Learning the Quran is regarded as an essential activity in Muslim world in order to educate their young generations. However, in Aceh Besar district, many children and teenagers are not accustomed to reciting the Quran after the sunset prayer, but instead wandering around the street. Therefore, in 2012, the local government initiated a program of Beut al-Quran Ba’da Magrib in all villages in Aceh Besar district. This study attempted to figure out the effectiveness of the implementation of the program, strategy used, and impacts on the people in Aceh Besar. Held in Aceh Besar district, the study used cluster-based purposive sampling in Banda Safa, Lamcot, and Meunasah Karieng Lamlhom villages. The research participants were the Head of Islamic Law Office of Aceh Besar, teungku (Islamic teachers) of the program, santri (students) of the program, and community figures. In addition, the researcher had also collected some important documents reagrading this program. The data were collected by interview, observation, and documentation. The data were also triangulated. The findings indicated that the implementation of Beut al-Quran Ba’da Magrib program was not effective as expected. The strategy used was requiring school aged children to take part in the program. The impacts, however, were very good as the program has induced positive spirit of the young learners, as well as of the community and local environment. The positive impacts have encouraged other villages to implement similar programs. Nevertheless, there were still some obstacles that need to attention during the implementation of the program.

Imam Al-Ghazali (1058-111M) was a great Muslim scholar, thinker, scientist and prolific writer has written a lot of thoughts and ideas in various fields of science, including in the field of Islamic law. In light of the scientific credibility of Imam Al-Ghazali in the Muslim world, this article seeks to discuss the concept of the ideal leader in Islamic law according to Imam Al-Ghazali as he offered in his various works: Al-Iqtiṣād fī al-I'tiqād, At-Tibr al-Masbūk fi Nashīhat al-Mulūk, Iḥyā 'Ulumi ad-Dīn, and Fadh'iḥ al-Bātiniyyah wa Fadhā'il al-Mustaẓhiriyyah. While al-Ghazali seemed to offer a different set of criteria across these works, the essential criteria of the ideal leader in his view include: (1) having knowledge and competence, (2) having good religion and morals, (3) physically and mentally healthy, (4) trustworthy (amanah), (5) fair, (6) willing to listen to advice from scholars, and (7) live simply and close to the people.

The procession of traditional marriage is a custom in the community that contains all rituals and require the implementation that must done by many people. The dilemma that occurs in the people of Sumbawa is a problem that must be faced together between the community and the government. This paper tries to explore and examine how the practice of traditional Sumbawa marriage when the Covid-19 pandemic took place in Brang Biji Village, Sumbawa District, Sumbawa Besar Regency. This research is a field research using descriptive analytical method. In this case, the local government has issued a policy during a pandemic Covid-19 to any person who performs his business to always implement health protocols. Meanwhile, the community understands that the traditional marriage procession must always be carried out and the pandemic is not a barrier. The obligation to carry out a traditional marriage procession is not regulated in terms of harmony or marriage conditions, but this customary procession does not contradict Islamic law. Marriage will remain valid if it is carried out in harmony and legal conditions of marriage according to Islamic law without carrying out the traditional procession in marriage. The government should provide an understanding to the community that during the Covid-19 pandemic, traditional marriage processions brought more mafsadah than benefits. Traditional procession becomes less meaningful if it ultimately brings bad consequences to himself or others

This study deals with Universal Values and Muslim Democracy. This essay draws upon speeches that he gave at the New York Democ- racy Forum in December 2005 and the Assembly of the World Movement for Democracy in Istanbul in April 2006. The emergence of Muslim democracies is something significant and worthy of our attention. Yet with the clear exceptions of Indonesia and Turkey, the Muslim world today is a place where autocracies and dictatorships of various shades and degrees continue their parasitic hold on the people, gnawing away at their newfound freedoms. It concludes that the human desire to be free and to lead a dignified life is universal. So is the abhorrence of despotism and oppression. These are passions that motivate not only Muslims but people from all civilizations.

Islamic banks are present in the community as financial institutions whose activities are based on the principles of Islamic law for the benefit of the people. This study aims to determine the strategic role of Islamic Banks as financial service institutions, the importance of the existence of Islamic Banks and Islamic-based markets and financial instruments in them. In its development, Islamic banks have a role as institutions that turn on public funds, channel funds to the public, transfer assets, liquidity, reallocation of income and transactions. In the Indonesian economic system, the existence of Islamic Banks is important as an alternative solution to the problem of conflict between bank interest and usury. Islamic financial markets and instruments provide a free society of interest and follow a different set of principles. Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.

The research is to examine the influence of the understanding of local financial accounting system, capacity of human resource and the utility of information tecnology toward the quality of financial report information of yogyakarta government.The used data for the research is primer data. It is the result from questionnaires spreading. The respondence of this research is manager of financial report of yogyakarta local government. The questionnair is spread to 90 respondents, meanwhile that can be proccesd are 63 questionnaires. The method of sample taking is using purposive sampling. Analytic technique of data in this research is using double linier regretion technique.The result of regretion test shows that the local government financial accounting system understanding and the capacity of human resource are not influenced significantly to the quality of local government financial report information, meanwhile the utility of technology is influenced positively to the quality of local government financial report information.keyword: the understanding of local financial accounting system, capacity of human resource, the utility of information technology and quality of local government financial report information.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Local governance encompasses the involvement of local governments and other community-based organizations in participatory decision-making for efficient delivery of public services. In the developing world, however, the weakness of the local government and local governance has inhibited the efficient and effective delivery of these services. Relying on water and sanitation data and interviews of relevant officials, this study analyses the structure of governance of water supply and sanitation (WSS) at the community levels in selected medium-sized urban centres in Nigeria. Results showed that majority of the city dwellers lacked access to safe water and sanitation, an indication of convoluted, poorly regulated provision regimes and the waning capacity of local governments to galvanize local actions towards the efficient provision and management of these services at community levels. Multiple provision regimes, weak coordinating and regulatory frameworks characterize WSS governance. Further, the sub-national authorities’ encroachment on local government funds which deprived these tiers of government the resources they could have used in providing these essential services presents a major setback. Local governments require financial and constitutional autonomy to provide basic services to the people and supervise and coordinate the activities of other governmental and non-governmental actors involved in service provision.

Abstract The purpose of this research was to better understand the beliefs and practices that the residents of Puerto Rico have regarding cockfighting, including their perception of the recently passed prohibition against nonhuman animal fighting on the island. It had an exploratory descriptive design consisting of three phases, where the qualitative data obtained from phase one would guide the process of identifying variables that could be measured. In the second phase, an instrument was developed, and in the third, it was administered. Most of the participants agreed with the prohibition of cockfighting in Puerto Rico and that it was necessary. The data showed that there is a disconnect between what the federal government of the United States legislated, what the local government and agencies that were supposed to enforce the prohibition did with the legislation, and what the people directly affected by the legislation received for education and guidance.

<p align="center"><strong><em>Abstract</em></strong></p><p><em>This study aims to determine the transformation of the Ronggeng Pasaman performance of the Ganto Saroha group in Duo Koto District, Pasaman Regency. Ronggeng Pasaman is a performance art consisting of pantun, joget, and music, especially in Simpang Tonang, Pasaman, West Sumatra. The form of the Ronggeng Pasaman show is combining bouncing skills while dancing to the accompaniment of violin and drum music. The show starts at night, and ends until early morning. Currently Ronggeng Pasaman has undergone a transformation, people, especially young people, are less interested and begin to leave their regional arts, so the Ronggeng Pasaman show is rarely displayed. There was anxiety from the artists themselves, then initiatives emerged to attract the attention of the people. So it formed the Ronggeng Pasaman Ganto Saroha group, with the addition of keyboard music instruments in the show. Unlike the Pasaman Ronggeng Performance in general, the Ganto Saroha group does not show male singers with female appearance, but rather singers are real women or men. This study uses qualitative methods, is analytic description, observant participants. The results showed that the transformation carried out by the artists, made the Ronggeng Pasaman performance of the Ganto Saroha group well received and in great demand by all people in Pasaman, and was fully supported by the local government.</em></p><p><strong><em>Keywords : </em></strong><em>Form Transformation, Pasaman Ronggeng Performance, Ganto Saroha Group</em></p><p align="center"><strong><em>Abstrak</em></strong></p><p><em>Penelitian ini bertujuan untuk mengetahui transformasi bentuk pertunjukan Ronggeng Pasaman grup Ganto Saroha di Kecamatan Duo Koto, Kabupaten Pasaman. Ronggeng Pasaman merupakan seni pertunjukan  terdiri dari pantun, joget, dan musik, khususnya terdapat di Simpang Tonang, Pasaman, Sumatera Barat. Bentuk pertunjukan Ronggeng Pasaman adalah menggabungkan keahlian berpantun sambil menari dengan iringan musik biola dan gendang. Pertunjukan dimulai pada malam hari, dan berakhir hingga menjelang pagi. Saat ini Ronggeng Pasaman telah mengalami transformasi, masyarakat khususnya anak muda kurang meminati dan mulai meninggalkan kesenian daerahnya, sehingga pertunjukan Ronggeng Pasaman jarang ditampilkan. Terdapat keresahan dari diri seniman, kemudian muncul inisiatif untuk menarik kembali perhatian masyarakatnya. Sehingga dibentuk grup Ronggeng Pasaman Ganto Saroha, dengan penambahan instrument musik keyboard dalam pertunjukannya. Beda dengan Pertunjukan Ronggeng Pasaman  pada umumnya, grup Ganto Saroha tidak menampilkan penyanyi laki-laki berpenampilan perempuan, melainkan penyanyi adalah perempuan atau laki-laki sesungguhnya. Penelitian ini menggunakan metode kualitatif, bersifat deskripsi analitik, partisipan observan. Hasil penelitian menunjukkan bahwa transformasi yang dilakukkan para seniman, membuat pertunjukan Ronggeng Pasaman grup Ganto Saroha diterima dengan baik  dan diminati semua kalangan masyarakat Pasaman, dan  didukung penuh oleh pemerintahan setempat.</em></p><strong><em>Kata kunci : </em></strong><em>Transformasi Bentuk, Pertunjukan Ronggeng Pasaman, Grup Ganto Saroha</em>
