The nodes and links in urban networks are usually presented in a two-dimensional(2D) view. The co-occurrence of nodes and links can also be realized from a three-dimensional(3D) perspective to make the characteristics of urban network more intuitively revealed. Our result shows that the external connections of high-level cities are mainly affected by the level of cities(nodes) and less affected by geographical distance, while medium-level cities are affected by the interaction of the level of cities(nodes) and geographical distance. The external connections of low-level cities are greatly restricted by geographical distance.

AbstractThe use of information and communication technology (ICT) in small and medium enterprise (SME) in Indonesia is at low level. Considering that SME in Indonesia employ a lot of people and contribute to Gross Domestic Product (GDP) as well as improve performance of industries,  coupled with low level of ICT use in Indonesian SME, ICT’ used in SME must be increased. Therefore, this study aims to map the use of ICT in SME in Bandung, and to apply cognitive intervention and value chain approach in increasing ICT use in SME.Mapping of ICT use in SME was conducted by survey with structured questionnaire and interview involving 61 SME in Bandung. Result shows that ICT use in SME is limited only for product marketing and is mostly using website.  Main constraint of ICT use in SME is related with human resource capability in particular related with limited knowledge and information about ICT use. Based on mapping result, intervention was conducted through education or campaign with value chain content on 30 SME in fashion. Intervention result shows that knowledge level and intention to implement ICT in SME other than marketing purpose is increasing. Implication of the results is discussed

For obtaining benefits from using Information and Communication Technology (ICT) in education sector, technical and management aspects related to the use of ICT are needed. This literature review article focuses on assessing managerial aspects that influence deployment of e-learning technologies. Provision of details in each managerial dimension attempted to cover description of their significance, and the extent to which they influence adoption and usage of e-learning technologies. Key considerations were also extracted and presented as benchmarks for smooth practicality. A stock of existing literature n=81 devoted to the study, were reviewed to capture the specific themes for extracting arguments to acquire a wider perspective of the findings. The downloaded literature was categorised thematically and timely to capture a review of themes and trends on appreciable increase of usage or adoption published respectively. The process supported by NVivo software (version 12). From the findings training seemed the most discussed and considered managerial factor in terms of its significance and influence. It might be so due to its nature and need as it has to be conducted from the initial stage and continuously. The literature seems to be concerned with managerial aspects facilitating e-learning technologies in a holistic way, for stance combining different aspects of training, ultimately reflecting a high level of training aspect analysed. Still, despite some of these aspects being dubbed ‘all inclusive’, many tend to be little reported if we consider the possibilities in terms of those managerial dimensions.

This paper presents a framework of the evolution of information and communication technology (ICT) applications in agriculture and rural development based on comparative experiences of South Africa and Kenya. The framework posits that full deployment of ICT in agriculture and rural development will be a culmination of several phases of changes that starts with e-government policy design, development and implementation. The paper argues that ICT use in agriculture and rural development is a powerful instrument for improving agricultural and rural development and standards of living throughout Sub-Saharan Africa. However, success in greater application of ICT in agriculture will require addressing impediments to adoption and diffusion. Such impediments include the lack of awareness, low literacy, infrastructure deficiencies (e.g. lack of electricity to charge electronic gadgets), language and cultural barriers in ICT usage, the low e-inclusivity and the need to cater for the special needs of some users. The paper reviews successful applications of ICT in agriculture and urges greater use of ICT-based interventions in agriculture as a vehicle for spurring rural development in Africa.

Abstract Puger sub-district is categorized as a tsunami-prone area because of its location in the South Coast, directly facing the Indian Ocean, which is the meeting point for two active tectonic plates. The active plate zone is prone to causing earthquakes that raise tsunamis. This article will describe the tsunami hazard and vulnerability level in Puger sub-district using the Geographic Information System (GIS) application. The method in this study uses a weighted overlay method. The weighting method is carried out to determine the level of tsunami hazard and vulnerability by following the weighting criteria in previous studies. Physical vulnerability criteria include land elevation, slope, beach type, land use, coastline distance, and rivers. The tsunami hazard level is determined based on the tsunami run-up map from previous studies. Based on the results of the risk mapping, it was found that there were five risk categories in Puger sub-district, namely the very low level (13.90 Ha), low level (271.99 Ha), medium level (7133.25 Ha), high level (644.22 Ha), and very high level (23.29 Ha).
