In the context of the digital economy formation the level of innovative development of the enterprise is a marker of the readiness of the economic system for digital transformation. Digital transformation makes it possible to digitize all the aspects of the business that generate interfaces for interacting with clients and then digital technologies are used to obtain results through the implementation of innovative strategies and the production of innovative products. The results of the study in which the subject is the methodological aspects of assessing the level of innovative development of an enterprise are relevant. The article formulates the necessary conditions for ensuring the economic efficiency of enterprises of various industries and fields of activity (the availability of innovative potential, a sufficient level of innovative development, high readiness to develop and implement a leader’s strategy). The scientific hypothesis is the assumption that it is necessary to use a methodological approach based on the phased implementation of assessment procedures and the use of assessment methods corresponding to each stage. An algorithm for assessing the level of innovative development of an enterprise is proposed, the concept of innovative potential is clarified and its structure which takes into account the digital transformation of the economy is determined. The indicators of assessing innovative potential and the level of innovative development of the enterprise are substantiated. The proposed methodological approach was tested using the enterprises in the field of housing and communal services of the BFA Group management company.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

The problem of targeted financing of economic sectors is considered. The method of targeted financing of sectors of the economy through investment in innovative development is proposed. On the basis of statistical data on the performance indicators of the sectors of the economy, the calculation of indicators of their innovative potential was carried out, based on the volume of sold innovative products (goods, services) by type of economic activity. In order to stimulate sectors of the economy by investing in innovative development, it is proposed to introduce targeted financing of the latter. The problem of quantitative assessment of targeted financing of economic sectors by means of investment in innovative development based on an integrated approach has been solved. According to the results obtained, sectors of the economy that are identified as the most risky and have the potential for innovative development fall under targeted financing. The proposed technique was tested by an experimental method. On the basis of an integrated approach for the indicators of the riskiness of the economic sector and the indicator of the innovative potential of the economic sector, targeted financing for 3 sectors of the economy (namely: P, N, M, L and J) was determined. Sector P will receive more targeted funding, while sectors N, M, L and J will receive less targeted funding, respectively. The size of these parts will be 47.30 %, 22.31 %, 13.48 %, 9.56 % and 7.34 %, respectively, of 100 % S. The results of the study are of practical interest for government bodies (local, territorial, etc.) in the distribution of funds according to the vector of targeted financing of sectors of the economy through investment in innovative development. Innovation can be defined as the successful conversion of new concepts and knowledge into new products, services or processes that deliver new customer value in the market. Innovation is the specific instrument of entrepreneurship, the act of endowing resources with a new capacity to create profits. Innovation can be defined as “a step that creates a new dimension of performance”. Innovation is the embodiment, combination and/or synthesis of knowledge in new, relevant, valuable new products, processes or services. Innovation is the creation of something that improves our lives. A modern company needs to understand what is innovation and what is their dynamics. After all, innovation can determine the strategy, consistent with the goals of the organization and its vision. It is possible to identify another important concept for today’s businesses to be innovative, companies must pay attention to their future, i.e. innovation. The next step is the development and internalization of management tools innovation process. These solutions must be adapted to each specific situation. Consider the size of the company, its sector of activity, culture and organizational structure of the Agency system and the managerial vision of the future and ambitions of leadership. Understanding of the concept of innovation and its application in practice requires time, effort and investment. However, we all see that the company has become a truly innovative, you begin to lead. Innovative products are those that replace the current offerings or are based on them; they offer new features or other benefits that allow users to work more efficiently and/or less expensive.

The dynamic development of the introduction of digital technology in various industries requires searching and developing new methodological approaches to form innovative development programs of enterprises for their digital transformation. This article characterizes the main trends and problems in developing the digital transformation of fuel and energy complex enterprises, defining its worth and development vectors. The author highlights the features of implementing digital and information technology at industrial enterprises and describes the most popular information and digital technologies used in the fuel and energy complex enterprises. She provides the main obstacles to the implementation of digital transformation in the Russian Federation, including the use of domestic information products. Having defined the target benchmarks and indicators for the development of digital technologies in the industries of the fuel and energy complex of the Russian Federation, the author formulates the priority tasks for developing the innovative potential of IT in industrial enterprises. Determining the specifics of the methodological provisions for its evaluation has required defining the constituent elements of the innovative potential. A comparative characteristic of methodological tools for assessing the innovation potential and position of enterprises is provided with the description of the different necessary methods it requires. The author proposes the use of a comprehensive methodological approach to assessing the innovative potential of the digital transformation of the oil and gas enterprise. The system of evaluation indicators is presented following the recommended evaluation vectors: level of digitalization, level of development of the fuel and energy complex, and level of innovation. An assessment of the innovative potential of the digital transformation of the oil and gas enterprise is demonstrated and the main conclusions are formulated. The assessment resulted in developing a program of digital development of oil and gas enterprise with the allocation of the main innovative directions and targets for the implementation of activities. Further benchmarks of scientific research are defined and conclusions are formulated.

The article defines the role of innovative potential in the innovative development of companies. The purpose of the article is to consider the theoretical and methodological aspects of the formation of the innovative potential of the company, its economic essence, the content of elements and structure, as well as to identify the influence of factors on the development of the innovative potential of the company. The problem posed in the article made it necessary to study the publications of foreign scientists and economists in the field of innovation. The relevance of the article is due to a different understanding of the term “innovative potential of the company” by foreign scientists and practitioners, as well as the lack of comprehensive methodological research in this area. Existing approaches to the economic essence of the category of «innovative potential» of the company are considered. The positions of specialists in the interpretation of this concept are determined. The conceptual approaches to the study of the innovative potential of the company are analyzed. The economic essence and significance of the innovative potential are determined based on its genesis and role for the innovative development of the company. The basic elements of the innovative potential of the company are considered. The general, special and specific characteristics of this concept in the system of socio-economic relations are presented. The ambiguity of the analyzed approaches to this category is determined and the author’s interpretation of the “innovative potential of the company” is proposed. The key factors affecting the formation of the innovative potential of the company are identified. The direction of their impact is established, the features of the formation of the innovative potential of the company as a way to increase its competitiveness are disclosed based on the hermeneutic approach. Based on the analysis of theoretical provisions, the structure of the innovative potential of the company as a unity of components (resource, managerial, internal and effective) that coexist mutually, suggest and condition each other is improved. The classification of the components of innovative potential is improved and the directions of their influence on the formation of the innovative potential of the company are systematized. The morphological classification has been improved which allows optimizing the complex of existing approaches to the formation of the innovative potential of the company. The practical significance of the results obtained is that the proposals for the development of innovative potential developed in it can be used by companies to increase innovation activity and competitiveness.

It has been substantiated that personnel is the driving force of innovative development of enterprises. The interrelation of the components of the formation of innovativeness of the company’s personnel, such as innovative potential, the innovative activity of employees, and the effectiveness of their innovative activity was demonstrated. A comprehensive approach to assessing the innovativeness of the company’s personnel, which consists of six stages describing the procedure of such evaluation, was proposed. It was proved that it is appropriate to evaluate the innovativeness of the company’s personnel in the areas of innovative activity of employees and the effectiveness of their innovative activities. The systems of partial, integrated, and general indicators of innovativeness of the company’s personnel and criteria for assessing its level were proposed. A system of indicators of innovative activity of personnel based on qualimetric assessment of their innovative potential was offered. The procedure for assessing the level of innovative activity of employees was improved by introducing a partial indicator of personnel’s desire to carry out innovative activities. A system of indicators for assessing the effectiveness of innovative activities of personnel, including two groups, was proposed. The first group of partial indicators characterizes the effectiveness of innovative activity of the company’s personnel, the second group focuses on the effectiveness of commercialization of innovative products. To determine the level of innovativeness of the company’s personnel, a matrix that combines assessment of the levels of innovative activity and effectiveness of innovative activities of employees was proposed. The results of the study make it possible to determine the level of innovativeness of personnel, to develop an effective strategy for the creation and commercialization of innovative products of an enterprise.

The paper is devoted to the problems of developing scientific and methodological approaches to as-sessing the level of innovative activity of enterprises of the timber industry complex. The author uses materials that characterize the innovative potential and innovative development of woodworking enter-prises, pulp and paper industry enterprises, furniture enterprises, and enterprises for growing forest crops. The study highlights the features of the de-velopment of innovative processes, consisting in the priority of the use of technological and environ-mental innovations in production, as one of the conditions for ensuring competitiveness. The basis of the research methodology is the formation of an integral indicator of the degree of influence of fac-tors on the innovative development of enterprises. The developed methodological approach is based on the study of the innovative potential of forestry enterprises, as a combination of four components (scientific and innovative, technical and production, environmental, information and communication), and on the assessment of five groups of factors (financial and economic, material and technical, in-formation, environmental natural, digital).

The technique of assessing the innovative potential of the regions is considering. The basic methods for assessing innovative potential are proposed, these methods have been tested in relation to the scientific and technological complex of economic zones. The proposed methods have advantages in comparison with expert and statistical methods of assessment, allowing minimizing the error in the estimates obtained. The article considers and analyzes local and international methodological approaches to assessing regional innovative development. The study identifies general trends and methodological approaches to assessing the innovative development of the region, also calculates the innovation index for each region for a comparative assessment of the innovative potential of Azerbaijan. The methodology used in this work was improved taking into account the national and specific features of Azerbaijan, statistical indicators in this area, the collection and processing of information and the innovative potential of the regions. As a result of the study, recommendations on the role of regions in the development of the economy and regional competitiveness were made. The scientific and practical value of the results lies in the possibility of their application in combination with the analysis of official statistics in the process of improving the state scientific, technical and innovation policy in the direction of more intensive use of scientific knowledge and achievements in the interests of modernizing the economy of Azerbaijan. The proposed approach is able to ensure the information integration of all subjects of scientific organizations and carry out comprehensive studies of production, innovation and economic management processes in the framework of the development of science.

The purpose of the study: to consider the theoretical and methodological aspects of the formation of innovative strategies as a combination of economic, administrative and legal and organizational and managerial methods of human capital management in the context of digital transformation. The subject of this research is the process of improving human capital management based on a strategic approach using innovative information and communication technologies. Research methodology: the theoretical and methodological research was based on the scientific works of domestic and foreign scientists concerning the paradigm of human capital management caused by digital transformation in the economy and society. Research results: Russian and foreign experience in human capital management based on a strategic approach is analyzed, the advantages of using digital technologies in making innovative management decisions to improve the system of forming and using human capital are identified. The digital transformation of human resources is a major investment that will pay off in the long term. In this regard, at the initial stages of the introduction of innovations, it is necessary to control and monitor the decisions made and balanced strategic planning, taking into account the assessment of the factors of the internal and external environment.
