This paper has studied external environmental factors to influence top strategy of Liaoning pale-biotic fossils and the mode to bring forth new ideas on the basis of the top strategy theory, and in combination with the actual situation, it has been advanced that the work to bring forth new ideas in the management of Liaoning pale-biotic fossils should take bringing forth new ideas in the sense of thought as the leading; new ideas in the environment of legal system as the guarantee; new ideas in the system and mechanism as the key; new ideas in the construction of ranks as the fundament; new ideas in the modes and ways as the focal points; new ideas in the mechanism of investment as the base; new ideas in the cultural atmosphere as the soul; new ideas in the developing strategy as the core. The model to bring forth new ideas in the top strategy of Liaoning pale-biotic fossils was constructed, the conclusion was drawn to create continued bringing forth new ideas in the top superiority, it is of practical significance for perfecting the plan, protection and management of Liaoning pale-biotic fossils.

The Qaidam Basin is a unique and complex ecosystem, wherein elevation gradients lead to high spatial heterogeneity in vegetation dynamics and responses to environmental factors. Based on the remote sensing data of Moderate Resolution Imaging Spectroradiometer (MODIS), Tropical Rainfall Measuring Mission (TRMM) and Global Land Data Assimilation System (GLDAS), we analyzed the spatiotemporal variations of vegetation dynamics and responses to precipitation, accumulative temperature (AT) and soil moisture (SM) in the Qaidam Basin from 2001 to 2016. Moreover, the contribution of those factors to vegetation dynamics at different altitudes was analyzed via an artificial neural network (ANN) model. The results indicated that the Normalized Difference Vegetation Index (NDVI) values in the growing season showed an overall upward trend, with an increased rate of 0.001/year. The values of NDVI in low-altitude areas were higher than that in high-altitude areas, and the peak values of NDVI appeared along the elevation gradient at 4400–4600 m. Thanks to the use of ANN, we were able to detect the relative contribution of various environmental factors; the relative contribution rate of AT to the NDVI dynamic was the most significant (35.17%) in the low-elevation region (< 2900 m). In the mid-elevation area (2900–3900 m), precipitation contributed 44.76% of the NDVI dynamics. When the altitude was higher than 3900 m, the relative contribution rates of AT (39.50%) and SM (38.53%) had no significant difference but were significantly higher than that of precipitation (21.97%). The results highlight that the different environmental factors have various contributions to vegetation dynamics at different altitudes, which has important theoretical and practical significance for regulating ecological processes.

The aim of this study is to examine the relationship between the shadow economy and public debt in Turkey. We elaborate on the questions regarding the negative effects of shadow economy on the sustainability of public debt observing the estimates about the size of shadow economy in Turkey. In the light of some scholars? estimates, we re-evaluate the macroeconomic situation of Turkey. At the core of the study, we discuss how the government borrowing policies would differ if the shadow economy was included into the legal system. In order to examine the effects of shadow economy on sustainability, we use various sustainability indicators. There is a significant difference observed between the calculations which take into account the volume of shadow economy as a share of economic system and those that exclude shadow economy as an exogenous variable. .

       This study examines codes of conduct of women in carrying out their life according to the Qurtubi text by TGH. Alimuddin Praya West Nusa Tenggara.  As the Islamic text from which values of women conducts based on hadits and the exemplars of Siti Fatimah, the daughter of the Muhammad Prophet, the text has been referenced as the core value of teaching for the society.  This study used content analysis where themes and constructs of morale were focused from the text. The study used is a qualitative approach with descriptive analytical method, namely a method that expresses the actual situation in the text. Data were collected using documentation techniques, interviews and content analysis.  The results show the code of conduct of women is conveyed through dialogue and actions experienced by the character depicted in the TGH Qurtubi text of Alimuddin Praya Lombok West Nusa Tenggara. The description of the action includes three codes, namely: 1) codes of conduct of women that depict social goodness, 2) codes of conduct of women that describe acts of conflict, and 3) codes of conduct of women that describe the attitude of guard and maintain.  This teaching implies that codes of conduct of the women indicate the attitude to develop understanding, actions or the nature of maintaining positive norms that are not contrary to the values ​​of religion, culture or customs that apply.

The relevance of the topic is defined through the idea that appropriate leadership competencies and their application in certain activities enabling the followers can ensure the prospects of organizational development and individual career opportunities. To review and summarize the aspects of research findings of leadership science in expression of competencies in managerial processes, highlighting the leadership competencies in the context of general competencies. Methods. In order to formulate analytical findings describing the concept of leadership, generalizing the stages of development of theories, expression of leadership competencies and impact, there were used the methods of scientific literature analysis and synthesis as well as simulation. Results. According to the scientists insights, the article deals with leadership concept analysis, leadership research overview according to development stages. Scientific novelty. The analyzed theme has a scientific novelty, because recently there has been more and more discussion about the importance of leadership, but it is important to analyze the core leadership competencies that would predetermine both the findings of decisions of organizations’ managerial processes and positive changes of individual career in the integration in the activities of organizations. Practical significance. The need in leadership competencies is related to the issues of good leadership in organizations. Aiming to implement ideas of modern leadership in organisations, the leader has to have certain characteristics of leadership expressions, such as ability to communicate effectively, respond to the needs of others, and influence the behavior of the followers directing them towards the achieving of the set goals and implementation of the leader’s vision.

The Indonesian Constitution that has been directed to provide social welfare through a legal system and popular democracy led by wisdom in the representation of representatives has become the legal ideals (Rechsidee) of the Indonesian people as intended in the opening of the 1945 Constitution of the Republic of Indonesia. The phrase “inner wisdom” is interpreted as a unity of words and the core “deed” of which is taqwa, and “deliberations amongst representatives” is interpreted as representative democracy in the MPR, instead of direct democracy which actually produces something that is counterproductive.

Abstract There has been burgeoning interest among legal scholars in recent years regarding the implications of blockchain technology for the law. Two thoughtful monographs that go beyond the hyped claims of enthusiasts and cynics are Primavera De Filippi and Aaron Wright’s Blockchain and the Law: The Rule of Code and Kevin Werbach’s Blockchain and the New Architecture of Trust. While the two books have different focal points, both contain a common Laurence-Lessig-inspired theme of ‘code as law’ in which decentralised blockchain networks are viewed as a regulatory ‘modality’ or ‘architecture’ with its own system of rules. However, as this article argues, blockchain is not outside the law or the existing legal system. Code necessarily interacts with other modes of regulation, namely the market, social norms and law, in constraining the operation of blockchain applications such as smart contracts. This argument also situates smart contracts in a relational analysis of real-world contracting practices.

Basque and Catalan demands for legitimising political accommodation, solely on the basis of the democratic will of their residents, poses a significant challenge to the Spanish constitutional system. The core of the debate in this kind of conflict revolves around the so-called “right to decide” which commonly finds its expression in the capacity to hold a referendum over sovereignty matters. The path opened by Quebec, Scotland and other minority nations are considered by some to constitute evidence of the democratic need to include this right as a new accommodation formula. Incorporating a “sovereigntist proceeding” into the legal system(s) may pave the way to a new framework aimed at solving the significant constitutional problems that exist in Spain and other countries. I suggest that such a procedure could be incorporated and regulated in the existing legal systems and provide some guidelines that could be adopted when drafting the aforementioned regulation.
