This research aims to reveal the institutionalization of bureaucratic reformation in Sleman Regency after the implementation of UU ASN. Moreover, the objective of this study is to identify the potential and inhibited factors of bureaucratic reformation in Sleman Regency. The research method of this research is descriptive by employing qualitative approach. The result of this research show that the institutionalization of bureaucratic reform after the implementation of the Act ASN in Sleman have run, and continued with a change agenda. This is evidenced by the habituation process that has been seen from the implementation of the rules and a new culture in Sleman District Government. The main obstacle was the culture of the old bureaucracy, which asked to be served, causing bureaucratic reform objectives have not been achieved optimally. In addition, the Government of Sleman regency, like other local governments in Indonesia, had to wait for the policy directives from the central government due to frequent policy changes at the central level.Keywords: Institutionalization, Bureaucratic Reformation, UU ASN

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. This research is encouraged by the rejection of Jakarta Government Policy which requires the Head of Neighborhood Association (RT) and Community Association (RW) to use Qlue Application in helping the government to overcome the City problem. Research method used is descriptive method within qualitative approach. The informants in this research are Heads of RT and RW. Key Informants are Head of Administrative Village, Governmental Peace of Order Section, and Economic Development Section at Kelurahan Tengah. The results of the research show that Application of Qlue Application Policy has been running well. This is seen from the fulfillment of Evaluation Indicators of the effectiveness, efficiency, adequacy and responsiveness. While the Impact of Development is caused by the Report of City Problems that encourages the creation of Regional Development which is seen from the improvement of service, the development, empowerment, and the participation of citizens in following up the Qlue report.

Stunting is one of the nutritional problems faced in the world, including Indonesia. To overcome this problem, the government conducted a program to accelerate stunting prevention in 100 priority districts / cities through specific and sensitive nutrition interventions including health and non-health stakeholders. Interventions are carried out in a convergent manner by aligning various resources to achieve the goal of preventing stunting.The convergence is carried out from the planning, budgeting, implementation, to monitoring stages. The purpose of this study is to analyse the challenges of implementing the convergence of stunting prevention programs that have been running since 2018 by local governments in priority districts / cities based on content, context, process, and actors. The research method is operational research with a research design using a qualitative approach design with in-depth interviews in 13 priority districts/cities. The health policy triangle framework is used as an approach in analyzing the results of this study which consists of content, context, process, and actors. In-depth interview sources are policy makers and program managers to accelerate stunting reduction from province to sub-district and village. The results showed that the challenge in implementing convergence was the existence of sectoral egos in each OPD (stakeholders) because of the socialization was not yet optimal so that many stakeholders did not fully understand the stunting prevention program. Information that was late in being obtained, information cut off from socialization, and difficult demographic conditions in the area where one of the causes in certain areas of the obstruction of socialization. The implementation of convergence that has not been optimal is also due to the ansence operational and technical guidelines for implementing program when the research was conducted so that the regions do not know the steps to carry out these activities. Abstrak Masalah anak pendek (stunting) merupakan salah satu permasalahan gizi yang dihadapi di dunia, termasuk Indonesia. Untuk mengatasi permasalahan stunting, pemerintah melakukan program percepatan penanggulangan stunting di 100 kabupaten kota prioritas yang melibatkan sektor kesehatan dan non kesehatan melalui intervensi gizi spesifik dan sensitif. Penyelenggaraan intervensi dilakukan secara konvergen dengan menyelaraskan berbagai sumber daya untuk mencapai tujuan pencegahan stunting. Konvergensi dilakukan mulai dari tahap perencanaan, penganggaran, pelaksanaan, sampai monitoring. Tujuan penelitian ini adalah menganalisis tantangan implementasi konvergensi program pencegahan stunting yang telah berjalan sejak tahun 2018 oleh pemerintah daerah pada Kabupaten prioritas berdasarkan konten, konteks, proses, dan aktor. Metode penelitian merupakan operational research dengan desain penelitian menggunakan pendekatan kualitatif dengan metode wawancara mendalam di 13 kabupaten prioritas. Kerangka segitiga kebijakan kesehatan digunakan sebagai pendekatan dalam menganalisis hasil penelitian ini yang terdiri dari konten, konteks, proses, dan aktor. Informan wawancara mendalam ialah para pengambil kebijakan dan pengelola program percepatan penurunan stunting dari mulai provinsi sampai kecamatan dan desa. Hasil penelitian menunjukkan bahwa tantangan dalam implementasi konvergensi ialah masih adanya ego sektoral pada masingmasing OPD karena masih belum optimalnya sosialisasi sehingga banyak yang belum memahami secara menyeluruh mengenai program pencegahan stunting. Informasi yang terlambat diperoleh, terputusnya informasi dari sosialisasi, serta kondisi demografi wilayah yang sulit menjadi salah satu penyebab pada beberapa daerah tertentu tehadap terhambatnya sosialisasi. Implementasi konvergensi yang belum optimal juga dikarenakan belum diperolehnya juklak dan juknis dalam melaksanakan program saat penelitian dilakukan sehingga daerah belum tahu langkah untuk melakukan kegiatan tersebut.

Central government policy delegates the management of Land and Urban Building Tax (PBB-P) requires local governments to improve themselves. This is to optimize the acceptance of the tax as the Local Revenue (PAD). This study aims to explain the partnership built by Cimahi City Revenue Service with Banking Institution and taxpayers in performing the payment of land and urban building tax in CImahi City. The research method used qualitative approach. This approach is intended to reveal the phenomenon of partnership woven by the parties that are partnering Department of Revenue, Banking and Society. Informants in this study is the head of the Revenue Service. Representatives of banking and public taxpayers namely the land and urban building tax. To ensure the validity of data used triangulation technique. The results show that in general the partnership works well is evidenced by the increased acceptance of tax and better communication among the partners. Taxpayers awareness to make payments through banks also increases. It also shows the quality of partnership achieving the expected results. Keywords: partnership, goverment, banking, taxpayers

: This article aimed to analyzed and compared good governance experiences on local government cope with Covid-19 between Indonesia and Thailand. The methodology of this article was a qualitative approach based on the secondary data from case of local government of Indonesia in Tegal City and Thailand in Chang Puak Sub-district. The finding of this article was in Indonesia case could argued that the effectiveness, openness, and transparency of the government in coping with Covid-19 are the keys to improve the people economy in Tegal City. Also, the administrators Government of Tegal should be responsive to evaluate ineffective methods in preventing the spread of Covid-19 and switch to more effective and efficient ways. In the meantime, in Thailand case, sorely local government could not cope with Covid-19 pandemic, but the cooperated between Thailand Village Health Volunteer and local government were the best operation to stop the Covid-19 outbreak. Moreover, the most foremost hinder in both Thailand and Indonesia were the central government that centralize authority. In Indonesia, the central policy was the obstacle to allow local government acted, while in Thailand the emergency decree was the main hinder for local government management. Finally, both local government in Thailand and Indonesia were struggled and tried to cope with Covid-19 in a right way of good governance track even though they had a limited authority and willing to support their community.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

The objectives of this research: 1) what factors become a problem so that school cooperative still not become sharia based school cooperative? 2) How is the strategy to realize sharia cooperative in school? This research used a qualitative approach, i.e., Analytic Network Process (ANP). In applying the ANP method, the researcher does the following: 1) structuring the hierarchical complexity into the homogeneous clusters of the factors, 2) performing the measurements into the ratio scale at all the lowest levels of the hierarchy/ network, 3) synthesizing. Data used in this research is primary data collected from questionnaires and in depth interview with experts, the policy holder, students, and teacher coach. The results of the research show that 1) The factors that become the problem of difficulties in realizing sharia-based school cooperatives are less student participation, limited capital and infrastructure, knowledge of sharia co-operatives that are less good than students and teachers, and lack of coaching from the local cooperative office. 2) There are two strategies as a solution, i.e., an internal strategy which is the policy of school leadership to support the establishment of sharia-based school cooperatives; And external strategies that should be carried out by the government to support and develop sharia cooperatives including sharia-based school cooperatives.

Pagerwangi village is one of the regions of Bandung Barat that are prone to natural disasters such as avalanches especially earthquakes. Its geographical location falls within the red zone of the Lembang fault. So that in prediction would be one of the affected areas due to tectonic earthquakes stemming from the faulting of the Lembang fault. Disaster prevention programs are already being conducted by the government along with other parties such as educational agencies and civic groups. The study aims to analyze how disaster mitigation implementations through the Functional Structural approach  theory based on four aspect of Integration, adaptation, maintenance patterns, and goal achievement. The research method uses a descriptive qualitative approach. The results of the study showed a mismatch in the integration aspects, leading to obstacles in the process of adaptation of the community in disaster mitigation

The research method used to answer the problem in this research is the method of qualitative research approach. Data obtained through in-depth interviews, literature study and documentation. Informant research comes from the elements of sub-district government and community. The results of the research show that the participation, involvement and utilization of drainage facilities are running well.

Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Peran Pemerintah Daerah dalam Pengelolaan Keuangan Daerah untuk Penanganan Pandemi Covid-19 yaitu dengan melakukan refocusing kegiatan, realokasi anggaran, dan Penggunaan Anggaran Pendapatan dan Belanja Daerah.Kata kunci: Pemerintah Daerah, Pengelolaan Keuangan Daerah, Pandemi Covid-19 ABSTRACTThe Covid-19 pandemic in Indonesia led the government to make policies as a stimulus to maintain the stability of society and the economy. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization.
