SMEs are limited in their business development. This study is built on previous research conducted in four developing countries (Nigeria, South Africa, Turkey and India). It is difficult to access a bank to get a loan, they have no understanding of how to produce quality products or services, and they have no awareness to get used to learning; these are the problems faced by SMEs.The goal of this study is to find out market-oriented strategies to achieve performance in SMEs that are often ignored because they are too expensive. Review papers were used in order to get the stated aim. This study found out that market orientation is not carried out by most SMEs. There are high investment costs for this. Market orientation cannot always guarantee the success of their business. Problem solving was chosen as a strategy in an effort to make market orientation roles more visible, like easy access to finance, awareness of the quality of products and services they produce, and the habit of continuing to learn. The government, along with SME owners and other interested parties, makes some appropriate formulations to strengthen the position of SMEs as a driving force of the economy. It was concluded that SMEs must obtain special policies regarding the ease of financing from banks, availability of training organized by the government to raise knowledge of quality and awareness to always learn, and enabling SMEs to compete with large companies.

Tourism Awareness Group or abbreviated Pokdarwis is a self-help and self-help group that grows from, by and for the community and aims to enhance the development of regional tourism and succeed tourism development by becoming a government partner in raising public awareness in the field of tourism, increasing human resources, encouraging the realization of Sapta Enchantment, enhancing the quality of products and tourism. This research uses descriptive qualitative method, which is the subject and object of this research is the Tourism Awareness Group (Pokdarwis) of Andang Taruna Banraas Village. Tourism Care (Study in Banraas, Gili Iyang Madura Island). The role of Pokdarwis Andang Taruna is able to act as a mobilizer for the community where the community has provided support and role as host in efforts to create an environment and conducive atmosphere that is able to encourage the growth and development of the tourism industry and the realization of sapta charm. The role as a partner has been carried out by Pokdarwis Andang Taruna in the form of activities and programs carried out by involving the Government and other parties related to the development and construction of tourist facilities such as lodging, transportation, culinary and etc. although there has not been a maximum cooperation between Pokdarwis and the Government so that there are obstacles in realizing the character of caring tourism.

Recentes escândalos corporativos geraram uma crise de confiança em relação ao comportamento das companhias, à integridade profissional dos seus principais executivos e ao conteúdo de currículos e programas das escolas de gestão. Este artigo analisa a Responsabilidade Social Corporativa (RSC) na perspectiva do estudante de Administração de duas instituições de ensino, uma pública e outra particular. É um estudo de natureza quantitativa que utiliza o método survey para identificar como os estudantes compreendem a RSC e como esta influencia o seu comportamento. Os resultados da pesquisa mostram que os estudantes reconhecem a importância de ações de RSC e as diferentes dimensões desta: social, ambiental e econômica. Todavia, eles atribuem ao governo a responsabilidade pela busca pelo bem-estar social, relegando o papel das organizações e da sociedade civil nesse processo. Ainda, os resultados mostram que a qualidade dos produtos e serviços e o preço competitivo são critérios mais importantes na decisão de compra desses estudantes do que a conduta ética e as práticas de responsabilidade social e ambiental das companhias. Eles são céticos quanto aos motivos que levam as companhias a adotarem práticas de RSC: a imagem e a reputação. As conclusões indicam ambiguidades e contradições no comportamento dos estudantes e futuros gestores em relação à RSC, e alertam a academia para a necessidade de reforçar o tema em seus currículos. ABSTRACT Recent corporate scandals have generated a trust crisis in relation to companies’ behavior, to professional integrity of their main executives, as well as to curricular content and course of management schools. This article analyzes the Corporate Social Responsibility (CSR) from the students’ perspective in two schools, one public and the other one private. It is a study of a quantitative method that uses the survey to identify how students understand the CRS and how this influences their behavior. The survey results show that students recognize the importance of CRS actions and their different dimensions: social, environmental and economic. However, they assign to the government the responsibility for the pursuit of social welfare, relegating the role of organizations and civil society in this process. The results also show that the quality of products and services and competitive price are more important criteria in purchasing decisions for these students than the ethical behavior and practices of social and environmental responsibility of the company. They are skeptical about the reasons that lead companies to adopt practices of CRS: the image and reputation. The conclusions indicate ambiguities and contradictions in students’ behavior and future managers in relation to CSR, and alert the Academy to the need to insert the subject into its curriculum. This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

It conceptualizes rural marketing as an interactive activity in which the major participants are the government, voluntary agencies, the corporate sector, and the rural clientele, each with its distinctive activities, mode of operating, and stake.

Purpose Hospital information system (HIS) can be examined as a vital factor for developing the quality of health care and cost managing. There exists abundant literature on HISs, but implementation-based literature of HIS is rare, typically about progressive countries. However, a study that can comprehensively review published articles is scarce. Therefore, this paper aims to examine the systematic and comprehensive study of HIS in developed countries. Together, the benefits and harms relevant to HIS’s different mechanisms have been considered, and the fundamental challenges of them are addressed to design more efficient HIS in the future. Design/methodology/approach HIS has been used globally for numerous years and is now being used in a wide area. HIS is broadly used in clinical settings. Information technology (IT) and information system have been suggested as a required piece to solve the health-care-related issues. Hence, to improve HIS’s ability, this paper conducted a review method concentratating on research related to HIS until 2019. A total of 21 papers were recognized and examined as principal research for the summary. Findings The authors found that HIS can help in reduction of medical mistakes, enhancement doctors’ performance and increase in the quality of the care provided. HIS management can be used to provide better health-care services. Therefore, HIS must be sensible and use clear structures. The authors conclude that, generally, with an increase in awareness, acceptability and the need for HIS worldwide, there will be more strategies and approaches available. Research limitations/implications First, this paper provides an outline of the status of HIS. Second, it identifies some distinct research gaps that could be worth studying. Some flawless work may be removed because of applying some filters to select the original articles. Surveying all the papers on the topic of HIS is impossible, too. Practical implications Design and sustainability of HIS is still a big issue for most developing countries, despite its wide usage in the developed countries. The technology is changing rapidly, so the field should be reviewed regularly. This paper suggests a suitable framework that will guide HIS in the local conditions of developing countries. Social implications The government will be assisted by the suggested solving ways in its performance and design of electronic health-care projects. Originality/value The study brings the viewpoints on the state of HIS mechanisms in developing countries. The paper’s results can offer visions into future research requirements. By providing comparative information and analyzing the current growths in this area, this study will support researchers and professionals to understand the progress in HIS mechanisms better.

ABSTRACT  Islamic Religious Instructor has a quite strategic role in the midst of society. besides he is a preacher of Islam, also the Islamic Religious Instructor, according to his function as a guide, illuminator, and community builder with religious language. The role of religious counselors in addition to functioning as an impetus for the community to actively participate in development also plays a role in overcoming obstacles that build the course of development, particularly overcoming negative impacts. Religious instructors as religious leaders always guide, nurture, and move the community to do good and stay away from prohibited acts, inviting something that is needed by the community in fostering its territory both for the purposes of social facilities and worship. The Religious Instructor is a place to ask questions and a place to complain for his community to solve and resolve with his advice. Religious Instructors as community leaders act as priests in matters of religion and social problems as well as in matters of state by an effort to succeed the government program. The role of religious instructors in improving and creating the quality of sakinah families in the Muhajirin AL Muhajirin voluntary II Ta'lim Assembly group in Teluk Betung Barat Subdistrict, Bandar Lampung City, it can be concluded that religious counselors play an important role in improving the quality of sakinah families, one of which is in terms of worship , and also able to improve the quality of a new family and has long become a sakinah family.

The rapid technology development and information made public (community) being so critical to the policies was taken by the government. This requires police institution to maintain of security guards, public order, enforce the law, provides protection, aegis and service to the community. Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.

An emergency can happen anywhere and anytime, especially in developing countries with a high potential for emergencies, such as Eastern European countries as well as Indonesia. This study aimed to find out the quality of PSC 119 Si Slamet as a prehospital emergency service innovation. The data collection in this study was carried out in a location, namely, Batang Regency, Indonesia, in May–June 2018. The qualitative data collection methods used in this study are in-depth interviews and document reviews. This study was using Service Quality (Servqual) questionnaire. The results show that PSC 119 Si Slamet provides easy access to emergency services to the community 24 hours a day and 7 days a week by simply calling 119 numbers, sending messages via SMS and WhatsApp, or using the Android-based application, with a maximum response time target of 10 minutes. Batang is one of the regencies (rural area) in Central Java province, located on the main coastline, with a hilly geographic condition with many derivatives, climbs, and sharp curves, which is one of the causes of the high number of traffic accidents in the area. This emergency care information systems, with Android-based application, was aimed at improving the quality of services in the health sector, especially emergency services. This service is of good quality as seen from the tangible, reliability, responsiveness, assurance, and empathy dimensions. However, in the implementation, the socialization aspect is not the best to some people. The recommendation given was the need to increase the PSC 119 socialization of Si Slamet not only regionally but also internationally to be massive, especially in developing countries.

Dalam mengoptimalkan penerimaan pajak, pemerintah selayaknya mendesain sistem perpajakan yang berpegang prinsip efisiensi dengan tetap memperhatikan aspek keadil-an dan kesederhana. Dalam sistem perpajakan, hukum formal mempunyai peranan penting dalam mengejawantahkan hukum material, karena itu Undang-undang Ketentu-an Umum dan Tata Cara Perpajakan (KUP) menjadi salah satu kunci keberhasilan implementasi kebijakan pajak. Mengingat strategisnya peran UU KUP, perlu untuk mereview kembali UU KUP yang saat ini berlaku serta perlu dilakukan suatu penyempurnaan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data kualitatif yang terdiri dari studi literatur dan focus group discussion. Penelitian bertujuan memberikan masukan atas KUP yang saat ini masih dalam proses pembahasan dengan menekankan pada aspek kemudahan (ease of administration), keadilan (equity) dan kepastian hukum (law enforcement). Hasil penelitian ini menekan-kan pada hal-hal terkait (i) perlunya meningkatkan basis data perpajakan, (ii) perlunya menjalankan kemudahan administrasi yang berdasarkan ketentuan yang tegas, jelas, dan sederhana, (iii) penegakan hukum yang tegas, (iv) adanya sanksi yang sebanding dengan pelanggaran yang dilakukan oleh wajib pajak, dan (v) peningkatan kualitas layanan dan profesionalisme petugas pajak. Kajian ini diharapkan mampu mendorong terwujudnya regulasi perpajakan pro terhadap optimalisasi penerimaan tanpa mencede-rai hak-hak wajib pajak. Proposal for Amendment of Formal Law on Taxation Procedure  In optimizing tax revenue, the government should design a taxation system that adheres to the principle of efficiency, justice and simplicity. In the taxation system, formal law has an important role in manifesting laws, therefore laws and taxation procedures (KUP) are one of the keys to the successful implementation of tax policies. Considering the strategic role of the KUP Law, it is necessary to review the KUP Law which is currently in force and needs to be improved. This study uses a qualitative approach with qualitative data collection techniques consisting of literature studies and focus group discussions. The research aims to provide input on KUP which is currently still in the process of discussion by emphasizing aspects of ease (ease of administration), justice (equity) and legal certainty (law enforcement). The results emphasize issues related to (i) the need to increase the taxation database, (ii) the need to carry out administrative facilities based on firm, clear and simple provisions, (iii) strict law enforcement, (iv) comparable sanctions with violations committed by taxpayers and (v) improving the quality of service and professionalism of tax officials. This study is expected to be able to encourage the realization of tax regulations that are pro to the optimization of revenue without harming the rights of taxpayers.
