The purpose of the article is a comprehensive analysis of the current state of the institution of parliamentary monarchy in the Kingdom of Belgium. The institution of parliamentary monarchy is one of the classical forms of government in the European community, and it is represented in 11 states, which is almost one quarter of European countries. The Belgian version of the monarchical form of government is a classic example of European parliamentary monarchy, the study of the state of which allows us to concretize the essence of similar political institutions in other European countries, as well as the specifics of the political process in a democratic state. The research methodology is based on a systemic, comparative and functional analysis of the key elements of the institution of parliamentary monarchy in the Kingdom of Belgium, based on official sources of information, resources of the royal family, websites of authorities and political parties, Belgian legislation and media reports. The result of the study is the definition of the essence of the Belgian parliamentary monarchy in modern realities and the identification of prospects for further institutional development of the structural elements of democratic political system.

The article deals with the issues of the diagnostics of the crisis state of enterprises. Author has applied the modern approaches to the interpretation of the “crisis of the enterprise” concept and definition of the “crisis state”. Developed approaches to diagnostics of the crisis phenomena at enterprises in modern business conditions. Suggested the sequence of steps to research the crisis situation on the investigated enterprise including analysis of the external and internal environment, opportunities and threats to define the probability of a crisis at the enterprise. Determined current state of the enterprise and ways to improve its major problematic areas in order to find reserves for improving solvency and liquidity. Provided the sources of information that is necessary for prediction of a crisis state to build the models of enterprise management in the conditions of rapid crisis processes, increasing competition and dynamic market environment.

The basis of the political analysis of political parties is the observance of the relevant norms regulating the activities of the party, the formation of their goals and objectives. Political parties have their own organizational and legal basis, have their own charter, program, leaders, their own goals and objectives and perform certain functions. One of the goals of any political party is to participate in the political life of society, in solving its issues. One of the tasks of the party is to participate in public administration by representing the interests of the population during the elections of various levels. The legislative field regulating political parties is constantly being updated; laws are being amended in accordance with the realities of society’s life. The adopted amendments to the federal legislation on elections and on political parties have radically changed a number of conditions regulating the procedure for the creation and functioning of political parties, setting their goals and defining tasks. Today, approaches to the formation and activity of political organizations, including parties, have been largely changed, for example, the procedure for creating a political party has been changed, now only 500 members are needed when creating it; approaches to voting have been changed. These changes correspond to the state of the modern political process and are aimed at the development of political institutions, including political parties. The definition of the goals and objectives of the party is within the competence of its statutory documents and is reflected in the party’s program. In general, the setting of the goals and objectives of the party determines its main areas of activity and its essence

The research is devoted to the topic of forming a political infrastructure for the safe development of municipalities, creating technologies for attracting political infrastructure participants to the development and assessment of alternatives for the optimal development of territories.We set ourselves the goal of showing territorial public self-government as a tool for increasing the openness of political decision-making and public confidence in the authorities, and identifying the transformational potential of digital technologies in the context of territorial public self-government.The methodological basis of the research was provided by such theories as: the information cybernetic model of the political system of K. Deutsch, the theory of the political system of D. Easton, the theory of deliberative democracy by J. Besset, the theory of direct democracy I. Blo, model of monitor (digital) democracy by J. Keane.The main results of this study are the following:1) the author’s definition of the concept of “digitalization” was introduced — this is a process of radical transformation of the interaction of people in all spheres of social life, the implementation of which became possible on the basis of replacing analog (physical) data collection and processing systems with new technological systems that generate, transmit and process a digital signal about your condition. This transformation presupposes the formation of a different outlook of citizens, the use of other methods of management;2) the author’s definition of the concept of “political infrastructure” is introduced — these are the types of connections between the elements of the political system. Different types of ties form various modifications of political institutions, they determine the contours of political communications carried out in the political space, including using various political technologies to influence the behavior of political forces.3) in the context of digitalization, interactive interaction of participants in the political process, the very configuration of the political infrastructure for the development of territories is changing, the political toolkit of dialogue between the authorities and society is changing, implying an increasingly widespread use of technologies to involve participants in political processes in the development and assessment of alternatives for optimal territorial development.

The current situation in the sphere of district heating is analysed on the basis of use of the cognitive approach. The presence of closed chains of cause-effect relationships of negative factors and conflicts of target settings of the subjects in the field of district heating is shown. The conceptual model of energy efficient modernization of district heating systems is proposed. This model includes indicators of the current status of heat sources, networks and heat consumers, energetic and economic models, restrictions, procedure of forming and analysis of the mutual influence of the recommended projects. The quantitative data on indicators of the current state of district heating systems of the cities of Ukraine are presented. The interrelation between indicators of the current state and projects of energy efficient modernization of district heating systems is shown. Assessment of energy self-sufficiency of municipal district heating systems on condition of thermal modernization of buildings is carried out. The creation of energy management systems at the district heating enterprises is proposed. Bib. 6, Fig. 7, Tab. 5.

The International conference “Flora and conservation in the Caucasus: history and current state of knowledge” dedicated to the 130-year anniversary of the Perkalsky Arboretum took place at 22–25 of May 2019 in Pyatigorsk (Stavropol Territory) on the base of the Pyatigorsk Museum of local lore and natural history. The participants were from 11 cities of Russia and 7 Republics of the Caucasus and represented 14 institutions. Proceedings of the conference were published by the beginning of the meeting the book of abstracts includes 49 papers on the study of vascular plants, bryophytes, lichens and fungi, plant communities, as well as the protection of rare and endangered species, unique plant communities, and ecological problems in the Caucasus. The following geobotanical topics were highlighted in 13 papers: forest communities (3 reports), meadow and steppe vegetation (2), xeric open forests (2), communities of ecotone areas (1), structure of populations of rare plant species (3), as well as the history and current status of nature protected areas (2). The great emphasis has been focused on the study of floristic composition and plant populations. Thus, the conference showed that very few studies от vegetation are currently carried out in the Caucasus, and a lot of districts are not affected by the research. The greatest attention is paid to forest vegetation while meadow, steppe, alpine heath and xerophytic communities are studied rather poorly. Besides, there are “white spots” — mire, floodplain and aquatic vegetation. In nowadays, when the anthropogenic impact on the plant cover of the Caucasus is intensively increasing, it is especially important to study natural undisturbed communities preserved in protected natural areas. Another important issue is the conservation of the unique vegetation cover of the whole Caucasus. Thus, the study of vegetation of this region opens a wide field for researchers using various methods of modern plant science.

The purpose of writing this article is to highlight the features of organization of the regional policy in France on the basis of the theoretical understanding of the concepts of regional policy, model of regional policy and policy analogy. The research topic is the content of the French policy of organizing a regional political space. The object of the research is the power technologies of regional policy. The systemstructural method, which considers political relations as an integral system of interconnections of phenomena and events of the political process, makes it possible to determine the main essential content of this research topic. Institutional approach involves the study of political institutions and their content. An analysis of Russian and foreign sources suggests that the main issue posed in the article is relevant at the present stage of development. The study is made possible on the basis of existing research. A comprehensive study of the conceptual theoretical characteristics of the regional policy as such allowed the author to identify the model and features of the political toolkit for the organization of thecenterregions relations in modern French Republic.

: Biological markers (biomarkers) play a key role in drug development, regulatory approval and clinical care of patients and are linked to clinical and surrogate outcomes. : Both acromegaly and Growth Hormone Deficiency (GHD) are pathological conditions related to important comorbidities that, in addition to having stringent diagnostic criteria, require valid markers for the definition of treatment, treatment monitoring and follow-up. GH and insulin-like growth factor-I (IGF-I) are the main biomarkers of GH action in children and adults while, in acromegaly, both GH and IGF-I are established biomarkers of disease activity. : However, although GH and IGF-I are widely validated biomarkers of GHD and acromegaly, their role is not completely exhaustive or suitable for clinical classification and follow-up. Therefore, new biological markers for acromegaly and GH replacement therapy are strongly needed. : The aim of this paper is to review and summarize the current state in the field pointing out new potential biomarkers for acromegaly and GH use/abuse.

The purpose of the article is to assess the nature of the evolution of the institution of political parties in post – Soviet Russia. The article substantiates that political parties continue to be one of the leading political institutions in the modern Russian Federation. The premature to recognize the functional incapacity of party institutions in the post-industrial/information society is noted. It is argued that political parties continue to be a link between society and state power, and retain the potential for targeted and regular influence on strategic directions of social development. The research methodology is based on the principles of consistency, which allowed us to analyze various sources of information and empirical data on trends and prospects for the evolution of the party system in the Russian Federation. As a result, the authors come to the conclusion that in Russian conditions the convergence of party elites with state bureaucracy is increasing, and there is a distance between political parties and civil society.


The term “element” is typically used in two distinct senses. First it is taken to mean isolated simple substances such as the green gas chlorine or the yellow solid sulphur. In some languages, including English, it is also used to denote an underlying abstract concept that subsumes simple substances but possesses no properties as such. The allotropes and isotopes of carbon, for example, all represent elements in the sense of simple substances. However, the unique position for the element carbon in the periodic table refers to the abstract sense of “element.” The dual definition of elements proposed by the International Union for Pure and Applied Chemistry contrasts an abstract meaning and an operational one. Nevertheless, the philosophical aspects of this notion are not fully captured by the IUPAC definition, despite the fact that they were crucial for the construction of the periodic table. This pivotal chemical notion remains ambiguous and such ambiguity raises problems at the epistemic, logical, and educational levels. These aspects are discussed throughout the book, from different perspectives. This collective book provides an overview of the current state of the debate on the notion of chemical element. Its authors are historians of chemistry, philosophers of chemistry, and chemists with epistemological and educational concerns.
