The paper deals with the problem of residential housing renovation projects for benefit of builders, citizens and state. The numerous interpretations of the “renovation” term we understand here as a complete renovation of the housing stock, i.e. demolition of old buildings and construction of new ones in contrast to their reconstruction and modernization. In other words, the renovation is considered as an urgent city-planning challenge involving changes in the field of territorial planning. On the example of the classic "Khrushchev" quarter of Irkutsk city, the authors propose a pilot renovation project with the distribution of roles and expenditures of all participants. The analysis conducted allows drawing a conclusion that renovation will be beneficial to the builder only if budget funds are invested in these projects in order to compensate the costs related to temporary resettlement of citizens from demolished dwellings. Another prerequisite is the governmental repurchase of apartments intended for resettlement of citizens from demolished housing at the prices not lower than those set by the authorities in the region. Citizens are ready to support renovation projects in case of their returning to their former place of residence in conditions improved from the point of view of the living environment comfort. To ensure the profit of the builder, the living area of the newly commissioned housing should exceed the area of the demolished housing by no less than one and a half times, provided that cheap technologies of modern prefabricated housing are used.

The success of the Program of housing stock renovation in Moscow depends on the efficiency of resource management. One of the main urban planning documents that determine the nature of the reorganization of residential areas included in the Program of renovation is the territory planning project. The implementation of the planning project is a complex process that has a time point of its beginning and end, and also includes a set of interdependent parallel-sequential activities. From an organizational point of view, it is convenient to use network planning and management methods for project implementation. These methods are based on the construction of network models, including its varieties – a Gantt chart. A special application has been developed to simulate the implementation of planning projects. The article describes the basic principles and elements of modeling. The list of the main implementation parameters of the Program of renovation obtained with the help of the developed software for modeling is presented. The variants of using the results obtained for a comprehensive analysis of the implementation of large-scale urban projects are proposed.

The article presents the results of assessment of the conformity of the existing living environment and identification of features of its development, based on the needs of older adults. The urbanization of society and the aging of the population are one of the factors that have recently given rise to the forms of development of the residential environment, which determine special organizational, managerial, and urban planning decisions for designing the parameters of residential buildings and housing stock, based on the needs of this category of citizens. Strategic tools made it possible to outline the main directions for the development of a comfortable living environment, based on the needs of older adults. The developed roadmap provides for the optimization of the existing regulatory framework for the design of residential areas and the popularization and implementation of new standards for integrated development. A city designed according to standards that meet the needs of various categories of citizens determines their choice of alternative social models of the living environment.

Today, the outdated paradigm of consumer society continues to dominate, which is determined by the ability toassign and distribute resources between people. Following the direction from traditional city-planning to new modern city-planning, the problem of ensuring the safety of buildings and structures on the principles of biosphere compatibility is formulated. The existing concepts and modern methods of safety engineering and construction objects of city living environment are analyzed. It is concluded that it is necessary to apply an integrated approach to the safety of buildings and structures, the definition of complex security from the point of view of the concept under consideration is presented. Criteria of complex safety and survivability of engineering and construction objects of city living environment from a position of transformation of the city in biosphere compatible and developing the person are developed. The algorithm of the settlement analysis on determination of parameters of complex safety of engineering and construction objects of the city is offered. Numerical studies were carried out to assess the level of integrated safety of engineering and construction objects on the example of residential facilities for Kursk city.

The authors set out the basics of urban planning policy and represent the capabilities of modern information and communication tools for an integrated way of fixing the material and intangible world for urban planning purposes in the living environment (material and spatial environment). Namely, the possibilities of communication in the field of urban planning development carried out in the context of many circumstances cover federal, regional, municipal and corporate levels of management, while taking into account political, economic, social and technological relevant factors, as well as historical and national special aspects and urban planning typology of territories. The authors describe the operation of the developed computer program Decision Support Solutions (DSS) for evaluating decision options by interested participants in urban planning activities for various urban planning types of territories. The relevance of the article is driven by the need for practical use and legalization of the presented communicative interaction. This will facilitate the identification and solution of conflicts at the pre-project stage of urban planning, as should help to consider the requirements of consumers and their support for ongoing decisions and actions of public authorities at all levels.

This paper seeks to contribute to existing literature by exploring the potential impacts of Peer-to-Peer (p2p) accommodation on a rural mountain area in the Pyrenees in Catalonia (Spain). The results indicate how widely p2p accommodation can penetrate areas of this kind. The findings suggest that this phenomenon has brought few benefits for local development and has created severe competition for conventional tourism accommodation, despite having a smaller economic impact in terms of job creation and tourist spending. In addition, the relative ease with which it avoids administrative and fiscal controls has negative repercussions for the tax revenues of local authorities. The growth in tourist rental properties is also having harmful effects on the study area in terms of its tourist load capacity, and the high pressure it puts on housing stock is causing shortages in residential housing and sharp price increases.

The street child that is driven by circumstances to live outside the supportive structure of the family, is on his own. He doesn’t have the educational developmental opportunities that children who grow up in families and societies do. He finds himself in a unique educational and living environment. From an educational psychologist’s point of view, this environment is abnormal. It is therefore a great challenge for the educational psychologist to try and avoid or resolve negative effects of the child's living environment. An exploratory-, descriptive-, contextual- and qualitative study was done, with the aim of gaining insight and understanding into the life of the street child in Hillbrow as well as his experiences of his situation. The results obtained from the interviews were placed in four categories. These categories are: The street child’s continuous struggle to survive, his need for a “normal child life” , his inability to accept responsibility and the presence of a normative awareness within the street child. In conclusion it is clear that the experiential world of the street child is multi-facetted. In general it appears that the street child has many limitations and difficulties which he experiences, and that input by an educational psychologist can have meaningful influence in his life.

The upsetting number of crime occurring in the cities evokes the fear of crime among the civilians. In order to provide a good quality of living environment, a safe city planning must be implemented. To achieve this, several safe city concepts are reviewed. This paper aim to study several safe city concepts done by other researchers. In order to search for the best safe city concepts, a qualitative method research which involves content analysis is the most suitable approach to be employed in this study. This research will develop a new safe city conceptual framework based on the synergy of the previous studies. It is noted that the main concept of safe city planning are the activities and proposition of land use planning, identification of hot spot crime areas, improvement of physical environment and public transport system and appropriate surveillance.

City environment problem increasingly troubles the people living in the city. What the human doings are against the city environment and damage their homes. This paper analyzes the causes of city environmental pollution and several aspects of pollution, and probes into the problems of city pollution and environmental planning for the future. The goal is to find an effective solution to resolve these problems. Finally, the solution of the problem from three aspects in city planning is proposed for improving the living environment and purifying homes.

The paper examines kart noise propagation in the living environment and sought measures for suppressing it. To conduct experimental studies, precision sound level analyzer Bruel & Kjaer 2260th has been used. In cooperation with the Lithuanian Hydrometeorological Service, data on relative humidity, wind speed and direction, soil surface temperature and air temperature have been applied. According to the Lithuanian Hygiene Standard HN 33:2011 Noise Thresholds in Residential and Public Buildings and Their Environment, the areas with an elevated noise level are identified thus selecting noise reduction measures aimed at reducing noise levels up to the permitted ones. The analysis of the obtained results has focused on the regularities between noise propagation and meteorological events and their impact on the spread of noise. The environmental factors more or less influencing the climate and noise spread in the living area have been determined. With reference to the received information, the ways to reduce noise have been suggested. Straipsnyje nagrinėjamas gokartų keliamo triukšmo sklidimas į gyvenamąją aplinką ir ieškoma priemonių jam slopinti. Eksperimentiniams tyrimams atlikti buvo naudojamas precizinis garso lygio analizatorius „Bruel&Kjaer 2260“. Bendradarbiaujant su Lietuvos hidrometeorologijos tarnyba panaudoti santykinės oro drėgmės, vėjo stiprumo ir krypties, dirvožemio paviršiaus temperatūros bei oro temperatūros duomenys. Vadovaujantis Lietuvos higienos normomis HN 33:2011 „Triukšmo ribiniai dydžiai gyvenamuosiuose ir visuomeninės paskirties pastatuose bei jų aplinkoje“ nustatomos zonos, kuriose triukšmo lygis yra viršijamas, ir parenkant triukšmo mažinimo priemones siekiama triukšmą sumažinti iki leidžiamųjų normų. Gautų rezultatų analizės metu ieškoma dėsningumų tarp triukšmo sklidimo ir meteorologinių reiškinių bei jų daroma įtaka triukšmo plitimui. Nustatomi aplinkos klimato veiksniai, darantys įtaką ar mažiau veikiantys triukšmo sklaidą gyvenamojoje teritorijoje. Atsižvelgiant į gautus rezultatus siūlomi triukšmo mažinimo būdai.

Aimming at the difficult problem of parking the car, The paper analysis the reason for producing it, probes the countermeasures and solutions to the parking problems in residential areas from two aspects of parking index and the way of parking facilities.
