AbstractE-services projects have been successfully implemented and adopted in many countries worldwide. China, one of the developing countries, has also been transitioning itself into this e-services structure. The success of such an effort depends not only on the support of the government but on citizens’ readiness to accept these services, also a central feature. For advanced nations, many studies classify citizens’ acceptance features of e-services, but for emerging countries, such research works are less; for China, where citizens’ adoption of e-services is actually stumpy as compared to developed countries, there are only few studies available in the Chinese context, and this research is aimed at addressing this gap. In this study about e-service adoption, among the available technology adoption models, a further modification in the original “Unified Theory of Acceptance and Use of Technology” (UTAUT) is suggested and used in order to check its credibility and validity in the Chinese context. This exploration is important in numerous ways and will guarantee the development of China by way of supporting e-services policymakers.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

Development inequality in terms of culture, economy, and technology in Indonesia affects the quality of human resources, can affect the system of e-filing in tax reporting which is still 70 percent in 2017. The implementation of e-filing is still related to using e-filing in tax reporting. Thus this study will examine the difference in taxpayer acceptance of the factors that influence the personal taxpayer's behavioral intentions to report tax using E-filing based on the basic theory developed by Vencatesh et al. (2003), namely the Unified Theory of Acceptance and Use of Technology (UTAUT). Thus this study aims to differences analysis taxpayer acceptance to use e-filing systems on Java and outside Java. This study analysis with T test, SPSS 25. The results state that there is no significant difference between taxpayers in Java and outside Java in accepting e-filing as an online tax reporting system from performance expectancy, effort expectancy, social influence, facilitating conditions, and behavioral intention. Thus, inequality of development and internet services can be felt by all taxpayers throughout Indonesia. KEYWORDS: e-filing, UTAUT Theory, taxpayer, development inequality.

The government around the world is now using the electronic government as the modern way of providing service for their citizen. Hence, a number of studies have been investigated and explored the importance of information technology to transform delivery service by the government to their citizen, However, e-government implementation in Nigeria still lacking due to some reasons, such as inadequate of infrastructure and the participation of the citizen to use the e-government service. This is call for change and further study is needed to investigate the behavioral intention of a citizen to use e-government service in Nigeria. Furthermore, the Unified Theory of acceptance and Use of Technology (UTAUT) model is used in this paper as its best model to explore the behavioral intention and usage, and it is combined with eight theories and models of technology adoption or acceptance toward a unified view. Thus the current paper is conceptualized that citizens' behavioral intention to use e-government is expected to be influenced by the citizen. This paper contributes in two folds; practically and theoretically. Citizen is the main role of using e-government service, thus require attention. The social influence, facilitating condition, performance expectancy and Effort expectancy are expected to influence the behavioral intention to use the e-government service. Therefore, the findings will help the government to formulate policies that consider the citizen's intention to use e-government service. The conceptual paper compares only on the fundamental concepts and findings, thus calls for an empirical validation of the proposed framework.
