The paper analyzes the current legislation of the Russian Federation in the field of science and technology for 2019–2020. The authors consider such issues as the creation of world-class scientific and educational centers, the development of scientific personnel potential. The paper notes the commitment of the official course towards the development of university science according to the American model. This official directive has found expression in a new national project “Science and Universities”, which is supposed to hold acompetition among universities to form a pool of national research and national flagship universities.These universities will receive additional financial support for their academic strategic leadership programs. One of the important conditions for winning this competition is the creation of consortia of educational institutions of higher education, scientific organizations and enterprises of the real sector of the economy. In essence, the task of consortia is to find forms of introducing the obtained scientific results into the production of goods, works and services. In this sense, consortia are similar to clusters for the American type of cooperation between universities and business. Particular attention in the article is paid to state supportin the form of grants in the form of subsidies from the federal budget.

This article presents the methodology recommended by the authors for calculating the amount of grants provided from the federal budget in the form of a subsidy for state support for the creation and development of world-class research centers, including international mathematical centers and world-class research centers that carry out research and development on the priorities of scientific and technological development. The methodology involves the distribution of the grant to world-class research centers, depending on the volume of work performed. This is relevant in that at the moment, grants are distributed evenly between world-class research centers every year, and therefore there is no incentive for the centers to intensify work in order to achieve higher values of performance targets. The article thoroughly disclosed the logic of the proposed methodology, presented calculation formulas with explanations. The article discusses the implementation of the tasks of the national project “Science” in terms of creating world-class research centers. The number of centers created in 2019, their types and directions of scientific activity, as well as the number of world-class scientific centers that will be created in subsequent years are indicated in this article. Target performance indicators of the created centers and planned achievements by 2024 are presented. In conclusion, the data presented in the article are summarized, and the positive prospects for Russian science resulting from the creation and functioning of world-class research centers are examined. The conclusion also indicates how the technique developed by the authors can stimulate world-class research centers to fruitful scientific activity.

This article attempts to identify and analyze the problems of financial support for the creation and functioning of innovative science and technology centers (ISTCs) at the expense of the budgetary system of the Russian Federation which require their solution, in particular through improving legislation. The article provides an overview of the legal problems associated with the creation of ISTCs, the determination of the effectiveness of the Russian Federation’s tax expenditures on activities of the ISTCs, and the assessment of the volume and permissible directions of budget financing of the ISTCs. Conclusions are made about the absence of any formal criteria for support, or refusal to support, proposals to create an ISTC presented by the project initiator, including those related to the financial and economic justification of the requested amount of funds from the budgets of the budgetary system of the Russian Federation, as well as about the biased nature of budgetary efficiency calculation for Russia’s tax expenditures on activities of the ISTCs. The paper also contains proposals on possible mechanisms for determining and assessing the validity of financial support for ISTCs from the federal budget declared by project initiators.

This article describe about curriculum. The curriculum is a set of plans and arrangements regarding the objectives, content, and learning materials and materials used as guidelines for the implementation of learning activities to achieve certain educational goals. Administration of the curriculum is a system of curriculum management that is cooperative, comprehensive, systemic, and systematic in order to realize the achievement of curriculum objectives. The aim of the curriculum is to achieve institutional learning at educational institutions, so that the curriculum plays an important role in realizing quality and quality schools. The method used in this study includes planning, implementation, supervision, and curriculum evaluation. Thus it can be seen that a good curriculum is a curriculum that follows the development of science and technology based on society. Failure in the administration of a curriculum will have fatal consequences on the success of the world of education.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

Introduction: the article deals with the methodological problem of the meaning of the goal of civil law research. The author analyzes the dissertation abstracts from the point of view of goal setting, which were completed in different periods of the development of Russian civil law science, identifies the qualitative characteristics of the stages, and proves the connection of the achieved results with the researcher’s knowledge of the methodological methods of goal setting. Purpose: to show the value of goal setting in scientific research in general and in civil research in particular; to consider the relationship of goal setting with the achievement of specific scientific results on the examples of dissertations defended in the specialty 12.00.03; to justify the need to set as goals the fundamental problems associated with the identification of patterns of development of relations that are part of the subject of civil law regulation and the creation of effective mechanisms that mediate them. Methods: system-structural, system-functional, generalization, abstraction, analogy, logical, statistical, classification, legal modeling, comparative legal, forecasting, formal legal, historical. Results: civil methodology should take into account the importance of the goal in the organization of scientific work. Only a competent possession of goal setting skills can ultimately ensure the creation of scientifically-based mechanisms for effective impact of civil law norms on regulated social relations. Conclusions: 1) any science, including the science of civil law, is not only designed to study and describe existing problems, including legislative, doctrinal, and law enforcement. Research, in order to meet the criterion of scientific character, must attempt to identify the laws of development, both regulated relations and mechanisms that mediate them; 2) the significance of the goal in the development of science has been proven by outstanding philosophers. In addition, the very definition of science indicates that goal setting is one of its essential characteristics; 3) the analysis of the author’s abstracts of leading Russian tsivilists showed how the skilful setting of research goals helped to achieve them consistently, as well as to create a high-quality categorical apparatus of civil law science; 4) the analysis of modern dissertations showed that not all young researchers see the value of goal-setting and this methodological disadvantage is important for the author to eliminate.

Information technology (IT) has an important role in carrying out the functions of universities, so that it can be trusted to increase the efficiency and effectiveness of the academic process lead to the academic services being more maximal as well as supporting the university's business process innovation to develop. The Naval Academy (AAL) is one of the educational institutions found in the Indonesian Navy and has the task of producing professional Navy officers, possessing current technological mastery capabilities and towards World Class Navy. By referring to the desired results above, AAL uses information technology in conducting teaching and learning activities. The Information System available at the Naval Academy (AAL) is currently not optimal, therefore the authors conducted an analysis to plan the strategic development of information systems and information technology at the Naval Academy (AAL). This research was made using the Ward and Peppard method. The step of this research started with internal analysis, external analysis using PEST analysis, internal IS/IT analysis and external SI/IT analysis to map the information system position at the Naval Academy (AAL) with SWOT analysis. The results were the achievement of the IS/IT formulation strategy and management of IS/IT in the future

The article is dedicated to the 100th anniversary of the head institution of the Federal Scientific Vegetable Center - the oldest and leading breeding organization for vegetable crops, better known in the scientific and socio-economic spheres of the Russian Federation by its historical name - VNIISSOK. The center's activity dates back to the creation in 1920 of the Gribovskaya Vegetable Breeding Experimental Station, where, under the leadership of Professor Sergei Ivanovich Zhegalov, a theoretical and practical basis for the development of domestic breeding was laid. In 1970, the experimental station was transformed into the AllUnion Research Institute of Selection and Seed Production of Vegetable Crops, and in 1992 into the All-Russian Research Institute of Selection and Seed Production of Vegetable Crops. Over the years, breeding methods have been developed and improved, including modern biotechnological methods, using molecular marking and interspecies hybridization. The results obtained during this period reflect the traditions of scientific schools and approaches laid down by scientists-breeders, seed growers, vegetable growers, flower growers, both in the field of basic research, and in the creation of varieties and hybrids of vegetable crops. The organizational and structural reform of breeding institutions carried out in 2017 contributed to the formation of the Federal scientific vegetable center (FSBSI FSVC), which includes VNIISSOK as the parent organization and 8 branches located in various ecological and geographical zones. At a new stage of development, the FSBSI FSVC continues its glorious traditions. Scientists have obtained world-class results in basic research and competitive selection achievements in priority applied research. The scientific results and structural changes that have occurred over the hundred-year period of the breeding establishment are the foundation for the further development of the vegetable science in the country.

The purpose of the article is to analyze some aspects of the state of innovation in Russia, including the state of small innovative business, venture capital financing startups, the dynamics of the creation of business entities by universities and research institutes. The facts of an extremely small number of small innovative enterprises created by universities and research institutes were recorded, as well as a low level of innovative activity of small enterprises over the entire period of statistical observations, a long-term dynamics of a decrease in the share of innovative goods, works and services in 2019 by almost two times (1.7 times) compared to 2013. The presented data indicate the low effectiveness of the idea of direct copying of the American model of technology commercialization, according to which the main player here should be higher educational institutions, as it has historically developed in the United States. It was concluded that in order to create an effective model of an innovation system consisting of proactive owners of research and development results, venture funds financing startups, universities that undertake the organization of research and development for the subsequent release of results to the market, large firms financing a significant percentage of turnover in R&D, in Russia there were no conditions and, unfortunately, until now there are none. The system needs to be corrected taking into account the real state of the Russian economy.The article analyzes several current competitions for the development of innovative activities held by large companies and administrations of Russian regions and makes proposals for correcting the organization of competitions.
