<p>ABSTRACT<br />The purpose of this research is to know how the role of government actors, private or investors and indigenous institutions (Subak and Pakraman) in the management of land resources (including water) so that the conversion of agricultural land can be prevented. The study was conducted in Tabanan, Bali Province. Depth interview techniques and stakeholder analysis as an approach of this research. A stakeholder analysis is instrumental to understand the social and institutional context of a program or project activities. The purpose of stakeholder analysis is to determine interests and their authority in preventing the conversion of agricultural land. The results showed that there are two forces actors (stakeholders) in the management of land resources (including water). The government in collaboration with investors and has a role as a player, while Subak and Pakraman have a role on the position of the object. Power relations are played by actors of government is still dominant compared to indigenous institutional Subak and Pakraman. Investors who have the capital strength and enthroned as the ‘king’ always pave the spatial plannings are on ‘profit-seeking’ biggest for himself. Power is seen as a mechanism of domination which is a form of power against the other in a relationship dominated by dominated or powerfull by the powerless. The duality of land governance (including water) between actors is the dualism solution. The duality that lies in the fact, that he could be seen as rules that a principle for action in a wide range of space and time, while it is the result (outcome) and means looping action thus overcoming space and time. Duality of land governance (including water) shows that in the future that is necessary is to put Subak and Pakraman in a position of political strength parallel to desa dinas and other government institutions.<br />Keywords: indigenous institutions (Subak, Pakraman), conversion of agricultural land, stakeholder analysis, duality of land governance</p><p>ABSTRAK<br />Tujuan dari penelitian ini adalah mengetahui bagaimana peran aktor pemerintah, swasta atau investor, dan kelembagaan lokal (subak dan desa pakraman) dalam pengelolaan sumber daya lahan (termasuk air) sehingga konversi lahan pertanian dapat dicegah. Penelitian dilakukan di Kabupaten Tabanan, Propinsi Bali. Teknik wawancara yang mendalam dan analisis stakeholder sebagai pendekatan penelitian ini. Analisis stakeholder merupakan instrument untuk memahami konteks social dan kelembagaan dari program atau kegiatan proyek. Tujuan dari analisis stakeholder adalah untuk menentukan minat dan kewenangan mereka dalam mencegah konversi lahan pertanian. Hasil memperlihatkan bahwa terdapat dua kekuatan aktor (stakeholder) dalam pengelolaan sumberdaya lahan (termasuk air). Pemerintah berkolaborasi dengan investor dan memiliki peran sebagai pemain, sedangkan subak dan desa pakraman memiliki peran pada posisi objek. Relasi kuasa yang dimainkan oleh aktor pemerintah masih bersifat dominan dibandingkan kelembagaan lokal subak dan desa pakraman. Aktor investor yang memiliki kekuatan modal dan bertahta sebagai ‘raja’ selalu melicinkan perencanaan-perencanaan tata ruang yang memberikan ‘profit seeking’ terbesar bagi dirinya. Kekuasaan dipandang sebagai mekanisme dominasi yang merupakan bentuk kekuasaan terhadap yang lain dalam relasi yang mendominasi dengan yang didominasi atau yang berkuasa dengan yang tidak berdaya. Dualitas tata kelola lahan (termasuk air) antar para aktor merupakan pemecahan dualism tersebut. Dualitas itu terletak dalam fakta, bahwa ia bisa dipandang sebagai aturan yang menjadi prinsip bagi tindakan di berbagai ruang dan waktu, sekaligus ia merupakan hasil (outcome) dan sarana perulangan tindakan yang karenanya mengatasi ruang dan waktu. Dualitas tata kelola lahan (termasuk air) ini menunjukkan bahwa kedepan yang diperlukan adalah menempatkan subak dan desa pakraman pada posisi kekuatan politik yang sejajar dengan desa dinas dan kelembagaan pemerintah lainnya.<br />Kata kunci: kelembagaan lokal (subak, desa pakraman), konversi lahan pertanian, analisis stakeholder, dualitas tata kelola lahan</p>

The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management.  The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles

This article aims to show how the social movement was conducted in the framework of claiming a number of aspects of citizenship, especially environmental rights and political participation, to the local government. The refusal of FRAT Bima over the extractive policy of the Government of Bima District during 2011-2012 becomes a reflective context of the type of social movement with such a framework. This social protest should be explored further because it used acts of vandalism on some public facilities as the chosen way to fight against the environmental and political injustices. Through a case study, the author aims to explore the sequence of repertoires which were applied sequentially by FRAT Bima’s social protest as well as to examine its linkage with environmental citizenship and public distrust. Despite being closely related to citizens' awareness about environmental citizenship, the occurrence of this anarchist movement was also triggered by the low level of "formal legitimacy" of the local government as a seed of public distrust towards the intentions of environmental governance policy that was about to be applied to make the agricultural land owned by villagers as the site of a certain project of mineral extraction. The lack of the government’s formal legitimacy, which was supported by the growing awareness of environmental citizenship, has led the sequential application of conventional and non-conventional strategies in the demands articulation of FRAT Bima. This sequence of repertoires was held due to the low-level of government's responsiveness in accommodating the public claims about the cancellation of an undemocratic environmental policy.

ABSTRACT Agricultural land has an important role as a medium to increase the income, standard of living, and welfare of farmers within. This study aims to 1) analyze the factors that influence the motivation of farmers in converting paddy fields, 2) analyze the social and economic impacts of land conversion in Subak Petangan, North Denpasar District. This research was carried out in the Subak Petangan Denpasar Utara which was chosen using  census with a population of 40 farm owner. The main instruments used in the data collection is questionnaires. Data analysis techniques used are factor analysis method and quantitative qualitative analysis. The study showed that land conversion are affected by internal and external factors. Internal factors are formed by the number of family member, level of education, life necessities (Maslow's hierarchy of needs), income from agricultural product. External factors are formed by lifestyle indicators, interest of the younger generation for farming, access to land management, availability of water irrigation. The sosial impact of land conversion are hampered on irrigation channels, the emergence of conflicts between farmers and owners of settlements, deterioration of cultural values in Subak Petangan, North Denpasar District and the economy impact are decreases in food source. All parties including the government as well as the subak member should be able to control and develop program or regulation to repress the land conversion's rate. Sosialy and economically, land conversion in Subak Petangan generate bad impact on the environment and culture around Subak Petangan rice field area.

Aliaksandr Dalhouski Belarus after the Chernobyl Disaster: From Silence to Neglect The accident at Chernobyl was an anthropogenic disaster. In the period of the suppression of the disaster’s consequences (1986-1988), the Chernobyl accident was not perceived by the majority of Belarusians as a nation-wide tragedy. At the same time, those living in the Belorussian SSR did not possess civil rights, which prevented them from demanding compensation as a result of inflicted harm, and also they were denied full information about the impact of the disaster on the environment and human health. Such phenomena were a consequence of the state’s suppression of the disaster’s consequences as well as the weak ecological and legal consciousness of the victims in the BSSR. In the period of growing democracy (1989-1991), civic engagement came to the fore and created the perception of the catastrophe a nationwide tragedy. The protest movement forced the government to enact Chernobyl legal legislation. Within the framework of this legislation, massive resettlement was undertaken and a wide range of privileges were granted. With the emergence of an independent and authoritarian regime in the new state of Belarus in the early 1990s, the risks of radiation were downplayed by the social concerns of post-Soviet society, in which the Belarusian regime of President Alexander Lukashenko lessened the importance of the Chernobyl catastrophe.

Currently, there are a number of negative consequences of the moratorium that need to be addressed immediately, amendments to existing legislation because the moratorium hinders rural development and agriculture, prevents the redistribution of land resources to more efficient owners and producers, reduces rent and owners' incomes, and limits access to credit resources. Under such conditions, there is no land market, farmers and small landowners have no incentive to invest. As a result, a significant part of land plots is leased by large companies, which have a significant impact on the social structure of the village. Land productivity is far from Ukraine's potential, as long-term investments are needed to improve it. Foreign investors, companies with the necessary knowledge and equipment, are reluctant to invest in Ukraine due to imperfect legal guarantees. A favorable legal climate is needed to improve the agricultural sector. In turn, lifting the moratorium could lead to economic growth. But it should be remembered that lifting the moratorium on land is largely not an economic but a political decision, as there is a risk of mass purchase of Ukrainian lands by foreigners, resulting in the complete loss of ownership and control of their territory. Thus, analyzing the current legislation of Ukraine, scientific publications of famous scientists, economists, politicians, lawyers, given their positive and negative statements about the moratorium on the sale of agricultural land, we can conclude that there are both threats and prospects for a land moratorium.

This study explains how social movements are initiated by women's groups. The movement carried out penetrates various spaces in the social environment and even traditional institutions as groups that have authority. Through a descriptive approach and in-depth interview techniques, this study answers questions about how women's groups carry out social movements by constructing the issue of the non-transparent distribution of Covid-19 aid. Thus, the mobilizing structure, which is carried out systematically, attracts traditional institutions (ninik mamak) in the vortex of conflict. This study found that the sources of issues from social movements carried out by women's groups were (a) information from the deputy governor regarding the distribution of Covid-19 aid, (b) nepotism and collusion from the nagari government. Two framing issues (framing) are then packaged through social media to attract the power to carry out mass actions (demonstrations). This study concludes that the demonstration of women giving birth is a new policy related to the distribution of Covid-19 by the government.

This paper examines the problem of the dynamics of living conditions of Muslim street vendors in the midst of a Christian majority community in Kupang city. Muslim street vendors in question is a seller of green bean porridge along the road El Tari Kupang city. The research findings show that the root of the problem experienced by Muslim street vendors is the social jealousy shown by the Christian street vendors who are also along the road of El Tari Kupang city. This social jealousy occurs because Christian street vendors see that Muslim street vendors are more successful and successful than they are. Social jealousy extends to racial, ethnic, and religious issues. So that affects the problem of tolerance and harmony of religious people. This research is qualitative. The method used is case study. Data were collected by using in-depth interview technique, observation, and literature study. The conclusion in this study is that Muslim street vendors who previously experienced anxiety and inconvenience in trade, now become comfortable and not experiencing conflict again. Problems and conflicts can be overcome when the government, religious leaders, and the community perform their role well in realizing the harmony and harmony of religious communities.

Abstract: This research was aimed to explore the economic freedom vis a vis government intervention according to Ibn Khaldun. To answer this question, I studied al-Muqaddimah of Ibn Khaldun directly. The ideas of Ibn Khaldun in his al-Muqaddimah were analized by using content analysis. Beside that, I also used Karl Mannheim’s sociology of knowledge approach to analyze his ideas. The result revealed that Ibn Khaldun emphasized the economic activities had to be free from the restrictive power of the government. The economic freedom, however, had not to be free from rule of game. It had to be under the control of the rule of game, and to do that the role of government was very necessary. Based on Karl Mannheim’s sociology of knowledge, Ibn Khaldun ideas were influenced by social knowledge determination in his life and he also used his perspective as moslem to explore his ideas. It could be said that there was so strong relation between Ibn Khaldun ideas and the social reality in his life. Thus, his knowledge type was ideological, not utopian.       Abstrak: Penelitian ini dimaksudkan untuk menelusuri secara mendalam kebebasan ekonomi vis a vis intervensi negara dalam perspektif Ibn Khaldun. Untuk menjawab masalah tersebut, peneliti mengkaji secara langsung dari karyanya al-Muqaddimah, kitab jilid pertama dari Kitab al-‘Ibar yang terdiri dari tujuh jilid. Dalam hal ini, ide-ide yang dituangkan oleh Ibn Khaldun dalam al-Muqaddimah-nya dianalisis dengan menggunakan metode analisis isi atau content analysis. Selain itu, peneliti juga menganalisis pemikiran Ibn Khaldun dengan menggunakan pendekatan sosiologi pengetahuan Karl Mannheim. Hasil penelitian menunjukkan bahwa Ibn Khaldun memang sangat menekankan pentingnya kebebasan ekonomi dari kekangan kekuasaan negara dan sangat menentang intervensi negara yang mengekang kebebasan tersebut demi tumbuh dan berkembangnya perekonomian suatu negara. Namun demikian, kebebasan ini bukanlah bebas sebebas-bebasnya. Kebebasan yang dimaksud adalah kebebasan yang mengikuti aturan main dan dalam konteks inilah peran negara diperlukan sebagai pelindung dan penegak aturan main tersebut. Berpijak pada teori sosiologi pengetahuan Karl Mannheim, pemikiran Ibn Khaldun dipengaruhi oleh determinasi sosial pengetahuan yang berkembang pada masanya, dan dia juga menggunakan perspektifnya sebagai seorang muslim dalam menuangkan ide-idenya. Jadi terdapat relasi yang kuat antara pemikiran Ibn Khaldun dengan realitas sosial yang ada. Dengan demikian corak pengetahuan Ibn Khaldun adalah bercorak ideologi, bukan utopia.

This chapter discusses the social dimensions of contentment. In the past, many people in the United States experienced a certain sense of unease, of troubled conscience and associated discomfort when contemplating those who did not share the good fortune of the fortunate. During the time of Ronald Reagan, Americans were being rewarded as they so richly deserved. The chapter first considers the role of the government in subsidizing the well-being of Americans before exploring how the economically and socially fortunate who used to be a small minority have become a majority, not of all citizens but of those who actually vote. It suggests that self-regard is the dominant—indeed the controlling— mood of the Contented Majority. It also examines the most important characteristics of the contented majority, including its attitude toward time, a highly selective view of the role of government, and tolerance of pronounced differences in incomes.

(1) What is the role of the government in enhancing social economy? South Korea has implemented projects and programs to enhance social economy. This paper discusses the positive role of government intervention by looking at the case of community business in South Korea. In addition, some limitations are discussed. (2) Qualitative data based on in-depth interviews with diverse stakeholders and participants were included. In addition, a comprehensive analysis of government documents and literature was conducted. (3) In spite of some bureaucratic and institutional limitations, the village company program of Korea has played an important role in enhancing the social economy for ten years. In particular, the early stages of government intervention in Korea have been successful. (4) However, when the government intends to get involved in enhancing the social economy, it is necessary to carefully prepare formal and informal institutions.
