This paper aims to discuss rights of non-Muslim citizens in Indonesia at government refers to the conception of the state of Dien wa Ni'mah. The main argument in this paper that the concept of Dien wa Ni'mah prioritize law as an important pillar can accommodate pluralism and contextual with the system of the Unitary State of the Republic Indonesia based on Pancasila. The research method used was a historical study, based on a comprehensive literature review from various sources in books and journals about the concept of Dien wa Ni'mah. The results of this study explain that Dien wa Ni'mah is a concept of the manifestation of Islam as a religious teaching that is Rahmatan Li al-Alamin and build human life through law as the main universal pillar, not only as the theological framework and spiritual principles of mankind, also in the life of society, nation and religion. So this concept accommodates the rights of non-Muslims in government by considering pluralism and democracy. Thus making the concept of Dien wa Ni'mah as the nation's perspective to the Civil Society will have an impact on the participation of all parties.

In the discipline of Islamic law research, strong proofing and clear Istinbat method are key pillars in the construction of Islamic law based on the application of the science of usul al-fiqh and maqasid al-shari'ah. However, what happens at the state of Johor’s fatwa institution is the opposite. The fatwa research methods applied by the Fatwa Committee of Johor in resolving current fatwa issues is not based on the right and true discipline of Islamic law research. In fact, current inputs related to fatwa issues are not explicitly stated in the method of determining the law either in the form of reality or scientifically verified. Therefore, this paper will discuss the fatwa procedures undertaken by the Fatwa Committee of Johor based on the methods applied in resolving current issues. The research methodology adopted is library and interview methods. This study shows that fatwa management and production in the state of Johor is placed under the jurisdiction of the Mufti of Johor’s Department. The methods adopted by the Fatwa Committee of Johor covers two methods, namely: internal research methods including literature review through the application of original source and proofs based on syarak. Second: field research method that includes an external review or going to the location of study such as conducting observation, questionnaires and interviews including referrals to specialists of different fields. Maslahah and mafsdah consideration are also implemented by the Fatwa Committee in every fatwa decision based on the standard that meets the interests of maqasid al-shari'ah. Keywords: Metode, fatwa, istinbat, usul al-fiqh, maqasid al-shari’ah ABSTRAK Dalam disiplin penyelidikan hukum Islam, kekuatan pendalilan dan kaedah istinbat yang jelas merupakan tunggak utama dalam pembinaan hukum Islam berasaskan kepada aplikasi ilmu usul al-fiqh dan maqasid al-shari’ah. Namun begitu, apa yang berlaku di institusi fatwa negeri Johor adalah sebaliknya. Kaedah penyelidikan fatwa yang diaplikasi oleh Jawatankuasa Fatwa Negeri Johor dalam menyelesaikan isu fatwa semasa tidak berasaskan kepada disiplin penyelidikan hukum Islam yang tepat dan sebenar. Malahan input-input semasa yang berkaitan dengan isu fatwa juga tidak dinyatakan secara jelas dalam kaedah penentuan hukum sama ada dalam bentuk realiti yang berlaku atau pembuktian secara saintifik. Justeru, kertas kerja ini akan membincangkan prosedur fatwa Jawatankuasa Fatwa Negeri Johor berdasarkan metode-metode yang diaplikasi dalam menyelesaikan isu-isu yang bersifat semasa. Metodologi kajian yang digunakan dalam kajian ini adalah melalui metode perpustakaan dan metode lapangan. Hasil kajian menunjukkan bahawa pengurusan dan pengeluaran fatwa di negeri Johor hanya terletak di bawah bidang kuasa Jabatan Mufti Johor. Metode fatwa yang diamalkan oleh Jawatankuasa Fatwa Negeri Johor merangkumi dua metode iaitu pertama, kaedah penyelidikan dalaman yang merangkumi kajian kepustakaan menerusi pengaplikasian dari sumber asas dan dalil-dalil syarak. Kedua, kaedah penyelidikan lapangan yang meliputi kajian luaran atau turun ke lokasi kajian seperti observasi, soal selidik dan temubual dan rujukan kepada pakar dalam bidang yang berlainan. Pertimbangan maslahah dan mafsdah juga dimplementasikan oleh Jawatankuasa Fatwa dalam setiap keputusan fatwanya berasaskan standard yang menepati kepentingan maqasid al-shari’ah. Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

PurposeMismanagement of supply chain operations may lead to waste of products and incur substantial monetary losses. This is particularly true for products with attributes that hasten deterioration, e.g. time, temperature, humidity and barometric pressure. Attribute-sensitive products must be carefully monitored throughout all supply chain processes to ensure acceptable quality to the end customers. This paper presents a comprehensive review of the scientific literature on attribute sensitive products and on attribute sensitive supply chains. The collected studies were reviewed using the content analysis method, focusing on the following aspects of attribute sensitive products: (1) industries; (2) product categories; (3) decisions involved; (4) processes; (5) current issues; (6) sustainability concerns; (7) research methods used; (8) objectives of decision makers; (9) solution approaches used; (10) incentives driving management and (11) future research issues. Based on the analysis of findings, gaps are identified, and future research directions are proposed.Design/methodology/approachLiterature review and content analysis.FindingsThe authors discovered that, while the importance of product attributes vary from one industry to the other, overall the time attribute was critical in all of the industries considered in this literature review. Coordination, customer satisfaction, reliability and safety were key issues in attribute sensitive product supply chains (asp-SCs). Similar to the typical supply chains, asp-SCs face economic, social and environmental sustainability issues. However, the majority of the studies in our analysis emphasized importance of the social sustainability. The majority of the papers were reviewed and analyzed and adopted the modeling approach as a research method. Furthermore, it was found that asp-SCs were mostly driven with customer demands and social pressure.Research limitations/implicationsBased on the literature review and content analysis, there are a number of directions for the work conducted in this study to be extended in several directions. First, the literature search could be expanded by relaxing some of the restrictions (e.g. include the conference papers and articles from on-line business journals). Second, additional scientific publishers can be considered (e.g. Emerald Insight–www.emeraldinsight.com; Inderscience–www.inderscience.com). The latter two extensions would allow a more precise assessment of published to date work on asp-SC operations. Third, our findings could be validated based on interviews with professionals and executives from companies dealing with asp-SCs. Such validation will allow identification of the differences between the state of the art and the state of practice.Practical implicationsSupply chains that handle attribute sensitive products (asps) must consider the complexity of products that significantly change their properties due to factors such as time, temperature, barometric pressure, humidity. Mismanagement of operations within such supply chains may lead to significant product waste, as well as substantial monetary losses.Originality/valueThis study presented a comprehensive literature review and content analysis of studies dealing with asps in the following industries: fashion, food, healthcare, humanitarian and pharmaceutical industries

Abstract: Islamic education is an important part in the world of education. Because humans not only need knowledge, but also need spiritual power of religion to form a whole human being (insan kamil) in accordance with Islamic norms. This study discusses "Islamic Education Values ??Contained in the Qur'an, Surat Ali Imran Verse 37". Research method in this study used literature review research. In this study, researchers found that the concepts of Islamic educational values ??are a collection of life principles, teachings about how humans should carry out their lives in the world, one principle with each other related to forming a unified whole that is inseparable inherent in Islamic education which is used as a basis for humans to achieve the goals of human life that is to be a human being and serve God Almighty. There are two types of Islamic educational values, namely Ilahiyah values ??and Insaniyah values. The results of this study the researchers concluded that the values ??of Islamic education contained in al-Qur'an Surah Ali Imran verse 37: 1). Ilahiyah Values, such as, Faith, Islam, piety, sincerity, trust, gratitude and patience. 2). Insaniyah values ??include al-ukhuwah, tawadhu ', al-wafa, husnudzan., Al-amanah, and al-munfiqun.

Corona Virus Disease-19 (COVID-19) has a significant impact on all aspects of human life in the world, especially in Indonesia which is very large in area and has a large population (around 267 million people) with different kinds of professions. The purpose of this study is to focus on civil matters, with more emphasis on the problem of agreements that are influenced by Covid-19. The normative legal research method uses a statutory approach, and a conceptual approach to force majeure and describes an analysis (analytical descriptive). The results showed that the agreement in the state of the Covid-19 outbreak greatly influenced the implementation of the agreement set and agreed upon by the parties, because the agreement binds the parties, so the parties are subject to the contents of the agreement.

Post reformation of the role and function of the House of Representatives of Republik Indonesaian (DPR RI) is returned to its corridor as a legislative institution that runs the legislative function (making laws/constitution), besides running budgeting fungction together with the president, and the oversight function of the implementation of the law and the budget in the administration of government carried out by the executive. Related to the lack of productivity of The House of Representatives (DPR) to carry out the legislative function, The performance evaluation of this legislation is not only seen in terms of the quantity of products made but its quality is also an important factor in assessing legislation products. The identification problems in this research are: What is the Position of the House of Representatives in the 1945 Constitution of the State of the Republic of Indonesia, and What is the Process of the Growth of the Post-Reformation House of Representatives.  In this research the library research method will be used or library research. Regarding this kind of research it is usually also called "Legal Research" or "Legal Research Instruction”. The position of The House of Representatives (DPR) after the amendment of the 1945 Constitution four times turned out to further strengthen its existence as the sole legislator. Although in the 1945 Constitution the amendment results also gave the President authority, but the authority he owned was not as big as The House of Representatives (DPR). And the process of the growth of the House of Representatives (DPR) Post-Reformation has strengthened the authority of the legislative instituion, in this case the House of Representatives of Republik Indonesian (DPR-RI) to maximize its role and function as a check and balances institution, after being strengthened, the House of Representatives (DPR) becomes tyrannical over the executive even over the state, because of its power and authority so great.
