Salah satu wujud kewenangan Satuan Polisi Pamong Praja adalah penegakan Qanun Nomor 3 Tahun 2007 tentang pengaturan dan pembinaan pedagang kaki lima. Pemerintah Kota berwenang untuk menata dan membina tempat usaha pedagang kaki lima sesuai dengan Rencana Tata Ruang Wilayah Kota. Penelitian ini bertujuan untuk menjelaskan peranan Satuan Polisi Pamong Praja Kota Banda Aceh dalam menata dan membina pedagang kaki lima dan menjelaskan faktor-faktor yang mempengaruhi pengaturan dan pembinaan yang dilakukan oleh Satuan Polisi Pamong Praja terhadap pedagang kaki lima di Kota Banda Aceh. Metode Penelitian menggunakan pendekatan hukum empiris. Hasil penelitian menunjukkan bahwa Satuan Polisi Pamong Praja Kota Banda Aceh telah berusaha mengatasi permasalahan ketidakteraturan pedagang kaki lima dengan melakukan penataan, penertiban dan pembinaan serta pengawasan terhadap pedagang kaki lima yang masih berjualan di tempat yang sudah dilarang beraktifitas dan memindahkan para pedagang kaki lima ketempat relokasi yang telah ditetapkan. Namun kenyataannya pedagang kaki lima kembali berjualan di bahu jalan dan trotoar, karena pedagang kaki lima beranggapan akan lebih mudah dijangkau oleh pembeli dan mendapatkan keuntungan yang besar. Hal tersebut dipengaruhi oleh faktor internal berupa sumber daya manusia, sarana dan prasarana dan perangkat hukum belum tersedia. Sedangkan faktor eksternal meliputi tingkat kesadaran pedagang kaki lima masih kurang dan tingkat koordinasi antar lintas sektoral kurang mendapat dukungan. One of the existences of the Municipal Police authorities is enforcing Qanun Number 3, 2007 on the Regulation and Guiding for Street Vendors. The Government has power to regulate and manage street vendors based on the municipal spatial planning. This research aims to explore the roles of the Municipal Police in making public order and guiding the street vendors, to explain factors influencing the regulation and guidance done by the Municipal Police towards the street vendors in Banda Aceh. The research method used is the empirical legal research. The research shows that the municipal police of Banda Aceh has been striving to overcome the problems of troubles of the vendors by organized, guiding and supervising the vendors who are still trading at the forbidden places for it and moving them to the relocated spaces that has been made. Nevertheless, they are coming back to trade at the forbidden places namely, vendor places as they are assuming that by trading at the places and the vendors it will be easier to sale and to get buyers and get profit bigger. Some obstacles are influencing it, namely; internal factors that human resource capacity, infrastructures and the absence of laws. Meanwhile, the external factors are comprising the level of awareness/the obedience of the vendors themselves which is lack and the inter-sectors coordination that is lack of support.

Purpose: The purpose of this study was to investigate the factors that influence ERP systems adoption and implementation in SMEs in Kenya.Methodology: The research adopted a descriptive design. The target population was 4560 SMEs in Kenya. A sample size of 87 SMEs was selected. The respondents were identified through probability sampling in the form of stratified sampling.  The collection of data was conducted through the use of questionnaires and thereafter data coding was done then followed by data presentation via graphs, tables as well as pie charts. These were then analyzed through both descriptive statistics (frequencies and means as well as inferential statistics (correlations).Results: The findings revealed that organization resources bring about success of ERP related organization change. The findings on the influence of internal factors on ERP system implementation revealed that indeed the internal factors influencing the adoption of ERPs in SMEs in Kenya include; the top management of SMEs, project team constitution as well as the above average knowledge requirements.Unique contribution to theory, practice and policy: The study recommends that SMEs in Kenya need to put into consideration, continuous introduction of ERP systems. Additionally, the study recommends that the government regulations as well as the other external factors should be aligned in a way that ensures that there is room for companies to explore means of adopting and implementing ERP systems so as to be able attain sustainable competitive advantage.

Community empowerment needs to be the main priority of the central government and regional governments, especially local people who live in villages far from remote villages, increasing community empowerment will improve welfare and sustainable development, through social culture, government policies, and human resource capacity. The purpose of this article is how the influence of government policy, human resource capacity on the empowerment of local communities in Merauke Regency, using the method of multiple regression analysis. The results of the study illustrate that the government program is very positive and significant, with a variety of program policies to the villages with various activities and financial assistance to the village. While the influence of community resource capacity is insignificant, there are still many local village communities that still lack education levels and health levels that are still high and socio-cultural which are still strong.

Commercial banks play a pivotal role as a financial intermediary in mobilizing funds among the sectors such as private households, business firms, and the government. Investment activities, business expansion, and industrial development depend largely on the funds, without which a country’s economy will be stagnant and even worse the economy is going to be in catastrophe. Apparently, lending activity is the core business of commercial banks that contributes the largest income proportion to the banks. Therefore, this paper aims to examine the four specific internal factors influencing the commercial banks’ lending behaviour. Sampling from the year 2009 to 2018, this study evidences that the volume of deposit, level of liquidity and bank size significantly influences the lending behaviour of commercial banks in Malaysia after the 2007/2008 global financial crisis. Specifically, the volume of deposit and non-performing loans negatively influence the banks’ lending behaviour whereas the level of liquidity and bank size pose positive impacts on lending behaviour. These findings are very beneficial to the commercial banks, the Central Bank of Malaysia (BNM), depositors or shareholders as well as business firms in planning, formulating appropriate policies and ultimately making well-informed decisions in the future.

Pemerintah melalui Undang-Undang Nomor 33 Tahun 1964 tentang Dana Pertanggungan Wajib Kecelakaan Penumpang dan Undang-Undang Nomor 34 Tahun 1964 tentang Dana Kecelakaan Lalu Lintas Jalan telah membentuk Perusahaan Negara yang bergerak dibidang Perasuransian yaitu PT Jasa Raharja (Persero). Tugas dan tanggung jawabnya adalah melakukan pemupukan dana melalui iuran wajib dan sumbangan wajib untuk selanjutnya disalurkan kembali melalui santunan PT Jasa Raharja (Persero) kepada korban/ahli waris akibat kecelakaan alat angkutan lalu lintas jalan. Namun dalam praktiknya tidak semua korban/ahli waris mendapatkan santunan asuransi PT Jasa Raharja (Persero). Hal ini jelas bertentangan dengan Undang-Undang dan Peraturan Pemerintah yang berlaku.Penelitian ini mengkaji bagaimanakah bentuk perlindungan PT Jasa Raharja kepada korban/ahli waris akibat kecelakaan alat angkutan lalu lintas jalan di Banda Aceh dalam praktiknya, bagaimanakah kewajiban pemilik alat angkutan lalu lintas jalan terhadap korban/ahli waris akibat kecelakaan alat angkutan lalu lintas jalan dalam praktiknya dan apakah hambatan dan tantangan yang ditemukan korban/ahli waris dalam memperoleh perlindungan hukum. Metode Penelitian yang digunakan adalah penelitian normatif ataupenelitian hukum kepustakaan. The government has promulgated the Act Number 33, 1964 on Liability Budget of Passengers’ Accident and the Act Number 34, 1964 on Traffic Accident Budget that create State Enterprise having liability on Insurance that is Jasa Raharja (Persero). Duties and responsibilities are to collect the budget through obligatory fee and donation then these are given through the aid of PT Jasa Raharja (Persero) for victims/heirs due to the accident of traffic. In practice, there are not all victims/heirs provided the donation of Insurance of PT Jasa Raharja (Persero). It is clear that it violates the act and the Government Regulation that still exist.The main problems of this research are how is the form of the protection of PT Jasa Raharja towards victims/heirs due to the accident of traffic on passengers in Banda Aceh in practice, how is the obligation of the carrier owners towards the victims/heirs due to the traffic accident in practice, andwhat are the obstacle and challenge found by them in obtaining law protection. This is doctrinal legal research orlibrary research.

The purpose of this study is to describe the condition of street vendors in the city of Semarang Tlogosari; describe and analyze the policy of the City Government, the role of the function of the actors involved, implementation and efforts aimed at addressing the causes of the inefective of the relocation program Tlogosari street vendors in the area of Semarang. The method used is descriptive analysis with qualitative approach. The data used in the research is a secondary data. The population in this study consisted of 21 keyperson consisting of elements of Semarang City Market Agency, Chief Tlogosari Kulon village, Semarang municipal police and street vendors in the area Tlogosari. The results showed that the condition of street vendors located in the area of Semarang has Tlogosari displacement relocation traders to place, but in relocating the government does not hold a follow-up in preparing the infrastructure and facilities. The role of the function of the actors involved in the relocation of street vendors in the program Tlogosari namely the Semarang City Market Agency and the municipal police personnel Semarang. Factors that cause the inefective of the relocation program of street vendors in the city of Semarang Tlogosari them is a culture of street vendors who keep returning despite being moved, PKL reluctantly relocated to Taman Suryokusumo, and street vendors were difficult to set or disciplined. And last effort in addressing the causes of the inefective of the relocation program PKL among other actions determine the place / location for street vendors selling. City government falls directly approached PKL to speak and to deliberate. Tujuan penelitian ini adalah untuk mendiskripsikan kondisi Pedagang Kaki Lima (PKL) di kawasan Tlogosari Kota Semarang; mendiskripsikan dan menganalisis kebijakan Pemerintah Kota, peran fungsi aktor yang terlibat, Implementasi dan upaya yang dilakukan dalam mengatasi kurang efktifnya program relokasi PKL di kawasan Tlogosari Kota Semarang. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif. Data yang digunakan dalam penelitian berupa data skunder. Populasi dalam penelitian ini terdiri dari 21 keyperson yang terdiri dari unsur Dinas Pasar Kota Semarang, Kepala Kelurahan Tlogosari Kulon, Satpol PP Kota Semarang dan PKL di kawasan Tlogosari. Hasil penelitian menunjukkan bahwa Kondisi PKL yang berlokasi di kawasan Tlogosari Kota Semarang telah dilakukan pemindahan pedagang ke tempat relokasi, namun dalam melakukan relokasi pemerintah tidak mengadakan tindak lanjut dalam menyiapkan sarana dan prasarana. Peran fungsi aktor yang terlibat dalam program relokasi PKL di kawasan Tlogosari yaitu pihak Dinas Pasar Kota Semarang serta para personil Satpol PP Kota Semarang. Faktor program relokasi yang berjalan kurang baik PKL di kawasan Tlogosari Kota Semarang diantaranya adalah budaya PKL yang selalu kembali meskipun sudah dipindah, PKL enggan di relokasi ke Taman Suryokusumo, dan PKL yang sulit ditata atau ditertibkan. Dan terakhir upaya dalam mengatasi berjalan kurang baiknya program relokasi PKL antara lain melakukan tindakan menentukan tempat/lokasi berjualan bagi PKL. Pemerintah Kota terjun langsung mendekati PKL untuk berbicara dan melakukan musyawarah.

The purpose of this study to describe and analyze law enforcement in violating the border river in Sidoarjo Regency that in terms of criminal and administrative sanctions. The method used qualitative approach through normative juridical approach. The results showed that the government of Sidoarjo Regency has made several steps in order to control at the Border Wilayut River included coordination offices/agencies, dissemination, data collection, as well as strikes I, strikes II, strikes III from municipal police a period of seven days. Law enforcement in violating the border river in Regency Sidoarjo through administrative sanctions and criminal sanctions. Factors influencing of law enforcement included law factors, facility factors, community factors, as well as cultural factors.

Drinking is one of the main needs of humans in the world that must be fulfilled for activity. Every human being must meet his needs, especially drinks, whether in quantity or in terms of the health of the drink. Therefore, the State must provide security for its people without exception whether it is related to supervision or regulating its circulation. This study aims to explain the legal protection for consumers for information on the price of beverage products listed on the packaging and to explain the resolution efforts regarding the difference between the price on the packaging and the selling price paid. This research used normative legal research, with a juridical approach through the hermenutic method. The data used were secondary and primary data which were analyzed qualitatively. The result of the research showed that the government has provided consumer protection for the provision of accurate information by means of obligations imposed by business actors as well as prohibitions that cannot be violated. The responsibility of business actors to resolve disputes can be pursued through channels outside the court as well as through court channels. The factors that influence the occurrence of a product that is nominally different from the price on the packaging consist of internal factors and external factors. If there is a difference in price on the package and at the time of payment, the cheapest fee will be paid.

Changing the habits of tourists and the community using the road as a parking lot is still considered truly difficult. Efforts made by the government, such as providing a parking center and firm action for offenders who still use the road as a parking lot in the Ubud tourism area, have also not been able to solve this problem. The problems discussed in this study are the effectiveness of the implementation of the Gianyar Regent Regulation (Perbup) Number 57 of 2018 related to the provision of parking facilities in the Ubud tourism area and the factors that influence the occurrence of parking violations in the tourism area. The research was designed using empirical legal research which is also known as field research. The results of the study reveal that the effectiveness of the implemention of the Gianyar Perbup Number 57 of 2018 related to the provision of parking facilities in the Ubud tourism area has not been effective because of the many parking problems existing in the area. The factors influencing the occurrence of parking rules violations in the parking area include internal factor and external factor. Firmness from the implementing agency of the Perbup is needed so that the regulation can be more effective and the vehicle owners are expected not to park their vehicles carelessly.

The challenge faced by the Indonesian nation against the anti-corruption movement is the weakening of law enforcement agencies, especially the Corruption Eradication Commission in preventing and cracking down on corruption crimes such as the composition of the commission of investigators, investigators and public prosecutors, which comes from the police and prosecutors. The purpose of this study is to examine the factors that cause corruption, examine the challenges and strategic issues faced by the Indonesian nation in the anti-corruption movement and review the efforts that must be made by the government so that the challenges and issues of the anti-corruption movement can be resolved. The research method used is normative legal research by reviewing and researching laws and regulations. The results of the analysis concluded that the acts of corruption committed were caused by several factors. There are derived from internal factors such as greedy or greedy nature, other factors are consumptive lifestyle, less powerful moral factors. While the second factor is external factors such as politics, legal factors, economic factors. These issues are a challenge and a strategic issue faced by the Indonesian nation in the anti-corruption movement. The existence of a Corruption Eradication Commission institution formed at the time of reform is considered less than optimal in terms of prevention. The Corruption Eradication Commission (KPK) was formed because conventional legal institutions are less than optimal in terms of prevention and enforcement of corruption. Efforts that must be made by the government so that the challenges and issues of the anti-corruption movement can be resolved is to declare that corruption is an enemy of the Indonesian nation.

This study aims to reveal the production function, return to scale, and production factors elasticity of cooperative by using Indonesia financial service cooperative (IFSC) which has a single business in the field of financial service as a sample of research. Using panel data, this study results both labour and capital factors have a significant influence IFSC production.  The IFSC industry condition is increasing return to scale (IRS). Production elasticity of capital is higher than labour force so that IFSC business expansion is faster with increasing IFSC capital. The cooperative financial services industry condition is increasing return to scale that enables IFSC business expansion.  Given the availability of IFSC resources and its operating environment, IFSC's business expansion strategy should be more labour-intensive than capital-intensive, employing more labour than capital. The government should provide support for improving human resource capacity
