The tourism sector has been predicted to be the second largest source of foreign exchange contribution in Indonesia, but the Covid 19 pandemic has made this sector sluggish. The Government of the Republic of Indonesia has made various efforts so that this sector can return to normal. Starting from restricting people traveling, using masks when going out and always washing hands. At the time of tourism in the Covid 19 era, it is believed that millennial generation tourists will continue to carry out their activities. The millennial generation is relatively bolder when traveling on tour when compared to previous generations. With the opening of tourism in the Covid 19 era, the millennial generation will immediately carry out tourism travel activities. Perception is the process of an individual selecting, organizing, and interpreting information inputs to create a meaningful picture of the world. Millennial generation tourists' perceptions focus on risks when traveling. Contracting the covid 19 virus is the biggest risk. Attitude is an evacuation of trust for positive feelings or negative feelings from someone if they have to do behavior that will determine. Attitude is a characteristic that is owned by a person in forming a character, this character is a principle that is owned and is static or difficult to change. The number of respondents in this study were 100 tourists. The results of this study are the perceptions of millennial tourists towards tourism in the new normal era prioritizing the quality of health protocols both in hotels, restaurants, transportation, and in tourist objects. Similarly, the attitude of millennial tourists towards tourism in the new normal era is more concerned about health and hygiene when traveling.

The millennial’s interest towards Islamic da’wah is decreased significantly, caused by the da’wah approach and strategy which are still conservative, monotonous, and only delivered on lecturing way. In fact, on the other hand, the millennial generation expects an inspirational, modern, elastic, dynamic, innovative, and entertaining da’wah. This study aims to describe, analyze, and interpret the implications of inspirational da’wah conducted by the Da’wah Management department of IAIN Tulungagung in increasing the young generation's interest in Islamic teachings and da’wah. In principle, inspirational da’wah has been carried out by Suryadharma Ali, the Minister of Religion of the Republic of Indonesia on 2009-2014, who stated that one of the main jobs of UIN and IAIN is to maintain and develop scientific traditions in the field of Islamic studies which are increasingly less desirable by the community because there has been a change in community orientation toward Islamic da’wah. So, the quality of Islamic institutions in Indonesia needs to do the more serious, systematic, and measurable efforts in order to increase the quality of Islamic da’wah, as well as PTKIN graduates must be more competitive. The ideas of this article inspired by the Grand Theory of Medan Da’wah promoted by K.H. Ahmad Muwafiq that the success of the da’wah is influenced by the theological, cultural, and object of the da’wah when the implementation of the Islamic da’wah is delivered. Furthermore, the Islamic da’wah is an inspiration to realize the teachings of Islam in personal and social life in line with the culture of the society in terms of life that aim to uphold amar ma'ruf and nahi munkar. This is qualitative research with a descriptive method of phenomenological analysis. While the results of the study are: First, Inspirational da’wah has implications for increasing trends and millennial generation interest for IAIN Tulungagung students towards Islamic da’wah. Second, the inspirational da’wah referred to in this study is the iain tulungagung hijaber community, inspirational da’wah comedy, electronic da’wah bulletin, da’wah literacy, and online da’wah through the official campus website. Keywords: Inspirational Da’wah, Millenial Generation, IAIN Tulungagung

The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction.This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

ABSTRAK Wabah COVID-19 di seluruh dunia telah membuat dunia terhenti, dan pariwisata menjadi yang terpuruk dari semua sektor ekonomi utama di seluruh dunia tak terkecuali Indonesia. Pulau – pulau kecil di Indonesia timur yang menggantungkan perekonomian dari segi pariwisata bahari juga terkena dampak besar akibat situasi pandemi. Kabupaten Maluku Tenggara adalah salah satunya. Pelonggaran terhadap aktivitas industri pariwisata dimulai sejak diumumkannya masa new normal oleh pemerintah. Dua destinasi unggulan Kabupaten Maluku Tenggara yakni Pantai Ngurbloat dan Ngursarnadan memulai aktivitas pada kawasan wisata dengan jumlah pengunjung yang didominasi oleh wisatawan lokal. Tingginya wisatawan lokal yang berwisata, menunjukan kebutuhan masyarakat terhadap aktivitas berwisata sangat tinggi. Perilaku wisatawan terhadap keputusan berwisata dalam masa new normal dapat dipicu oleh berbagai faktor. Proses pengambilan keputusan wisatawan dalam berwisata ke destinasi wisata pantai Ngurbloat dan Ngursarnadan sangat penting diketahui oleh stakeholder atau pengelola kawasan wisata Tujuan dari penelitian ini adalah untuk mengetahui dan menjelaskan pengaruh perilaku wisatawan secara simultan terhadap keputusan berwisata, pengaruh secara parsial perilaku wisatawan terhadap keputusan berwisata serta faktor yang paling menonjol mempengaruhi keputusan wisatawan dalam berwisata pada Pantai Ngurbloat dan Ngursardanan. Metode pengumpulan data pada penelitian ini menggunakan kuesioner dan wawancara dengan analisa regeresi linier berganda. Hasil penelitian ini menunjukan bahwa faktor budaya, sosial, pribadi dan psikologis secara simultan berpengaruh terhadap keputusan wisatawan berkunjung ke pantai Ngurbloat dan Ngursarnadan. Sedangkan, pengaruh secara parsial hanya pada faktor sosial, pribadi dan psikologis berpengaruh terhadap keputusan wisatawan untuk berkunjung ke Pantai Ngurbloat dan Ngursarnadan. Faktor yang paling dominan mempengaruhi keputusan berwisata wisatawan adalah faktor psikologis dengan nilai Koefisien sebesar 0.497 Kata Kunci : Perilaku Wisatawan, Keputusan berwisata, Pantai Ngurbloat, Pantai   Ngursarnadan ABSTRACT The worldwide outbreak of COVID-19 has brought the world to a standstill, and tourism has been the worst affected of all major economic sectors  in the entire world as well as Indonesia. In eastern Indonesia, the economy of small islands depends on the marine tourism sector which has been affected by the pandemic. Southeast Maluku Regency is one of the islands affected by pandemic. The government has suspended the activity of tourist and travel. The tourism industry is gradually starting to recovery and improve. reopened tourist areas in Southeast Maluku Regency have begun in August 2020 with the COVID-19 health protocol. Two leading destinations of Southeast Maluku Regency, Ngurbloat Beach and Ngursarnadan Beach, started activities in tourist areas with the number of visitors dominated by local tourists. The purpose of this study was to know and explain the influence of tourist behavior simultaneously on travel decisions, the partial influence of tourist behavior on travel decisions and the dominant faktor influencing the decision of tourists in visiting Ngurbloat and Ngursardanan Beaches. The results of this study showed that cultural, social, personal and psychological faktors silmultan influence the decision of tourists visiting Ngurbloat  and Ngursarnadan Beach. Meanwhile, the partial influence is only on social, personal and psychological factors on the decision of tourist to visit Ngurbloat and Ngursarnadan beach. The most dominant factor influencing the decision to travel is the psychological factor with a coefficient value of 0.497 Keywords: Tourist Behavior, Travel decisions, Ngurbloat Beach, Ngursarnadan Beach

Indonesian tourism is an important sector in increasing state revenues. The tourism sector ranks third in terms of foreign exchange earnings. in 2014 The government established tourism as the leading sector in improving the economy to encourage regional development and employment. With the law of the Republic of Indonesia number 39 of 2009 concerning Special Economic Zones, hereinafter referred to as K.E.K is a region with a certain boundary with the jurisdiction of the Unitary State of the Republic of Indonesia which is determined to carry out economic functions and obtain certain facilities. Kab. Central Lombok is one of the places where there is a K.E, namely K.E.K Mandalika. In order to increase the income of the Lombok region where the development of K.E.K Mandalika is 1,175 ha and the author takes 21 ha of land at K.E.K Mandalika to develop a Resort with a waterfront concept in order to increase Lombok tourism. Based on background problems, the main underlyinh problem is the lack of supporting facilities to support activities in the Mandalika Special Economic Zone, therefore the need for accommodation in the Mandalika Special Economic Zone.Abstrak Pariwisata Indonesia menjadi sektor yang penting dalam peningkatan pendapatan Negara. Sektor pariwisata menempati urutan ketiga dalam hal penerimaan devisa. Pemerintah pada tahun 2014 menetapkan pariwisata sebagai leading sektor dalam peningkatan perekonomian untuk mendorong pembangunan daerah dan lapangan pekerjaan. Dengan adanya undang-undang Republik Indonesia nomor 39 tahun 2009 tentang Kawasan Ekonomi Khusus, yang selanjutnya disebut K.E.K (kawasan ekonomi khusus), adalah Kawasan dengan batas tertentu dengan wilayah hukum Negara Kesatuan Republik Indonesia yang ditetapkan untuk menyelenggarakan fungsi perekonomian dan memperoleh fasilitas tertentu. Kab. Lombok Tengah merupakan salah satu tempat dimana terdapat K.E.K yakni adalah K.E.K Mandalika. Guna dapat meningkatkan pendapatan daerah lombok dimana Pengembangan K.E.K Mandalika seluas 1.175 ha dan Penulis mengambil 21 ha lahan di K.E.K Mandalika untuk dikembangkan Resort dengan konsep waterfront guna dapat meningkatkan pariwisata lombok. Berdasarkan permasalahan latar belakang, permasalahan utama yang mendasar adalah belum adanya fasilitas pendukung untuk menunjang aktivitas di Kawasan Ekonomi Khusus Mandalika.

Free visit visa is a visa granted to foreigners upon arrival in Indonesia without paying a visa for a period of 30 days and cannot be extended. Visit visa free can be given at several Immigration Examination Sites (TPI) spread throughout Indonesia. The Ngurah Rai Special Class I Immigration Office personally supervises an Immigration Checkpoint, namely I Gusti Ngurah Rai International Airport. Regarding the implementation of a visit visa-free policy, the efforts made by the immigration ranks include: increasing the number of personnel, increasing supervision of landings and entry permits for foreigners, monitoring the use of residence permits by foreigners in various places, especially in the tourism sector and in various entertainment venues, there is cooperation between agencies in preventing prevention of visa-free use to minimize potential abuse of rules. The purpose of this study was to determine the application of visa-free policies at the Ngurah Rai Special Class I Immigration Office and to find out the legal consequences of the visa-free policy at the Ngurah Rai Special Class I Immigration Office. The research method uses empirical descriptive. The results of the study indicate that the application of a visa-free policy at the Ngurah Rai Special Class I Immigration Office is in accordance with the latest regulations, namely the Republic of Indonesia Presidential Regulation Number 21 of 2016 concerning Visit Visa Free. There are 169 countries around the world whose citizens can visit Indonesia without using a visa. It aims to improve bilateral relations, especially in terms of the tourism economy where the number of foreign tourists to Indonesia is targeted by the government of 20 million tourists by 2019. Legal Consequences Caused From Visa-Free Policies At the Ngurah Rai Special Class I Immigration Office, where according to one of the immigration functions is to select every intention of arriving foreigners, there are several cases of violations of law which can be easier to enter Indonesia such as foreign workers who work without complete permission in Indonesia.

The growth of cooperatives in Indonesia today is very fast, especially the growth of cooperatives in Bali. Based on data from the Department of Cooperatives, Micro, Small and Medium Bali Province the number of cooperatives in bali per June 30, 2016 as many as 4934, this is certainly a positive picture for the growth of cooperatives. The development of micro-credit activities undertaken cooperative is also growing very rapidly, but this is not matched by the quality of the performance of the cooperative itself. These conditions encourage the government oversight of credit unions and savings and loans by issuing a decision on guidelines for the rating of the cooperative based on Regulation Supervision Deputy Ministry of Cooperatives and Small and Medium Enterprises of the Republic of Indonesia Number 01 / Per / Dep.6 / IV / 2016. The process of calculating the cooperative health assessment has now been made but there is still a conventional manner using Microsoft Excel so that experienced problems in the calculation and delivery of information on the results. Supervision of the cooperative in question is difficult because the delay of information and the lack of technology used. Computerized system and geographic information system support can be used to assist in the process of assessment of the level of health and also facilitate cooperative Cooperative Agency in monitoring the cooperative in question.

Archives in the Republic of Zaire contain valuable documents for historical and ethnographic research, but finding these treasures often demands a great deal of perseverance and a certain amount of luck. Since the government archives in Kinshasa deal mainly with national administration, they generally have little to offer researchers interested in more localized topics. Although a small number of documents from the countryside have trickled into the Archives Nationales (housed in a wing of the fire station on Avenue de la Justice in Kinshasa), most of them remain dispersed throughout the network of regional, sub-regional, and zonal offices that form the core of the country's administrative system.Since policies regarding the conservation of archives and the granting of access to them are not uniform, but made on an ad hoc basis by the officials on the spot, conditions vary widely from place to place and from time to time but I should point out that during my research in the Bandundu and Equateur Regions in 1975-76, the officials with whom I worked were unfailingly helpful, though the quality of the collections varied greatly. Some archives had disappeared or fallen into disarray during the troubles of the early 1960s; yet others remained remarkably intact, although even in the best-kept archives, many older documents had been partially eaten by insects.

<p class="15bIsiAbstractBInggris">The character education program launched by the Government has not reaped encouraging results, as evidenced by the worsening moral decline that occurs in the midst of the nation's children, such as corruption, drug abuse, LGBT lifestyle, free sex association, fighting between students, students and villagers, intolerance among religious people, separatism that threatens the integrity of the Republic of Indonesia, and so forth.  The concept of education in imam al-Tirmiżî's al-Jâmi' al-Ṣaḥîḥ explains in detail the basic potential of man (heart, reason, taste, initiative and body), and explains the relationship between an individual and religious principles, with oneself and with his environment. The concept is very relevant to the purpose of national education, which is noble and morally praiseworthy to be able to improve the quality of individuals, families and communities to build a just and civilized national and state order, to further achieve the ideals of social justice for all Indonesians.</p><p class="16aJudulAbstrak"><strong>Abstrak  </strong>                                </p><p class="16cKataKunci">Program pendidikan karakter yang dicanangkan oleh Pemerintah belum menuai hasil yang menggembirakan, dibuktikan dengan semakin parahnya kemunduran moral yang terjadi di tengah-tengah anak bangsa, seperti korupsi, penyalahgunaan obat-obat terlarang, gaya hidup LGBT, pergaulan seks bebas, tawuran antar pelajar, mahasiswa dan warga kampung, intoleransi antar umat beragama, separatisme yang mengancam keutuhan NKRI, dan lain sebagainya.  Konsep pendidikan adab dalam kitab al-Jâmi’ al-Ṣaḥîḥ karya Imam al-Tirmiżî menerangkan secara terperinci dalam mengembangkan potensi dasar manusia (hati, akal, rasa, karsa dan raga), serta menjelaskan relasi antara seorang individu dengan prinsip-prinsip agama, dengan diri sendiri dan dengan lingkungannya. Konsep sangat relevan dengan tujuan pendidikan nasional, yangmana adab mulia dan akhlak terpuji mampu meningkatkan kualitas individu, keluarga dan masyarakat untuk membangun tatanan berbangsa dan bernegara yang berkeadilan dan beradab, untuk selanjutnya mencapai cita-cita keadilan sosial bagi seluruh rakyat Indonesia.</p>

ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

The tourism sector is becoming one of the most important strategic sectors of Uzbekistan. Presently, reforms are underway to develop strategies to solve many of the important social and economic issues such as job creation, expand the economy and hasten the development of the regional areas, as well as increasing earnings and quality of life of the country’s population. The main priorities of the state government policy in the field of tourism includes supporting its status as a strategic sector of the economy, and as a powerful tool for sustainable development. Between 2018-2019 this strategy is a logical continuation of state policy. This has been pursued by the country’s management and is aimed at maximizing the creation of an environment that includes economic, administrative and legal aspects which will contribute to the accelerated development of the tourism industry in Uzbekistan. Furthermore, this also includes expanding the economic potential of the regions and their revenue base, creating new jobs, increasing the number of tourists arriving in the republic, as well as actively promoting the national tourist product to world markets
