The obligatory component and precondition for society development is improvement of higher education, which can ensure its mass accessible nature and decrease in education cost. The article shows the development of this field that fosters technological progress, which on the current stage can lead to a new way of education, i.e. the model of e-higher education. The principle feature of e-education is the absence of the university as a center training organization. University authorities in the field of training are delegated, first of all to the state foundation of e-training courses of higher education and to the methodological center that develops the procedure of obtaining different forms of higher education on the basis of mastering the prescribed programs of training courses by the student. The author came to the conclusion that passing over to the non-university model of education is connected with new risks both in the field of higher education organization and related spheres, as it could affect employment of university employees. Labour market tension is increasing due to the trend of combining educational and labour processes by today’s youth. Lower costs and higher productivity can win on the market, thus cheaper for society model of higher education would have higher chances of gaining a certain niche of education service market.

The digitalization of higher education has led to the emergence of new teaching methods, including mobile learning methods. The purpose of the study is to determine the prospects, advantages, and obstacles to the introduction of mobile learning in the university educational process in the context of the digitalization policy of education. The study presents the prospects for the introduction of mobile learning in the university educational process; identifies the main components of mobile learning, which ensure the effectiveness of the implementation of mobile technologies and types of mobile content that can be used in the university educational process; an analysis of each type has been carried out; the advantages and obstacles of the introduction of mobile learning are highlighted. In conclusion, mobile technologies allow introducing new forms of training organization, involving the interaction of learning subjects with each other not only during lessons but also outside them.

Summary At the turn of the 20th and 21st centuries, new paradigms emerged regarding the value creation in management and marketing in organizations. They causes also redefining the role of universities as a service organization and participants in the process of higher education (including especially students, lecturers, management). In this context, the current and important research problem appears to be the impact of new generations of students, exhibiting different attitudes and purchasing behaviors from on the image of a modern university. A particular challenge for the higher education organization is therefore the problem not only of creating and delivering the expected value as part of the education service, but the issue of shaping positive educational experiences with the active participation of actors in the entire education cycle. The aim of the article is to identify the attitudes and behavior of the young generation of students at Polish universities and to diagnose their potential in the process of co-creating the value of an educational service. By adopting the paradigm of co-creating a service based on variables such as co-production, relationships and experience, we can determine the possibilities of formulating the strategy and image of Polish universities. In particular we focus on chances of implementing the co-creating concept of an educational service at a higher level from a student's perspective. The article reviews secondary research based on foreign and polish literature and — on this basis — indicates different behavioral students styles and their readiness to participate in co-creating the educational service at the university. The diagnosis and final conclusions refer to the results of studies carried out in 2017 at selected polish economic universities, in the field of management, and published by Polish researchers in reputable scientific journals and books.

After several years of discussions on the future shape of higher education in Poland, both at the systemic and institutional level, on July 20, 2018, "The Law on Higher Education and Science," from now on referred to as the Law, was enacted. Together with a package of ordinances, this regulation broadened the autonomy of universities in terms of organization and management while substantiating the importance of their accountability. Strengthening the rector's authority resulted in a change in the perception of universities as dispersed organizations (Weick, 1976) towards compact organizations (Brunsson and Sahlin-Andersson, 2000). The authors noticed that the concept of the university, in line with the letter and spirit of the Law, does not pay due attention to the relations between university employees. Therefore, the article aims to present a proposal to implement the elements of the turquoise organization concept (Laloux, 2015), which is more and more often described in the scientific literature - and at the same time evokes extreme emotions - into an academic institution. The article indicates the unused, in the authors' opinion, possibilities of organizational and management changes created by the Law and describes selected features of the turquoise organization, relating them to an academic institution. It also compares the characteristics of a traditional university, entrepreneurial, and a university with a shade of turquoise. The research part analyzes interviews with deliberately selected employees of the Gdańsk University of Technology. During individual conversations, they expressed their opinions on new organizational and management solutions proposed by the article's co-author. In summary, an attempt was made to answer the question formulated in the title.

В статье проведен глубокий научный поиск в области стимулирования труда научных и педагогических работников, результатом которого стали основные принципы разработки системы эффективного контракта в рамках научных дисциплин «Управление персоналом» и «Экономика труда» с точки зрения зарубежных и отечественных ученых. Изучены основные функции оплаты труда для работников сферы высшего образования. Проанализированы основные составные элементы системы оплаты труда работников университета. Представлены ключевые принципы разработки системы эффективного контракта для административно-управленческого персонала. Рассмотрен опыт разработки системы эффективного контракта в Санкт-Петербургском политехническом университете Петра Великого. The article carried out a deep scientific search in the field of stimulating the work of scientific and pedagogical workers, which resulted in the basic principles of developing an effective contract system within the framework of the scientific disciplines "Personnel Management" and "Labor Economics" from the point of view of foreign and domestic scientists. The article examines the main functions of remuneration for employees of higher education. The elements of the University employees ' remuneration system are analyzed. The key principles of developing an effective contract system for administrative and managerial personnel are presented. The article considers the experience of developing an effective contract system at Peter the Great Saint- Petersburg Polytechnic University.

Discussed is the situation of the Universities inclusion in the transformation processes of Russian higher education, which is forced to respond to global challenges and internal needs for systemic changes. The key features of the higher education development in Russia are determined and the contradictions between the traditional formats of education organization and new educational models are identified. The general trends and problem areas of the development of educational systems of modern universities are highlighted. The transformation experience of the leading Russian universities, introducing alternative formats into the educational, scientific, socio-cultural field of the university, is analyzed. The results obtained enable to comprehend in a new way the changes taking place at universities and to determine promising directions for the development of the educational system. The presented materials confirm the possibility of an effective variant of the development of the transformation processes of university education, different from those ones being realized at the leading universities sites, as well as the preliminary results of the first stage of the experiment implementation of engineering education transformation carried out at Don State Technical University (the project “School X”, the creation of the Institute of Emerging Technologies). As further prospects for the development of the experimental activities of the university, the implementation of the unique project “T-University”, built on the basis of the principle of individual educational technologies, allowing to implement a new approach to the logic, design and content of the curriculum, which includes several levels: the university minimum, the field of science and technology, “Majors” and “electives”.

Reconfiguration of Higher Education in Brazil is contemporary of economic and cultural Globalization phenomena, which mean the most complete expression of current stage of capitalism development.  This essay focuses on the study of one aspect of this process in the country: public policies (and their justifications and context) towards the inclusion in social sectors which, historically, had not have access to the university or conditions to stay in it. It was chosen establish comparisons between the policies developed during FHC government period (1995-2002) and Lula da Silva (2003-2010), because we have admitted as hypothesis that, in the first ones, was imprinted an evident and straight neoliberal orientation; while in the second ones, even using the same orientation, it was searched remark some ideological differences by adoption of politics suitable for inclusion – in other words, FHC governments periods focused on equality and Lula governments in equity. This work is based on a basic set of descriptive data under governmental policies of inclusion in Higher Education and their results, even partial, collected by researchers teams of post-graduation of three Brazilian universities which participate in the Program Marco Interuniversitario para la equidad y la coesión social, of Rede Ibero-americana de Investigação em Políticas Educativas - RIAIPE. We used a basic bibliography by academic authors to support critical viewpoints about the theme. As the main conclusion, we pointed out to the existence of distinct paradigms in all mentioned government periods, and they have oriented reforms in Brazilian Higher Education, besides the suggestion of equity paradigm leans to the establishment of more consistent and appropriate policies for inclusion.

ResumenDesde hace mucho tiempo la educación en Latinoamerica se encuentra en crisis, por ello las instituciones de educación superior, entidades del Estado y organismos internacionales han tomado la responsabilidad de establecer una cultura de educar en y para lo superior en términos de calidad, lo cual ha permitido que se lleven a cabo programas, proyectos, convenciones y demás que contribuyan al mejoramiento de la educación. Igualmente, en las facultades de Derecho, tambien se observa latente esta situación, evidenciandose, en su gran mayoria, en los profesionales que al salir de la academia se encuentran con un mundo diferente al aprendido. Es por esto que se han determinado los principales inconvenientes y se plantea un nuevo paradigma para la enseñanza narrativa del Derecho. Con esta organización se complementara la ensefianza del Derecho narrativo y complejo que contara con altos estandares de calidad en la educación, siendo transformador social y contribuyente al progreso social, económico, politico y tecnológico de Colombia y Latinoamerica. AbstractFor a long time, education in Latin America has been in crisis; for this reason, institutions of higher education, state entities and international bodies have taken on the responsibility to establish a training plan to teach both in higher education and for higher education, in terms of quality. This fact has allowed the development of programs, projects, conventions and other activities which contribute to improvement of education. Likewise, at Law faculties, this underlying situation is also observed, having clear evidence of it when professionals graduate from the university to face a different context from the one learnt. Therefore, the main inconveniences have been determined and a new paradigm for teaching Legal Narrative is suggested. With this structure, teaching Legal complex narrative will be complemented, having high quality standards in education and being a social reformer, as well as contributing to social, economic, political and technological progress in Colombia and Latin America.

AbstractIntroductionNational and international research results have highlighted the fact that workplace stress causes mental and somatic problems. The aim of the present paper is to define exposure to workplace-related risk factors, with special focus on psychosocial risk factors, and the way they interconnect with workplace conditions, relationships with superiors and colleagues, and moral, professional and financial appreciation.MethodsCross-sectional research with the help of an anonymous online self-administered questionnaire was carried out among 261 higher education employees (67% women, 33% men, mean age 43.4 years) from 12 faculties of the University of Szeged, Hungary. Statistical analysis was performed using IBM SPSS 22.0.ResultsThe primary workplace stress factors for university employees were strict deadlines (80.4%), frequent overwork (64.2%) and difficulty in meeting requirements (56.7%). Communication problems with colleagues and superiors were also highlighted (47.5%). Job strain was higher for women than for men. With regard to low financial, professional, and moral appreciation, employees were characterised by the existence of work requirements impossible to meet, as well as by low autonomy. Experience of anxiety and aggression came along with low financial and moral appreciation (p<0.001).ConclusionsOur data suggests that employees at the university were subject to several psychosocial risk factors, and worked under considerable mental stress, leading to a higher prevalence of mental health problems. The results highlight the need for a health-focused policy-making in higher education to reduce health expenditure and increase efficiency at work.

The article examines processes underpinning the formation of the culture of internationalization using as an example implementation of international projects at Russian Timiryazev State Agrarian University (RSAU-MTAA). The objective of the article is to study the factors of the polyspatial environment of the university as instruments of internationalization. The novelty of the research is to present the synergistic effect of the interaction of various innovation groups in terms of internationalization culture formation in the context of the European Higher Education Area development, as well as quality enhancement and higher education modernization in the era of digitalization and expansion of Industry 4.0. The practical significance of the study is in future application of the research results for the development of internationalization processes in individual universities, and introduction as the educational material in various in-service training courses for university staff.
