The article substantiates the role of entrepreneurship in the revival of rural areas of Ukraine. The main problems and obstacles for the development of modern agricultural business are presented. The attention is paid to the high share of households in the total production of agricultural products, as well as the crisis situation regarding the employment situation of the rural population. Possibilities of employment for the inhabitants of rural territories by activating the initiative of unemployed citizens to organize their own business activity are considered. The peculiarities and motives of the implementation of the diversification strategy for economic entities, including agricultural producers, are revealed. The existing and perspective directions of diversification in some regions in Ukraine are analyzed. The main directions of formation of organizational and economic mechanism of diversification of entrepreneurial activity at the expense of activation of new forms of employment of population are summarized, which will contribute to the complex socio-economic and ecological development of rural territories in Ukraine.

The relevance of the role of cooperative organizations in the development of regional agricultural markets in the food security system of the Russian Federation is determined by a special degree of state priority in the system of providing the population with food products guaranteed at any time. The main place in ensuring food security is occupied by functioning organizational and economic forms of producers of agro-food products. Agricultural organizations and enterprises, peasants and farmers, individual entrepreneurs and rural farmsteads are directly involved in the creation of food funds in Russia. The author analyzes the level of participation of different organizational and legal groups in the cultivation of agricultural products, argues for the need to activate the innovative activities of agricultural organizations and enterprises, more qualified inclusion of cooperative principles in the production activities of cooperative societies in the development of agriculture, increasing the production of agricultural products by agricultural organizations, rural farmsteads and farmers, their share in the growth of economic efficiency, improving the competitiveness of agricultural producers, improving living conditions in rural areas

The purpose of the research of this scientific work is to assess the possibilities of development of farms in modern conditions, as well as to find out the problems and prospects of farms in Ukraine. Method. Farming is a form of entrepreneurial activity of citizens with or without the creation of a legal entity who have expressed a desire to produce marketable agricultural products, process and sell them in order to make a profit on land provided for family farming. An important role in the production of agricultural products is now given to farms that have actually become full-fledged entities in the agrarian diversified economy, have passed their first stage of formation and formation. The presence of a large number of large producers, problems of organization and location of wholesale markets, insufficient population of rural areas, inadequate level of resource supply – all this determines the specifics of the competitive environment in which farms operate. The task of development of farms in Ukraine requires the study of the peculiarities of their activities, analysis of the current stage of functioning of farms, identifying obstacles to their development and outlining areas for improvement of their activities. This is what determines the relevance of this article. Results. The scales and tendencies of development of farms in Ukraine, their place among other agricultural producers, including in the context of regions of Ukraine are analyzed. The main indicators of their activity are described. It is confirmed that despite the large number of farms, their place in the agricultural economy of Ukraine still remains insignificant. The main organizational and economic problems of farm development in Ukraine have been identified, which are related to the lack of equity, conditions for free access to credit, as well as the inadequate ratio between prices for technical equipment and agricultural products. The position of farms in the world is revealed. Scientific novelty and practical significance. The development of farming as a priority form of agricultural farms is shown. A number of measures for the development of farms are proposed. The advantages of farms over personal farms and over agricultural enterprises are given. Problems and prospects of farming in Ukraine are revealed.

The authors of the article researched the problem of training high-qualified experts to agricultural business. It is analyzed the difficulties of training students at agricultural university of Tatarstan Republic. Tatarstan Republic takes the leader position in growing agricultural products in Russian Federation. It is very important to train modern experts for agricultural business who can use up-to-date technics to grow organic corns, who can work with advanced technologies not damaging environment. The authors researched the questionaries’ of the school graduates to find the answer to the question as to why young graduates do not want to work in agriculture; why it is very difficult to attract school graduate to agrarian university; what difficulties agrarian university graduates have in agricultural business. The conclusions of this article are based on some surveys done by the authors of this research. The authors found out that there are many reasons for decreasing the number of students to agricultural business as lack of social infrastructure, low income and hard work in rural areas what reduce the motivation of young people to work in agriculture. Understanding all these disadvantages, the faculty of Kazan State Agrarian University tries to improve the situation by modernizing educational process towards individualization of educational system.

In view of their features, as well as the low level of production, agricultural producers need government support. It stands out in different directions according to the state program. At the same time, there is support to novice farmers in the form of grants from the state, the purpose of which is to help develop business in any branch of agriculture: in breeding horses, cows, sheep, goats, pigs, poultry, growing potatoes, grain crops, vegetables in the open and closed ground, fruits and berries, fishing, beekeeping. Grants are provided to persons registered as an individual entrepreneur for at least a year who have a business plan for expanding or modernizing the economy. Support is provided 1 time, for 10 years. Assistance to novice farmers is provided in two main areas: the creation (development) of the economy 1.5–3.0 million rubles; help for the device of life up to 250 thousand rubles. The purpose of the study is to examine the theoretical aspects of state support, analysis of assistance to novice farmers, as well as the development of recommendations for the provision of grants. The article uses abstract logic and design methods. Analyzed the activities of agriculture at the federal and regional levels. The concept of “state support for agriculture” was clarified and supplemented: state budget funds aimed at developing the industry and rural areas in certain areas; direct increase in their profitability, through the production of necessary agricultural products; the main criterion for which remains the effectiveness of the use of this support. The state farmer beginner state support program has been improved, recommendations on introducing changes to this program have been developed.

The article is devoted to the study of the peculiarities of the functioning of personal peasant farms, the main trends of their development in modern conditions are determined. The development of PPF play an important role for the economy of the state, the socio-cultural development of rural areas, and the life of rural residents. It is these farms that create the foundation for the state's food security, producing more than 40% of agricultural products, supplying a significant share of food products to the population on the domestic market. At the same time, it was investigated that in the Transcarpathian region the role of PPF is increasing due to the peculiarities of the geographical location and relief, natural and climatic conditions, traditions of life and activities of the population, and the like. It has been established that 224.4 thousand PPF operate in the region, which produce more than 90% of agricultural products, and they use land areas in comparison with the worst quality, production activities in them are more labor-intensive and require larger costs. However, the presence of three natural and climatic zones, a favorable climate and other factors create advantages for this particular form of farming in the region. And even despite the fact that now there is a tendency towards a gradual reduction in the number of PPF and their share in agricultural production, in the future they will continue to play an important role both in the region and in Ukraine as a whole, the issue of improving their material and technical support is actualizing, increase in investment volumes and development of their investment potential. Particular attention is paid to considering the prospects for further research, taking into account the processes of decentralization of authority.

The article deals with the relationship between economic development and environmental security.With regard to agricultural land use, ensuring environmental security involves optimizing the organization of land use and land use process on the basis of environmental restrictions on environmental pollution and agricultural products. First of all, according to environmental constraints, the possibilities of exploitation of natural resources and taking into account the peculiarities of agroecosystems (natural and climatic conditions, water resources, terrain, land and soil structure, land erosion, etc.) are determined to address food security. On their basis, ecologically balanced operation of agroecosystems is carried out through the formation of ecologically safe land uses, which provide for the optimization of economic activity of agricultural producers, taking into account environmental constraints. The article clarifies the essence and significance of ecologically safe agricultural land use in agriculture, proposes an approach to defining the essence of ecologically safe agricultural land use as a process of land use in the agricultural sector of the economy, which prevents the danger to human health, degradation of land resources, as well as their resilience to environmental threats and risks. The role of ecologically safe agrarian land use in ensuring sustainable development of rural areas and directions of influence of interaction of ecological and economic components of safety of agrarian land use are defined.

Income regional per capita in South Lampung regency of Lampung Province in 2008 only about Rp 7.260.902, but in 2009 had increased to Rp8.620.637. This condition had not been able to overcome poverty and create sufficient jobs in rural areas, particularly in South Lampung regency. According in this condition South Lampung Regency became one of the target area for Rural Agribusiness Development Program (PUAP). In 2008 PUAP was distributed Rp3.492.040.000 to 35 Gapoktan and in 2009 was distributed 3.898.324.000 to 39 Gapoktan.  The objective of this study is to analyze the effectiveness of PUAP in South Lampung regency. Suitability of planning to the implementation of farm activities; rural agribusiness development; microfinance development, and mentoring activities. This study used survey methods and data were collected by questionnaires and direct interviews to 86 respondens member of Gapoktan in South Lampung regency. Analysis was conducted using multiple linear regression analysis. The direct result showed that after receiving PUAP, performance of small business agriculture in South Lampung regency became more effective. It was showed by distribution and utilization of assistance appropriate with the planning agricultural business growth, diversification of agricultural products, group capital increased and also role of extension in Complementary and PMT to guide the group. The article is devoted to current trends in the development of small and medium-sized businesses, whose role is crucial in the agricultural sector. It is established that agricultural production with specific features and in conditions of instability of the economic environment of their functioning and climate change requires the activities improvement of productive enterprises, characterized by flexibility, mobility, high maneuverability and the ability to respond quickly to changing economic conditions and changing business needs over time. In addition, the decline of rural areas is a dangerous trend in the further development of the agricultural sector of the economy as a whole, so the effective operation of agricultural enterprises is associated with solving these problems. The activity of agricultural enterprises in the context of large, medium, small and micro enterprises is assessed, the sources of their financing are analyzed, the restraining factors of their potential growth are singled out. It is established that small and medium business is an integral part of the development of the agricultural economy, which is able to provide domestic consumers with food, promotes competition, solves important economic and social problems of rural revival and rural development, so it needs more attention to support prospects by expanding financial opportunities and intensification of entrepreneurial activity. The position of the agricultural sector of the economy in the future depends on the level of long-term investment, its lending and state financial support for agricultural producers. The activities of small and medium-sized enterprises in the agricultural sector need new approaches to promote their development by increasing the role and importance for agriculture and the economy as a whole. State support should be focused on promoting agricultural markets development, introducing new technologies, improving the investment attractiveness of industries, accomplishing the infrastructure of the agricultural market, financial and credit support, forming and implementation of rural development strategies in Ukraine.

Currently, digital solutions are increasingly penetrating consumer cooperation. The need for the use of innovative technologies is increasing to improve the efficiency of logistics of consumer societies of the Centrosoyuz of Russia. Consumer societies have a solid opportunity to combine their economic activities into a single system based on a digital platform and become the undisputed leader in the segment of national food security. Operational processes are developing and improving in the digital economy simultaneously with the development of scientific and technological progress, the introduction of innovations, and the modernization of production. Cooperative formations participate in replenishing the resources of agricultural products to ensure the food security of the country. Consumer societies of the Centrosoyuz of Russia play a significant role in providing a guaranteed channel for the sale of agricultural products and raw materials for small agricultural businesses. Various approaches to the participation of consumer cooperation in food security are revealed in the conditions of the digital economy with the industrialization of production. Therewith, the relevance of consumer cooperation in replenishing food supplies is increasing. Its role in the development of small agricultural business in rural areas is revealed, the need for more complete use of the resources available in consumer cooperation in the organization of procurement activities in the field of procurement of agricultural products and raw materials in the households of the population, individual entrepreneurs and peasant farms is argued. The use of the achievements of the digital economy in the system of consumer cooperation is considered as one of its practical applications in modern conditions to increase competitiveness in the domestic and international food market, improving the quality of life of the working population of rural areas.
