This article presents the methodology recommended by the authors for calculating the amount of grants provided from the federal budget in the form of a subsidy for state support for the creation and development of world-class research centers, including international mathematical centers and world-class research centers that carry out research and development on the priorities of scientific and technological development. The methodology involves the distribution of the grant to world-class research centers, depending on the volume of work performed. This is relevant in that at the moment, grants are distributed evenly between world-class research centers every year, and therefore there is no incentive for the centers to intensify work in order to achieve higher values of performance targets. The article thoroughly disclosed the logic of the proposed methodology, presented calculation formulas with explanations. The article discusses the implementation of the tasks of the national project “Science” in terms of creating world-class research centers. The number of centers created in 2019, their types and directions of scientific activity, as well as the number of world-class scientific centers that will be created in subsequent years are indicated in this article. Target performance indicators of the created centers and planned achievements by 2024 are presented. In conclusion, the data presented in the article are summarized, and the positive prospects for Russian science resulting from the creation and functioning of world-class research centers are examined. The conclusion also indicates how the technique developed by the authors can stimulate world-class research centers to fruitful scientific activity.

The article analyzes the role of science in the development of state, world-class scientific and educational centers and their role in the innovative development of regions. The article presents the indicators of financing of REC. The sources and mechanisms of REC financing are analyzed. The effectiveness of functioning and impact of REC on the economy of the region is revealed. Possible reasons are given for the fact that the share of federal budget funds, specifically grants, is no more than 14,5 %, depending on the REC. It is noted that the main expenditures of the regional budget are directed to fundamental and applied research that meets the criteria and requirements of the regional market, the purchase of educational and scientific equipment, and the support and development of production enterprises that are members of REC. The creation of the REC will raise the prestige of science in the state, and the real sector of the economy is included in this process. The activities of scientific and educational center will also affect the structure of the GRP of the region. It was found that the functioning of RECs has positive socio-economic effects. This is reflected in the REC's performance targets, which are reflected in their work programs. In general, the functioning of the REC will have positive socio-economic effects, such as increasing the standard of living and attractiveness of the region; improving the environmental situation; increasing the production of innovative and high-tech products; increasing the level of GRP; creating new jobs; improving and developing the scientific and educational environment of the region.

The paper analyzes the current legislation of the Russian Federation in the field of science and technology for 2019–2020. The authors consider such issues as the creation of world-class scientific and educational centers, the development of scientific personnel potential. The paper notes the commitment of the official course towards the development of university science according to the American model. This official directive has found expression in a new national project “Science and Universities”, which is supposed to hold acompetition among universities to form a pool of national research and national flagship universities. These universities will receive additional financial support for their academic strategic leadership programs. One of the important conditions for winning this competition is the creation of consortia of educational institutions of higher education, scientific organizations and enterprises of the real sector of the economy. In essence, the task of consortia is to find forms of introducing the obtained scientific results into the production of goods, works and services. In this sense, consortia are similar to clusters for the American type of cooperation between universities and business. Particular attention in the article is paid to state supportin the form of grants in the form of subsidies from the federal budget.

Introduction. According to the target indicators of the national project “Science” in the six-year period from 2019 to 2024 inclusive, a network of world-class research centres (WCRC) should be created in Russia to carry out research and development in mathematics, genetics, and other priority areas of scientific and technological development in Russia. As the new centres are predicated upon a completely new vision of the organisation of Russian science in a global context, to achieve maximum effectiveness, certain measures must be taken to simplify migration regimes for foreign citizens who plan to conduct scientific and/or pedagogical activities in the Russian Federation. Methods. To study the experience of other countries, as well as the experience of leading Russian universities and research organisations in simplifying migration policies for foreign scientists, this article uses comparative and retrospective methods of analysis; to develop proposals for simplifying the entry procedure for foreign scientists participating in WCRC projects, the deductive method is used. Results and Discussion. It is recommended that: 1) organisations where the world-class research centres have been set up, as well as organisations participating in world-class research centres, should use the best Russian practices for attracting foreign researchers developed and adopted by Skolkovo, the Higher School of Economics, Tomsk State University, The A. Steklov Mathematics Institute of the Russian Academy of Sciences, and others; 2) amendments should be made to Federal Law No. 115-FZ dated 25 July 2002 in the form of a new article outlining special conditions for the entry of foreign researchers into Russia and their employment by organisations affiliated with Russian worldclass research centres (this category of foreign nationals will not need to obtain a work permit, the time for reviewing their application to enter Russia should be reduced from 14 to 5 days, etc.); 3) amendments are to be made to the Russian Government's Resolution No. 335 dated 9 June 2003, to reduce the time it takes to issue a visa to researchers employed by Russian worldclass research centres from 20 to 10 business days from the date the application is submitted, plus a new type of visa is to be introduced and issued to such individuals: a research visa. Conclusion. The recommendations made in this article on how to improve the migration policy for foreign researchers who plan to take part in projects run by Russian world-class research centres may in future be considered by specialised agencies when making management decisions, as well as used as the foundation of new amendments to regulatory documents governing migration. The proposed amendments may subsequently become an impetus for more active efforts to draw the attention of the international scientific community to the work carried out by Russian world-class research centres and for more concerted efforts to bring more world-class researchers onboard in research and development efforts taking place in Russia.

The main attention in the article is paid to the Strategy of scientific and technological development of the Russian Federation, namely: the problems of Russian science outlined in it. Summarizing these problems, the authors conclude that the main problem is the management of the process of obtaining scientific knowledge that is inadequate to modern challenges, the result of which is: lagging of research topics from current requirements, leakage of scientific personnel abroad, low efficiency of organizations involved in scientific research, etc. Based on the existing regulatory framework and research on this issue, the article gives an author’s vision of the necessary changes in the management of science, which are based on a radical review of the legal status of individuals engaged in scientific activities.

The conclusion returns to some of the ideas raised in the Introduction, specifically Gillian Beer’s suggestion that literature and science ‘share the moment’s discourse’. It argues for the relevance of this model to different periods and disciplines, while also suggesting some specific potential areas for further development in relation to the present study, including generalist periodicals. It also considers some of the evaluative criteria that have previously been suggested for studies in the field of literature and science, and raises some questions as to the direction in which that field of research should now move. The study concludes finally by suggesting that literature and science, as well as a range of other disciplines, some of which are included here, do more than share the moment’s discourse—they share in the creation, development, and modification of that discourse because they share the moment itself.

IntroductionThe relationship between parents and children is a complex link. In the process of pregnancy-birth-puerperium, frequent feelings such as responsibility, love, fear, uncertainty, generate strong expectations at birth. The death of a newborn may not be perceived as natural by the parents, considering the local culture and the context of great technological development of neonatology.ObjectiveTo explore possible guilt and fantasies in life experiences of parents during mourning process due to death of their newborn.MethodClinical-qualitative design, a particularization of qualitative methods here applied in clinical assistance settings with highlight to psychological aspects. Data collection with the technique of semi-directed interview with open-ended questions, in-depth. Sample intentionally constructed, with closure by theoretical saturation of information. The participants were 7 parents, mourning by the death of their child at the neonatal intensive care unit, in a university hospital of Campinas, São Paulo State.ResultsFeelings of guilt - conscious or not - lead to an internal and particular movement so that mourning can be lived. The participants showed certain embarrassment, accompanied by natural suffering facing to the cultural pattern that permeates the emotional experience. It predicts types of psychological meanings that the experience will give to the person.ConclusionHealth professionals working with bereaved parents should consider more deeply the moment these one experienced, with emphasis on the details of the death scenery, beside the problems of illness and death properly so called.Disclosure of interestThe authors have not supplied their declaration of competing interest.

In this article, Victoria Hunter explores the concept of the ‘here and now’ in the creation of site-specific dance performance, in response to Doreen Massey's questioning of the fixity of the concept of the ‘here and now’ during the recent RESCEN seminar on ‘Making Space’, in which she challenged the concept of a singular fixed ‘present’, suggesting instead that we exist in a constant production of ‘here and nows’ akin to ‘being in the moment’. Here the concept is applied to an analysis of the author's recent performance work created as part of a PhD investigation into the relationship between the site and the creative process in site-specific dance performance. In this context the notion of the ‘here and now’ is discussed in relation to the concept of dance embodiment informed by the site and the genius loci, or ‘spirit of place’. Victoria Hunter is a Lecturer in Dance at the University of Leeds, who is currently researching a PhD in site-specific dance performance.

The main purpose of the article is to review the most complete and holistic scientific works of Russian authors which are devoted to the study of Italian-Libyan relations. To carry out the research a broad historiographic base on the topic was involved, the author turned to both the “classic” works of Soviet scientists, and to the most modern scientific figures. One of the main tasks in the study of the topic is to identify the historiographic issues associated with the lack of modern Russian scientific literature on the referred theme. The article analyzes the specific features of the literature published from the end of the 20th to the beginning of the 21st century in Russia, highlighting the issue of interaction between two countries in different spheres of international relations. The methodological basis of the work is the issue-chronological and complex analysis of the used literature, the establishment of the cause-effect relationships and patterns in the Russian authors approaches to their research, as well as their interpretation for the current stage of development of relations between the two countries. During research it was revealed that most of the scientific works of our compatriots are devoted to a certain, rather narrow, range of issues: the Italian–Turkish war of 1911–1912, cooperation between Libya and Italy in the control of illegal migration from Africa to Europe, Italian military intervention in the civil war in Libya 2011. At the same time, not many Russian authors cover and analyze the Italian-Libyan cooperation in the politi- cal, cultural, social, and economic fields during the long-term period of Colonel Gaddafi’s rule in Libya. In this regard, the author of the article notes that there is a great amount of historical data: the diplomatic documents, resolutions, offi- cial letters of top public executives, treaties and agreements between the coun- tries, including documents of international organizations that are not studied at present sufficiently. The article identifies the most perspective areas for further research of Italian-Libyan relations, what emphasizes the importance and relevance of the chosen topic. The author comes to a conclusion that at the moment it seems quite difficult to find a well-founded, comprehensive scientific literature designed to determine the nature and options for the development of relations between Libya and Italy at the modern stage.

Objective: To suggest an algorithm for assessing the results of the scientific activity of a teacher drawing on published works and their quotes, which should make it possible to consider the total quoting of significant publications determined by the Hirsch algorithm. To create a more advanced approach to the effective assessment of scientists’ publication activities compared to the Hirsch number. Methods: A systematization approach is used to systematize the total citation array, by separating it into the following citation arrays: 1) the basic, defined Hirsch index; 2) significant publications; 3) intensity of work. The resulting arrays formed the basis of the creation of three indices: h – Hirsch’s index, g – an index of significant publications and p – intensive work index. These indexes allowed us to determine the Euclidean norms gh – the index of basic significant publications and hp – the intensive work index of a teacher. The above indices make it possible to differentiate the teachers’ publication activities and produce better ranking in the team. Results: The ratings of a team of authors formed by the sample from Russian Science Citation Index using the Hirsch index and the gh-index are built. It is shown that more efficient compared to the Hirsch index is the proposed approach. Practical importance: The described approach to the formation of the rating position of the authors of publications in the creative team is based on a simple calculation and comparison of the modified Hirsch indices

We propose a sensor consisting of small-sized coils connected in series and a detection method for the sensor based on the iteration of the periodic time difference. The evaluation results are also presented and show the effectiveness of the proposed system. The target performance of the sensor is as follows: (i) a detection range from 0 to ±100 Nm, (ii) a hysteresis error of less than 1%, (iii) an angular-dependent noise of less than 2%, and (iv) a sensor drift of less than 2%. From the evaluation results, it is clear that these performance targets, as well as a sufficient response time, are realized.
