Indonesia is a country that is well known for the charm of its tourist attractions. The area in Indonesia having the most striking tourist objects is Bali. Bali has been an area known as the island of a thousand temples; the thickness of traditional culture combined with modern culture is its main attraction. One of the tourist objects offering aesthetic value in Bali is Tirta Empul, a place that is believed to be a place for bathing (melukad) with several springs that can make a person’s condition better than earlier. The purpose of this research is two-fold: to examine the management of the Tirta Empul tourist attraction in the Manukaya Let Tampaksiring Customary Village and to reveal the obstacles experienced by the customary villages in maintaining and managing these tourist objects. This study uses a normative legal research design. The results show that the village government made an agreement with the Tourism Office with the aim of developing Tirta Empul tourism attraction and preserving local culture. Some problems or deficiencies in smoothing the goal of cooperation include the lack of intention of the village community in managing the Tirta Empul tourist attraction, equipment and facilities that support cleaning of their respective tourist attractions and the number of tourists who do not pay attention to cleanliness by littering carelessly despite the many trash cans provided, thus creating heas.

Tourist maps are designed to direct tourists to tourist attractions in unfamiliar areas. A well-designed tourist map can provide tourists with sufficient and intuitive information about places of interest. Thus, providing up-to-date information on places of interest and selecting their representative icons are fundamental and important in automatic generation of tourist maps. In this article, approaches for determining places of interest and for determining their representative icons are introduced. In contrast to general digital tourist maps that use text, simple shapes, or three-dimensional models, we use photos that offer abundant visual features of places of interest as icons in tourist maps. The photos are automatically extracted from a repository of photos downloaded from photo-sharing communities. Tourist attractions and their corresponding image icons are determined by means of photo voting and photo quality assessment. Qualitative analyses, including a user study and experiments in several areas with numerous tourist attractions, indicated that the proposed method can generate visually pleasant and elaborate tourist maps. In addition, the analyses indicated that the map produced by our method is better than maps generated by related methods and is comparable to hand-designed tourist maps.

ABSTRAK Direvisinya Undang-Undang Desa No. 6/2014 menjadi harapan banyak warga desa, khususnya untuk menjadi institusi mandiri dalam mengelola sumber daya milik desa. Namun banyak kalangan yang meragukan sumber daya manusia desa mampu untuk memenuhi amanat undang-undang tersebut. Menariknya, dari sekian banyak permasalahan implementasi UU Desa, juga tidak sedikit desa yang berhasil berkat otonomi yang diberikan peraturan baru tersebut. Dalam studi fenomenologi ini, peneliti mencoba menggali keberhasilan Desa Dlingo, Bantul, Daerah Isitimea Yogyakarta yang dulunya menjadi desa terpuruk dan kini menjadi desa percontohan dalam pengelolaan dan tata kelola desa. Gagasan ideologi dan pandangan Lurah Dlingo tentang pembangunan desa kemudian dapat digali oleh peneliti. Dalam Pembangunan organisasi, termasuk pemerintahan desa, memahami konsep modern seperti New Public Management atau Good government Governance saja tidak cukup. Bagi beliau tidak hanya soal sistem dan strukturyang perlu dibenahi, tetapi upaya membangikitkan jiwa dan semangat masayarakat desa untuk berdikari (berdiri di atas kaki sendiri) dan saling bergotong-royong adalah yang paling fundamental. Beliau menambahkan, membangun desa adalah membangkitkan kesadaran dan semangat warga desa bahwa mereka ada untuk “benar-benar ada” di tanahnya sendiri, bukan menjadi obyek pembangunan, yang kadang tidak mampu menghadirkan keadilan. Kata kunci: Undang-Undang Desa; Pengelolaan; Tata Kelola; Fenomenologis; Berdikari ABSTRACT The revision of Village Government Law no. 6/2014 is the hope of many villagers, especially to become an independent institution in managing the village's resources. However, many people doubting that human resources in village are able to fulfill the mandate of the law. Interestingly, from the many problems of implementation of the Village Law, there are several villages are successful due to the autonomy given. In this phenomenology study, researcher tried to explore the success of Dlingo Village, Bantul, Daerah Isitimea Yogyakarta which used to be a slumped village where now become role model village in village management and governance. The idea of Dlingo Village ideology and views on village development can then be explored by researcher. In the development of organizations, including village administrations, understanding modern concepts such as New Public Management or Good Governance is not enough. For him it is not just about systems and structures that need to be addressed, but the effort to inculcate the spirit of the village community to be “berdikari” (autonomous) is the most fundamental. He explains that build the village is raising awareness and spirit of the villagers to understand that they exist have to be "really exist" in their own land, rather than being the object of development, which sometimes could not bring justice. This study aims to evaluate Siskeudes V2.0. R.0.1., from the system and its output, which is also analyzed is related to the measurement of efficiency and effectiveness of the use of village funds. Data collection is done by evaluating the application system, and calculating the financial ratio of siskeudes application output, in villages in West Lombok Regency. In terms of system evaluation, as a connection effect between the planning and budgeting stages, implementation and administration, to financial reporting, traceability and connectivity Siskeudes V2.0 R.0.1. better than Siskeudes V1.0.R1.06. The existence of the Activity Package in budgeting and implementing expenditures also makes it easier for the village government to make village financial statements. From the point of view of the village government, the average person has been able to estimate the using of funds and allocation in the activities field. Thus, the ability of the village government in West Lombok Regency in estimating routine expenditures and village capital expenditures (harmony), which has an effect on the efficiency and effectiveness of village funds, has been good. As a suggestion, because there is no automatic measurement of financial efficiency and effectiveness in Siskeudes to measure the financial performance of village governments, researchers advised the Ministry of Finance and the Ministry of Home Affairs to draw up regulations for calculating village financial ratios, as well as integrate them in Siskeudes applications.

This study aims to determine the management of Lake Napangga tourism objects in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, which contributes to the economy of the surrounding community. Lake Napangga is one of the lakes located in the Rokan Hilir area which has promising tourism potential if managed properly. Therefore, the role of BUMDes as the manager of Lake Napangga should be able to become a spirit in developing this lake tourism object to empower the economy of the village community, but the management of this tourist attraction is not only influenced by the seasonal agenda but also the Coronavirus Disease pandemic that emerged in 2020 This study choosing the type of qualitative research with a case study approach, where data collection is done by observation and interviews. After the data and information are obtained, it will be analyzed in depth with triangulation techniques. The results of this study found that the management of Lake Napangga tourism objects has not run optimally by the BUMDes in this case due to the inconsistency in the number of tourists visiting Lake Napangga, the inconsistent seasonal agenda, the lack of promotional activities and the COVID-19 Pandemic that appeared regularly. Suddenly disrupting the sources of income for people who depend on this Lake Napangga tourist attraction. This reality is what makes community economic empowerment in order to increase income still not running optimally. And aspects of sustainability in this case are needed to develop the tourism potential of Lake Napangga in the face of unforeseen conditions, in this case COVID-19 becomes an example of problems that must be faced in order to run the economy of the community and maximize the management of potential tourist attractions.

Vatuvou beach, located in the Village Vatuvou, Liquica District      of East Timor, has the potential to be developed into a tourist attraction, but until now its potential has not fully developed yet. The aim of this study is to determine the potential of Vatuvou Beach, to know how the local community have been involved to develop Vatuvou beach, to formulate the most effective strategies to develop it has a community based tourist attraction. The results of this study indicated that Vatuvou coastal region could be used as a tourist attraction in the District of Liquisa, because it has the existing potential such as beach panorama with sunset, black sandy beaches and under–sea wealth, availability of facilities and infrastructure to support tourism, such as water, electricity, road, telecommunication, public toilets, parking, and accommodation (but still limited). Socio-cultural potential as hospitality of the people in the village of Vatuvou, traditional activities, such as handcrafted, and rituals performed by people in the village of Vatuvou. In addition, the strategic location of the Vatuvou beach easily leads to some nearby tourist attraction, such as lake Maubara, Maubara Fort, historical buildings of Portuguese’s heritage, and souvenir center. The involvement of community participation in the coastal development of Vatuvou has been through the initial proceses, namely planning stage, development and evaluation of activities that have been implemented. Through the description, it can be concluded that the strategy of tourism development of Vatuvou beach can be made by the following procedures (1) Increasing the quality and quantity of human resources in tourism, (2) Inviting foreign or local investors to the potential of the existing tourism sectors, (3) Developing the potential of cultural as tourist attractions, and (4) Improving tourism facilities and infrastructure to support tourism activities in Vatuvou coastal areas.

The tourism village is one alternative tourism that is currently growing in the Bali tourism industry, and one of them is the Kaba - Kaba Tourism Village. Kaba Tourism Village - Kaba is a tourism village that has just been established by the Regional Government of Tabanan Regency, so that currently Kaba - Kaba Village is still preparing itself to become a tourist attraction, so this research is important to know how the management that takes place in the Kaba Tourism Village - Kaba so that the village is ready to promote itself as one of the tourist attractions in Tabanan Regency. In this study using primary data sources obtained directly by observation and interviews, and data analysis techniques used in this study are qualitative analysis by reducing the data which is then presented and concluded. The results of this study note that the management of the Kaba - Kaba Tourism Village is fully managed by the Pokdarwis. The manager of the Kaba - Kaba Tourism Village is expected to be able to promote and operate the Kaba - Kaba Tourism Village faster. Keyword: Manajement, Kaba – kaba Tourism Village

The varied natural potential makes Bogor Regency has a lot of natural tourism potential. Its location in the highlands adds to the attraction of tourists to visit. One of the natural tourist destinations in Bogor Regency is Cipamingkis waterfall, the location of this waterfall is in Wargajaya Village, Sukamakmur District, Bogor Regency. Sukamakmur district actually has several tourist attractions, such as the Kahyangan villa and the Ciherang waterfall. However, the existence of this tourist attraction has not had a significant impact on the villagers, most of the villagers still rely on agricultural fields as their livelihood. In addition, the village youth have not played a role in the management of tourism objects. They prefer to work outside the village rather than develop their village. Therefore, this community service activity aims to provide training in managing and developing tourism objects in Sukamakmur district, the concept of community-based tourism management or better known as Community Based Tourism (CBT). The training was carried out in three stages, including program socialization, group discussions, and the last stage was tourism management planning. The results of these activities, in the socialization stage, the youth of Sukamakmur district actually have the motivation to manage and develop tourism objects in Sukamakmur district. However, it is constrained by limited knowledge about the management of tourism objects. The second stage of activity tries to dig up information on the existence of the tourist attraction, so that several alternative tourism development plans are obtained. In the last stage, it is activated to try alternative tourism objects that can be developed in Sukamakmur district with the hope that Sukamakmur district becomes a Tourism Village and residents get a positive impact.

Buleleng Regency is one of eight regencies in Bali that is known by foreign tourists as an attractive tourist destination, where the area has a variety of arts, culture and natural tour- ist attractions. Munduk Village has a variety of tourist attractions consisting of arts or culture and natural scenery, in the form of hills, rice fields, and waterfalls that are characteristic of the village. The concept of Tri Hita Karana is the basis for living the daily lives of local people in Munduk Village. Village tourism is a form of integration between attractions, accommodation and supporting facilities that are presented in a structure of community life that integrates with the prevailing procedures and traditions where tourists can stay in or close to the village to learn and enjoy life in the village.From the description of the background above, the formulation of the problem in this paper is: what is the role of tourism villages in the development of villages in Munduk Village, Banjar District, Buleleng Regency. The research method is done using interviews.Conclusions from the results of the study indicate that the role of the tourist village munduk in Munduk Village, Banjar Subdistrict, Buleleng Regency is as a source of income for the people in Munduk Village other than as farmers, considering the Munduk village area as a tourist vil- lage that is visited by many tourists which in turn can increase the income of the surrounding community. The suggestions that can be asked are: For the Munduk village government should be able to support tourism villages in Munduk by helping to provide funding facilities for devel- opment in order to develop. In addition, the community is given facilities for capital in order to build a business to support tourist villages in the village of Munduk, Banjar District, Buleleng Regency.

Village of Yehembang Kangin is one of tourism village which has various tourism potential inside which have not been optimized as a tourism destination or tourist attraction. The purpose of this studies to know potential of tourism in the Yehembang Kangin Village Tourism and know the efforts to development of tourism potential in the Yehembang Kangin Tourism Village. The research method used in this research, is a qualitative research, where the qualitative research used, observation, in-depth interview technique and qualitative documents. The concept of tourism supporting components in formulating the existing conditions in the Yehembang Kangin Tourism Village. And data analysis technique used in this research is descriptive qualitative. The results of this research is Yehembang Kangin Village have two potensial tourism among others is natural and culture potential tourism and the effort to the development of tourism potential in the Tourism Village Yehembang Kangin there are two aspects is mapping of tourist attractions and local community empowerment in the Village Tourism Yehembang Kangin.
