Introduction. Industrial tourism is a niche tourism area that combines a unique emotional experience, educational functionality, and cultural and historical component in a single tourist product. Government and business have realized the strategic importance of industrial tourism. Together with the Agency for Strategic Initiatives (ASI), they are implementing comprehensive programs for the development of industrial tourism in regions with significant industrial heritage. Study objects and methods. The present research was based on the theory of strategy and methodology of strategizing developed by Professor V.L. Kvint. The authors performed an in-depth analysis of the competitive advantages and resource provision of the regions that signed an agreement with the ASI. Various economic, social, and other reasons force regional authorities to develop industrial tourism. However, unjustified development of industrial tourism may diffuse the limited regional, municipal, or company budgets. Results and discussion. Statistical indicators and strategic documents showed that the regions under discussion have certain industrial potential for the development of this type of tourism. However, poor transport infrastructure, transport accessibility, and tourist infrastructure reduce the chances to diversify the local economy through industrial tourism. Conclusion. Not all regions that have the ASI agreement have sufficient competitive advantages and resources for this strategic opportunity. New members must undergo a strategic analysis of the competitive advantages and priority directions. Regions with good competitive advantages should develop a special program or a strategy for the development of industrial tourism.

Due to various factors, the regions of Russia have significant differences in the level of socio-economic development. Thus, each region of Russia has certain specific qualities inherent only to it, which must be taken into account when implementing regional policy. By reducing the influence of negative factors and, conversely, activating positive ones, it is possible to significantly increase the competitiveness of regional economies and the country as a whole. One of the features of the economies of the underdeveloped regions of Siberia is a significant share in their structure of low-productivity and low-tech industries, a lack of investment capital, low innovative activity of business entities, poor development of the territory, insufficient transport infrastructure, a shortage of highly qualified personnel and a number of others. The strategic priority of the state's economic policy in recent years in relation to underdeveloped regions is to achieve an acceptable average Russian level. In this regard, it becomes relevant to search for natural competitive advantages that can provide, through the correct and justified selection of "growth points" based on the use of the internal potential of such territories of their more dynamic development in relation to the most successful regions.

The developed transport infrastructure is one of the factors for the Russian Federation socio-economic and spatial development, as it ensures the area-to-space relationship, helps to reduce the economic distance and increase the migration and transport mobility of the population, etc. However, to implement these objectives successfully, it is necessary to expand and modernize the transport infrastructure, taking into consideration the promising trends. A significant role is assigned to the Federal strategic documents that set out the main provisions, forms, methods and tools for implementing the state policy. The purpose of the article is to identify and systematize risks in implementing the Comprehensive plan for upgrading and expanding the trunk infrastructure until 2025 based on the results of the first full year of its implementing. As a result, it was found that the implementation of the Comprehensive plan may be jeopardized, mainly due to non-compliance with the project deadlines as well as due to the institutional risk problems, which were highlighted: inadequate regulatory and methodological framework, that complicates the implementation; difficulties in monitoring the implementation; low level of the list of activities coordination. There are organizational problems and obstacles to the implementation of the plan containing the provisions of the Russian Federation President Decree of May 7, 2018 No. 204 "On the national goals and strategic objectives for the Russian Federation development for the period untill 2024". Studying the plan settings and the main outcomes of its implementation as well as the results of the content analysis of the experts and scientists expert opinions allowed to identify and substantiate the key risks and challenges in the implementation of the Comprehensive plan, which will help to achieve the set goals and objectives. The results of the work can be used by researchers in conducting their research on similar topics, as well as in the activities of the Federal and regional authorities in the development and adjustment of strategies and programs for socio-economic, transport and spatial development.

The concept of knowledge economy proposed by international organizations has led to transformation in the analysis of classical economics in order to explain the dynamics of development at local and regional levels under the concept of intangible assets (knowledge). The focus of this article is to analyze the behavior of some indicators of the level of the development of knowledge economy in a sample of companies in the Silao-Leon-San Francisco del Rincón corridor located in the state of Guanajuato, Mexico. To that end, the research team design a survey based on Methodology of Knowledge Economy (MEC) which combines some dimensions of the Research and Technological development survey (INEGI-CONACY, 2014). The results obtained from a total of 67 companies show that there is a low participation in the indicators of the knowledge economy despite the presence of important industrial clusters. It is possible to predict that situation will change in time considering that the drag dynamics, triggered by the supply chain will have an effect on the local economy in the search for the strengthening of the human capital, the investment in informational techniques, the certification of processes which are already seen as part of the competitive advantages of the region and which generates bonding and innovation opportunities among regional development agents.

The processes of Soviet Union disintegration back in the 1990s have negatively influenced the Russian Federation’s economic environment. According to some experts, the total volume of cross-regional economic relations became 4 times lower. There was practically a split of the economy into the export sector and the sector working for the domestic market solely. Under such developmental conditions, achievement of sustainable economic growth, the rise of the country’ competitiveness and its transfer to the innovative model of development directly depends on successful overcoming of the current autarkic tendencies. This requires the reform of cross-regional relations’ system aimed at efficient use of territories’ competitive advantages, in the interests of both standalone regions and the state as a whole. Solution of all the related problems belongs to the competence of federal and regional authorities interested in transition of Russian industries into the truly innovative ones.

Investment decisions should not be taken without an in-depth analysis of the risks. This is an important stage in project preparation and should be performed simultaneously with the planning of the financial operations. Infrastructure development requires that project risks and responsibilities be assigned to the public or private entity that is best able to manage them. The risks and their financial impacts are usually not quantified equally by all parties. Each party views the given risks according to the guarantees provided. These guarantees are related to the form of participation in the project.
