The article considers the issue of the formation of state management system of industry in the USSR, which was developed on the basis of the first decrees of the Soviet government. The relevance of the study is due to the consonance of the past problems of the mining industry with the modern ones, which manifested themselves in the conditions of a radical transformation of the state's position in relation to mineral resources. It is shown that in the 1920s in the country, the processes of liquidation of local entrepreneurship, the transition to a centralized, planned-regulated system of economic management, within which there was an enlargement and state monopolization of its mining industry began. The novelty of the research lies in the fact that, on the basis of documentary sources, the process of creating an mining industry in the Yakut ASSR is revealed, the course of making consistent, logically grounded decisions corresponding to the chosen principles and priorities of the development of the region is traced. The presented results reflect the peculiarities and specifics of local realities, in the conditions of which difficult decisions were made, proceeding from the vital economic interests of the republic. It was found that the efforts of the republican authorities to organize, select priorities in the distribution of human resources, undertaken in the 1920s subsequently proved their effectiveness, contributed to the formation of a public administration system operating on the principles of economic independence of the region.

Vietnam's mining industry has a long history with mines distributed throughout the country. Ithas contributed significantly to national economic growth. However, it also causes negative impacts onthe environment, thereby affecting sustainable development and mineral resource management.Therefore, mineral resource management is one of the most critical tasks of state management. The factorsthat directly affect this issue are the institutional system and state management tools by the law. Stateinstitutions are an essential tool to regulate behaviors and establish social orders and disciplines in allfields, including mineral resources management. This article presents the current law on managing andexploiting mineral resources to provide orientations and solutions to improve the state institution on theseactivities in Vietnam. Based on clarifying the theory of state institutions and analyzing the current legaldocument systems in Viet Nam, the paper emphasizes the role of appraisal in improving the quality oflegal documents and perfecting state institutions.

The article, based on a wide range of documentary sources and research experience of domestic and foreign historians, shows the mechanism of those large-scale and contradictory changes that occurred in Dagestan society as a result of the implementation of the new economic policy pursued by the Soviet state in 1921-1928.Interest in the history of socialist transformations in Dagestan is again relevant, when on the one hand in modern historiography pays great attention to alternative ways of development of the country and the Republic, and on the other – post-Soviet changes in social development led to deplorable results. This makes it necessary to rethink the Soviet experience. The study was conducted by comparative analysis. Which showed that, in the specific historical conditions of Dagestan mixed economy, introduction of market methods of managing, elements of cost accounting and at the same time systematic financial and logistical support of the Soviet government became a catalyst for the destruction of the traditional way of the Dagestan society, its differentiation and change its social class composition, to a certain extent prepared Dagestanis to the adoption of the Stalinist model of the Soviet society development. The processes of transformation of Dagestan society are shown in the article, through the prism of the ideological struggle that took place in the leadership of the ruling party in the first decade of Soviet power.

In rural regions, mining is an activity that employs many people due to the fact that the barriers to entry are sometime trivial, with very low technology, capital fund and no specialized skills required. Many people including children into artisanal mining in Ivory Coast because they can earn higher incomes in mining than through other traditional activities such as agriculture, which is the main activity in the country. Artisanal mining contribute to reduce the abject poverty and it offers many others opportunities. However, this activity has many negative social impacts. Local people including miners are risking their life everyday due to the unsanitary conditions, prostitution, chemical contaminants, and alcoholism, and also the large degradation of lands. The main objective of this Paper is to understand how artisanal gold mining in the Ivory Coast affects local livelihoods and the environment. Some key recommendations for addressing artisanal mining activities in order to have a good option for sustainable management of mineral resources in the country are proposed.

Abstract The authors present the issues and challenges related to the changes in status of a company and its impact on competitiveness. Status changes of companies, mostly mergers and acquisitions of companies, are one of the ways in which capital owners and management direct economic activities with the aim of maximizing profits. In order to make the right and justified decision, in terms of achieving the economic interests of the company, it is essential to know the laws and regulations in this area. This paper should provide answers on various questions which will be presented to decision makers in every company, considering status changes. Bearing in mind that the question of status changes often associated with an international element, the authors will pay special attention on the EU legislation and current legal framework in the Republic of Serbia.

This article revises the mission and the name of the accounting profession in the context of strengthening the economic security of enterprises under the conditions of digitalization of the economy. The authors note that in the contemporary conditions of economic management, enterprises should form and ensure the functioning of the economic security of the enterprise at the proper level. The necessity of in-depth research of economic security at microlevel was considered, the factors influencing the stability of the enterprise were highlighted. High level of economic security of the subject of management consists in guaranteeing him maximum effective and stable functioning now and in future. Subjects of economic security were individual enterprises, and objects — their economic interests. The main goals of ensuring economic security of the enterprise in the part of accounting were singled out, the tasks of accounting policy, aimed at ensuring economic security, were determined. The prospects of the accounting profession in the process of ensuring economic security and reliable safe presentation of the results of doing business in reporting are substantiated. The study contains proposals on the revision of requirements for the qualifications of accountants in order to emphasize their activities aimed at strengthening the economic security of the enterprise.

Extraction of mineral resources is one of the most profitable economic activities of the country, commanding a large part in Russian GDP. Nevertheless, precisely extractive industry is simultaneously leading in the level of Negative Environmental Impact. Adoption and application of BAT in mining sector companies requires essential changes in ecological policy of the Russian Federation. Although they were already started since 2014, there are still many unsolved problems in this area. It is emphasized within the article frame work, that one of the most topical issues is a long-standing need to develop more efficient methods and mechanisms of state support for technological and ecological changes. The ways of difficulties overcoming were considered, recommendations on enhancement of existing regulatory framework and standardisation documents in the area of research were made.

One of the most significant, but unstudied, aspects of the reforms accomplished in the Ottoman Empire during the nineteenth century under the leadership of the Tanzimat statesmen and of Sultan Abd ul-Hamid II was a radical transformation of the traditional Ottoman tax structure and the introduction of the system that has remained in force, with relatively few changes, to the present day, at least in the Republic of Turkey.

This article presents data in the dynamics on industrial injuries and occupational morbidity in the mining industry of the Republic of Kazakhstan. The aim of this study is to analyze occupational injuries and occupational diseases between 2008 and 2018. An analysis of the number of victims of accidents, including those who died from accidents at work during the period, shows indicators of occupational injuries in the gender aspect, the outcome of accidents by degrees of severity and the material consequences of accidents. During the analyzed period, the overall level of occupational injuries and occupational morbidity in the country remains high. The material consequences of accidents, in addition to social damage, bring great material losses to the state.
