Pegerharjo Village is a Development Village of the Management Study Program of the Department of Economics and Business, UGM Vocational School. This village is a tourist village with local contents, the implementation of which is carried out by the community, especially by the Working Group of mothers, and Karang Taruna. This area is known as the tourist village called Nglinggo Tourism Village. Pagerharjo Village also has plans to develop and develop other village tourism objects to be carried out in 10 locations supported by the stipulation of the Pagerharjo Village Regulation No. 6 of 2017 concerning Review of Pagerharjo Village Medium Term Development Plan for 2014-2019. The development and development of tourism objects in Pagerharjo Village is expected to be able to increase competitiveness and attract more tourists in accordance with the carrying capacity they have. One of the problems faced is how to increase economic empowerment through land use to support tourism development in Pagerharjo Village. It will be endeavored by developing the Nglinggo tourist village, equipped with Rest Area and a place where you can select or display photos. The Segitik Rest area is one of the development locations located in the Tanah Kas Desa which is an asset of the government of the Pagerharjo Village. The location will be developed to become the center of the people's economy to support the development of Nglinggo Tourism Village. The dedication team will assist Pagerharjo Village with training in the cultivation of soil orchids / slices and support the development of tourism in Pagerharjo Village. The orchid cultivation is planted and developed in the rest area of Segitik to become an orchid garden. The community and the Government of Pagerharjo Village are very supportive and enthusiastic in participating in the training and mentoring

Based on Law Number 23 of 2014, the potential for improving community welfare is an optional affair by the government. This encourages every local government to develop a tourist village. Therefore, this study provides an overview of the application of the rules in order to develop the Kepuharjo Tourism Village in Cangkringan District, Sleman Regency. Furthermore, this study uses the type of rule application from George C. Edward III. In the preparation of this research, the researcher used a descriptive qualitative approach. This means that the types of data sources used are primary and secondary data. Based on the results of interviews and observations, it can be concluded that the implementation of the policy for developing the Tourism Village of Kepuharjo Village is not optimal. The implementation of the program is not optimal because there are several factors that influence the development of tourism villages, namely from the resources and bureaucratic structures. Meanwhile, the driving factors for the development of the tourism village are aspects of communication and disposition.

Tourism has been the backbone of Indonesia’s economy in the last three years.Contribution of tourism to national GDP is expected to increase to 15% by 2019. Those target is encouraging the development of tourism in many tourist potential areas, such as Karimunjawa. Karimunjawa is an area of 27 small islands including 22 protected islands within the area (Karimunjawa National Park). The Government has made policies in the development of tourism on small islands. The problem is on the implementation of those policy in Karimunjawa from the point of view of policy maker, policy implementer, and target group (Karimunjawa community). The result of a qualitative research conducted in 2018 on tourism development in Karimunjawa showed that tourism development in Karimunjawa has not been sustainable. Even though it has opened up new jobs and added income to the community, there has been changes of community’s values and environmental damage on some spot areas. There is a need for an integrated plan that involves many sectors and stakeholders. The plan includes spatial planning, calculation of its carrying capacity (ecological, physical, and social), analysis or study on environmental impact, utilization of natural resources in an environmentally friendly manner, and roles and responsibilities of each stakeholder involved in tourism development. There is also a need for visitor quota based on the calculation of carrying capacity as well as additional attractions to increase the length of tourist visits. AbstrakPariwisata telah menjadi backbone perekonomian Indonesia dalam tiga tahun terakhir. Pemerintah menargetkan kontribusi sektor pariwisata terhadap PDB nasional meningkat menjadi 15% pada tahun 2019. Target tersebut mendorong dikembangkannya pariwisata di daerah-daerah yang memiliki potensi pariwisata, seperti Karimunjawa. Karimunjawa merupakan daerah kepulauan dengan 27 pulau kecil di dalamnya dengan 22 pulau di antaranya berada dalam kawasan konservasi (Taman Nasional Karimunjawa). Pemerintah telah menyusun kebijakan untuk pengembangan pariwisata di pulau-pulau kecil agar berkelanjutan. Permasalahannya adalah bagaimana implementasi kebijakan tersebut dalam pengembangan pariwisata di Karimunjawa dilihat dari sudut pandang penyusun kebijakan, pelaksana kebijakan, dan target group (masyarakat Karimunjawa). Penelitian kualitatif yang dilakukan pada tahun 2018 terhadap pengembangan pariwisata di Karimunjawa memperlihatkan bahwa pengembangan pariwisata di Karimunjawa belum berkelanjutan. Karena meskipun secara ekonomi telah membuka lapangan kerja baru dan menambah penghasilan di masyarakat, namun secara sosial telah terjadi perubahan nilai dalam masyarakat dan secara ekologis telah terjadi kerusakan lingkungan. Perlu ada satu perencanaan yang terintegrasi yang melibatkan berbagai sektor dan stakeholders. Perencanaan tersebut memuat penataan ruangnya, perhitungan daya dukungnya (daya dukung ekologis, daya dukung fisik, dan daya dukung sosial), studi AMDAL atau UKL/UPL nya, pemanfaatan sumber daya alam secara ramah lingkungan, serta peran dan tanggung jawab dari setiap stakeholders yang terlibat dalam pengembangan pariwisata. Selain itu, perlu ada penetapan kuota pengunjung didasarkan perhitungan daya dukung dan menambah atraksi untuk meningkatkan lama kunjungan wisata.

This article aims to explain how the environmental carrying capacity indicators could benefit public works and housing infrastructure planning. Law No. 32/2009 about environmental protection and management stated that the government is obliged to implement the Strategic Environment Assessment (SEA/KLHS) in the preparation of policies, plans, and/or programs that have the potential to cause environmental impacts and/or risks. This research aims to understand the process of using ecosystem services as part of the environmental carrying capacity. This approach would be relevant to the public works and housing infrastructure planning and is related to the National Medium Term Development Plan (RPJMN) goals in considering the environmental carrying capacity. This means that if the development of infrastructure does not meet the criteria of the environmental carrying capacity, it will cause negative impacts that could lead to futile infrastructures. The process of considering the environmental carrying capacity will be explained in quantitative methodology as an analysis process with a matrix as an overlay result. The overlay result will be interpreted as the basic information on whether a building in that location is feasible or not for carrying capacity conditions. The overlay result will be used as a basis for providing suggestions and recommendations.

The government's attention to vocational graduates has recently become a hot issue and various programs have been carried out by the government to improve the quality of vocational graduates, therefore they can compete. However, the BPS data in 2018 shows that the number of unemployed graduates from vocational school (SMK) is the highest, namely 11.24%, while Senior High School (SMA) is 7.95% and Junior High School (SMP) is 4.80%. Based on the problem, Study Program of Management, Faculty of Business, President University implemented a community service program that supports government policy, namely by providing Entrepreneurship Education to students of Amanah Bangsa Informatics Vocational School, Cikarang. With this entrepreneurship education, SMK graduates are expected to start a business as an alternative after graduating later. Entrepreneurship education is given in the form of seminars for Class XII students conducted by lecturers and students. In addition to providing lecture material on Entrepreneurship, students who have carried out business projects also share their experiences while opening a business, doing business until business liquidation as part of Entrepreneurship Course. The point is that students want to convey that starting a business is easy and has many challenges that are very suitable for millennials, and can apply all our abilities. The event was closed by giving a memento to the Vocational School and certificates to the participants.

Tourism coastal area is one form of application of community-based and sustainable tourism development. Through the development of tourist villages are expected to occur equitable in accordance with the concept of sustainable tourism development. Community participation is important in the implementation of development. In reality there is often a neglect of community participation, so that the community is still the object of the implementation of management. The development of the tourism village is a planned change in which local participation is required holistically. This activity aims: Provides an overview of how the development and management of attractions based on local communities. The development of Suak Indrapuri Village, Aceh Barat Regency, Aceh Province into a tourist village has not fully involved community participation. The challenge in the process of developing the tourist gampong in Suak Indrapuri is the lack of cooperation between local government / related agencies and gampong devices in the whole process of tourism development. Whereas when referring to a clean and sustainable government governance approach the role of the government is expected to be a facilitator by providing greater role and benefits to the local community. Good coordination is able to develop the area. It is desirable that existing natural resources are sustainable without reducing and damaging their quality.

The consequence of tourist village is the community's psychology and environmental carrying capacity. Good strategy will be able to realize the welfare of the village community. The purpose of this study is to make a tourism development strategy in the Namu Village. Methods of data collection using sampling techniques through interviews and questionnaires with a total samples of 70 respondents. Characteristics of tourism conditions and potential are analyzed by supply-demand. While demand analysis is used to recognize the pattern of visitor demand. Both of these analyzes are used as reference materials for development strategies by strengths, weaknesses, opportunities, and threats SWOT analyzed. Furthermore, based on the Internal Factor Analysis Summary (IFAS), the beauty of Namu and the waterfall become the main attraction for tourist destination. On the other side the disadvantage is the unpreparedness of the Namu village community make them not enough in economically. External Factor Analysis Summary (EFAS), partisanship of the government enable for Namu to be developing in marine tourism. However the threats was come from outside investor which can reduce the role of the community to improve their economy. Based on the analysis of IFAS and EFAS, the Namu Village's tourism development strategy is to improve the quality of tourism objects, increasing the role of the government, looking for investors especially in the transportation sector, improve community capacity. For instance manufacture of fishery products, souvenirs, and culinary. Finally safeguard ecosystems through waste management

Abstract This paper aims to analyze the decision-making process in determining the location of the tourism development center in Jepara district through spatial analysis using GIS. The method applied is map superimpose from several categories such as slope, rainfall, existing land use, and soil type. Another analysis carried out is network analysis with GIS to determine the level of accessibility of tourism locations. From the results of this analysis, alternative tourist locations were obtained as one of the supporting tourism development plans in Jepara Regency. With this result, it is easier for the government to determine the priority of development locations with visualization and location accuracy in accordance with tourism area standards.

This research studied the City Government’s endeavor of Banda Aceh to make the city as a civilized city model. Describing the efforts and constraints faced by the government, revealing responses of local citizens, and defining the present conditions of the city became the objective. A qualitative approach covering field observations, documents, and interviews, was applied and followed by data reduction, data display, and concluding. By involving related stakeholders, the new government duo headed by Aminullah Usman and Zainal Arifin has extended the Medium-term Development Plan to realize anew Long-term Development, Land Use, and Area Plan. Nevertheless, a lack of participation in the implementation of sharia appeared, less than optimal governance systems and uneven economic empowerment. Those generated varied responses from the lower, middle, and upper-class citizens. Therefore, to bring the glory of Banda Aceh, the duo has launched the concept of Banda Aceh the Brilliant City.

The study was backed by the existence of equitable development and the acceleration efforts around countryside, has done several programs/activities at the village level -based community empowerment as well as optimize the local potential in the village such as tourist village. With the participation of the community directly in the tourist village development, then it can also be used for local community empowerment efforts. This research aim is to find the community participation in the legislation implementation through the Village tourism development Tanjungsari County of Rowosari Sub district Kendal. This research type is qualitative, descriptive research was carried out in the village in Kendal. Focus of the study was excavation of the tourism potential village, forms management in the development of tourism and other forms of activities upon community participation through the development of village tourism. Data collection methods used is interviews, observation, documentations. Technique of data analysis applies qualitative approach. The results shows that the Tanjungsari Village developed into a decent Education about how to cultivate fish and make crafts calligraphy that has tourism potential among other industrial centers household processing and marketing Fish Boiled & smoked fish, as well as the calligraphy craft. Tanjungsari Village Development model geared at empowering communities by involving the community in the development of tourist villages ranging from socialization and decision making in order to prepare the tourism components and the Pokdarwis formation. The research conclusion indicates that public participation can be rated high enough and enthusiastic but there has been no support program from the Government to prioritize the village tourism development. While the obstacles faced that there isn’t law regulation because the tourist village development program is not yet contained in the RPJMDES and RKP village then be followed up with SK (Circulating Letter) Regent Tanjungsari assignment as rural education. It suggests that socialization program in order to disseminate the existence in Tanjungsari Village with invites schools to learn to cultivate fish, creating crafts calligraphy through website and social media.

Desa Pakraman Jasri was established by the government of Karangasem regency as tourist village that had a complex potential as nature and culture tourism destination, therefore, in accordance with the concept of 4H and 4A on tourism developing. The way of life of society who still looked after the custom and tradition their ancestors were a major modal development it, and the beautiful views towards Jasri beach. The tourist who visited and stayed in the village will feel the atmosphere of rural life with a variety of society activities that are still traditional. However, the fact, the alternative tourism that was developed in Desa Pakraman Jasri did not develop based on society’s expectation and local government. In term of this, it needed to be studied, found and resolved the problems with the best possibility. The study result was to show that the alternative tourism development in Desa Pakraman Jasri was not through a deep and comprehensive assessment; therefore, there was a gap between society expectations and the happening reality.
