Attractiveness of the Russian regions for migrants with higher education

Attracting and preserving human capital is one of the key tasks of regional development. It is believed that only Moscow successfully solves it. But in times of crisis, Moscow’s share of the number of migrants arriving decreases, including due to a drop in the ratio of income to the cost of living in the capital. As a result of the pandemic and expanding opportunities for remote work, some professionals will think about moving to less densely populated, but comfortable cities. We study the factors that contribute to the attraction of highly qualified personnel. Econometric calculations have confirmed the importance of the presence or proximity of a large labor market, a high quality of life, a favor- able institutional environment, and comfortable bioclimatic conditions. Based on the identified factors, an index of attractiveness of regions is proposed; Among the leaders in 2018: Moscow, St. Petersburg, Moscow Region, Tatarstan, Krasnodar Territory, Samara, Voronezh Regions. In the top 10 regions in 2011-2018. accounted for more than 40% of all attracted highly qualified personnel. Regions that will be able to attract professionals in the post-crisis period to develop digital technologies and related knowledge-intensive sectors of the economy will benefit in the long run. This will require measures to develop the rental housing market, improve the urban environment, and create favorable conditions for entrepreneurs and investors.

This article analyzes the current situation in the world economy, which includes socio-economic tools, innovative and technical mechanisms. The stable economy of the region is based on social sustainability and a favorable economic climate to attract investment and highly qualified personnel. Develop human resources, investment in the educational sphere, and the development of a "knowledge-based economy" is a priority for the Chechen Republic. Social and economic policy is a set of measures to create favorable conditions for the development of society, taking into account the provision of an appropriate level of economic efficiency and social justice in all spheres of human life. In conditions of geopolitical rivalry, it is necessary to increase the competitiveness of the economy also through new technologies.

The article considers investing in human capital as a component of corporate social responsibility (hereinafter CSR). It is studied that human capital is the main strategic resource of any enterprise, and an extremely important component of intangible assets. The concept of corporate social responsibility for investing in human capital is highlighted. The essence of investments in human capital and their features are considered. The benefits of investing in human capital for the state, enterprise and employee. The research carried out by the center "Development of corporate social responsibility" is analyzed. The tendencies of introduction of corporate social responsibility at the enterprises of Ukraine are investigated. The essence of such concepts as "corporate social responsibility" and "human capital" is revealed. Modern problems of socially responsible investment development in Ukraine are outlined. The advantages of introduction of corporate social responsibility for economic growth of the enterprise and economy as a whole are defined. The analysis of scientific works and research shows that the problems of investing in human capital are studied by many domestic and foreign economists. It has been proven that investing in human capital is one of the key components of corporate social responsibility. Ways to increase the effective use of human capital in the business entity to obtain high results and motivate productivity, they can be: taking online courses, which will help improve skills without leaving the production; increase work motivation; investment by the company in human capital. With the help of these tools, the company will be provided with highly qualified personnel and will increase its competitiveness in market conditions. It is established that it is necessary to stimulate enterprises to introduce corporate social responsibility, because this is a concept that does not immediately, but over time provides additional financial benefits. Corporate social responsibility minimizes the non-financial risks that an enterprise may incur. It directly affects financial performance and competitiveness, but in the long run.

The distribution of medical workers by gender was carried out. The main problems in the staffing of health care in the world are analyzed. The level of provision of the country's health care system with medical personnel has been studied. The peculiarities of receiving medical education and the formation of medical personnel of some countries of the EU and the world are described. The TOP-20 the best medical universities and the cost of education in Germany, as well as the cost of education in leading American medical universities, were analyzed. Technological re-equipment of the industry requires the production of high-tech products that will become the backbone of the new, innovative economy of Russia. Thus, the need for a competitive system of training personnel who will participate in the formation of such an economy in the conditions of modernization of industries, transition to the sixth technological order is increasing. Engineering and management personnel combine both knowledge of science and technology (technical means) and the basics of management in relation to production and technological systems.

Nowadays, the issue of self-employment is extremely urgent and it requires attention as its significance and prevalence will only grow. The Russian self-employed are mostly concentrated in traditional kinds of business and occupied with low-skilled activities, and cannot demonstrate an outstanding level of innovative potential. Nevertheless, thanks to the active development of information society, its digitalization and the wide spread of the Internet, the number of highly qualified self-employed professionals, engaged mainly in intellectual work, who stand out from the general pool of the self-employed, is growing rapidly in our country. In their job, they actively use technology and work mainly through Internet-based remote work websites. Considering marked differentiation within the pool of self-employed, in order to concretize the portrait of an online freelancer, we conducted a content analysis of personal pages of freelancers in the “Best Performers” category of FL.ru website, which is the largest Russian-language remote work website. The method consisted of a mass observation of the presented profiles. The results made it possible to describe the socio-demographic characteristics of freelancers, make conclusions about the professional composition of the “Best Performers”, identify the most popular specializations and determine average rating of online freelancers. The article reviews performance rating of the freelancers, reveals the average number of years of work in the field of freelancing, characterizes the content of personal profiles, analyzes information about the cost of services, reveals the availability of information about the legal status of the “Best Performers”. The data obtained are useful and relevant in the light of the growth of the segment of online freelancers in Russia and the processes of institutionalization of self-employment nationwide.

Annotation. Introduction. Features of the modern world require leaders to make decisions in difficult circumstances like crisis, dynamic environment, pandemic. For managers at all levels, issues of forecasting the development of the situation, timely response to changes, etc. are becoming more acute. Purpose. The implementation of a controlling system cannot solve all the issues because the implementation is not enough. The process of providing and implementing a combination of automated systems, quality information and highly qualified personnel to help companies maintain their market position remains important. Results. The introduction of automated controlling systems significantly improves the quality of management decisions. Determining the prospects of development requires a combination of reliable information from all departments of the enterprise and elimination of shortcomings quickly. Controlling needs special attention: in the "planning" functional area - increasing funds turnover; in the "accounting" functional area -savings to prevent possible losses; in the "analysis" functional area - additional income; in the "control" functional area - to avoid penalties; in the "monitoring" functional area - additional income; in the "integration" and "coordination" functional areas - the cost of released economic resources; in the "consulting" functional area - the cost of reducing the likelihood of negative consequences; in the "information support" functional area – actual information for decision making process. Features of controlling support at the enterprise are: qualified personnel, current issues of enterprise development, the availability of suppliers’ base, access to legislation changes and more. Conclusions. As a result, it is determined that in addition to the system itself, it is necessary to comply with the requirements for each process where controlling is implemented. The results of controlling realization at the enterprise are a reduction in reaction time to changes in the external and internal environment, as well as a reduction of management risk.

The practice of using free economic zones in Russia is not straightforward. The regime of the free economic zone was tested back in the 12-13 centuries in Europe. The first full-fledged free economic zone began to operate in Germany. In Russia, such zones began to appear in the late 90s of the 20th century. The Russian practice of applying the above mechanism is still not effective enough. This is a consequence of the lack of development of the regulatory framework. The object of research is the institute of free economic zones in world practice, the subject of research is the activity of free economic zones on the territory of the Krasnodar Territory. The goal of creating free economic zones - catalysts for the economic growth of regions and its participants - is updated economic relations. The goals of free economic zones are to stimulate the economic development of the country, to establish foreign economic relations. In the course of the study, differences between free and special economic zones from other regions were revealed. It has been established that the countries of the free economic zone differ from other territories in the following: maximum tax privileges, temporary exemption from them in general; the effect of benefits on the import of products necessary for the company; reduced utility tariffs; simplified business registration procedure. The bonuses offered to entrepreneurs and legal entities working in such areas are characterized: the ability to attract highly qualified domestic personnel; preferential tax regimes, which has a beneficial effect on reducing costs and allows you to obtain more favorable conditions in the market; reducing the cost of import and export, which significantly increases the profitability of the enterprise.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

Inclusionary housing (IH) is a regulatory instrument adopted by local governments in many countries to produce affordable housing by capturing resources created through the marketplace. In order to assess whether it is efficient, scholarly attention has been widely focused on its evaluation. However, there is a lack of studies evaluating IH from a governance perspective. Since IH is about involving private actors in affordable housing production, the governance point of view of cooperating governmental and non-governmental actors governing society to achieve societal goals is highly relevant. The two most important elements of governance—actors and interrelationships among these actors—are taken to build an analytical framework to explore and evaluate the governance of IH. Based on a research approach that combines a literature review and a case study of China, this paper concludes that the ineffective governance of Chinese IH is based on three challenges: (1) The distribution of costs and benefits across actors is unequal since private developers bear the cost, but do not enjoy the increments of land value; (2) there is no sufficient compensation for developers to offset the cost; and (3) there is no room for negotiations for flexibility in a declining market. Given that IH is favored in many Chinese cities, this paper offers the policy implications: local governments should bear more costs of IH, rethink their relations with developers, provide flexible compliance options for developers, and perform differently in a flourishing housing market and a declining housing market.
