The fragility of the economic system of capitalism and socialism makes the Islamic economic system into an alternative economic system and studied in depth by contemporary Islamic economic thinkers. In realizing Islamic economic system must be aligned with the maqasid al-shari'ah (goals sharia). There are four main approaches in the study of Islamic economics namely: a pragmatic approach, recitative, utopian and adaptive. Such an approach always leads to moral values, human brotherhood, social justice, integrating Islamic values and aims for the establishment of al-mashlahah as the core maqashid al-shari'ah can be used as an argument of the legal establishment, especially relating to Islamic economics. Ijtihad in Islam economy by using al-maslahah can be done by meeting certain requirements that do not conflict with al-Qur'an and al-Hadith and not contrary to qiyas. Besides, it does not conflict with a higher benefit, both in how to do it and in a way to preserve from extinction. Economic Ijtihad Islam implemented by analyzing the social and political realities and priorities (fiqh figh realities and priorities) in order to achieve the benefit of society and the state.

This article intends to examine the social security system in the perspective of Islamic economy. Using literature review, this article cut social security. For that, it can be concluded that the social security construction in the Islamic economic system has four stages, namely: (1) guarantees the individual against himself (individual guarantees); (2) among individuals with his family (family guarantees); (3) individuals with society (assurance society); and (4) between people within a country (a guarantee). Therefore, the construction of social security system in Islamic economics illustrates that guarantee it in layers. When social security was able to be resolved by the individual, then simply at the level of the individual. But when could not be resolved at the level of the individual, it will be resolved at the level of the family. If not completed in level of the family, it will be resolved at the community level. If social security did not complete in the community, then the obligation of the State to finish it<br /><br />Artikel ini bermaksud untuk mengkaji sistem jaminan sosial dalam perspektif ekonomi Islam. Dengan menggunakan literature review, artikel ini membedah jaminan sosial Islam. Artikel ini menyimpulkan bahwa konstruksi jaminan sosial dalam ekonomi Islam memiliki empat sistem tahapan, yaitu: (1) jaminan individu terhadap dirinya (jaminan individu); (2) antara individu dengan keluarganya (jaminan keluarga); (3) individu dengan masyarakatnya (jaminan masyarakat); dan (4) antara masyarakat dalam suatu negara (jaminan negara). Oleh karena itu, konstruksi sistem jaminan sosial dalam ekonomi Islam menggambarkan bahwa jaminan itu berlapis-lapis. Apabila jaminan sosial mampu diselesaikan oleh individu, maka cukup di level individu. Apabila tidak bisa diselesaikan di level individu, maka akan diselesaikan di level keluarga. Apabila tidak selesai di level keluarga, maka akan diselesaikan di level masyarakat. Apabila jaminan sosial tidak selesai di masyarakat, maka kewajiban negara menyelesaikannya.

The term “economy” comes from Greek word “oikonomia” consisting of “oikos” which means household and “nomos” which means regulation. The word “oikonomia” can be defined as the applicable regulation to fulfill the needs in a household. Islamic economics aims to build the economic independence of society collectively, meanwhile conventional economics is still individualistic. In the amidst of globalization, the efforts of sharia economist in covering coventional economic flow are already good enough. System that is already ingrained in society cannot easily be changed. The good strategic plan is required in instilling Islamic economic system in the middle of society. Thomas Kuhn says: ”every system has paradigm and the core of Islamic economic paradigm is definitely from Qur’an and Sunnah”.

The implementation ofthe capitalist system has eliminated the Islamic values in economic practice. After the financial crisis hit the world, the capitalist system reaped many questions and its greatnessbegins to be doubted. The capitalist system implementationprecisely creates new problems in the economy. The concept of individualism which is the main key in capitalist practice only creates economic injustice and misery of the poor. The only economic theory that is expected as a light in dealing with economic problems is an economic system that is able to create justice,the welfare of all parties and blessings both the world and the hereafter. The theory is the Islamic economics which in practice is inseparable from Islamiceconomic law. The problematic addressed in this article is the challenge initiated by the Arab revolutions to reform the Arab political system in such a way as to facilitate the incorporation of ‘democracy’ at the core of its structure. Given the profound repercussions, this issue has become the most serious matter facing the forces of change in the Arab world today; meanwhile, it forms the most prominent challenge and the most difficult test confronting Islamists. The Islamist phenomenon is not an alien implant that descended upon us from another planet beyond the social context or manifestations of history. Thus it cannot but be an expression of political, cultural, and social needs and crises. Over the years this phenomenon has presented, through its discourse, an ideological logic that falls within the context of ‘advocacy’; however, today Islamists find themselves in office, and in a new context that requires them to produce a new type of discourse that pertains to the context of a ‘state’. Political participation ‘tames’ ideology and pushes political actors to rationalize their discourse in the face of daily political realities and the necessity of achievement. The logic of advocacy differs from that of the state: in the case of advocacy, ideology represents an enriching asset, whereas in the case of the state, it constitutes a heavy burden. This is one reason why so much discourse exists within religious jurisprudence related to interest or necessity or balancing outcomes. This article forms an epilogue to the series of articles on religion and the state published in previous issues of this journal. It adopts the methodologies of ‘discourse analysis’ and ‘case studies’ in an attempt to examine the arguments presented by Islamists under pressure from the opposition. It analyses the experiences, and the constraints, that inhibit the production of a ‘model’, and monitors the development of the discourse, its structure, and transformations between advocacy, revolution and the state.

Abstract This foreword frames the Symposium in two ways. It summarises the core themes running through the nine ‘meditations’ in The Status of Law in World Society. Moreover, it places these themes in the wider context of Kratochwil's critical engagement with how we pursue knowledge of and in the social world and translate this knowledge into action. Ultimately, also his pragmatic approach cannot escape the tensions between theory and practice. Instead, we are in the midst of both.

The problem of developing the spiritual worldview and spirituality was the development of society at all stages. The spiritual worldview and spirituality of the individual, teachers in society changed depending on the level of the social structure of the state and its ideology, religious and secular views, the development of pedagogical science. Therefore, the spiritual worldview and spirituality of the whole society is one of the most important characteristics of the pedagogical preparation of the individual. The research problem is relevant in the framework of the program «Rukhani zhangyru». Therefore, we believe that a set of activities under the program is the core of this topic. Spiritual worldview and spirituality is the most important issue in the context of globalization. The purpose of this article is to generalize and systematize this problem, to determine the role and place of the spiritual worldview and spirituality. To achieve the purpose, this study discusses some of the findings of scientists on the problem of spiritual worldview and spirituality in education. The discussed fundamental principles of development and existing scientific works on the problem of spiritual worldview and spirituality. Many actual issues can be considered in the notion of concept since these categories has not yet been studied in science. In this article special attention is paid to spiritual worldview and spirituality and its basic concepts, which is one of the most important problems in pedagogy and psychology. The article the relevance and importance of theoretical understanding of the data category. This article conceptualizes modern approaches to the transformation of the social function of the state in the context of the influence of globalization processes, the ambiguity of the formation of the socio-cultural context, the actualization of the latest risks and threats associated with the spread of the COVID-19 pandemic. We accentuate the inconsistencies and contradictions between the declared social priorities and the inefficiency of the management mechanisms of their practical implementation. The article substantiates the priority directions of the regulatory role of the state in the context of social risk management, formation of social security, adherence to the principle of social justice, and harmonization of interests of representatives of various social groups. In the development of science and of a democracy, competition represents the highest form of collaboration. The same applies in the free market economic system that supports political freedom and corresponds to the most secure source of extended welfare. However, Hayek warns that The «Great Society» is seriously threatened by the comeback of the social-ism’s «tribal ethic»: «the concept of ‘social justice’ has been the Trojan horse for the entrance of the totalitarism». By saying this, he does not deny the value of solidarity. The Great Society can allow itself to help those in need, and actually it must do it. Resumen. La competizione nello sviluppo della scienza e nella vita di una democrazia costituisce la piü alta forma di collaborazione, cosí come lo é nell’economia di mercato - sistema económico che sta a base delle liberta politiche e che é la fonte maggiormente sicura del piü esteso benessere. La Grande Societá, tuttavia, é seriamente minacciata - ammonisce Hayek - dalla riaffermazione dell»’etica tribale» del socialismo: «il concertó di ‘giustizia sociale’ é stato il cavallo di Troia tramite il quale ha fatto il suo ingresso il totalitarismo». Contemporaries and historians alike have regarded the 1880s as a watershed in Victorian thought. They have argued that before the 1880s the well-to-do held firmly to a belief in Political Economy and attributed economic success to the high moral character and hard work of the individual. By the 1880s these beliefs had begun to waver, and many who had themselves prospered from the new economic system began to question its assumptions and develop a sense of responsibility toward those beneath them in the social order. One institution which seems to represent this change is Toynbee Hall, the first English settlement house, founded in 1884. Headed by a middle-class clergyman, Samuel Barnett, staffed by well-educated and well-to-do volunteers and dedicated to bringing education and culture to the poor, it seems to be an example, par excellence, of the newly heightened middle-class social conscience typical of the 1880s.2 But close examination reveals that the origins of Toynbee Hall date back to the 1870s, to the broad church orientation and parish practices of Samuel Barnett. Rooted in his modest day-to-day pastoral work rather than in new concepts of social justice, Toynbee Hall raises the question of whether in fact the 1880s constitute a great divide in Victorian thought or a period of continuation, expansion and institutionalisation of earlier ideas and practices.
