One of the goals of zakat is to prosper Muslims. To achieve these objectives, the Qur'an guides the distribution of zakat, namely in the QS. At-Taubah verse 60. 8 groups are entitled to receive zakat, namely the destitute, poor, amil zakat, al-mu'allafah qulubuhum, ar-riqab, people who are in debt, fi sabilillah and ibnu sabil . In reality, there are still distributions of zakat that are not following these provisions, because there are people who are not included in the group mustahiq zakat, but he gets zakat. QS interpretation study is needed. At-Taubah verse 60 contextually, so that it can be used as a guide in the distribution of zakat in Indonesia. The theory used in this research is the theory of the Islamic Nativism (Pribumisasi Islam) of Gus Dur. The theory of Islamic Nativism tries to dialogue between universal meanings and civilizations outside of Arabia, in this case, namely Indonesia. With this theory of Islamic indigenization, the author tries to find universalism, cosmopolitanism, and indigenization in Hamka's interpretation of QS. At-Taubah verse 60 concerning mutahiq zakat. In Hamka's interpretation of QS. At-Taubah verse 60 about mustahiq zakat is indigenous of Islam. One of the natives found in the interpretation of Hamka is amil zakat, in Indonesia what is called amil zakat is divided into two, namely those appointed by the government and zakat committees formed by a group of Muslims, such as in the majlis talim, community organizations, schools, and offices.

The Arthur Crawford Scandal explores how nineteenth century Bombay tried a British official for corruption. The presidency government persuaded Indians, government officials, to testify against the very person who controlled their career by offering immunity from legal action and career punishment. A criminal conviction of Crawford’s henchman established the modus operandi of a bribery network. Subsequent efforts to intimidate Indian witnesses led to litigation at the high court level, resulting in a political pressure campaign in London based on biased press reports from India. These reports evoked questions in the House of Commons; questions became demands that Indians witnesses against Crawford be fired from government service. The secretary of state for India and the Bombay government negotiated about the fate of the Indian witnesses. At first, the secretary of state accepted the Bombay government’s proposals. But the press campaign against the Indian witnesses eventually led him to order the Government of India, in consultation with the Government of Bombay, to pass a law ordering those officials who paid Crawford willingly, to be fired. Those whom the Bombay government determined to be extorted were not to be fired. Both groups retained immunity from further actions at law. Thus, Bombay won a victory that almost saved its original guarantee of immunity: those who were fired were to receive their salary (along with periodic step increases) until they reached retirement age, at which time they would receive a pension. However, this ‘solution’ did little to overcome the stigma and suffering of the fired officials.

Imagine a world in which parents can genetically enhance their child's height so that he becomes a professional basketball player. Or imagine a law school student preparing for the bar who takes out an extra loan to genetically enhance his intelligence. What if going to your physician for a routine physical included the option of genetically enhancing any trait you desired? And what if such a practice was expensive and, therefore, only available to the privileged members of society? Is this desirable or should the U.S. government ban genetic enhancement? What if the government bans it and citizens travel abroad to receive genetic enhancement treatments? Can the U.S. government do anything to prevent access to illegal genetic enhancement abroad?

<span>Indonesia is a country located on top of some tectonic plates that bring potential natural disasters. Disaster management system is considered essential in controlling the situation in the site both before and after the disaster takes place. In disaster situation, the government and society are involved in a volunteer team in order to help minimize victims and support survivors. However, the volunteering activities are often hindered since there are problems in the disaster site. One of the problems is late responses due to poor coordination among volunteers that drives the delay in disaster relief. Therefore, it is necessary to have an application that maps the positions of volunteers in a disaster site, so that the disaster management coordinator can disseminate volunteers to disaster areas based on needs. The purpose of the study is to propose an application called ‘MyMapVolunteers’ that effectively and efficiently detects the position of the volunteers in order to improve disaster management service. In this case, real time and location based service technology will able to detect the position of each volunteer. ‘MyMapVolunteers’ is composed of two platforms, which are mobile and web applications. Mobile platform is an application that uses GPS function provided by the smartphone to find the volunteers’ location coordinates and then send the data of the location automatically and manually. The web platform is used to receive volunteers’ location data and to present them in google map, therefore disaster management coordinator can monitor the positions of and search for volunteers faster.</span>

After years of comparative neglect John Taylor of Caroline has recently begun to receive again a degree of attention more in keeping with his true importance. That his impact upon both his own generation and upon subsequent generations of historians has always been less than it might have been is due largely to his tortured style of writing and the tortuous thought processes it reflected. John Randolph of Roanoke once commented that Taylor needed only a translator to make an impact, and Thomas Jefferson, replying to a communication from John Adams in 1814, wrote that a book received by Adams must have been Taylor's An Inquiry into the Principles and Policy of the Government of the United States: “neither the style nor the stuff of the author of Arator can ever be mistaken. [I]n the latter work, as you observe, there are some good things, but so involved in quaint, in far-fetched, affected, mystical conceipts [sic], and flimsy theories, that who can take the trouble of getting at them?” Taylor himself appeared to hold a fluent style in contempt, commenting that “A talent for fine writing is often a great misfortune to politicians.”Although Taylor's style renders study of his writings far from congenial, the consistency of his purpose and thought make it relatively easy to extract the main thrusts of his arguments. Far from a rigorous theorist he provides a running commentary upon the politics of his times. In that capacity, however, he never felt compelled to define clearly, even to himself perhaps, some of the central premises from which his arguments derived.

Studies on religious education teacher’s competences in Aceh could not be separated from studies on state’s intervention toward education. State hegemony occurs in the form of regulation formalization which regulates efforts for improving qualification and competence of teachers. The research showed that the presence of Act No. 14, 2005 and the Government Regulation No. 74, 2008 had been used as legal reference to encourage the improvement of Aceh religious education teachers’ qualification and competence. This is a qualitative study in which triangulation in data collection was used. The data was then collected through documentations, observations, and deep interviews. This work emphasizes that improving teachers’ competences in Islamic education system in Aceh was in accordance to and did not contradict with national education system and moreover strengthen the content of Act No. 14, 1005 and Government Regulation No. 74, 2008. Qualification and competence of religious education teachers in Aceh underwent improvement better than previous term. However, teachers experienced that socialization process and implementation of regulation has yet to receive upmost attention. The study also suggests that religious education teachers’ qualifications and competences will significantly contribute to the development of religious education quality, thus Islamic education transforms intently in national and state relations order.

To combat the outbreak of the pandemic, most of the countries have used partial to complete lockdown as the only weapon to stop the spread of the virus. In the current scenario, almost all the private sector companies as well as the government offices have suggested all the employees to work from home to stop the community spread of the disease that may occur if people come in mutual contact. While we think of governing authorities around the world, each and every government provides some e-facilities to their citizens to some what extent. Generally E-Governance can be stated as the facility to receive each and everything electronically i.e. you don’t need to go to outside home to receive any document or order. In this paper, we briefly described the different aspects of e-governance.

One of the government programs in overcoming the limited access of farmers to capital is through the Rural Agribusiness Development Program (PUAP). However, in the implementation there are irregularities that have impeded of the PUAP Program so as to create legal uncertainty. The purpose of this research is to know the mechanism of distribution, management and development of legal institution of Micro Finance Institution of Agribusiness (MFI-A). The research method used is the sociological juridical approach to find out the mechanism of channeling PUAP funds and the development of MFI-A. This research is also supported by normative approach on the data of legal material in the form of Law Number 19 of 2013 and Act Number 1 of 2013. The mechanism of distributing PUAP funding that is just, effective and targeted is done by selection and verification. Selection is done by selecting Gapoktan to be nominated to receive PUAP. Furthermore, field verification conducted by the District Technical Team. Management of MFI-A as development of Gapoktan saving and loan business unit is done by developing LKM-A product, managing risk, establishing organizational structure and SOP, and using information and computerization system. The form of legal entity in the future for the most suitable MFI-A is a savings and loan cooperative.Keywords: Legal Certainty, PUAP, Gapoktan, and MFI-A

AbstractZakat is a means of worship that must be fulfilled by Muslims, where it involves a servant's horizontal relationship with God. The realization of the collection of zakat and infaq by BAZNAS in Yogyakarta in 2016 reached 4.38 billion rupiah. As for the purpose of this study is to evaluate the performance of the government and society in managing zakat, the performance of zakat institutions, and the influence of zakat on the welfare of those who have the right to receive zakat in Yogyakarta. This research was conducted using survey methods through interviews using questionnaires. Samples were selected using purposive sampling technique. The analysis was carried out using the National Zakat Index using the Mixed Method. The results showed that the performance of zakat management in Yogyakarta was quite good with an index value of 0.4878.

<p><span>The internalization of the caliphate ideological movement by several community organizations rolled since the reform era because of the provision public freedom space. One of the organizations that forced to establish the caliphate was Hizbut Tahrir Indonesia (HTI). This paper tries to reveal the ideology concept in the HTI’s perspective and how they internalize the caliphate<em> </em>movement toward the existence democracy in Jember East Java Indonesia. This research uses a type of empirical research with phenomenological approach. The result show that democracy is essentially represent the government and the supreme power of a state. The system of democratic government follows the principle of government from the people, by the people, and for the people. The movement of caliphate was very influential in undermining the value of democracy is known to be very comprehensive. At this time the movement is expanding to various regions, especially in Jember city in changing the general paradigm of society to follow the ideology.</span></p>

This writing aims to determine Peremponang or Muhabet or with other names can be categorized as community organizations based on Law Number 7/2013 as amended by Perpu No. 2/2017 because there are still many Peremponang or Muhabet or with other names in Ambon City and Maluku Province which have not been registered as a social organization. This writing uses normative juridical research type with the statute approach and conceptual approach. The results of the study explained that Peremponang or Muhabet or by other names had in fact been there even hundreds of years ago but had not been legalized and registered as mass organizations based on statutory regulations. Suggestions from this writing are. the government must make an inventory of the existence of women or muhabet or with other names in Ambon City and Maluku Province in general and advise to register so that it is not considered illegal other than that the rights and obligations of Ormas can be carried out properly especially the government's responsibility to empower Ormas, so that community welfare can be realized through women or muhabet or with other names.
