by a series of new challenges. The article reveals the goals and objectives of the state in the field of culture, which is recognized as a key factor in all ongoing socio-economic transformations. A modern interpretation of culture is given, emphasizing the importance of new approaches to state policy in the field of culture in the aspect of public recognition of its value and providing full support for development. The extremely negative impact of coronavirus infection on the state and functioning of cultural institutions is emphasized. The data reflecting the measures of state support to the cultural sphere during the COVID-19 pandemic are presented. It is concluded that the state, as a guarantor of the preservation of the historical cultural heritage, should take all possible effective measures to support the cultural sphere and protect it from various threats.

The pandemic has had a negative impact on the socio-economic situation of many German citizens. Measures taken by government bodies to contain the spread of coronavirus infection significantly limit economic activity. The coronavirus crisis sets new challenges for the German federal government in terms of maintaining employment, stabilizing social security and strengthening the manufacturing sector. The paper examines the consequences of the coronavirus pandemic for the German economy and the prospects for its development. Pays special attention to the relationship between the rates of economic recovery and the quality of human capital.

The article considers the most significant issues of cultural development of Russian small and medium-sizes cities, in the era of globalization, in the context of such major social threats as the erosion of national and cultural identity, the loss of traditional cultural landscape and the reduction of cultural capital.Analyzing the legislative and financial bases of cultural policy in small and medium-sized cities of Russia, the author identifies the key problem areas of the state cultural policy.The empirical base of the study was obtained during the implementation of two research projects conducted in 2015 and 2019, the main methods of which had been document analysis, expert interviewing and case studies of the most successful projects in the field of culture. The data of specific sociological studies allowed us to consider the state of the cultural sphere in small and medium-sized cities and to identify the role of cultural activity of urban communities in the cultural process. The results of the case method indicate the most successful and effective projects in the cultural sphere, implemented on the basis of public-private partnership with the involvement of civil society.The article draws conclusions about potential directions of cultural policy in small and medium-sized cities of Russia, including investments, creation of urban development strategies and interaction with local communities.

Introduction. Due to the different density of population in the Russian Federation and the scale of its territory, correctional system facilities should represent a unified system, in which the institutions are interrelated and interchangeable. In the conditions of a large number of types and sub-types of correctional institutions, the possibility of interchangeability is weakened. Problems associated with the quality of ensuring the internal isolation of convicts have a significant impact on the level of crime and penitentiary security. Hence, the punishment execution practice should more flexibly use the norms on separation of convicts to achieve goals and objectives of the penal executive legislation. Methods: the research used a dialectical method for cognizing objective reality, a logical method, a modeling method, a formal legal method, a systemic method. Results and discussion: the constantly changing socio-criminological portrait of the offender and the level of crime force the legislator to revise criminal-legal and criminal-executive criteria for differentiating those sentenced to imprisonment. The mentioned reasons also affect group differentiation that occurs in the process of distributing convicts to dormitory accommodation (cells) within the correctional institution. The crime level in a separate RF subject and changes in the state criminal policy require the reassignment of correctional institutions as a whole. The system of correctional institutions should not overwhelmingly depend on the criminal-legal criteria of those sentenced to imprisonment and the changing criminal policy of the state, and at the same time, departmental regulation should not bolster the legislatively established system of correctional institutions. Conclusions: the legislator has established a wide range of types of correctional institutions for those sentenced to imprisonment. Remoteness of some of them from the place of residence of convicts, to a certain extent, has both positive and negative impact on their social ties, which ultimately affects the effectiveness of implementation of the panel enforcement legislation goals and objectives.

Monitoring and assessment of the state of economic security are indented for control purposes over the achievement of goals and objectives established by the Economic Security Strategy of the Russian Federation. The government policy measures aimed at reduction of negative impact of the detected challenges and threats to economic security, prevention and minimization of risks and possible damage to national economy are formed based on the results of monitoring and assessment of the state of economic security. Identification of the problems of monitoring and assessment of the state of economic security of the Russian Federation and their resolution would improve the quality and effectiveness of administrative measures aimed at overcoming the crisis phenomena and ensuring economic growth in the country, which is a relevant scientific-applied task. The article presents the results of analysis of the information-analytical materials on assessment of the state of economic security, provided by the participants of the monitoring of state of economic security (over 30 bodies of state and corporate administration). Assessment is carried out on adaptation of information and analytical materials of the state of economic security to the usage as database for explication of simulation model and conduct of simulation modeling of the state of economic security in different economic sectors. The author identifies the mistakes made by the participants of the monitoring and assessment of economic security in the context of preparation of information, and analytical materials essential for the assessment of economic security in different economic sectors and drafting a report of the Government of the Russian Federation to the President of the Russian Federation. The measures for resolving the indicated problems are proposed.

The state, by virtue of its nature, is capable of controlling and regulating all spheres of society. The main instrument of this regulation is the ability to redistribute resources between different spheres of life. Russia, in the era of new global challenges in the conditions of fierce information competition, needs to pay special attention to the cultural sphere of society. It is the preservation and transmission of cultural values, norms and experience to new generations that are able to ensure the unity of multinational people in turbulent circumstances. However, due to numerous factors, the cultural sector, receives insufficient state support and funding. In modern realities, in addition to economic problems, the sphere of culture is experiencing new difficulties associated with the digitalization of society. The article presents the results of the research, in the course of which the all-Russian expert survey was conducted. The experts gave their opinions on the most urgent problems in the sphere of culture, which were subsequently analysed. The most acute issue, according to the majority of experts, is the underfunding of the cultural sphere, which leads to significant consequences: unequal participation of citizens in cultural life, use of cultural institutions, limited access to cultural values; personnel stagnation in this sphere. In addition, the sphere of culture is subject to the processes of politicization and commercialization, which slows down its development and reduces the overall level, which has a negative impact on society. Experts state that cultural reforms aimed at modernization and the revision of cultural policy are necessary in the sphere of culture. Such changes are possible only with the adoption of a new law “on culture”, which would renew public administration in this sphere and ensure the progressive and systematic growth of the cultural level of the population.

The importance of the study presented  is  by  effective development and management of any system, including the state, it is necessary to implement a set of strategic goals and objectives. The increasing pace of globalization and digitisation of the contemporary world determines the need for all countries to respond to modern challenges and risks. The stagnation of the economic trend caused by the spread of coronavirus infection COVID-2019 and the decrease in the quality of life of the population, the growth of environmental, technological, demographic and other problems are related to such threats. The search for answers so necessary to overcome global challenges in general determines the national security of any country and, in particular, its development and prosperity. The authors of the article proved that it is possible to find the necessary answers only in the framework of the formation of a new model of state development. This model should ensure the strengthening and development of the real sector of the economy, the creation of new growth points from the introduction of innovative technologies and investment activities.

The article considers common classifications of measures to reduce environmentaleconomic damage from motor vehicles. Classification from the point of view of control impact is proposed, which allows to take into account relations between the state and citizens in the field of reduction of negative impact of motor vehicles on the environment. The analysis of the classification made it possible to identify areas of activity for improving the efficiency of management impacts, taking into account the incentives of citizens to comply with the requirements of the legislation and to create conditions for their exceeding. Increasing the efficiency of resource allocation in the Territory will allow the released funds to be allocated to the development of industry, agriculture, education and science.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The author proves that the successful stability of independent Slovenia contributed to a number of factors, existing since its being incorporated in the SFRY. The factor, uniting the state has become the common goal – the aspiration to join the EU. The process of the European integration contributed to the modernization of a number of spheres, in particular social, cultural and economic ones. The global financial and economic crisis has revealed the turmoil in the economy of the state and its leadership was forced to gradually reduce a significant part of social privileges for the population. This caused the tension in the society and reduced the level of the national unity, having a negative impact on people’s wellbeing. However, since 2014, the Prime Minister M. Cherar has been trying to restore people’s trust in the state. The situation is getting better; indicators of trust in government are increasing, which also points to state capacity and political regime stability in Slovenia. Introduction. Article reviews the current state and key aspects of financial policy in higher education and it’s innovative development in Ukraine. Through education institutions achieved increase of social standards, needs and increase welfare, increase the competitiveness of the state as a whole. Purpose. The purpose of this paper is to determine the characteristics of the development strategy of financial policy of innovative development of higher education and finding ways to improve its implementation. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Today an important form of state regulation of the economy is macroeconomic planning and forecasting. Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.
