FREELANCING IN DIGITAL PROFILES: A CONTENT ANALYSIS EXPERIENCE

Nowadays, the issue of self-employment is extremely urgent and it requires attention as its significance and prevalence will only grow. The Russian self-employed are mostly concentrated in traditional kinds of business and occupied with low-skilled activities, and cannot demonstrate an outstanding level of innovative potential. Nevertheless, thanks to the active development of information society, its digitalization and the wide spread of the Internet, the number of highly qualified self-employed professionals, engaged mainly in intellectual work, who stand out from the general pool of the self-employed, is growing rapidly in our country. In their job, they actively use technology and work mainly through Internet-based remote work websites. Considering marked differentiation within the pool of self-employed, in order to concretize the portrait of an online freelancer, we conducted a content analysis of personal pages of freelancers in the “Best Performers” category of FL.ru website, which is the largest Russian-language remote work website. The method consisted of a mass observation of the presented profiles. The results made it possible to describe the socio-demographic characteristics of freelancers, make conclusions about the professional composition of the “Best Performers”, identify the most popular specializations and determine average rating of online freelancers. The article reviews performance rating of the freelancers, reveals the average number of years of work in the field of freelancing, characterizes the content of personal profiles, analyzes information about the cost of services, reveals the availability of information about the legal status of the “Best Performers”. The data obtained are useful and relevant in the light of the growth of the segment of online freelancers in Russia and the processes of institutionalization of self-employment nationwide.

Attracting and preserving human capital is one of the key tasks of regional development. It is believed that only Moscow successfully solves it. But in times of crisis, Moscow’s share of the number of migrants arriving decreases, including due to a drop in the ratio of income to the cost of living in the capital. As a result of the pandemic and expanding opportunities for remote work, some professionals will think about moving to less densely populated, but comfortable cities. We study the factors that contribute to the attraction of highly qualified personnel. Econometric calculations have confirmed the importance of the presence or proximity of a large labor market, a high quality of life, a favor- able institutional environment, and comfortable bioclimatic conditions. Based on the identified factors, an index of attractiveness of regions is proposed; Among the leaders in 2018: Moscow, St. Petersburg, Moscow Region, Tatarstan, Krasnodar Territory, Samara, Voronezh Regions. In the top 10 regions in 2011-2018. accounted for more than 40% of all attracted highly qualified personnel. Regions that will be able to attract professionals in the post-crisis period to develop digital technologies and related knowledge-intensive sectors of the economy will benefit in the long run. This will require measures to develop the rental housing market, improve the urban environment, and create favorable conditions for entrepreneurs and investors.

Information technology and advanced online environments have reduced the cost of these exchange activities and triggered the emergence of the sharing economy. Con-sequently, public attitude toward the sharing economy has gradually shifted from re-luctance to acceptance. Moreover, the sharing economy has revolutionized the busi-ness models and viewpoints of conventional industries, and sharing service providers have gradually shifted from an independent to a collaborative stance, thereby affect-ing conventional economies. This study interprets the phenomenon of cross-industry collaboration in the sharing economy through social exchange and social network the-ories. A multiple-case research framework is used to examine tourism and service in-dustries. Secondary data of service providers and users on sharing platforms are ana-lyzed using content analysis, supplemented with a content analysis of the interview data of three hotel executives. The varying phenomena of the conventional and shar-ing economies on social exchange and social network were compared. Finally, this paper proposes conclusions and practical recommendations according to the analytical results. JEL classification numbers: D85, M31, L14. Content analysis of 28 library and information science journals of the leading European countries has been conducted in the context of the current research. The thematic focus of these journals has been the priority of the research. Several thematic groups of library and information science journals have been identified. They include the journals that cover the following topics related to: 1) digital information; 2) development of information and communication technologies and their application in library practice; 3) library and information with the key topic of library and information management; 4) various types of communication. The conclusion has been made that scholarly interdisciplinary communication is expanding in the context of information society development. The analysis provides means for taking into account the trends in the leading European countries that help to evaluate and compare the performance of Ukrainian libraries and increase the level of professional knowledge and communication of library and information science professionals.

The article is devoted to the analysis of online platforms focused on a modern teacher in the space of the Russian-language Internet. The aim of the article is to identify the most effective online platforms, the integrated use of which will significantly increase the degree of informatization and digitalization of the educational process adequate to the current state of information culture. Such resources make it possible to broadcast various kinds of structured information, demonstrate both the content of the educational activities of teachers and its creative component, transmit and receive information remotely, which meets the requirements of a developing information society. Empirical, structural-functional and structural-typological methods were used in the study. The technological component of distance learning determines a wide range of technical capabilities, a sufficient number of existing Internet resources, and at the same time, equipment of educational institutions, licensed software, and content uniqueness remain problematic. From the standpoint of social philosophy, it is concluded that in the developing information society, the Russian education sector is faced with a situation where domestic educational online resources are ahead of the average level of information culture of teachers with their capabilities.

The article explores the concept of economic security management strategy as a general, detailed plan of activities for the medium and long term, which should be based on the basic principles, tasks of the economic security management system of enterprises and be a way to achieve the main goal. The main purpose of this strategy is presented. Undetermined dynamics of the main indicators of the bakery enterprises in Ukraine in 2014-2019. The scheme of types of strategic behavior of the enterprises of bakery branch is considered and constructed. It is determined that the development and implementation of a new range and modern management techniques using the latest technological, information and management processes are key factors in increasing production by improving the organization of production and increasing its efficiency, expanding jobs with highly qualified personnel, high wages, attracting investment in innovation, improving product quality, rational use of available and potential resources, and, most importantly, all this ensures the appropriate level of overall economic security of the bakery industry. The main stages of managing the innovative potential of bakery enterprises in the context of strengthening their economic security are highlighted. It is outlined that the level of innovative safety of bakery enterprises is assessed by the stages of managing the innovative potential of enterprises: problem statement, management, analytical and control stages. As a result, the study concluded that the successful operation and development of the enterprise depends on an effective management system of economic security, which is based on the strategic behavior of the enterprise, which allows to develop scenarios for optimizing economic security.

Science and technology information has been an important driving force in the information society and knowledge economy. Access to scientific and technological information for scientific research becomes an essential need and a factor affecting the quality of scientific research and innovation, thereby posing a problem to establish a legal framework for recognising and enforcing the right to access scientific and technological information. Based on identifying and evaluating the current legal status on the right to access to science and technology information, this study proposes solutions to improve the legal framework to ensure the enforcement of the right to access science and technology information in Vietnam.

The market for design work in civil and industrial construction was one of the first to react to the crisis trends during a pandemic in the economy. Back in 2013, the volume of orders declined, and the peak of the decline was in 2014. The main reason for the difficulties is the reduction in investment programs of civil and industrial enterprises, and developers. The Ukrainian market for design works is distinguished by a high level of competition. A large number of design companies are actively working in this market niche. This fact constantly pushes market participants to take active steps to adjust the competitive strategy, positioning strategy and pricing. The primary signs of a crisis in design are also recognized through price indicators, which personify both the cost of the project or design services, and the results of the project enterprise, taking into account the factors that form the price level. In recent years, the price indicators of the construction industry have been unstable and completely dependent on external market conditions. Price as an economic characteristic is a significant regulator in the project market of Ukraine and abroad. The design market is the backbone of the construction industry with a volume of over UAH 1 billion per year and high added value. The field requires highly qualified staffing and the introduction of modern technologies. Outdated systems of training, certification of specialists and technical regulation hinder the development of the project market in Ukraine. The market is prone to underestimated cost of design work. In 2018, the share of design in the total cost of construction in Ukraine averaged 1.5-2%; in France it was 8-13%, and in Great Britain the level reached 10-17%. There is practically no system of state orders for design. Today our market is characterized by technological backwardness. The work of designers is low-paid, which, accordingly, affects the quality. High-quality architecture is more expensive than low-quality one. In Ukraine, the demand for quality design is just beginning to emerge. In this regard, it is very important to create a competitive environment that will contribute to development. The project market, like the construction industry as a whole, is extremely heterogeneous. Currently, there are thousands of various design bureaus and small workshops in Ukraine, employing no more than ten people, and the number of freelance designers cannot be statistically estimated. Prices for design, as well as the approaches used to provide services, differ dramatically in these organizations. A high price for a service does not necessarily guarantee that the quality of its delivery will be the same. Therefore, first of all, one should imagine what kind of work will be performed and what their essence is. Many investors prefer to design their facilities using the services of European specialists. What are the features and secrets of the Ukrainian project market? Are there really so few good designers in their country, and by what parameters can they still be found? The article examines the features of the functioning of the Ukrainian market for design work and the development of design in a pandemic.

Maintenance and repair of livestock machinery and equipment is carried out as a rule by specialized repair and service enterprises on the basis of service contracts in accordance with the procedure established by law. However, with the renewal of the park’s farms with machines and equipment with automated and computerized process control, as well as the reconstruction of dairy farms and complexes, it became necessary to have a production base and highly qualified specialists for the maintenance of equipment. The most important and key provisions of the improved methodology of planning and accounting of work in the technical service of animal husbandry with the use of a number of standards are given, some features of accounting and planning of these types of work have been noted. The concepts of “repair unit” and “category of complexity of technical service” have been defined. The general provisions of the methodology for calculating costs and determining the cost of carrying out maintenance and repair of livestock equipment have been considered. On the base of calculations, the average total cost standards for carrying out maintenance and repair of livestock equipment have been established. These standards greatly simplify the planning of costs during the operation of equipment, and also allow us to determine the cost of maintenance and repair at different stages of the creation of new machines.

This paper examines the phenomenon of inconclusive elections witnessed in the polity since 2011 but with increased frequency since 2015, a development that has put the electoral management body on the spot light. Since the conclusion of the 2015 General elections, there have been seven off-cycle governorship elections, three of these elections in Kogi, Bayelsa and Osun state were initially declared inconclusive. In the 2019 General Election, six governorship contest in Adamawa, Bauchi, Benue, Kano, Plateau and Sokoto were determined inconclusive, this is beside the stalemate in River state. Does the increase in inconclusive elections signal progress or regression in the electoral process? What role has the ‘margin of lead’ principle and other factors such as violence play in the increased number of inconclusive elections in 2019? What are the cost and implications of the widespread nature of inconclusive elections for democratic consolidation? This paper interrogates these questions against a backdrop of mercantilist politics and a rentier economy and contends that the root cause of increased inconclusive elections is traceable to the inordinate ambitions of political gladiators and their desperation to win at all cost that is fueled by the prebendal character of the Nigerian state.  The paper concludes that impersonal application of the electoral law and guidelines can only enhance the integrity of the electoral process and strengthen democracy regardless of the associated social and financial cost of inconclusive elections. The methodology is qualitative in approach, data was analysed using the thematic and content analysis style.
