Abstract: India’s current Maternal and Child Health Nutrition (MCHN) statistics reflect poorly of the country’s existing government programme. Experts recognize the phase of pregnancy and lactation as a critical window of opportunity for influencing the MCHN status. A clear identification and clinical assessment of government schemes/ programme that may have an impact on pregnant and lactating women can assist in identifying the strength, weakness, opportunities and threats in these interventions. The objective of the study was to review the government schemes for pregnant and lactating women. A review of all government programme and policies in areas of MCHN was undertaken using multiple strategies namely electronic reference libraries, journals, research papers and reports. The finding of paper identified the strength and weakness of government schemes and it proposes a coping strategy which might be useful for the policy makers in making the programme more enriching in order to implement the program with full potential. The threat analysis of these interventions has shown scope of improvement and areas of learning. The Indian government has implemented a number of measures that have a significant impact on pregnant and lactating women. However interventions focusing on health care needs, immunization, financial benefits are needed to increase the nutrition component. The necessity of nutrition was solely recognized in terms of providing adequate food, with no emphasis on macro and micro nutrients. This is an area where intervention should be strengthened. Technology changes will always be for the better, not only to the end users but also to the intellectual property owners of the technology and the implementers of the technology. The objective of this paper is to study the feasibility and viability for entrepreneurs to become service providers for the dispensation of fertilizers, pesticides, fungicides and supporting services such as aerial crop reconnaissance using Unmanned Aerial Vehicles (UAV) or drones. The methodology used for this study is SWOT Analysis. Both primary and secondary data is used for this analysis. This study finds that paddy farming employing drones is feasible. The beneficiaries of this study shall be the government, by way of lowering financial cost to subsidise the paddy planting, the farmers who no longer need the services of migrant workers, thus saving production cost, and finally the drone service providers and their downstream business associates who can engaged themselves in very lucrative businesses.

ABSTRAK Rumah sakit adalah institusi penyedia jasa layanan kesehatan, Rumah Sakit Umum Daerah Dr. R. Sosodoro Djatikoesoemo Bojonegoro sebagai salah satu Rumah Sakit milik pemerintah kabupaten Bojonegoro. Sebagai pusat rujukandari beberapa rumah sakit di daerah Bojonegoro dan sekitarnya. Dalam penelitian ini menggunkan suatu pen dekatan dengan analisis SWOT yang merupakan langkah awal dari suatu perencanaan strategi pengembangan yang dimulai dengan identifikasi masalah, tujuan organisasi sampai pada menimbang kekuatan dan kelemahan sendiri serta peluang dan ancaman dari luar dan juga melakukan beberapa langkah penting yang menunjang pemasaran atau pengembangan. Jenis penelitian ini adalah penelitian studi kasus dengan menggunakan rancangan penelitian deskriptif kualitatif dan Populasi dalam penelitian ini populasinya adalah pasien rawatinap dan pasien rawat jalan sebanyak 200 orang responden Sampel merupakan sebagian atau wakil populasi yang diteliti. Dalam penelitian ini mengunakan sampling pertimbangan (Judgement Sampling) Dari hasil pendekatan dengan analisis SWOT perlunya pelaksanaan atau realisasi dari struktur organisasi yang menempatkan farmasis dalam farmasi klinik, peningkatan kualitas dan kuantitas sumber daya manusia, serta perlunya penambahan fasilitas berhubungan dengan IPTEK untuk kegiatan pelayanan farmasi baik secara manajerial maupun ke arah farmasi klinik. Sosodoro Djatikoesoemo Bojonegoro as one of the government-owned hospital Bojonegoro. As the center rujukandari several hospitals in Bojonegoro and the surrounding area. In this study using the approach with a pen SWOT analysis is the first step of a development strategy planning which starts with the identification of the problem, the purpose of the organization came to weigh their own strengths and weaknesses, opportunities and threats from the outside and also did some important steps to support the marketing or development. This research is a case study using qualitative descriptive study design and population in this study population was rawatinap patients and outpatients as many as 200 people respondent sample is partially or representative of the population studied. In this study, using sampling considerations (Judgement Sampling) From the SWOT analysis approach with the need for the implementation or realization of the organizational structure that puts pharmacists in clinical pharmacy, improving the quality and quantity of human resources, as well as the need for additional facilities related to science and technology for good pharmaceutical service activities managerially and in the direction of clinical pharmacy. Abstract Many nations are struggling with the design, implementation, and ongoing improvement of health care systems to meet the needs of their citizens. In the United Arab Emirates, a small nation with vast wealth, the lives of average citizens have evolved from a harsh, nomadic existence to enjoyment of the comforts of modern life. Substantial progress has been made in the provision of education, housing, health, employment, and other forms of social advancement. Having covered these basic needs, the government of Abu Dhabi, United Arab Emirates, is responding to the challenge of developing a comprehensive health system to serve the needs of its citizens, including restructuring the nation's graduate medical education (GME) system. We describe how Abu Dhabi is establishing GME policies and infrastructure to develop and support a comprehensive health care system, while also being responsive to population health needs. We review recent progress in developing a systematic approach for developing GME infrastructure in this small emirate, and discuss how the process of designing a GME system to meet the needs of Emirati citizens has benefited from the experience of “Western” nations. We also examine the challenges we encountered in this process and the solutions adopted, adapted, or specifically developed to meet local needs. We conclude by highlighting how our experience “at the GME drawing board” reflects the challenges encountered by scholars, administrators, and policymakers in nations around the world as they seek to coordinate health care and GME resources to ensure care for populations.

Land has recently been looked upon as having substantial value in the Indian cities, especially in Mumbai. However, the allocation of land is a contested area with conflicting views and experiences. Governments intervene in land allocation through legislations for achieving equity but they do so without understanding the institutional structure and changing political, social and economic order. The Urban Land (Ceiling and Regulation) Act (ULCRA) is a piece of legislation through which Indian government made an attempt to redistribute urban land by limiting private ownership of it and confiscating the surplus. A critical review of its performance in India points to the difficulty of achieving such lofty goals in the complex real world, wherein different players actively use a variety of tactics to protect their interest, and also negotiate the outcome in the event of its repeal. The weak institutional capacity of the government and the changing governance framework render the outcomes detrimental. The experience of Mumbai city presented further points to the fact that the multiple actors thus have evolved their strategies to protect their interests through lobbying, corruption and legal wrangling. The experience of ULCRA, therefore, points to ground-level impediments to implementation of law and varied responses of the actors so as to preserve (or, even enhance) their particular interests. ULCRA also went against the decentralization of urban governance that began after the 74th Constitutional Amendment Act.

Paper focuses on the renewable energy in Thailand. Objective is to compare risk on renewable energy and transportation consumption on biodiesel. It is using SWOT analysis and sustainable development theory as the tools. Besides, collecting data via questionnaire to investigate behaviors of people in having the ideas relating to biodiesel. The 52 responses from survey launching have returned. According to the results, the current consumption of biodiesel is still low because insufficient is on awareness of the consumers' trusts about biodiesel. Moreover, government's policy is not in good quality control. Biodiesel price has not been confirmed or set up in a clear standard that shows confidence in biodiesel to consumers. Remains adherence to diesel as it has been used for a longer period of time. Therefore, the risk of renewable energy in biodiesel is a relatively high risk. At the same time, in terms of environmental sustainability development, research results show that the use of biodiesel can help reducing air pollution at either PM 2.5 or global warming. Also, it would distribute an income to palm farmers. The results can be implemented for making improvements and suggesting recommendations to the government. A strengthening policy on renewable energy security and implement strategies is for solving various energy problems. With the concept of supporting research and development, it can create a wide range of knowledges, and the production of biodiesel as renewable energy. The purpose of this research is to plan a creative and workable strategy for PT. Garuda Indonesia Tbk in an effort to respond to competition in the aviation market. This type of research is descriptive qualitative. Methods of data collection using literature study and data analysis used is a SWOT analysis. Based on the analysis of the Cartesian diagram shows that PT. Garuda Indonesia Tbk is included in quadrant II, which is supporting the Diversification strategy. The result of SO strategy analysis is that PT. Garuda Tbk must maximize the government's financial assistance program to restore the company's financial condition as well as to maintain the company's big name. The results of the ST strategy analysis are PT. Garuda Indonesia Tbk must maintain excellent facilities and services in order to face other aviation competitors. The results of the WO strategy analysis, namely the existence of a financial assistance program from the government, can also be used to improve the competence of company human resources. The results of the WT strategy analysis, namely PT. Garuda Indonesia Tbk must reduce operational costs while maintaining quality in order to be able to compete in the world of aviation.

Sea transportation is a major factor connecting the islands of Indonesia which has strategic and important value in supporting the sustainability of the national economy. Along with the government's policy on the sea highway program and the development of the domestic shipping industry, the growth of the commercial fleet, especially vessels, is currently experiencing rapid progress. In supporting the government program and the demand for reparation and procurement of new ships in domestic production, readiness is required from the shipyard. However, the current condition of the shipyard is only able to meet 83% of the demand for new shipbuilding so that the shipyard still needs to be developed in order to improve its capabilities, so that it can meet the needs and be able to carry out its functions in accordance with the progress of shipping technology. In this study discusses the strategy of developing shipbuilding using qualitative descriptive methods and quantitative SWOT analysis. In this case study shipyard development strategy by increasing the ability of shipyards to meet the demands of ship building by increasing supporting facilities and accompanied by increasing the ability of human resources in the mastery of science and technology. This research purpose to analyze the strategic and technical to encourage the potential of Regional Original Revenue (PAD) from the Groundwater Tax sector owned by Garut Regency. In this research used the descriptive method of research and qualitative approach to obtain the illustration of groundwater tax potential in Garut Regency. The primary and secondary data obtained by depth-interview technique to The Regional Revenue Office of Garut Regency. The data analysis using the formula on the growth, contribution and potential. Besides that, in this research use SWOT analysis to identify internal and external factors that influence the achievement of organizational goals based on strengths, weakness, opportunity, and threatness. The result of this research based on the growth measurement obtained the average of the ground water tax reached -13.65% while the contribution of ground water tax to the regional tax was 0.83%. Thus, to repair this condition based on the SWOT analysis the government of Garut Regency needs to conduct the intensification and extensification to increase groundwater tax revenues in Garut Regency as rejuvenating the policy of groundwater tax strategy in Garut Regency.

As economic development and current technology, there tends to SMEs have been reversed there is some effort to close down due to lack of existing orders in the business. Therefore, the government made efforts to assist existing SMEs to be able to survive in the face of global crisis is happening right now. These efforts may include providing small loans and may include training services in accordance with its business. One of the materials provided in the training is about entrepreneurship so that SMEs are expected to compete with similar companies. The low ability entrepreneur pointed out as one of the reasons SMEs are not able to compete with large companies, such as SI (Small Industry) Spare Parts in the city of Padang. The failure to penetrate IK Parts of competition to supply spare parts in the PT. Semen Padang because of its low ability entrepreneur is owned by SI. With no indicator of entrepreneur ability, there are some problems for governments about policies that will be taken for judge the SI. Therefore, the entrepreneur ability should be decided to helps government in decisions making of policies, so that SI can be competing with larger companies. The method that been used in this study is the Quality Function Deployment (QFD) and the recommendations for policies that can be used by the government by using SWOT analysis. QFD is used to identify consumer needs and its association with the characteristic techniques provided by the government, so that the final results are the critical competencies that should be developed first. The linkage between the needs of consumers with technical characteristics reflected in the House of Quality (HOQ). While the results of the SWOT analysis are four types of strategies which can be used later by using the strategy outlined in the strategy implementation architecture for 10 years. This research resulted in 25 indicators of entrepreneurial competencies that include Human Resources (HR), financial, and research and development which consist of eight aspects. The resulting formulation of strategies using SWOT analysis generates SO Strategies (5 strategies), WO Strategies (7 strategies), ST Strategies (7 strategies), and WT Strategies (5 strategies). The design of the implementation of the strategy is planned for 10 years which is reflected in the architecture of the strategy and its implementation strategies.Keywords: small industries, indicators, competences, entrepreneur, strategies

The west coast of Sumatera island is one of potential areas of the earthquake and tsunami that requires high vigilance and preparedness seriously. One is the well-prepared-disaster logistics system. World Health Organization (WHO) has been divided into 10 categories of logistics, including the temporary shelter. The purpose of this study is to study attributes that should be required for the mosque as a shelter for victims of the earthquake and tsunami in Padang and provide recommendations to the government of Padang to prepare the mosque as a shelter. Formulation of mosque attributes as a shelter eligibility has been obtained through literature review and interviews. Attributes have been formulated in the form of questionnaires that filled out by prospective refugees of the earthquake and tsunami in Padang . Result of questionnaire has been used to build the House of Quality (HOQ). Furthermore, a SWOT analysis has been conducted to formulate a strategy for local government in an effort to empower mosques as shelters in Padang. This research has resulted 14 attributes of feasibility mosque as a shelter. Attributes divided into seven categories. Strategies that result based SWOT analysis have nine formulations that consists of two SO strategies, four WO strategies, two ST strategies, and one WT strategies. Implementation of this strategies required responsibility and cooperation between government, community, NGO, and leaders. Salah satunya adalah sistem logistik disiapkan bencana. Organisasi Kesehatan Dunia (WHO) telah membagi menjadi 10 kategori logistik termasuk tempat penampungan sementara. Tujuan dari penelitian ini adalah untuk mempelajari atribut yang harus diperlukan untuk masjid sebagai tempat penampungan bagi korban gempa dan tsunami di Padang dan memberikan rekomendasi kepada Pemerintah Kota Padang untuk menyiapkan masjid sebagai tempat berlindung. Perumusan masjid atribut sebagai kelayakan penampungan telah diperoleh melalui kajian pustaka dan wawancara. Atribut telah dirumuskan dalam bentuk kuesioner yang diisi oleh calon pengungsi dari gempa dan tsunami di Padang. Hasil kuesioner telah digunakan untuk membangun Rumah Kualitas (HOQ). Selain itu, analisis SWOT telah dilakukan untuk merumuskan strategi bagi pemerintah daerah dalam upaya memberdayakan masjid sebagai tempat penampungan di Padang. Penelitian ini telah menghasilkan 14 atribut kelayakan masjid sebagai tempat berlindung. Atribut dibagi menjadi tujuh kategori. Strategi yang hasil yang didasarkan analisis SWOT memiliki sembilan formulasi yang terdiri dari dua SO strategi, empat WO strategi, dua strategi ST, dan satu strategi WT. Pelaksanaan strategi ini diperlukan tanggung jawab dan kerjasama antara pemerintah, masyarakat, LSM, dan pemimpin.Kata Kunci : strategi, logistik, masjid, QFD, analisis SWOT
