The article substantiates the objective necessity for introducing strategizing to ensure the effectiveness of structural reform of the national economy. The main characteristics of strategizing, which are hypothetically capable of providing the prerequisites for effective structural changes in the national economy, are identified A list of basic tasks has been given, the solution of these tasks should provide the mechanism for strategizing the structural reform of the national economy. The approaches to improving the use of strategizing in achieving structural policy goals are suggested. It has been found that when new directions of development emerge and form, globalization creates unfavorable conditions for the economic security of the state. The current state of economic development makes it necessary to take into account these challenges in order to ensure stable development and competitiveness of the national economy of Ukraine. The internal and external threats that cause insufficient stability of the economy and results in a decrease in the economic security of our state are characterized. The most important national economic interests are presented the realization of which may lead to well-being and prosperity of the nation.Some ways of improving the economic security policy have been proposed.

Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

In modern conditions, ensuring the security of economic systems is interconnected with the categories “sustainability” and “development”. Sustainability of an economic system reflects the reliability and strength of its constituent elements, the efficiency and inviolability of horizontal and vertical links within the system itself. Development is one of economic security components, since the lack of development significantly reduces the ability to resist and adapt to internal and external threats. The security of the national economic system is considered as the ability to survive and develop steadily in the conditions of turbulence and the influence of hard-to-predict factors. The success of economic development is largely determined by significant structural changes based on innovation. Consequently, dynamic innovative development must have an adequate innovative structure. “Innovatization” as an economic category is a process of accumulation, preservation, use and development of the innovative potential of the economic system’s acting entities. The economic theory of economic systems’ innovatization is one of the demanded economic paradigms of our time for most developed and developing countries of the world, including Russia. This is due to the decisive role of innovations in the development of economic systems and, as a result, this is as a source and one of the criterion indicators of economic security. The authors, using the holistic approach and the method of structural-logical decomposition in the study, revealed the content and forms of innovatization in economic development structures as a basis for ensuring economic security.

The article focuses on the relevance of identification and typology of modern risks and threats to the economic security of Ukraine. According to the nature of modern risks and threats, they are classified as hybrid. The hybrid nature of modern threats to Ukraine’s economic security necessitates the application of new approaches to the formation and implementation of state policy to ensure the economic security of Ukraine’s national economy. It is shown that the economic security of the state is a complex dynamic system that requires constant monitoring and management of resilience to internal and external threats in order to ensure a positive impact on socio-economic development, improve macroeconomic development, ensure quality and necessary structural changes and institutional reforms. formation of the system of competitiveness of the national economy. Under such conditions, the general goal of state policy should be to improve Ukraine’s economic security system, ensure a higher level of its resistance to the impact of hybrid risks and threats, factors and conditions of globalization and the world order. The elements of the state policy of economic security of Ukraine are determined, namely – the initial conditions, the purpose of state policy, goals and principles of policy, directions of formation of the system of counteraction to security threats, financial-resource and organizational-managerial support. The practical significance of the research results is that the immaturity of the integral system of economic security of the state is identified, which is due to the imperfection of the institutional environment, the imbalance of its structure, the predominance of the role of informal institutions over formal ones. The scientific novelty of the study is to substantiate the conceptual provisions of state policy to ensure the economic security of the state in the face of non-standard hybrid risks and threats.

The article proves that security of the national economy characterizes the ability of the country to withstand the destabilizing effects of various internal and external threats and to ensure its sustainable development. The study is carried out in the following stages: Diagnosing threats to security of the national economy → assessing the level of economic security of countries of the world → clustering countries of the world according to the level of economic security → modelling the impact of the national economic security on sustainable economic development of a country → forming measures to ensure security of a country’s economy. The basis for assessing the level of economic security of a country is a hierarchically constructed system of indicators, including composite, complex, and sub-indicators. The assessment of the level of economic security is carried out on the basis of international indices and rankings. The analysis of the correlation between the level of GDP per capita and individual indicators included in the composite indicator of economic security made it possible to identify those that should become the primary concerns of governments in order to enhance economic security as well as increase the level of GDP and ensure sustainable development of countries.

Subject. The article discusses how the competitiveness and economic security of the Russian economy can be enhanced, while it is constantly suppressed externally. Objectives. We explain the nexus of the economic security and competitiveness of the national economy, viewing them through various shocks from outside. Methods. We herein evaluate the competitiveness of the Russian economy through indicators. The metrics help focus on competitive advantages in S&T, which engenders opportunities for the advanced and safe socio-economic development of economies today. Results. We discovered national challenges that are typical of the Russian practice inhibiting a growth in the competitiveness of the Russian economy and undermining the basis of the economic security. This, indeed, makes the country less competitive and gives way to negative shocks from outside, eroding resources for resistance. Conclusions and Relevance. As long as we identify endogenous and exogenous threats, the special economic security policy of the State seems to strengthen the competitive position of the economy. The policy should pursue the preservation of the existing competitive advantages and create new ones, while cushioning external threats through protectionism and stringer national sovereignty. The findings can be used to outline the economic policy, national strategy, governmental instruments on the socio-economic and S&T development.

In the current conditions of instability of the national economy and tense geopolitical situation, one of the key factors contributing to the realization of national interests and priorities of Ukraine is economic security. Which characterizes a state of the economy in which the economic interests of the enterprise, region, state and society are reliably protected from internal and external threats. The development of integration processes in the world community contributes to the economic growth of the state, however, like any development process, it faces a number of negative factors and risks that pose a threat to economic security. Given the complexity of the processes in domestic and foreign policy, the majority of the population is unsure of their future. The global crisis has revealed serious shortcomings in the mechanism for managing the economic security of the state and domestic economic entities, which has been reflected in declining economic growth, gross domestic product, rising unemployment and other indicators. As a result, there is a growing focus on security and risk management tools at the macroeconomic level, as well as their effectiveness in the national context. The article examines the mechanisms of ensuring the economic security of the state in the insurance process, which are crucial factors for sustainable growth and functioning of the national economy as a whole. Various areas are considered: ensuring the safety of policyholders, private insurance companies, national institutions (government agencies, organizations). The relevance of the research is caused by the need to form a high-quality concept of a system for management and forecasting of the socio-economic development of the sectoral and inter-sectoral complex of a region. The subject of the research is the methods for forecasting the economic security under conditions of uncertainty. The purpose of the research was to consider and evaluate a model of dynamic integration of economic security for a regional inter-sectoral complex under uncertainty conditions based on the institutional approach principles. The paper analyzes the vectors of structural changes in the regional inter-sectoral complex that includes the mining, manufacturing and construction industries. A methodology for predicting the impact of the digital economy on the economic security of the regional inter-sectoral complex is considered. A new model of forecasting the economic security of the above-mentioned complex was built to be used as a tool for regulating the socio-economic development at the regional level. A set of key conditions for the development of an institutional mechanism to ensure the economic security of the region in terms of its sustainable operation and withstanding internal and external threats and risks were formed. In turn, the institutional concept of the economic security mechanism involves constant selection, analysis and evaluation of judgments about the economic security of a region, country or economic entity. This task is achieved by comparing the numerous characteristics of economic activity. The paper concludes that the proposed method of forecasting using econometric models makes it possible to assess the economic security of a regional inter-sectoral complex and timely respond to negative performance indicators.

The article is devoted to the actual issues of determining the role of national interests in ensuring the economic security of the state. Established in the field of economic security, the priority national interest is the development of the national economy and the growth of the welfare of citizens. The researchers' views on the definition of the concept of «national interests» are researched and generalized that national interests are a systemic, synergetic concept that reflects the vital values of the Ukrainian people as the bearer of sovereignty and the sole source of power in Ukraine, the defining needs of society and the state, the realization of which guarantees state sovereignty of Ukraine and its progressive development. It is noted that national interests are realized through state interests, where the population of the country acts as the subject of interests, and the state through the state institutions implements and protects these interests. The main components of national interests include the provision of military-political sovereignty, economic well-being and cultural needs of the population. The military-political, socio-economic situation in Ukraine and the impact of globalization processes have made it possible to formulate a number of national interests, including: protection of state sovereignty; ensuring economic stability through self-sufficiency, stability and competitiveness of the national economy; polyvectorality of the country's foreign policy and the establishment of Ukraine as a reliable international partner; creation of conditions for the development of the spirituality of the population, improvement of the physical health of the nation; preservation of intellectual and scientific potential of the country, regulation of the issue of youth mobility. It has been proved that democratization processes require the involvement of citizens and civil society institutions in this process in order to form national interests through the maximum coverage of all spheres of society's life for the protection of human rights and citizen and acceleration of socio-economic development and modernization of the national economy. The most acute threats to national interests in the field of national and economic security are formulated. It is summarized that in the field of economic security, national interests reflect the vector of economic development of the state, its aspirations for economic independence and the effective use of economic benefits.

The article considers the formation of an integrated threat index of the national economy. The purpose of the study is to form a methodological basis for determining the threat index of the national economy. It is determined that currently there is no perfect effective and high-quality approach to the methods of identifying threats to the country's economy, which causes an urgent need to develop an effective national methodology for ensuring the national economic security of the country. To assess the threat index of the national economy, a structural-logical mathematical model was built, which includes the appropriate sequence of certain stages of the study. First, an information base of input predictors for the period in the dynamics, such as the state budget deficit, total debt, the share of foreign capital in the authorized capital of banks, international reserves in the months of import, the level of dollarization, the share of foreign currency in the money supply, control corruption, political stability and absence of violence / terrorism, rule of law, inflation rate, unemployment rate, GINI index, shadow economy level. The following are the indicators of the input information base of the study to a comparable form by conducting nonlinear normalization. The next step is to select the relevant indicators for estimating the threat index of the national economy on the basis of a combination of Pareto methods and scatter plot; the theoretical aspects of application of the specified methods to filtering of relevant predictors of input information base of research are considered. The final stage was the assessment of the integrated threat index of the national economy using the Kernel function and the multiplicative form of convolution. The visualization of both the general trend of the behavior of the integral index of time threats and variations within the minimum and maximum possible levels is carried out. The practical application of the proposed methodology will allow timely and prompt support of the necessary organizational, institutional, regulatory conditions that provide the ability of the national economy to withstand external and internal threats and burdens, further quality adaptation to problems and destabilizing factors, rapid recovery from adverse factors.

An important consequence of development of transport complex of country is a growth of economic and social well-being of population. Focus on optimally functioning transport should be considered as an important factor in sustainable economic development, and deviations from optimal values as an indicator of additional reserves for growth. Defining national economic interests is one of the main tasks of Ukraine's development. In order to develop independently, and at the same time on the basis of partnership and cooperation, it is necessary to develop transport provision for the regions and interregional integration to form a whole transport space. The author's approach in considering this problem using general scientific and special methods of scientific research made it possible to investigate these processes. The article describes a methodological approach to the study of the transportation in the regions of Ukraine on the basis of intermodality and multimodality using forms of scientific - technical and static analysis, which will contribute to the implementation of the state policy of interregional integration, taking into account freight transportation using various types of transport. A scientific and applied approach has been proposed for determining the interdependence of the gross regional product per person on the freight turnover by kind of transport by using the methodological tools of the system analysis theory in order to identify transport regions and efficiently locate multimodal terminals (transport hubs), which will contribute to the implementation of effective instruments to promote interregional integration and regional economic integration, information, education spaces into a single transport space, overcoming interregional alienation and the introduction of effective instruments of state support for interregional integration, will contribute to the implementation of interregional programs and projects.
