Sumenep Regency has high tourism potential where there are about 32 tourist attractions in which one of them is Sumenep Palace. However, in 2016 Sumenep Palace is still less touristy compared to other tourist attractions such as Lombang Beach which can attract around 66.000 tourists, while Sumenep Palace is only around 49.000. In addition, some travel agents also still do little tourism promotion, because they prefer to offer beach tour packages. Therefore, in order for tourism development to run optimally, Sumenep Regency carries out a collaborative strategy involving the private sector and the community. The research method used was the descriptive qualitative method to provide an overview of the strategy of Sumenep Regency Government in developing tourism of Sumenep Palace based on collaborative strategy. Data collection techniques are carried out through the process of observation, interviews, and documentation. The theory used is collaborative governance by Chriss Ansell and Alisson Gash which emphasizes that collaboration is carried out formally between government and non-government actors, where the government becomes the initiator in the collaboration. The results showed that the collaboration included government actors carried out by Disparbudpora, travel tourism agents and klenengan art groups. Each of these actors has acted as a facilitator, carried out tourism promotions, and supported the implementation of collaboration activities. The achievements of collaborative activities indicate the presence of increasing tourist visits from 2016 to 2017, but in terms of regional revenue, the contribution is still not that significant. Overall, the realization of the collaboration is supported by a forum for dialogue, trust, and commitment between actors. But there are some drawbacks in the absence of regulations to support the collaboration process, the absence of hotel and restaurant involvement and the lack of involvement of travel agents.Key Word: Government Strategy, Collaborative Governance, Tourism Development

This study aims to identify local wisdom in Green Village Gedangsari, Gunungkidul Regency. This research uses qualitative method with combined data collection technique, there are observation, interview, and documentation. Some invention that have been identified as the findings of this research are (1) Tourism development in Green Village Gedangsari; (2) Some of the taboos that local people believe; (3) Local culinary; (4) The place of the sacred; (5) Nyadran and Rosulan Traditions; and (6) 4G development plan by Gedangsari community. Abstrak Kabupaten Magelang yang berada di lereng gunung dengan topografi wilayah yang bervariasi memiliki potensi pariwisata lokasi yang sangat besar. Namun sayangnya objek-objek wisata di Kabupaten Magelang rata-rata belum dikelola dengan baik. Melalui penelitian ini, ingin mengkaji salah satu objek wisata di Kabupaten Magelang yaitu Air Terjut Sekar Langit. Dengan pertumbungan jumlah kunjungan yang positif menunjukkan bahwa objek ini memiliki potensi untuk berkembang bila dikelola dengan baik. Menggunakan travel cost method, penelitian itu bertujuan untuk mengetahui  nilai ekonomi dari objek wisata Air Terjun Sekar Langit sehingga dalam jangka Panjang dapat digunakan sebagai pertimbangan Pemerintah dan Dinas terkait untuk mengelola sekaligus tetap melestarikan sumber daya alam yang ada di Air Terjun Sekar Langit, serta sebagai referensi untuk pengambilan kebijakan. Abstract Magelang Regency is on a mountainside with varied regional topography which has a very large tourism potential location. But unfortunately, tourist attractions in Magelang regency on average have not been managed well. Through this research, we want to examine one of the tourist attractions in Magelang Regency, which is the Waterfall of Sekar Langit. With the growth in the number of positive visits shows that this object has the potential to develop if managed properly. Using the Travel Cost Method, this study aims to analyze the economic value of the Sekar Langit Waterfall attraction. With the hope that the results of this study can be used as consideration for the Regional Government and related agencies to manage, but on the other hand the natural preservation of the Sekar Langit tourist attraction is maintained.

The research is aimed at understanding the government policies on cultural tourism and pandemic mitigations in Bali made during the covid-19 pandemic. It uses qualitative method in which the primary data were collected through face-to-face and virtual video interviews to seven informants who were selected using purposive sampling to assure they aware of and understand the researched case; and the secondary data were collected from online publications. The research finds the regional regulation on cultural tourism was amended during the Covid-19 outbreak to strengthen the use of local cultures for tourism adapting both national and international tourism policies to lead to a more responsible tourism designating Bali’s local indigenous cultures of Tri Hita Karana and Sad Kerthi as basis of cultural tourism development in Bali; and more importantly, Bali’s government issued particular policies and  executed immediate measures to reopen tourism in Bali which totally shut down due to pandemic. These policies reacted differently by local people and remains become a hot debate within Balinese communities.

This study aims to analyze the collaboration process between stakeholders in landslide disaster management in Gajahmungkur District, Semarang City. Collaboration between stakeholders aims to build commitment, understanding, and responsibility in increasing the effectiveness of disaster management which is analyzed through the concept of collaborative governance by Ansell & Gash (2007). Based on a descriptive qualitative research approach, this research was conducted in the city of Semarang, precisely in the district of Gajahmungkur Kecamatan. Data collection was carried out by interview and documentation techniques. Data analysis is based on four indicators of collaborative governance including: initial conditions, institutional design, facilitative leadership, to the collaborative process. The results of this study indicate that there are three stakeholders involved in the collaboration, namely local government, community groups, and also the private sector, however, in the process the coordination carried out by the three stakeholders is not effective enough, thus hindering disaster management activities. As a result of this lack of coordination, the landslide disaster in Semarang City has not been handled properly. Based on the results of the study, it can be concluded that the collaborative process carried out in landslide disaster management in Semarang City has not run optimally due to lack of coordination and lack of participation from other stakeholders outside the government sector, causing landslides to still occur frequently.

The purpose of this research is to know the management strategies of tourism Pine Lahendong and know what are the factors that’s encourages and inhibit Pine Lahendong Tourism management strategies. The problem in this research is how Tourism Pinus Lahendong management strategies and what are the factors that inhibit and encourage Tourism Pinus Lahendong management strategies. Tourism is one of the things that are important to a country, the existence of this tourism, then a country or more specifically the Government of the region where it is tourist attraction, will get the infusion of revenues per tourist attractions. The marketing strategy is basically a thorough plan, integrated and fused in the marketing field, which gives guidelines on the activities that will be executed to achieve the marketing goals of a company. Tourism Pinus Lahendong strategy and potential for managed, developed and marketed because it has beautiful natural scenery and a sulfur hot springs into a visitor attraction. This research which means to understand the phenomenon or strengths, weaknesses, opportunities and threats from Tourism Pinus Lahendong holistically with described it in the form of words and language so as to produce a depiction on the phenomenon that happens. the results of the SWOT analysis conducted in the Tourism development of tourism policy, then Pinus Lahendong is improving promotion through various media, to improve the existing facilities in order to provide convenience for visitors and capitalize on potential at once elaborated the opportunities that can be sold and can attract visitors.

Collaborative governance has, currently, become an alternative to resolving public issues, wherein the government is suggested to collaborate with cross-sector organizations. Although several collaborative efforts developed by the government were reported to have failed, there are a number of successful collaborations established to resolve various issues. The main objective of this study is to analyze why did the collaboration process of the off-site anoa conservation through the Anoa Breeding Center (ABC) succeed in increasing the anoa population. This study employed the qualitative descriptive methodology. The data collection techniques used were literature study, observation, and interviews with stakeholders involved in ABC activities. The study results show that the collaboration in managing ABC was successful and it effectively resolved the problems confronted in the off-site anoa conservation due to active role of the administrators in realizing extensive participation, establishing and maintaining trust, as well as running a transparent process among the actors. The established collaboration is supported by a leadership that facilitated the implementation of the collaboration process. The collaboration is carried out formally as stipulated in the MoU made, as well as informally on the basis of the trust developed. The determining factors in the success of the collaboration in the off-site anoa conservation at ABC are the presence of process transparency, clear basic values, scope of actors involved, and facilitative leadership in the collaboration effort.

−In the present era, it is easy to fin information, but not all information obtained is valid information. Manytourists want to know about a place to visit. In addition, due to lack of promotion by the government, so many touristattractions that have the potential to increase icnomes many people doesn’t know about the location of tourism. Bogor is thelargest area attract tourists, especially local tourists. But many tourist attractions in the area of Bogor that has not beensought by the tourists. Researchers assume that it takes an applications that provide accurate information to increase touristin Bogor, to reduce the shortage and make it easier for tourists to know information about the sights to be visited, researcherstry to find a solution. "Tourist Application in Bogor Region" is used to provide information for local and foreign tourists.This becomes an opportunity for the Bogor regional government to improve services and facilities in the city, so that touristscan feel comfortable coming to visit in the city of Bogor.

The increase in the number of HIV-AIDS cases in the last ten years from 2008 to 2017 in Toba Samosir Regency with an average HIV growth of ≥ 7% and AIDS growth of ≥ 31%, has to be handled by implementing a special program. The lack of coordination between HKBP AIDS Committee Balige and Regional Government has to be made since there is no similar opinion about HIV-AIDS, the government agencies which are joined in the Committee of Regional AIDS Handling are not focused on prioritizing HIV- AIDS problems, and coordination in planning has not been optimal so that the budget is limited. The objective of the research was to find out the coordination between HKBP AIDS Committee, Balige and the Regional Government in HIV-AIDS Handling program in Toba Samosir Regency. The research used qualitative method (phenomenology design) which was aimed to get information about the coordination in preventing and handling HIV-AIDS in Toba Samosir Regency, with 20 informants. The data were gathered by conducting in-depth interviews and documentary study and analyzed by using content analysis. The result of the research showed that coordination, involvement, and active participation of all agencies in the KPAD (Regional AIDS Handling Committee), the implementation of budget planning, and activity planning were inadequate. It is recommended that formal meetings be increased in order to develop communication and to create good coordination, either from budget planning or from the implementation of handling HIV-AIDS in Toba Samosir Regency.

AbstractThe study aims to know the existence of operation of madrasah in regions with few moslems in Manokwari Regency, West Papua Province. Using qualitative method, the study result shows that the operation of madrasah in the study location is initiated by migrant people from outside Papua. All madrasahs there are operated in Transmigration settlements and in Hidayatullah pesantren. If we see eight components of education, the madrasahs generally have not met the SNP. From the government policy, the madrasahs have not gained equal treatment from the regional government and the regional parliament due to political, socio cultural, religious and ethnicity factors while the policy of the ministry of religion still refers to the government’s policy through the Central Government’s Performance Plans not realized in accordance with the region’s need. The relationship between the madrasahs and the migrant people is good as the people need comprehensive Islamic educational service and formal education is yet available in their settlements. However, the relationship with indigenous people is hampered by regulations imposed on migrants that sometimes bring loss. AbstrakPenelitian ini bertujuan untuk mengetahui eksistensi penyelenggaraan madrasah di daerah minoritas muslim di Kabupaten Manokwari, Propinsi Papua Barat. Dengan menggunakan metode kualitatif, hasil penelitian menunjukkan bahwa penyelenggaraan madrasah di lokasi penelitian dilatarbelakangi kedatangan masyarakat migran dari luar Papua. Seluruh madrasah di sana berdiri di lokasi Pemukiman Transmigrasi dan di lingkungan pondok pesantren Hidayatullah. Dilihat dari kondisi delapan komponen pendidikan, umumnya madrasah tersebut belum memenuhi SNP. Dilihat dari kebijakan pemerintah, madrasah belum memperoleh kebijakan yang berkeadilan dari Pemda maupun DPRD, yang disebabkan oleh faktor politik, sosial budaya, agama dan etnis. Sedangkan kebijakan Kemenag sendiri masih mengacu pada kebijakan pusat melalui Rencana Kinerja Pusat (RKP) yang terkadang realisasinya tidak sesuai dengan kebutuhan daerah. Hubungaan madrasah dengan masyarakat migran cukup baik, karena pendirian madrasah memang dikehendaki oleh masyarakat tersebut, karena masyarakat sangat membutuhkan layanan pendidikan agama Islam yang utuh dan layanan pendidikan formal yang memang belum tersedia di sekitar pemukiman mereka. Namun hubungan dengan masyarakat penduduk asli, terkendala dengan aturan-aturan yang berlaku yang juga diterapkan pada penduduk pendatang yang terkadang merugikan.

Broadly speaking, this study aims to obtain the results of a study regarding the evaluation of the development of marine tourism in Muna Regency in Southeast Sulawesi. The unit of analysis in this study is the Office of Tourism and Culture as one of the government agencies in Muna Regency, which is demanded to manage and contribute to the maximum revenue contribution to the Regional Original Revenue (PAD) with selected respondents and key informants are the Head of Service, Head of Division and Head of Planning and Financial Subdivision. In this study the research method used is descriptive qualitative method. The analysis tool used is the Realistic Evaluation Method with the Context-Mechanism-Outcome configuration approach. The results showed that, evaluation of the development of marine tourism in Muna Regency through the analysis of Context and Mechanism evaluation can be obtained Outcome
