Generally, activities conducted by people generate waste. The waste which increasingly rises causing a big problem. Therefore, the role of community in waste management will strongly support the process of solving the waste problem in the community. The purpose of this study was to determine the relationship of engagement and active participation of citizens, as reflected in the attitude of citizens in the activities related to the response to the waste problem in the community. A descriptive method was used in this study to describe the involvement and participation in the prevention of waste. The result showed that the paradigm of PSBM (community-based waste management) appeared sporadically and has not yet received the maximum support from regional governments. A paradigm which is “people pay, the government manages“, has grown within the community for years. It would hardly change people’s behaviour patterns in solving the waste problem in the community since changing the city into a city that is clean, comfortable and healthy involved many parties, including the community.

By exploring the changes among online elites who have constructed the Internet, this article traces the unique history of the Russian Internet (RuNet). Illustrating how changes in online elites can be associated with changes in the socio-political role of the online space in general, it concludes that, although the Internet is of global nature, its space is constructed on the level of nation, culture and language. To show this, the article presents five stages in the development of RuNet, suggesting that the change in the stages is associated with the relationship of power between, first, actors (users, developers, the government, etc.) that construct Internet space and, second, alternative elites that emerge online and the traditional elites that seek to take the online space under their control by making their imaginary dominate.

This research uses quantitative research or all data is expressed in numbers. To obtain data to compile research, the authors conducted research on PKH Beneficiary Groups, Air Kumbang District, Kab. Banyuasin. To see the effect of PKH Social Assistance (X) on the Level of Welfare of the Village Community in Sideomulyo (Y), a simple linear regression analysis was used with the help of the SPSS program and a correlation test to test the relationship of the independent variable (X) to the dependent variable (Y) significantly. Based on regression analysis simple, the following equation can be generated: Y = a + bx = 33, 043 + 0.235 X It can be seen that the t value is 4.168, while the t table is 1.66412. In accordance with the t test formula, if t count> t table then Ho is rejected so that it can be seen that the PKH Assistance variable (X) 1 and Village BLT have a significant effect on the Level of Community Welfare (Y). while the results of the correlation test are as follows: correlation (r) = 0, 299 and probability (p) is significant at p <0, 05. According to the formula, if probability (p)> 0.05 then H0 is accepted, meaning that there is no relationship If the probability (p) <0.05 then H0 is rejected, it means that there is a relationship. For KPM PKH and BLT recipients in Tirta Mamkur Village, Air Kumbang District, Kabupate. Banyuasin, in order to use PKH and Village BLT assistance from the government as appropriate in accordance with applicable regulations. The regulation on the relationship of the central and local governments in Hungary has transformed significantly in the last decade. However, the government have strong tools for the control of the local activities, these tools are just rarely applied by the supervising authorities. The main transformation of that relationship could be observed in the field of the public service provisions. The former municipally based public service system was transformed into a centrally organised and provided model, thus the role of the local governments in Hungary has decreased. The centralisation process have been strengthened by the reforms during the COVID-19 pandemic.

A key goal of any welfare state is to promote social justice by tackling inequality and poverty. This chapter reviews some of the ideas and evidence that have informed the debate about the causes of differences in inequality and poverty, including alternative interpretations of the meaning of both as policy objectives and how each can be measured. Although the two concepts are often related, they are conceptually distinct: inequality captures differences in economic outcomes, while poverty covers those with inadequate economic resources. Estimating the impact of policy on either variable is difficult because of the many other factors involved. Examining cross-country differences provides an insight into the impacts of different policies introduced in otherwise broadly similar countries. These studies have shown that transfers and taxes reduce inequality and poverty, and also that those countries that spend more on social programmes have less inequality and lower poverty rates, but the relationship is weak and there are many exceptions. While considerable progress has been made in understanding the role of the welfare state in accounting for these differences, we are a long way from fully understanding the many complex interactions that are the drivers of inequality and poverty.
