The article considers the key aspects of methodology of management by spatial and industrial development of Russian regions. Methodological basis of management as the basic element of control system by spatial-branch development of region demands specification and scientific substantiation. The essence of the problem consists in the fact that as a result of insufficient scientific and methodological elucidation and grounding of management pro-spatial-branch development of a region there is a discordance of interaction of functional mechanisms in the management system, which determines the low level of adaptability of management spatial-branch development to new challenges and changes in external and internal environment of the region. There has been carried out systematization and structural formalization of methodological basis of management by spatial and sectoral development of region. The analysis of scientific maintenance of a methodological basis of management by spatial and industrial development of region has allowed to specify and expand concepts of a development management methodology. The basic characteristics of development as a process of transformation of regional spatial and sectoral structure are presented, on the assumption of which management concept of spatial and sectoral development of a region is specified, a subject structure and key parameters of management are revealed. Principles of managing pro-spatial and industrial development of the region have been considered and substantiated. The concept of resource management and the contents of the resource base of the region spatial and sectoral development management has been analyzed. It has been inferred that the specific methodological grounds are the major scientific element of the control system by the spatial-sectoral development of the region.

Globalization of the economy, revolutionary technological changes in production processes, and trade liberalization necessitate the deepening of research on theoretical and methodological aspects of the formation of new models to manage industrial development. The paper highlights a number of theoretical provisions that can serve as conceptual guidelines for the modernization of the industrial management system in Ukraine in the context of modern globalization and technological challenges. In particular, the paper emphasizes that the intellectualization of industrial production necessitates the intellectualization of management processes. The specifics of strategizing the innovative development of the industry are considered. Recommendations for the formation of a "scientific and information shell" of the management system based on the coordination of government, business, educational and scientific institutions, NGOs in the modernization of industrial policy and implementation of a new model of industrial development management are suggested. The basic functions of modernization of the industrial management system (worldview, epistemological, genetic, adaptive, social, economic, ecological, and political) are highlighted. The fundamental schemes to implement the new model of management of industrial development and its intellectualization at the macro level are offered. The importance of the regional level of modernization of industrial development management is noted. In this context, the concept of «smart specialization» based on the idea of taking full account of the benefits and capacity of a particular region, and «good governance» concept is emphasized to deserve special attention.

Ensuring the economic security of the region is one of the key tasks of the management of the federal entity. By ensuring economic security, the priorities of the management of the region are determined, so that the system of economic security should be integrated into the development management system of the socio-economic system of the region and perform an information and analytical function in it, which requires the development and introduction of economic security monitoring tools into the regional development management system. The article formulated an algorithm integration tools for monitoring threats to economic security in the regional economic development of the control system the methodical approach to assessing threats to regional economic security.

Green energy is regarded as the breakthrough of the fourth technological revolution of mankind, which is highly concerned by the whole world. By analysing the development strategies of major developed countries to promote green energy industry, this paper constructs a theoretical framework from four aspects: government policy, green consumption, technology and capital, so as to summarize the typical characteristics of the development of green energy industry. The study found that government policy and technology are the main driving force for the development of green energy industry in major developed countries, the resource-rich United States leads the industrial development with policy, and the European Union obtains new energy development through policy and technological innovation at the same time. Japan continues to innovate and take the lead in technology to break the limitations of innate conditions. The conclusions of the study will help countries with the same resource base, policy environment and consumption concept to sort out the development ideas of green energy, and provide some reference and reference for the formulation of effective development strategies.

The importance of the natural resource and environmental factors in the development of the modern economy is becoming more important in the context of energy security and the quality of economic growth. This is also due to the fact that the state’s policy in increasing GDP has been adjusted to a qualitative social-and-economic development. In this regard, the quantitative measurement of the quantity and quality ratio of economic growth is relevant. The rise of the global economy as a whole and its individual territories is due to both a high-tech breakthrough and the development of raw materials industries – oil, gas, coal and metallurgy. Currently, to meet the needs of society in natural resources, environmental goods and services, ever-increasing costs are required for expanded reproduction of the mineral resource base and compensation for negative consequences resulting from the degradation of ecological systems and pollution of the natural environment.

The main aspects of regional development of the mineral base of Ukraine are defined. The structure of regional development of the mineral base of Ukraine was investigated by grouping administrative and territorial units by the activity of subsoil work, by the degree of industrial development of available proven reserves of minerals, by quantity and type, by the presence of strategically important minerals. It is established that balanced development of the mineral base of individual regions is complicated by the uneven distribution of studied and forecast mineral resources within the limits of separate territories, as well as the peculiarities of distribution of consumers of mineral raw materials. The main disadvantages in the regional structure of the mineral base were identified and the main directions of their optimization were determined in order to achieve balanced development indicators. The state of national programs development of mineral base of Ukraine for period to 2010 and 2030 was adopted for the balanced development of Ukraine’s mineral base. But this program does not include the issue of the regional nature of the development of a mineral base in the conditions of decentralization, which is provided for by the Concept of reforming local self-government and territorial organization of power in Ukraine. The study of official sites of regions, cities and united communities showed a systematic absence of official regional development programs for the mineral resource base.

The antinomy of the division of the intellectual system into parts has been formed, namely: the intellectual system is an organized whole, which is formed from at least two parts; for an intelligent system, as an organized whole, it is impossible to divide into a controlling part (control system) and a part of which is controlled. It has been established that the antinomy of dividing an intelligent system into parts is generated by the fact that, traditionally, the control system and the control object are considered separately. Therefore, it is considered the system, and not an organized whole. The role of the theory of functional systems in the development of cybernetic systems as intellectual systems is defined. This theory is the basis for the development of intelligent systems A. V. Chechkinim, K. A. Pupkov, and other authors. On the other hand, M. I. Meltzer develops the theory of dialogue systems for managing production enterprises, the basis of which is the mathematical theory of systems. It is shown that the functional representation architectures for these systems are similar. The similarity is determined on the basis of the task approach. On the one hand, there is a mutual non-recognition of the results of scientific schools of physical and technical cybernetics, and on the other hand, there is a similarity of the results obtained. It has been established that the methodological basis of the holistic approach is the task approach to the formation of a solving system, developed in the theory of dialogue management of production. To do this, it is necessary to include the “Activity to get the result” block in the solving system in order to turn it into an intellectual system. The methodological basis of a systems approach is a functional approach to the formation of systems. The main lesson of the classical cybernetics crisis, regarding the organizational principle for two parts of an organized whole, is to establish a dialectical unity of concepts in the form of a “general” concept and a “concrete” concept for problem-solving results in the control system and control object. Thus, a dialectically organized whole is formed. The article also analyzes the impact of the study of intelligent systems on the development of the methodological foundations of the Industry 4.0 platform. The next task that needs to be solved is the formation of the principle of functional self-organization, which is the basis for the formation of a mechanism for ensuring consistency between the results of solving problems in parts of a dialectically organized whole

The article considers the problems of spatial development of Russian regions in the digital era. Based on the comprehension of modern scientific and theoretical views on the application of the spatial approach in foreign and domestic practice of regional management and the results of using the methods of strategic and factor analysis, a high level of subjectivity was revealed in determining the priorities of territorial development, ignoring specific features and significant industry factors economic growth. A new formulation of the economic category “spatial and sectoral development of the region” is proposed, which allows concretizing the general distinctive features of the development of the subjects of the Russian Federation. The priority directions of the spatial and sectoral development of the RF regions have been clarified on the basis of an analysis of a wide range of factors that determine existing and new problems in terms of territorial and sectoral criteria. There have been considered the factors impeding building up competitive advantages in the sectoral section of the regional economy, including making decisions on optimizing various kinds of costs for scenario options for their elimination; to intensify an adaptive response to the need to develop targeted strategic documents focused on the creation of innovative industries, the introduction of digital technologies and competencies that contribute to the production of high-tech competitive products in the context of active digitalization of society. There appears an opportunity to create new jobs, improve the qualifications of personnel in order to obtain and apply the required professional knowledge. There have been made the conclusions: spatial and sectoral development based on the modern provisions of the theory of regional economics takes on the functions of digital processing and diagnostics of various kinds of information in the management of territories of a constituent entity of the Russian Federation and becomes the foundation for the development, adoption and implementation of policy documents, which is confirmed by the practice of the regional administration of the Perm region.

The Strategy for the management and utilization of mineral resources of the Republic Srpska includes inevitably the mineral resource base as an essential element of material and social development, and it is one of the significant reliance forms on its own suorces in achieving economic development. In this sense, geological exploration, like an important activity in providing mineral resources for the development of the economy of the Republic Srpska, has not been given adequate attention since the 1990 and has not been systematically conducted at all. The practice of the surrounding countries, and also in the earlier period, in these regions was such that geological exploration were treated adequately with the importance of mineral resources and, accordingly, funds were provided for their financing by the state and also by users of mineral resources. Today, there are no systematic geological surveys in the Republic Srpska and no systematic sources for their financing. The geological research activity in Bosnia and Herzegovina and the former Yugoslavia, throughout the earlier period, was characterized by relatively good organization and coherence of the research program. Due to this, many remarkable results have been achieved, which justify the realized investments in many ways. The paper presents the basic characteristics of the mineral raw material base of the Republic Srpska, as then an analysis of inefficiency and stagnation in the research was done, and finally suggestions are given the necessary activities to improve the present situation.

Structure, composition and control system of a novel automated balancing machine which can realize automated measurement and correction are introduced. A data acquisition card is used to obtain the real-time unbalanced signal. The magnitude of rotor’s unbalance and the mass need to be removed is calculated according to the unbalanced measurement principle. Then the feed which is needed to complete the correction is deduced. The AC servo motors with high precision and fast response are used to achieve fast and accurate unbalance measurement and correction. A prototype according to the principle is manufactured to test the thinking. Experiments proved that the unbalance reducing rate at one time correction more than 95%. It is necessary to further industrial development.
