There is a growing number of publications in the scientific literature on the impact of the COVID-19 pandemic on the situation in national economies. The number of studies in which this problem is considered at the regional level is much smaller. At the same time, due to differences in the levels of development of regional economies, the impact of the pandemic on regional economies is different and differs from that recorded at the macro level. The research results presented in the article continue the publication of annual analysts on the development trends of the economies of the constituent entities of the Russian Federation, which began in 2012, however, it is based on a new methodology. The indicators used in the analysis are no longer related to the gross regional product. The authors made an attempt to determine: the existence of a relationship between the “quality of the social environment” of the regions and the economic activity carried out on its territory; to specify the sources of financing for the development of the social environment of the constituent entities of the Russian Federation. The author have identified the groups of regions where the provision of a certain level of social well-being can be achieved through the development of their own economy, as well as the constituent entities of the Russian Federation, where this is not possible in the short term. All groups of regions, except for the second, shows the absence of a strong correlation between the levels of social well-being and economic activity. It is indicated that transfers from the federal budget play a significant role in supporting social well-being in most constituent entities of the Russian Federation. They largely compensate for the lack of economic activity to finance costs. The question is raised about the need to move to a reasonably asymmetric model of building relations between the federal center and the constituent entities of the Russian Federation and a reasonably asymmetric model of interbudgetary relations adequate to it.

The purpose of the study is to examine the role of social programs in the structure of expenditures of the consolidated budgets of the Russian Federation and the Volgograd region, to identify the main directions for improving the content of targeted programs aimed at implementing specific measures in the field of social policy.Materials and methods: the methodology includes structural and statistical analysis, methods of economic forecasting and modeling. The analysis uses official statistical data, as well as re-ports on the performance of the consolidated budgets of the Russian Federation and the Volgograd region in the period 2014-2018. The paper contains an analysis of both scientific periodicals and non-periodical publications devoted to the topic of this study.Results: the paper discusses the features of spending budget funds for the implementation of social programs at both the federal and regional levels, reflects the model of the impact of the volume of budget financing of the social sphere on the state of the regional economy. In the course of the work, recommendations were developed to improve the mechanism for allocating financial resources, including elements of public-private partnership, as well as to stimulate the development of socially-oriented non-profit organizations that can become effective intermediaries between government agencies and the population in the implementation of social policy measures. The study revealed an upward trend in the volume of budget funds allocated for the implementation of activities within the framework of social environment development programs. At the same time, it was noted that this growth is partially offset by the dynamics of inflation, which indicates the need to optimize expenditure items taking into account data on changes in the consumer price index and the level of real incomes of citizens.Conclusion: centralizing the management of socio-economic development processes seems to be the most rational course of action in an unstable economic system. Improving the quality of life of the population of the regions occurs in the conditions of transformation of economic systems, during which the regional economy joins allRussian course. In the course of the work, the need to improve the effectiveness of the implemented social policy was justified, which becomes especially necessary in the conditions of increasing rates of population outflow from the Volgograd region. The developed social sphere of the region makes it possible to form effective civil society institutions, in which the population independently participates in the process of improving the social environment. To ensure control over timely and complete budget execution, state audit methods can be used (we are talking about regional and municipal control and accounting bodies), including strategic audit, which allows proactive control of the effectiveness of upcoming events. The results of this study can be used to track the dynamics of budget spending in the implementation of socially-oriented programs, as well as to determine the most promising areas of budget financing of the social environment.

В статье приведены данные уголовно-правовой характеристики осужденных, отбывающих наказание в виде лишения свободы в Российской Федерации. Цель исследования заключается в том, чтобы показать влияние изменений в уголовной политике государства на изменение численности осужденных, распределение их в зависимости от квалификации совершенных преступлений, по количеству судимостей, назначенному сроку наказания в виде лишения свободы и по другим показателям. Установлено, что произошли существенные изменения в распределении осужденных в зависимости от числа судимостей и по срокам назначенного судом наказания, в распределении по видам исправительных учреждений. Анализ статистических данных ФСИН России демонстрирует, что в исследуемый период значительно возросла доля женщин, осужденных к лишению свободы, а численность несовершеннолетних осужденных сократилась в несколько раз, существенно возросли доля осужденных за преступления, связанные с незаконным оборотом наркотиков, и численность осужденных на срок наказания свыше 10 лет лишения свободы, а также произошли другие изменения. Знание и учет особенностей уголовно-правовой характеристики осужденных в деятельности научных и практических работников будет способствовать повышению эффективности деятельности уголовно-исполнительной системы в решении задач по исправлению осужденных и предупреждению совершения новых преступлений как осужденными, так и иными лицами, - достижении основных целей уголовно-исполнительного законодательства Российской Федерации. The article presents the data of criminal-legal characteristics of convicts serving a sentence of imprisonment in the Russian Federation. The aim of the study is to show the impact of changes in the criminal policy of the state on changes in the number of convicts, their distribution depending on the qualification of the crimes committed, the number of convictions, the appointed term of imprisonment and other criteria. As a result of the conducted researches it is established that there were essential changes in distribution condemned depending on number of criminal records and on terms of the punishment appointed by court, in distribution by types of correctional facilities and other indicators. The analysis of statistical data of the Federal Penitentiary Service of Russia reflects the fact that during the study period the proportion of women sentenced to imprisonment increased significantly, and the number of juvenile convicts decreased several times, the proportion of those convicted of crimes related to drug trafficking and the number of those sentenced to more than 10 years of imprisonment, as well as other changes. Knowledge and consideration of the features of the social and legal characteristics of convicts in the activities of researchers and practitioners will contribute to improving the efficiency of the penal system in solving problems of correction of convicts and preventing the Commission of new crimes by both convicts and other persons, which is the main objectives of the Penal legislation of the Russian Federation.

This article focuses on direct and indirect factors affecting the development and functioning of the social sphere in rural settlements. The high role and importance of the actions of local governments in meeting the social needs of the population is noted. The author considers the criteria related to the organization of social facilities in municipalities. Analysis of the performance of the population in the municipal areas. The comparison of population size and density in different regions of the Russian Federation is carried out. Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. The statistics of change of number of rural settlements of the Volgograd region are resulted.

Factor analysis is the basic tool when conducting a comprehensive analysis of economic activity. In the factor analysis, the major attention is given to the research of internal reasons that form the specificity of the phenomenon under study and identification of generalized factors standing behind relevant specific indicators. The article deals with the analysis of the science intensity of the invested capital in the Baikal region of the Russian Federation. Science intensity is an important parameter for determining the efficiency of the economic activity. The author introduced into scientific circulation the following indicators: the science intensity of the invested capital, the science intensity of the gross regional product and the investment return of the gross regional product. The paper reveals the influence of factors affecting the change in the science intensity of the invested capital in the Baikal region of the Russian Federation, and provides methodological approaches to its calculation. The article presents the author’s analytical and systematized statistical material for the analysis of the key indicators revealing the impact of the invested capital in the Baikal region of the Russian Federation on the change of the science intensity. The research has been carried out in the framework of the scientific project of the Irkutsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences No. XI.174.1.4 “Activation of the internal development potential of regions of the resource specialization (on the example of the Baikal region)”.

In the context of accelerating urbanisation, cities must ensure a viable economy, social well-being, and a healthy environment. Transport is one of the key conditions for economic development and meeting the needs of countries, regions, and cities. However, transport must meet not only the physiological but also the social needs of society, one of which is environmental security. Urban transport accounts for around 40% of CO2 emissions and 70% of other pollutants from road transport. Thus, one of the most difficult issues for any city to address when building bypasses is the growing number of cars in the city, traffic congestion, and the reduction of all greenhouse gas emissions. The documents adopted in July 2020 aim to revitalise the EU’s economy by moving towards a green economy and sustainability. In addition to the systematic and comparative analysis of concepts published in the scientific literature, the article also presents an analysis of the concepts of the sustainable city and sustainable transport, as well as a study of the social impact of bypasses and the assessment of the security of the social environment in the Baltic capitals. The aim of the article is to assess the impact of the growing number of vehicles on the security of the city’s social environment. Research results show that the number of pollutants and a direct dependence between the number of pollutants and the driving speed were established. Therefore, it needs to make investments in the transport sector: improving roads, the construction of bypasses, and the technical parameters of purchased cars.

The relevance of researching of the topic of migration to the Russian Federation from neighboring countries is determined by the constant increasing of the number of migrants in Russian Federation. Essays of migrants were used as a source for writing the article. Essays were written in the framework of the competition "Is it Easy to be a Migrant?" that was organised by the women's Council of mi-grants in ANO "Migration". The analysis of competitive essays of migrants allows us to conclude that in the process of adaptation migrants successfully solve the problem of financial stability, form a new view of the world, fitting into a new social environment for them.

The paper examines the social and economic aspects of integrating the Republic of Crimea into the Russian Federation. This study is making a new contribution to sociology, as it brings together social and economic statistics and studies of the population’s perception of the impact that the new region’s integration has had on Russian society (conducted as an online survey). We analyze the population’s quality of life indices: average per capita income, expense structure, and minimum wage. The study allows us to conclude that the region is falling far behind the national average per capita income, as well as the relevant figures in most other regions of the Southern Federal District. In order to provide a counterpoint to these statistics regarding Russians’ opinion on the consequences of the Republic of Crimea joining the country, we conducted a sociological online survey (n=1012) among both Crimean inhabitants and people living elsewhere in Russia. The survey shows that the evaluation of the peninsula’s integration into Russia is mostly positive (72%) and neutral (18%), and that a lot of Russians, even though they may never have even visited Crimea, show great concern regarding the region’s social and economic issues, such as the condition of its infrastructure, local tourism, banking and loan restrictions, etc.

Prospects for the development of national economy in the context of integration of blockchain technologies into the system of economic processes testify necessitate elaboration of the methods and algorithms for formalized assessment of their impact upon the key parameters of socioeconomic dynamics. If within scientific-and-expert space, one may occasionally come across the works dedicated to separate aspects of this scientific methodological problem, the questions of the impact of blockchain technologies upon individual economic sectors are yet to be explored within the information-analytical and scientific space. The methods of empirical research of the impact of blockchain technologies upon the parameters of economic development currently did not find their consolidated solution, and are of fragmentary nature. This research is an attempt to strengthen the positions of formalized approaches towards examination of the articulated scientific and practical problem. The subject of this research is the economic relations of economic agents pertaining to implementation of blockchain technologies in the economic activity and formation of the new business models. The object is the types of economic activity of the national economy of the Russian Federation and their sensitivity to the diffusion of blockchain technologies. The article offers an algorithm for studying the dynamics of gross value added of the economic sectors of the Russian Federation through the prism of possible transformation of the key parameters of functionality of the financial and real sectors of the economy as a result of diffusion of blockchain technologies. Leaning on the advanced hypotheses, the author builds co-integration models for the indicated types of economic activity, which reveal the contribution of exogenous factors that are being adjusted under the pressure of infiltration of the distributed data storage technologies into the economic environment to the degree of incremental value added. This allows conducting cluster analysis of the economic sectors under review in accordance of their sensitivity to institutional changes caused by integration of the blockchain technologies into the economic environment.

Before the outbreak of the pandemic and a radical change in the social and labor situation in the country, the main sources of the beginning of confrontations between workers and employers were non-payment of wages, low wages and violations of working conditions. In the context of the spread of the coronavirus infection, the top three included "reductions in workers", displacing "low wages". These reasons determined the key and main problems faced by the majority of the country's citizens.
