The implementation of strategic policies to eradicate corruption through prosecution alone will not succeed without the prevention efforts as a form of awareness for the public about the dangers of corruption which ultimately arouse the spirit of anti-corruption in all levels of society. Attorney General's instruction Number: INS-001 / JA / 10/2015 concerning the establishment and implementation of the duties of the guards for the security of the central and regional government, the formation of the TP4D Team was intended for safeguarding and escorting the government in the execution of strategic projects to be successful and to prevent corruption. This research uses juridical empirical methods and purposive techniques. Data analysis of this research was carried out qualitatively. The problems in this research are about (1) What is the role of the The authority of the Guard, Government and Regional Development Team (TP4D) in Denpasar District Prosecutor’s an effort to prevent corruption? (2) What obstacles have been faced The authority of the Guard, Government and Regional Development Team (TP4D) Denpasar District Prosecutor’s in guarding regional development? Based on the results of interviews with the Head of Intelligence Section, Head of Financial Economic and Strategic Development Sub-Section and Head of the Investigation Section it can be conclude: (1) The Role of Denpasar District Prosecutor’s in preventing corruption includes providing legal opinions on the running of local government development projects to anticipate abuse of power (2) the obstacles experienced by the TP4D Denpasar District Prosecutor’s  in guarding development in the city of Denpasar there are two obstacles including technical barriers and judicial barriers.

The wide coverage of work and scope of public services requires the public participation to provide input or informationfor the regional government in order to optimize the performance of public service and regional development.Consequently, the media for channeling public aspirations need to be available. On the other hand the handling of the public's aspirations need to be managed well and solvethe needs of the public. This study attempted to assess the public's aspirations management model in a local newspaper in Kalimantan. This study is a descriptive study with a qualitative approach and the analysis tool appliedis content analysis. From the various models of complaints management that are shown in the local newspaper in Kalimantan, in general it can be concluded that model of the public aspirations' column that more interactive, two-way, communicative, and complemented by a follow-up solution is a better model in handling of complaints, thus needs to be developed or replicated by other local governments. In addition, the role of the mass media as a bridge of information and public communication to the government needs to be optimized continuously.Keywords:Management of Public Aspirations, Newspaper, KalimantanLuasnya wilayah kerja dan ruang lingkup pelayanan publik menuntut peran serta masyarakat dalam memberikan masukan ataupun informasi kepada pemerintah daerah agar kinerja pembangunan dapat lebih optimal. Kajian ini merupakan penelitian deskriptif dengan pendekatan kualitatif dengan alat analisis yang digunakan adalah analisis isi(content analysis). Dari berbagai model penanganan pengaduan masyarakat yang diperlihatkan pada surat kabar lokal di kalimantan, secara umum dapat diberikan penilaian bahwa model penanganan kolom aspirasi publik yang lebih interaktif, dua arah, komunikatif, dan disertai penjelasan langkah tindak lanjut adalah model penanganan pengaduan yang lebih baik dan perlu dikembangkan atau direplikasikan oleh pemerintah daerah lainnya. Selain itu, peran serta media massa sebagai jembatan penghubung informasi dan komunikasi publik kepada pemerintahnya perlu semakin dioptimalkan.Kata Kunci: Pengelolaan Aspirasi Publik, Surat Kabar, Kalimantan

AbstractThe territory of the Republic of Indonesia is very wide covering many large and small islands, so it is not possible if everything will be managed entirely by the Government which is domiciled in the State Capital, to manage the administration of state government to all corners of the country, it is necessary to form a regional government. Local governments and village governments have shifted from a centralized system of government to a decentralized one so that providing services to the public is closer and can be done optimally. This implementation brings a lot of hope to the improvement, management, and quality of local performance. This study aims to examine the role of the Village Consultative Body (BPD) in the Village Government and what factors hinder the role of the Village Consultative Body (BPD) in the Village Government in Karang Jaya Village. This research is a descriptive type of research, namely a study that describes the phenomena of a BPD cooperation management with the village head, thus the approach used is the normative approach. The results show that the BPD in Karang Jaya village has not been able to carry out its role optimally because the human resources of BPD members are still low, especially in the education sector so that in carrying out its roles and functions the BPD does not understand what to do concerning the control and supervisory functions. becomes its authority in controlling and supervising the performance of the Village Government / Village Head.Keywords: BPD, Karang Jaya, Role

The regulation on the relationship of the central and local governments in Hungary has transformed significantly in the last decade. However, the government have strong tools for the control of the local activities, these tools are just rarely applied by the supervising authorities. The main transformation of that relationship could be observed in the field of the public service provisions. The former municipally based public service system was transformed into a centrally organised and provided model, thus the role of the local governments in Hungary has decreased. The centralisation process have been strengthened by the reforms during the COVID-19 pandemic.

The Government Offices for the English regions were established in 1994 to coordinate the regional activities of three central government departments. A decade on, regional government in England is greatly expanded, and two other institutions of regional governance, the Regional Development Agencies and the Regional Assemblies, have also been created. In 2002 the Labour government proposed that this ‘triad’ of regional governance should be further reformed and strengthened, in some places being brought to democratic account. In this paper, we argue that academic research on the English regions has generally focused on the Regional Development Agencies and to a lesser extent the Regional Assemblies, to the exclusion of the Government Offices. This focus has led some to overstate the extent to which regional government represents the real decentralisation of power. Focusing on the role of the Government Offices, we argue that central government retains a great deal of power over the ‘triad’ institutions, which in their current form may be unable to challenge the structure of power in the English state.

The Public Information Commission (KIP) has the role of encouraging information transparency in central and regional government agencies (pemda) and conducting education related to the era of public information disclosure to the public. Consequently, KIP members must work professionally and work optimally so that people feel their existence. This manuscript is a small part of the effort to provide an understanding to the public about the importance of the Public Information Disclosure Act for citizens, especially for economic development. The business world needs information in its entirety, starting from understanding about legislation, government policies under the law, policies of state administrators at the central and regional levels in the economic/ business field, and other aspects. If this is realized, then people's welfare will be realized through development in the field of public information. The full implementation of the KIP Law is highly dependent on the government's performance, citizens' awareness, and the role of civil society as a Nation Government Organization (NGO / NGO) that controls the performance of the government. The role of NGOs can accelerate the realization of an open government which is a strategic effort to prevent the practice of corruption, collusion and nepotism (KKN), the creation of good governance, and the realization of wise public services.

this article discusses public service innovations carried out by local governments to increase public trust in the government. The locus of this research is in the city of Bandung, West Java Province, one of the UNESCO creative city networks. The purpose of this paper is to analyze the innovation of public services carried out by the government to serve the public in creating and innovating so that public trust in the government increases. The research method uses a qualitative method with an inductive approach. Data obtained through interviews, observation and documentation. The results of this study indicate that the regional government of Bandung City creates service innovations in the form of facilities to support the creation and innovation of the community, although there are some things that still need to be addressed. The relationship between the government and the community is closer. The role of local government in serving the community to support the potential of community creation and innovation is very important. Keywords: community; creation; government; innovation; service

This discussion dealt with The Role of the Attorney General of the Republic of Indonesia in the Formation and Implementation of the Duty of the Guards, Safeguards of Government and Regional Development Team (TP4D). The problems of the study discussed in this research were what the legal arrangement of the Guards, Safeguards of Government and Regional Development Team (TP4D) was and what the role of the prosecutors in Guards, Safeguards of Government and Regional Development Team (TP4D) was. The research method used with the type of research used was empirical legal research. Empirical legal research is a legal research method that functions to be able to see the law in the real sense and examine how the law works in a community environment. The specification of this research is descriptive, with the intention to describe the existing conditions by using scientific research methods and solving problems based on data and facts collected as they were at the time the research was conducted. The conclusion in the discussion was that the President Instruction No. 1 of 2016 concerning the Acceleration of the Implementation of National Strategic Projects was not only addressed to the Ministers of the Work Cabinet, Cabinet Secretary, the Chief of the President Staff, the Heads of Non-Ministry Government Agencies, Governors and Regents / Mayors, but also instructed to the General Attorney of the Republic of Indonesia and the Head of the Indonesian National Police. To fight the stigma of criminalizing the policy that made the bureaucratic officials and businessmen afraid and hesitant in making decisions on accelerating the development and the strategies of national development programs, the Guards, Safeguards of Government and Regional Development Team (TP4D) was formed based on the decision of the Attorney General of the Republic of Indonesia No. KEP-152 / A / JA / 10/2015 dated October 1, 2015 concerning the establishment of the Guards, Safeguards of Government and Regional Development Team (TP4D) of the Republic of Indonesia which have the duties: to guard, secure and support the success of the running of the government and development through prevention / preventive and persuasive efforts in the jurisdiction of the Prosecutor's Office. While it was expected that the budget absorption was running normally for the benefit of the programs of national development. E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

This study aimed to evaluate the effectiveness of community restaurants (CRs), managed by the Government of the State of Bahia/Brazil, for the dimension of access to food. The study used secondary data obtained from the public opinion survey Profile of users of community restaurants in Salvador. The nutritional information was accessed through the analysis of CRs’ menus. Adequate effectiveness of access to food was considered when the CR served meals to 50% to 70% of the users considered the target audience (individuals served by the two CRs located in the city of Salvador/Bahia/Brazil). The participants (n = 1464; 778 as low-income individuals) were adult CR users from Salvador/Brazil. Most of the respondents were male, 40 to 54 years old, not white, had up to 9 years of formal education, without a partner, and living in the municipality of Salvador. The evaluated CRs are effective in serving 53.1% of the target population in their total service capacity. Meal provision only reached an estimated 0.7% of the socially vulnerable community in the district. The average energy value of the meal served by the CR units was 853.05 kcal/meal, with a mean energy density composition classified as average (1.15 kcal/g). The effectiveness of the evaluated community restaurants showed that these instruments were minimally effective in promoting access to food for the low-income population within their total daily service capacity, and the current quantity of these facilities was insufficient. However, these instruments stand out in the fundamental role of promoting the daily distribution of meals to the Brazilian population with the highest social vulnerability levels.
