One of the ways that the government restricts the development of regional elite sports is to seek to establish a variety of athlete development facilities. The purpose of this study is to determine and describe the implementation of performance development management for athletes in the Central Java Student Sports Development and Training Center (PPLOP). The research method uses explanatory research techniques. The research was conducted at the Central Java Student Physical Education and Training Center (BPPLOP). Research data sources are individuals directly related to PPLOP, including PPLOP athletes, athletes and other related party managers, coaches, and performance development coordinators. Techniques for collecting data through observations, interviews and documents. The results show that the performance management of PPLOP athletes in Central Java has achieved the best results in performance development, education, academic development and religious development. The process of improving PPLOP Central Java performance is correct, as evidenced by the performance of athletes in sports, science, and religion. The existence of the promotion and dismantling system has become a reference for the school and the PPLOP Center in Central Java to implement performance promotion management.Manajemen pembinaan prestasi atlet pemusatan pembinaan dan latihan olahraga pelajar Jawa Tengah  AbstrakSalah satu cara pemerintah dalam mengkondisikan pembinaan cabang olahraga unggulan di daerah adalah dengan mengupayakan berdirinya beberapa institusi pembinaan atlet. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan implementasi manajemen pengembangan kinerja atlet di Pusat Pembinaan dan Latihan Olahraga Pelajar (PPLOP) Jawa Tengah. Metode penelitian menggunakan teknik explanatory research. Penelitian ini dilakukan di Balai Pemusatan Pendidikan dan Latihan Olahraga Pelajar (BPPLOP) Jawa Tengah. Sumber data penelitian adalah individu yang berhubungan langsung dengan PPLOP, antara lain pengurus, pelatih, koordinator pengembangan kinerja atlet PPLOP, atlet dan pihak terkait lainnya. Teknik pengumpulan data melalui observasi, wawancara, dan dokumen. Hasil penelitian menujukkan bahwa penerapan manajemen kinerja atlet PPLOP di Jawa Tengah mendapatkan prestasi terbaik dalam pengembangan kinerja, pendidikan, pengembangan akademik, dan pengembangan keagamaan. Proses peningkatan prestasi PPLOP Jawa Tengah sudah baik dan benar, terbukti dari prestasi para atlet di bidang olahraga, sains dan agama. Adanya sistem promosi dan degradasi menjadi acuan bagi pelaksanaan manajemen pembinaan prestasi di sekolah maupun di lingkungan Balai PPLOP Jawa Tengah.

Background. For so long, corneal diseases have been known as one of the leading causes to blindness in the global. This blindness might be due to failure to accept the corneal transplantation. Therefore, this study aimed to determine the prevalence and the root challenges for corneal transplantation acceptance at the University of Gondar tertiary eye care and training center, Ethiopia. Methods. An institution-based cross-sectional study was conducted among patients who had an indication for corneal transplantation at the University of Gondar tertiary eye care and training center since January 1, 2017, up to October 30, 2018. A structured questionnaire was used to collect the data and entered into Epi-Info 7 software and analyzed using SPSS version 20. Simple logistic regression was used to identify the associated factors of corneal transplantation acceptance. Associations between outcome and exposure variables were expressed by the adjusted odds ratio with a 95% confidence interval and p value <0.05. Result. A total of 116 patients with a mean age of 51 (±21) years participated in the study. The overall acceptance level of corneal transplantation was only 38.8% (95% CI: 29.93, 47.66). Patients with poor knowledge [AOR = 2.41; 95% CI: 1.90, 6.48] and an unfavorable attitude [AOR = 6.33; 95% CI: 2.42, 16.54] were significantly associated with the acceptance of corneal transplantation. Conclusion. The study revealed that the corneal transplantation acceptance level was very low. Hence, the government and other concerned stakeholders should give due emphasis to the awareness creation and behavior change communication strategies to increase the acceptance level of corneal transplantation.

The merit system is defined as human resource management based on work performance, competence is a major factor in improving work performance, competence is indispensable in every job both in the private sector and in the government sector, in the government sector, work related to community service is directly carried out by an executive position Therefore, an executive position must have a minimum competency, namely managerial competence. The purpose of this study was to analyze managerial competence, inhibiting factors faced by executors who work at the Semarang Religious Education and Training Center. The research method used is descriptive quantitative with a survey approach to answer the research objectives, namely to analyze the managerial competence of the executive positions and to analyze the inhibiting factors faced by executive positions who work at the Semarang Religious Training Center. The results showed that the managerial competence of the executive positions who worked at the Semarang Religious Education and Training Center was in the medium category and the inhibiting factor was the lack of competency development in increasing knowledge. Recommendations as steps that must be taken by the Semarang Religious Education and Training Center are to increase the competency development of executive positions.

The Government could perform its functions and tasks if it has qualified personnel. To improve its personnel’s competence, the Government has been conducting several kinds of training which have not brought satisfactory results. This research aimed at exploring the possibility of implementing andragogic concept in a training model to improve the training graduates’ competence. This case study was conduced in The Education and Training Center of Yogyakarta Province and found an andragogy-based training model with detailed steps. Anticipating some hindrances that could be faced by the trainers in implementiation of this model, this research recommended some alternative solutions.

Tujuan dari penelitian ini adalah untuk mengetahui bagaimana optimalisasi fungsi perencanaan pada program pendidikan dan pelatihan tenaga teknis keagamaan di Balai Diklat Keagamaan Bandung. Adapun metode yang digunakan dalam penelitian ini adalah metode deskriptif. Dari hasil  penelitian ini, diperoleh informasi bahwa  proses perencanaan yang dilakukan Balai Diklat Keagamaan Bandung meliputi: melakukan AKD, melakukan rapat koordinasi dengan satuan organisasi di wilayah kerja Balai Diklat, menentukan panitia, mengadakan rapat persiapan, menentukan waktu dan tempat,  menetapkan peserta, narasumber dan moderator, menyusun jadwal dan panduan, menyiapkan sarana prasarana, dan terakhir membuat laporan persiapan. Adapun yang menjadi factor pendukung perencanaan diklat tenaga teknis keagamaan adalah tenaga kediklatan, program diklat, kurikulum, sarana prasarana, metode, media, materi, dan lain-lain. Sedangkan yang menjadi factor penghambat adalah terbatasnya anggaran dari pemerintah dan peserta yang seringkali tidak sesuai dengan anggaran. Selanjutnya, strategi yang diterapkan BDK Bandung dalam mengoptimalkan proses perencanaan pada program diklat tenaga teknis keagamaan adalah dengan senantiasa mengikuti standar kediklatan yang telah ditentukan, mengadakan sistem penjaminan mutu diklat teknis, berlandaskan pada pedoman penyelenggaraan diklat, menyelenggarakan Diklat Kerja Sama, dan senantiasa melakukan koordinasi dengan satuan organisasi di wilayah kerja Balai Diklat. The purpose of this study was to determine how to optimize the planning function in the education and training program for religious technical personnel at the Bandung Religious Education and Training Center. The method used in this research is descriptive method. From the results of this study, information was obtained that the planning process carried out by the Bandung Religious Education and Training Center included: conducting AKD, conducting coordination meetings with organizational units in the work area of ​​the Education and Training Center, determining committees, holding preparatory meetings, determining time and place, assigning participants, resource persons and moderator, compiling schedules and guidelines, preparing infrastructure, and finally making a preparatory report. As for the supporting factors for the planning of training for religious technical personnel are education and training programs, curriculum, infrastructure, methods, media, materials, and others. Meanwhile, the inhibiting factor is the limited budget from the government and participants, which often does not match the budget. Furthermore, the strategy applied by BDK Bandung in optimizing the planning process in the training program for religious technical personnel is to always follow predetermined educational standards, establish a quality assurance system for technical education and organizational units in the work area of ​​the Training Center.

The literacy movement is being carried out by the government nationally in various circles ranging from families, schools and communities. It is also entitled to be felt by all people including street children. For street children literacy culture also needs to be grown because their literacy is still low. This effort was carried out by increasing literacy in "Lotus" street children in the Social Barracks of Demaan Village, Kudus Regency, Central Java. Lack of interest in learning because teaching materials in schools are not easy for them to digest, making them less desirable and a burden on them. Teaching materials that are made thematically presented in the form of reading about local wisdom around them are expected to improve their literacy culture. The PKM is carried out by mentoring educational programs in the form of tutoring and training in improving literacy. In mentoring using teaching materials that have been developed by applying several methods. Like learning methods based on study groups according to age with approaches such as scientific, thematic, tutorial, drill and lecture. while the implementation of literacy training delivered good reading and writing methods. From this PKM activity, it was found that the level of enthusiasm of attendance was very high %80%, literacy ability had experienced an increase of> 10% with a significant.

This research aims to: (1) determine the recruitment management of human resources in the PPLOP of Para-athletics in Central Java, (2) identify the facilities and infrastructures management in PPLOP of Para-athletics in Central Java, (3) find out the financial management of PPLOP of Para-athletics in Central Java, and (4) figure out the training management of PPLOP of Para-athletics in Central Java.This research was conducted at the Student Sport Education and Training Center (PPLOP) of Para-athletics in Central Java. This research applies qualitative descriptive method. The unit of analysis is the Student Sport Education and Training Center (BPPLOP). The data retrieval techniques include documentary study, in-depth interview, and observation. The data sources in this research are the administrators, trainers, and athletes of PPLOP of Para-athletics in Central Java.The results of the study show that: the implementation of the Student Sports Education and Training Center (PPLOP) of Para-athletics in Central Java is good. In PPLOP, disabled athletes already have a good organizational working structure. However, in terms of the implementation of the recruitment of athletes, the PPLOP of Para-athletics in Central Java is still lacking so that it needs a lot of evaluation and improvement. This can be seen from the small number of participants registering in this year; 6 people registered and 4 people attended the selection process and none met the expected criteria. This is due to the lack of socialization from the PPLOP manager, in this case the Dinas Pemuda Olahraga dan Pariwisata Jawa Tengah (Central Java Youth Sports and Tourism Service) to schools in the Central Java Regency/City, and the distant location of the regency/city, causing prospective participants to face difficulties in registering or obtaining appropriate information. Furthermore, children with special needs or disabilities are minority students.The facilities and infrastructure required for the event are considered adequate, fulfilling the needs of student athletes. This is due to the good planning process from the parties related to the procurement of facilities and infrastructures. However, some of the essentials are fail to be fullfiled by the organizer because the procurement of facilities and infrastructures is adjusted to the budget limit of the BPPLOP sourced from the Central Java Province APBD (Regional Government Expenditure).The implementation of financial management has run well. The good management in fulfilling the implementation of BPPLOP of Para-athletics in Central Java has proven this. Fund and financial reporting are provided by looking at the current needs. Even though some shortcomings in needs are obvious, the organizer can manage them.The implementation of the training in PPLOP of para-athletics in Central Java has run as expected. Exercise planning in the training programs has been made and coordinated well, with the collaboration between organizer and trainers in accordance with the needs of athletes.

The City of Pekalongan is one of economic growth hubs in Central Java. Pekalongan possesses a classic issue like an overweight and inefficient bureaucracy, lack of innovation, dissatisfaction of public service, and so on. The government then proceeds digital-based budget so that it succeeds to push public spending. This paper aims to provide an overview of Pekalongan City Government Performance Management in implementing Management Information Systems (MIS) for Public Services. The analysis uses various theoretical perspectives on public sector performance management, public services and public service performance innovation. This research is a descriptive study with data collection techniques using non-reactive content analysis through secondary data and documents that already exist. The analysis shows that the application of technology to the Pekalongan City government innovation performance can save energy, time and budget. Performance monitored through the system from planning to implementation can be monitored through information technology innovation. Thus, an efficient, fair, responsive, accountable public service system can be more easily achieved.

Cash expenditure is the most important component in implementing development programs that will be carried out by the government. In cash expenditures the government has a system and procedures for managing and controlling financial expenditures. North Sulawesi Cooperative and SME Education and Training Center as regional technical implementers involved in cooperatives and SME education and training in North Sulawesi Province, of course the expenditure and receipt of cash must be in accordance with procedures stipulated by the government in the regulations per invitation law. Based on research conducted at the UPTD of the North Sulawesi Province Cooperative and SME Education and Training Center, the UPTD of the North Sulawesi Province Cooperative and SME Education and Training Center has effectively referred to the Minister of Home Affairs regulation Number. 59 of 2007. However, in its implementation there are still shortcomings, namely in the process of submitting SPP (UP-GU-TU-LS) without authorization of PPK-SKPD and some processes have a lack of attachments to complete submissions. The suggestions that can be given by researchers in implementing cash disbursement procedures at the UPTD of North Sulawesi Province Cooperative and SME Education and Training Centers must be in accordance with the applicable provisions but must be able to adjust if there is a change in regulation as a reference in regional financial management.Keywords: Analysis, Application, System, Procedure, Expenditure, Cash

ABSTRACT In this paper, Professor Heitor Gurgulino de Souza, briefly describes the goals that World Academy of Art and Science (WAAS) had stated, 40 years ago, when it was established, and its role as a ‘World University’. Then he mentions the United Nations University (UNU), created by UN Secretary General U Thant, with support from UNESCO, when the UN General Assembly adopted the charter of UNU, on December 1973. He briefly describes the organization and first years of activities of the UNU globally, from its center in Tokyo, Japan, since 1975. Why Tokyo? Because, at that time, a very generous offer was made by the government and people of Japan: (1) To donate US$100 million to the endowment fund of UNU; (2) to build its permanent headquarters in Tokyo and (3) to establish a research and training center of the UNU in Japan. He also describes briefly the UNU Research and Training Centers (RTCs) and programs (RTPs), established worldwide. Finally, he mentions another case of a globalization, being implemented by Brazil- ‘Science without Borders Program’ (CSF), during 2011-2015. Goal: to send over 100,000 students abroad (with fully funded fellowships) to study and do research at good universities in other countries and to attract visiting teachers and researchers from abroad to come and work in Brazil. The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.
