Archives in the Republic of Zaire contain valuable documents for historical and ethnographic research, but finding these treasures often demands a great deal of perseverance and a certain amount of luck. Since the government archives in Kinshasa deal mainly with national administration, they generally have little to offer researchers interested in more localized topics. Although a small number of documents from the countryside have trickled into the Archives Nationales (housed in a wing of the fire station on Avenue de la Justice in Kinshasa), most of them remain dispersed throughout the network of regional, sub-regional, and zonal offices that form the core of the country's administrative system.Since policies regarding the conservation of archives and the granting of access to them are not uniform, but made on an ad hoc basis by the officials on the spot, conditions vary widely from place to place and from time to time but I should point out that during my research in the Bandundu and Equateur Regions in 1975-76, the officials with whom I worked were unfailingly helpful, though the quality of the collections varied greatly. Some archives had disappeared or fallen into disarray during the troubles of the early 1960s; yet others remained remarkably intact, although even in the best-kept archives, many older documents had been partially eaten by insects.

The world has been surprised by the emergence of a COVID 19 pandemic, was born in China, and widespread to various countries in the world. In Indonesia, the government issued several policies to break the COVID 19 pandemic chain, which also triggered some pro-cons in the midst of society. One of the policies government takes is the closure of learning access directly at school and moving the learning process from physical class to a virtual classroom or known as online learning. In the economic sector also affects the parents’ financial ability to provide sufficient funds to support the implementation of distance learning applied by the government. The implications of the distance education policy are of course the quality of learning, including the subjects of Islamic religious education, which is essentially aimed at planting knowledge, skills, and religious consciousness to form the character of the students. Online education must certainly be precise, in order to provide equal education services to all students, prepare teachers to master the technology, and seek the core learning of Islamic religious education can still be done well.

The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction.This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

The growth of cooperatives in Indonesia today is very fast, especially the growth of cooperatives in Bali. Based on data from the Department of Cooperatives, Micro, Small and Medium Bali Province the number of cooperatives in bali per June 30, 2016 as many as 4934, this is certainly a positive picture for the growth of cooperatives. The development of micro-credit activities undertaken cooperative is also growing very rapidly, but this is not matched by the quality of the performance of the cooperative itself. These conditions encourage the government oversight of credit unions and savings and loans by issuing a decision on guidelines for the rating of the cooperative based on Regulation Supervision Deputy Ministry of Cooperatives and Small and Medium Enterprises of the Republic of Indonesia Number 01 / Per / Dep.6 / IV / 2016. The process of calculating the cooperative health assessment has now been made but there is still a conventional manner using Microsoft Excel so that experienced problems in the calculation and delivery of information on the results. Supervision of the cooperative in question is difficult because the delay of information and the lack of technology used. Computerized system and geographic information system support can be used to assist in the process of assessment of the level of health and also facilitate cooperative Cooperative Agency in monitoring the cooperative in question.

The tourism sector has been predicted to be the second largest source of foreign exchange contribution in Indonesia, but the Covid 19 pandemic has made this sector sluggish. The Government of the Republic of Indonesia has made various efforts so that this sector can return to normal. Starting from restricting people traveling, using masks when going out and always washing hands. At the time of tourism in the Covid 19 era, it is believed that millennial generation tourists will continue to carry out their activities. The millennial generation is relatively bolder when traveling on tour when compared to previous generations. With the opening of tourism in the Covid 19 era, the millennial generation will immediately carry out tourism travel activities. Perception is the process of an individual selecting, organizing, and interpreting information inputs to create a meaningful picture of the world. Millennial generation tourists' perceptions focus on risks when traveling. Contracting the covid 19 virus is the biggest risk. Attitude is an evacuation of trust for positive feelings or negative feelings from someone if they have to do behavior that will determine. Attitude is a characteristic that is owned by a person in forming a character, this character is a principle that is owned and is static or difficult to change. The number of respondents in this study were 100 tourists. The results of this study are the perceptions of millennial tourists towards tourism in the new normal era prioritizing the quality of health protocols both in hotels, restaurants, transportation, and in tourist objects. Similarly, the attitude of millennial tourists towards tourism in the new normal era is more concerned about health and hygiene when traveling.

<p class="15bIsiAbstractBInggris">The character education program launched by the Government has not reaped encouraging results, as evidenced by the worsening moral decline that occurs in the midst of the nation's children, such as corruption, drug abuse, LGBT lifestyle, free sex association, fighting between students, students and villagers, intolerance among religious people, separatism that threatens the integrity of the Republic of Indonesia, and so forth.  The concept of education in imam al-Tirmiżî's al-Jâmi' al-Ṣaḥîḥ explains in detail the basic potential of man (heart, reason, taste, initiative and body), and explains the relationship between an individual and religious principles, with oneself and with his environment. The concept is very relevant to the purpose of national education, which is noble and morally praiseworthy to be able to improve the quality of individuals, families and communities to build a just and civilized national and state order, to further achieve the ideals of social justice for all Indonesians.</p><p class="16aJudulAbstrak"><strong>Abstrak  </strong>                                </p><p class="16cKataKunci">Program pendidikan karakter yang dicanangkan oleh Pemerintah belum menuai hasil yang menggembirakan, dibuktikan dengan semakin parahnya kemunduran moral yang terjadi di tengah-tengah anak bangsa, seperti korupsi, penyalahgunaan obat-obat terlarang, gaya hidup LGBT, pergaulan seks bebas, tawuran antar pelajar, mahasiswa dan warga kampung, intoleransi antar umat beragama, separatisme yang mengancam keutuhan NKRI, dan lain sebagainya.  Konsep pendidikan adab dalam kitab al-Jâmi’ al-Ṣaḥîḥ karya Imam al-Tirmiżî menerangkan secara terperinci dalam mengembangkan potensi dasar manusia (hati, akal, rasa, karsa dan raga), serta menjelaskan relasi antara seorang individu dengan prinsip-prinsip agama, dengan diri sendiri dan dengan lingkungannya. Konsep sangat relevan dengan tujuan pendidikan nasional, yangmana adab mulia dan akhlak terpuji mampu meningkatkan kualitas individu, keluarga dan masyarakat untuk membangun tatanan berbangsa dan bernegara yang berkeadilan dan beradab, untuk selanjutnya mencapai cita-cita keadilan sosial bagi seluruh rakyat Indonesia.</p>

ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

Pasal 60 ayat (4) Undang-Undang Nomor 11 Tahun 2006 tentang Pemerintah Aceh dinyatakan bahwa masa kerja Panitia Pengawas Pemilihan (Panwaslih) berakhir 3 (tiga) bulan setelah pelantikan kepala daerah tepilih, sementara dalam regulasi yuridis lainnya khususnya Undang-Undang Nomor 15 Tahun 2011 tentang Penyelenggara Pemilihan Umum dan Pemilihan menegaskan berakhir paling lambat 2 (dua) bulan setelah seluruh tahapan penyelenggaraan Pemilihan Umum selesai. Ketua Badan Pengawas Pemilihan Umum (Bawaslu) Republik Indonesia mengeluarkan Surat Edaran Nomor: 0240/K.Bawaslu/TU.0001/III/2017 tentang Penegasan Masa Tugas Lembaga Pengawas Pemilihan Umum Ad Hoc dalam Rangka Pemilihan Gubernur dan Wakil, Bupati dan Wakil Bupati dan/atau Walikota dan Wakil Walikota Tahun 2017. Surat Edaran tersebut disimpulkan bahwa masa kerja Panwaslih di Aceh berakhir pada bulan Mei bagi daerah yang terdapat penyelesaian sengketa di Mahkamah Konstitusi dan bulan Juni bagi daerah yang vakum sengketa. Hal ini mengakibatkan ketidakpastian hukum bagi penyelenggara Pemilihan Kepala Daerah dan menimbulkan kegaduhan dalam internal Panwaslih di Aceh. Penelitian ini mengkaji bagaimanakah kedudukan dan  kekuatan hukum Surat Edaran Bawaslu, mengkaji kepastian hukum masa kerja Panwaslih di Aceh atas keputusan Bawaslu Republik Indonesia yang telah mengeluarkan Surat Edaran yang dijadikan rujukan Pemerintah Aceh untuk merevisi Peraturan Gubernur sebelumnya mengenai masa kerja Panwaslih di Aceh. Metode Penelitian yang digunakan adalah penelitian normatif atau penelitian hukum kepustakaan.The article 60 paragraph (4) of the Act Number 11, 2006 concerning the Government of Aceh stated that the working period of the Election Committee ends 3 (three) months after the inauguration of the elected regional head, while in other juridical regulations especially the Act Number 15, 2011 concerning the General Election Organizer and the Election stipulates to expire no later than 2 (two) months after all stages of the election are completed. Chairman of the Election Supervisory has issued the Circular Letter Number: 0240/K.Bawaslu/TU.0001/III/2017 on the Affirmation of Ad Hoc Election Observer Period of Governor and Deputy Regent, Deputy Regent and Deputy Regent, and or Mayor and Deputy Mayor 2017. Based on the Circular Letter, it states that the working period of the Committee in Aceh ends in May for the area where there is a dispute resolution at the Constitutional Court and in June for the vacuum of the dispute. This has resulted in legal uncertainty for the election organizers and caused frenzy within the internal the Election Advisory in Aceh. This research aims to explore the position and legal power of the Election Supervisory Board Circular Letter, to review the legal certainty of the working period of the Election Committee in Aceh on the decision of General Election Supervisory Board of the Republic Indonesia which has issued a Circular Letter as the reference of the Government of Aceh to revise the previous Governor Regulation concerning the working period of the committee in Aceh. Introduction. In Russia, the issue of disparity in the quality of life between the regions remains urgent. To a large extent, it is manifested in the regions themselves, and is due to an objective factor of geographical location. The purpose of this study is to give a rating assessment of the quality of life in the largest constituent entity of the Russian Federation, the Republic of Sakha (Yakutia). Materials and Methods. The information base of the study includes open data from the Territorial Body of the Federal State Statistics Service for the Republic of Sakha (Yakutia), and the ratings by Profile magazine and RIA Rating agency. To assess the quality of life in the municipal districts of the Republic of Sakha (Yakutia), the sum-of-the-places rating method was adopted. Results. According to the ranking of the municipal districts of the Republic of Sakha (Yakutia), the leaders (the capital and industrially developed regions) and outsiders (areas in the Arctic zone of Yakutia) were identified. It has been revealed that despite the efforts undertaken by the regional authorities, there is a significant gap in the quality of life in the Republic of Sakha (Yakutia). The study has shown that there is no official or generally accepted system for assessing the quality of life. Moreover, there is no common understanding of indicators that comprehensively characterize the quality of life. Discussion and Conclusion. The study has confirmed the thesis that industrial development in association with development of the territory and formation of the infrastructure help improve the quality of life. On the other hand, industrial development and increased urbanization exacerbate the problem of safety of residents and make relevant the issues related to the provision of quality housing in extreme climatic conditions. The results of the rating can be used by the government of the Republic of Sakha (Yakutia) and the municipal authorities in order to provide solutions for managing the quality of life.

Abstract General welfare is the ideals of the Indonesian people as referred to in the 1945 Constitution of the Republic of Indonesia and one of the elements that must be realized by the government. One of the efforts to improve the quality of health both individuals and community groups by means of health services. The rapid advancement of technology has a positive and a negative impact, especially in the health sector. In addition to increasingly advanced tools, there are also online health services through the internet or online media which are often called Telemedicine. This study aims to analyze the juridical basis for doctors who perform online health services and physician responsibilities when negligent in the practice of health services to patients through telemedicine. Normative legal research is a type of research used. Approach to the concept and laws used. The technique of tracing legal materials uses document study techniques. The results showed that the legal basis for telemedicine was Article 42 by not forgetting the Good faith principle as the basis for its implementation. In the case of negligence the doctor in telemedicine responsible is the organizer of the system, explicitly stated in Article 15 of the ITE Law.     Abstrak Kesejahteraan umum merupakan cita-cita bangsa Indonesia sebagaimana dimaksud dalam Undang-Undang Dasar  Negara Republik Indonesia 1945 dan salah satu unsur yang harus diwujudkan oleh pemerintah. Salah satu upaya untuk meningkatkan kualitas kesehatan baik perorangan maupun kelompok masyarakat  dengan cara pelayanan kesehatan. Kemajuan ilmu teknologi yang kian pesat memberikan dampak yang positif dan juga dampak negatif khususnya pada bidang kesehatan. Selain dengan alat-alat yang semakin maju terdapat juga pelayanan kesehatan secara online melalui internet atau media online yang sering disebut Telemedis. Penelitian ini bertujuan menganalisis landasan yuridis bagi dokter yang melakukan pelayanan kesehatan online dan tanggung jawab dokter apabila lalai dalam praktik pelayanan kesehatan terhadap pasien melalui telemedicine. Penelitian hukum normatif merupakan jenis penelitian yang digunakan. Pendekatan dengan kosnep dan perundang-undangan yang digunakan. Teknik penelusuran bahan hukum menggunakan teknik studi dokumen. Hasil penelitian menunjukkan dasar hukum pelayanan kesehatan secara telemedicine ialah Pasal 42 dengan tidak melupakan Asas Itikad Baik sebagai dasar dalam pelaksaannya. Dalam hal kelalain dokter dalam telemedicine yang bertanggung jawab adalah penyelenggara sistem, secara eksplisit dinyatakan dalam Pasal 15 UU ITE.

Indonesian Citizenship Law Policy, in accordance with Article 26  Paragraph (1)of the 1945 Constitution and Act Nr. 12/2006, is closed  in  nature and does not recognize dual citizenship. Community members of the Indonesian Chinese Diaspora who hold foreign nationalities do not have the legal standing to file applications to the Constitutional Court for constitutional review of Act Nr. 12/2006 in an effort to obtain Indonesian citizenship, because they are not Indonesian citizens. In order for an individual to be able to obtain Indonesian citizenship without losing his or her foreign nationality, the principle of dual citizenship must be applied within the Indonesian  Citizenship  Law  Policy.  This can happen if a legislative review on or an amendment to the act (in this case Act Nr. 12/2006 regarding the Citizenship of the Republic of Indonesia) is conducted by Parliament. Thus the Government of the Republic of Indonesia must be absolutely sure and able to fully assure Parliament that Indonesia has   a genuine need for the Indonesian Chinese Diaspora, because they have great potentials and can play an  important  role  in  Indonesia’s development,  both  in terms of the quality of human resources that have been proven and tested abroad, as well as the capital that can be invested in Indonesia.
