В статье рассматриваются теоретические и практические аспекты управления развитием региона. Раскрывается содержание процесса стратегирования. Сформулированы требования к стратегии, отражающие специфику региона как объекта управления. Определен перечень этапов регионального стратегирования и формализованы требования для подготовки и разработки экономико-математической модели. Применяя на практике полученные результаты, реализуется возможность целеполагания, прогнозирования и управления развитием. The article discusses the theoretical and practical aspects of regional development management. The content of the strategic process is disclosed. The requirements to the strategy are formulated, reflecting the specifics of the region as a management object. The list of stages of regional strategic planning is defined and the requirements for the preparation and development of an economic and mathematical model are formalized. Putting the results into practice, the possibility of goal-setting, forecasting and development management is realized.

The Central Bank, the emission center, the reserve system, the federal treasury all these and other names are used to show the element of economy of a concrete state functioning, which controls money, i.e. estimates and administrates the money mass, buying capacity of residents in respect of goods, jobs and services, exerts influence on inflation processes and so on. The article provides results of researching the standing of normative and legal regulation, practice of using authority and responsibility, specific features of the Bank of Russia functioning as a relatively independent body of state governance and on this basis the articles studies the trends of improving management, norms of work development, procedures of working out and submitting to the State Duma of the Federal Assembly of the Russian Federation reports on federal laws bills, whose regulation is included in the competence of the Central Bank. Proposals dealing with amendments to the Federal law ‘About the Central Bank (the Bank of Russia)’ were formulated.

This research paper is about the conceptual, theoretical and practical aspects of legal institute of authority redistribution between local government bodies and the bodies of the Russian Federation state power. Prerequisites for introduction, the content and an expert estimates of specified legal Institute prospects are investigated in the paper. From the goal-setting theory position in the study the main objectives for which achievement the local selfgovernment was included in the state system mechanism of the Russian Federation are formulated and author´s vision of hierarchy of these purposes is offered. Considering the hierarchy of local self-government objectives attempt to estimate the prospects of improvement the authority redistribution mechanism between local self-government bodies and the bodies of the Russian Federation state power is made and also to formulate the prediction of rather probabilistic results of analyzed legal institute introduction to the local self-government modern system. Research is executed with financial support of RGNF. The presented analytical review considers environmental and socio-economic problems of environmental management in the Arctic, the comprehensive studies of which were carried out within the framework of the subprogramme "Development and use of the Arctic" of the Federal target program "World ocean", the Federal target program "risk Reduction and mitigation of natural and man – made emergencies in the Russian Federation", the UNEP/GEF project "Russian Federation-support to The national action plan for the protection of the Arctic marine environment" and other international projects. Many of the author's conceptual and methodological developments remain relevant at present to solve the problems identified in the strategy of development of the Arctic zone of the Russian Federation and national security for the period up to 2020, the Strategy of development of Maritime activities of the Russian Federation until 2030, the Strategy of national security of the Russian Federation. Strategic planning documents have been developed: including the Basics of the state policy of the Russian Federation in the Arctic, the action Plan of the Arctic Council for sustainable development, the Strategic action program (SPD) for environmental protection of the Arctic zone of the Russian Federation, the draft concept of sustainable development of the Arctic zone of the Russian Federation, investment proposals and guidelines for cleaning the Arctic territories from pollution, including in the areas of the Russian presence on the Svalbard archipelago, reduction of natural and man-made risks of emergency situations and increase of protection of valuable natural areas. Also in the monograph are considered: proposals for the regulatory consolidation of the boundaries of the Arctic natural territory in the Russian Arctic to establish a special regime of natural resources, taking into account the high vulnerability of Arctic ecosystems to man-made impacts; methods of causal analysis to determine the relationship between the quality of the environment, the activities of sectors (industries) and the policy of public administration and regulation; road map for the transition from sectoral to complex (integrated) management of marine environmental management; methods of marine spatial planning; strategic environmental assessment of infrastructure projects, etc.

The article reviews the legal and regulatory framework for strategic planning at the level of constituent entities of the Russian Federation and identifies problems of the used vocabulary. There is no distinction between the concepts of “strategic priorities”, “priorities of social and economic development”, “priorities of social and economic policy”, “directions of development”. The paper analyzed the content of the strategies of social and economic development of constituent entities of the Russian Federation with a view to existence and sequence of basic concepts of the system of goal setting: “mission”, “strategic priorities”, “goal”, “tasks”, “directions of development” as well as approaches to their essence and content. The main approach to the concept “strategic priority of social and economic development” is to identify it with the goal of social and economic development of the constituent entity (60% of the regions use this concept in the strategy of social and economic development). In addition, most part of constituent entities of the Russian Federation determine the goal of social and economic development as the “main” one, the second most popular is the “strategic” goal. It should be noted that in 6 constituent entities of the Russian Federation, no characteristics are attributed to the goal, and in another 18 regions the overall common goal is not identified. Two basic models of goal setting according to the presence of the mission of constituent entities of the Russian Federation are identified: the inside one (the closed one includes 54 constituent entities of the Russian Federation) and the outside one (the open one includes 31 constituent entities of the Russian Federation). The study offers a detailed classification of the models of goal-setting on the basis of the categories of strategic planning used in the strategies of social and economic development of constituent entities of the Russian Federation. The author suggests a logically consistent model of goal setting linked to other strategic planning documents, and the main tools for goal achievement. The practical use of study results is presented in the opportunity of their use by strategic planners of the region during the development of the strategy of its social and economic development.

Приоритет Стратегии развития пищевой и перерабатывающей промышленности Российской Федерации до 2020 года – обеспечение населения страны безопасным и качественным продовольствием. Сырьевая база овощеперерабатывающей промышленности – основа производства. Как инвесторы, так и государство предпринимают конкретные меры для решения проблем. Вместе с тем, несмотря на динамику улучшения, многие проблемы остаются нерешенными. Темпы роста производства овощного сырья недостаточны для промышленности и сдерживают рост производства из отечественного сырья. Это объясняет высокий уровень импорта.The priority of the Strategy of development of the food and processing industry of the Russian Federation until 2020 is to provide the population with safe and quality food. The raw material base of the vegetable processing industry is the basis of production. Both investors and the state are taking concrete measures to solve the problems. However, despite the momentum for improvement, many challenges remain. The growth rate of vegetable raw materials production is not enough for the industry and hinders the growth of production from domestic raw materials. This explains the high level of imports.

This article is devoted to the study of social responsibility of commercial banks. The author discusses the main challenges, mechanisms and trends in the development of social responsibility of the banking sector. Results of the research allow to conclude that the principles of social responsibility is currently not fully implemented in the strategy of development of domestic commercial banks, and the level of social responsibility of commercial banks is still quite low, as the level of trust of Russians to banks. The article examines some essential aspects of the development and formation of the social responsibility of commercial banks in the Russian Federation.

Participatory budgeting in the Russian Federation is experiencing a new round of development. The practices of participatory budgeting, which are implemented by state and local governments, are becoming more and more diverse. Some of them involve people who are not well-represented in standard practices, for example, people with disabilities, young people etc. The authors conduct a study of the development of participatory budgeting practices for young people, highlight their characteristic features, and summarize foreign and Russian experience. A key aspect of designing the practice of participatory budgeting is its goal setting. The article systematizes the goals of participatory budgeting practices for “adults” and, based on the available data, determines the priorities of goal setting for youth participatory budgeting practices. The authors substantiate the relationship between the practices of participatory budgeting for young people and programs to improve budget literacy.
