Abstract. Indonesia, where 75% of its territory is covered by the sea, held a significant role both in local and international commerce in the past. Various historical evidences, shipwrecks, as well as the influence and the similarity of maritime culture with other countries reveal that Indonesian people held major role in global maritime culture at the time. However, the maritime culture and life nowadays slowly recedes due to economical factors, limited raw materials, and lack of technology. This paper aims to provide solutions for the problems through the alteration of traditional wooden boat into traditional cruise. The approach used in this research is sustainable development approach through the concept of marine tourism which focuses in making use of traditional boats for both native villagers and tourists to visit the natural and cultural attractions of marine people living in coastal areas and small islands. Hopefully, this article can inspire to support the government repositioning Indonesia maritime area as one of the global maritime axis, in addition to strengthen the efforts to preserve the maritime cultural heritage.Abstrak. Wilayah Indonesia memiliki luas wilayah kurang lebih 75% berupa laut, memiliki peran penting dalam arus lalu-lintas perdagangan lokal maupun antar negara di masa lalu. Adanya berbagai bukti sejarah, kapal tenggelam, serta pengaruh atau kesamaan budaya bahari dengan negara lain, menunjukkan bahwa bangsa Indonesia adalah bangsa bahari yang hidup di wilayah perairan sebagai poros pelayaran internasional kala itu. Permasalahannya adalah kehidupan akar budaya bahari masyarakat sekarang ini, yang salah satunya berupa aktivitas pelayaran kapal tradisional sebagai bukti budaya bahari, secara perlahan tapi pasti mulai menghilang akibat faktor ekonomi, bahan baku, dan teknologi. Tulisan ini bertujuan memberikan alternatif pemecahan masalah pelestarian budaya bahari bangsa melalui pemanfaatan potensi kapal kayu tradisional sebagai kapal wisata tradisional (traditional cruise). Pendekatan yang digunakan adalah pendekatan pembangunan berkelanjutan melalui konsep pariwisata bahari dengan fokus pada pemanfaatan kapal tradisional yang tidak saja memberi kemudahan angkutan masyarakat antar pulau, tetapi juga kemudahan kepada wisatawan untuk mengunjungi keanekaragaman alam dan kehidupan keseharian akar budaya bahari masyarakat di kawasan pesisir dan pulau-pulau kecil. Diharapkan tulisan ini dapat menjadi inspirasi dalam mendukung pemerintah memposisikan kembali wilayah perairan Indonesia sebagai poros pelayaran internasional (poros maritim dunia), sekaligus memperkuat upaya pelestarian budaya bahari bangsa.

Abstract. Preservation of Underwater Cultural Heritage: Shipwreck as a Diving Attraction. Indonesia is the largest archipelago country in the world; two thirds of its territory is the sea. One of President Jokowi's missions is that the government will focus more on Indonesian maritime strategic thinking, by implementing the concept of "Global Maritime Fulcrum." The keys to make it happen are embodied in two important pillars of the five-pillar concept, namely maritime culture revitalization and marine resource management. Marine-based sustainable tourism development is to be conducted with a synergy between reinforcing maritime culture and utilizing marine resources. The problem is, on one side, is that the condition of coral reef ecosystem as a diving attraction has deteriorated due to human activities. On the other side, the underwater cultural resources have not been optimally utilized, and are often taken illegally. This research intends to present a general overview about utilization of underwater cultural heritages as diving tourism attraction, using method of literature study. Many references mention that the territorial waters of Indonesia in the past were important international vessel shipping lanes, as evidenced by the number of shipwrecked artifacts discovered by fishermen or stolen by treasure seekers. The availability of underwater cultural resources underwater such as shipwrecks and the declining quality of coral reefs can be utilized as a marine tourism attraction, particularly diving, while we also attempt to preserve marine cultural heritage. Abstrak. Indonesia adalah negara kepulauan terbesar di dunia. Dua pertiga dari wilayahnya adalah laut. Salah satu misi Presiden Jokowi, Pemerintah Indonesia akan lebih fokus pada pemikiran strategis maritim Indonesia dengan mengimplementasikan konsep Global Maritime Fulcrum (Poros Maritim Dunia). Kunci keberhasilan untuk mewujudkannya telah tertuang dalam dua pilar penting dari konsep lima pilar, yaitu membangun kembali budaya maritim dan mengelola sumber daya kelautan. Pembangunan pariwisata berkelanjutan berbasis bahari dilakukan dengan sinergi antara memperkuat budaya bahari dan pemanfaatan sumber daya kelautan. Permasalahannya di satu sisi bahwa kondisi ekosistem terumbu karang sebagai atraksi selam semakin memburuk akibat ulah manusia. Pada sisi lain sumber daya tinggalan budaya bawah air belum optimal dimanfaatkan, bahkan seringkali diambil secara ilegal. Artikel ini bertujuan untuk memberikan gambaran tentang pemanfaatan warisan budaya bawah air sebagai daya tarik wisata selam. Metode yang digunakan ialah kajian kepustakaan. Wilayah perairan Indonesia pada masa lalu merupakan jalur pelayaran kapal internasional yang penting. Hal tersebut dibuktikan dengan banyaknya artefak kapal karam ditemukan oleh nelayan atau dicuri oleh pencari harta karun. Ketersediaan sumber daya budaya tinggalan bawah air seperti kapal-kapal karam dan menurunannya kualitas terumbu karang dapat dimanfaatkan sebagai daya tarik wisata bahari khususnya selam, sekaligus upaya pelestarian warisan budaya bahari.

ABSTRAK Wabah COVID-19 di seluruh dunia telah membuat dunia terhenti, dan pariwisata menjadi yang terpuruk dari semua sektor ekonomi utama di seluruh dunia tak terkecuali Indonesia. Pulau – pulau kecil di Indonesia timur yang menggantungkan perekonomian dari segi pariwisata bahari juga terkena dampak besar akibat situasi pandemi. Kabupaten Maluku Tenggara adalah salah satunya. Pelonggaran terhadap aktivitas industri pariwisata dimulai sejak diumumkannya masa new normal oleh pemerintah. Dua destinasi unggulan Kabupaten Maluku Tenggara yakni Pantai Ngurbloat dan Ngursarnadan memulai aktivitas pada kawasan wisata dengan jumlah pengunjung yang didominasi oleh wisatawan lokal. Tingginya wisatawan lokal yang berwisata, menunjukan kebutuhan masyarakat terhadap aktivitas berwisata sangat tinggi. Perilaku wisatawan terhadap keputusan berwisata dalam masa new normal dapat dipicu oleh berbagai faktor. Proses pengambilan keputusan wisatawan dalam berwisata ke destinasi wisata pantai Ngurbloat dan Ngursarnadan sangat penting diketahui oleh stakeholder atau pengelola kawasan wisata Tujuan dari penelitian ini adalah untuk mengetahui dan menjelaskan pengaruh perilaku wisatawan secara simultan terhadap keputusan berwisata, pengaruh secara parsial perilaku wisatawan terhadap keputusan berwisata serta faktor yang paling menonjol mempengaruhi keputusan wisatawan dalam berwisata pada Pantai Ngurbloat dan Ngursardanan. Metode pengumpulan data pada penelitian ini menggunakan kuesioner dan wawancara dengan analisa regeresi linier berganda. Hasil penelitian ini menunjukan bahwa faktor budaya, sosial, pribadi dan psikologis secara simultan berpengaruh terhadap keputusan wisatawan berkunjung ke pantai Ngurbloat dan Ngursarnadan. Sedangkan, pengaruh secara parsial hanya pada faktor sosial, pribadi dan psikologis berpengaruh terhadap keputusan wisatawan untuk berkunjung ke Pantai Ngurbloat dan Ngursarnadan. Faktor yang paling dominan mempengaruhi keputusan berwisata wisatawan adalah faktor psikologis dengan nilai Koefisien sebesar 0.497 Kata Kunci : Perilaku Wisatawan, Keputusan berwisata, Pantai Ngurbloat, Pantai   Ngursarnadan ABSTRACT The worldwide outbreak of COVID-19 has brought the world to a standstill, and tourism has been the worst affected of all major economic sectors  in the entire world as well as Indonesia. In eastern Indonesia, the economy of small islands depends on the marine tourism sector which has been affected by the pandemic. Southeast Maluku Regency is one of the islands affected by pandemic. The government has suspended the activity of tourist and travel. The tourism industry is gradually starting to recovery and improve. reopened tourist areas in Southeast Maluku Regency have begun in August 2020 with the COVID-19 health protocol. Two leading destinations of Southeast Maluku Regency, Ngurbloat Beach and Ngursarnadan Beach, started activities in tourist areas with the number of visitors dominated by local tourists. The purpose of this study was to know and explain the influence of tourist behavior simultaneously on travel decisions, the partial influence of tourist behavior on travel decisions and the dominant faktor influencing the decision of tourists in visiting Ngurbloat and Ngursardanan Beaches. The results of this study showed that cultural, social, personal and psychological faktors silmultan influence the decision of tourists visiting Ngurbloat  and Ngursarnadan Beach. Meanwhile, the partial influence is only on social, personal and psychological factors on the decision of tourist to visit Ngurbloat and Ngursarnadan beach. <p>Vitruvius wrote the first treatise of Architecture and in it we find the fundamental recommendations for a good design. In the past 50 years it seems, instead, that each of these directions had been lost and there is today the need of promoting a new design paradigm that is attentive to nowadays criticalities and directed to sustainable development.<br />The term sustainability starts to configure the quality of human actions since the 80’s following reflections on the resources limit (raw materials and fossil fuels) and the environment capacity limit of absorbing emissions and waste.<br />The concept of sustainable development was elaborated in 1987 in the Brundtland report according to the need of distinguishing it from the concept of growth, that is to say with the goal of tending simultaneously toward the quality verification of programs in the environmental, social and economic dimensions.<br />All that invited the whole society to reconsider its "lifestyle" that, in the specific field of architecture, meant finding a new design approach geared to a lower consumption and greater caution and responsibility in the choices.<br />The configuration of a new design paradigm can trace their roots in the study of history and can proceed to evaluate the actions in a broad context of skills to ensure the quality of the products.</p>

Wowine (female) has a very shining and very sad footprint in the history of maritime culture Wakatobi Buton. Wowine's glorious times were when Queen Wakaa-kaa and Ratu Bulawambona came to power in Buton (Zahari, 1977/1978; Zaenu, 1984). At that time, wowine has a very strategic position in the government system of the Sultanate of Buton. Wowine's involvement in the government system of the Sultanate of Buton, not only occupied his role as queen but also became one of the conditions worthy or not someone become Sultan. The idea of wowine in the maritime culture of Wakatobi Buton was born from the research using Pierre Bordiau approach to see the habits, the realm of maritime Wakatobi Buton in the past, present, and future. This paper shows that the involvement of women in the Sultanate government system of Buton is responsible for the welfare and salvation of the empire. In the life of Buton people, women are responsible for several things, (1) taking care of the child, (2) seeking sustenance together with husband, (3) educating children, and (4) doing deeds, “amala or hope” to protect the husband's safety while in outdoors. It is further explained that the empress in the Sultanate of Buton served to: (1) become the head of Sarana Bawina, (Head of the Women's Council of the Sultanate of Buton), (2) safeguard the welfare and health of the sultan, and (3) educate the women in the sultanate. The findings were based on the method used, namely literature study and field study. Library study (script) to find information about the existence of women in the maritime culture Wakatobi Buton in the past. Field observations and interviews to determine the current condition of women in the maritime culture of Wakatobi Buton.

ResumoA preocupação com o desenvolvimento sustentável e a sustentabilidade vai muito além dos cuidados com o meio ambiente, além do contexto histórico do desenvolvimento sustentável, relata uma perspectiva social mais abrangente, direitos humanos, questões de desenvolvimento social. O tema sustentabilidade vem se destacando não somente pela escassez de matéria-prima, mas também pela cobrança dos diversos públicos envolvidos, sejam eles clientes, fornecedores, funcionários e até mesmo o próprio governo; estes diversos públicos querem organizações focadas no objetivo socioambiental e a sua transparência quanto a suas ações para com assunto. O objetivo do artigo é, a partir dos relatórios anuais de uma empresa de participações e investimentos no período de 2012 a 2017, analisar a evolução do quadro de funcionários, números de acidentes, tempo de treinamento e investimentos em programas socioambientais dentro do contexto do desenvolvimento sustentável e sustentabilidade. A metodologia adotada foi uma análise documental por meio de um estudo de caso, verificando 6 relatórios anuais de sustentabilidade da empresa objeto do estudo, mediante verificação dos dados divulgados no site da organização. Os achados apontaram que a organização realizou investimentos em treinamentos e na diminuição da relação do número de acidentes. AbstractThe concern for sustainable development and sustainability goes far beyond caring for the environment reports beyond the context of sustainable development history, a broader social perspective, human rights, social development issues. The sustainability theme has been highlighted not only by the scarcity of raw materials, but also by the collection of the various publics involved, whether they are customers, suppliers, employees and even the government itself, these various publics want organizations focused on the socio-environmental objective and also their transparency regarding their actions towards the subject. The objective of the article is, based on the annual reports of a participation and investment company from 2012 to 2017, to analyze the evolution of the staff, accident numbers, training time and investments in environmental partner programs within the context of sustainable development and sustainability.

In the past decade or so there have been several critical revisions of the long-accepted view of the important role of the state in Japan's economic development and programme of modernization generally. Professor Harry Oshima has attempted to demolish the argument that the Meiji governments' policies were at all economically beneficial. On the contrary, he has said, those policies retarded growth, particularly through their neglect of agriculture. Professor Hugh Patrick has cautioned us against giving the Meiji governments too much credit for the development of the banking system. Private enterprise, he has insisted, was also important. Most recently, Professor Kozo Yamamura has delivered yet another broadside against what he considers the myths of Japanese economic history. This time he criticizes the view that the government, by intervening and pioneering model plants, played a significant role in Meiji Japan's industrial dcvelopment.

In the post-industrial period, which began in developed countries in the 1970s–1980s, the processes of globalization and competition in world markets came to the fore. As a result of the intensive development of industry and the growth of domestic consumption, many countries have largely exhausted the economic capacity of their territories. They are experiencing a shortage of raw materials. Over the past sixty years, the world’s leading countries have been implementing a socio-ecological and economic model of social development, which allows them to use financial, labour and natural resources rationally. Russia’s transition to sustainable development can give an additional impetus to the country’s socio-economic development. It also ensures breakthrough scientific and technological progress, increases the competitiveness of the national economy, creates other opportunities for more effective implementation of strategic planning documents and national projects.

Import policy has played a particularly important role in Pakistan's economic planning. The amount and allocation of imported machinery and raw materials have directly affected the nature and pace of both industrial and agricultural development. The composition of imports has had a very significant effect on internal relative prices, which, in turn, essentially determine the allocation of investment in the private sector. Finally, imports have provided both the government (in the form of tariffs) and the private sector (in the form of profits) access to potential savings, which to a large extent have been converted into investment during the last decade. While import policy should not be viewed completely in isolation, it is sufficiently important to merit careful and intensive study. Over the past several years, substantial research has been carried out on two aspects of Pakistan's import policy: the description and analysis of the institu¬tional arrangements; and the development of reasonably accurate statistics. In terms of institutional arrangements, three contributions are especially worthy of mention. Abstract Spatial planning very important and dynamic in meeting the needs of space that continues to increase in line with the rate of population growth. Urban infrastructure becomes very important and crucial in directing the development of the city. For Semarang City, infrastructure needs to be addressed immediately, especially in spatial planning. Is carried out thoroughly and taking into account the existing problems and potential. Rationalistic qualitative methods become the methodology in this study. The analysis tools used were, among others, the Administrative approach and the development approach with an environmental and sustainable perspective. An administrative approach was also used by reviewing applicable laws and links with coastal areas, such as law number 26 of 2007 concerning spatial planning; law number 27 of 2007 concerning Management of Coastal Areas and Small Islands. While the development approach is environmentally friendly and sustainable, it is an attempt to approach it by looking at the real conditions of the potential and problems of coastal areas, based on aspects of environmental and sustainable values. Therefore, the government should in every set development policies pay attention to the preservation of natural resources and the environment.

Halal industry has become a new commodity that is favoured by all countries around the world, including Indonesia. The main challenge of halal industry development is strengthening its position as a producer in the global halal industry market. This study aims to investigate the number of policy proposals relating to strengthening the productivity of the halal industry in Indonesia and then develop a model of synergy over this matter. This study uses a qualitative study approach, with literature review, observation and interview as data collection methods. The results obtained from this study include several things, specifically; the focus of economic development in Indonesia is fundamentally still focused on the processed industry, which incidentally is dominated by imported raw materials. Based on the results of the analysis of the discussion, the implications of these studies is providing input for authorities such as BPJH, MUI and related ministries to adjust the regulation that address the main business challenge of halal industry. Besides, the government should give special authority to state-owned and private sharia banks to finance the halal industries and agricultural to support their sustainable development.
