The excellent quality of the cocoa beans is closely related to the processing of cocoa beans. This study aimed to compare the processing of bulk cocoa on the government estate and the private estate on Glenmore, Banyuwangi, East Java. The method use observation, interviews, and literature study to record relevant information, then analyzed with descriptive and qualitative analysis. The result showed that the government estate and the private estate on Glenmore, Banyuwangi, East Java did pay attention to the quality of cocoa beans because of the processing methods of cocoa beans of that two cocoa estates had been good, especially with the fermentation of cocoa beans. The processing of cocoa beans on the government estate on Glenmore, Banyuwangi, East Java comprises receiving raw materials, fermentation, washing or rinsing, drying, tempering, sorting, packaging, and storing. The processing of cocoa beans on the private estate on Glenmore, Banyuwangi, East Java comprises receiving raw materials, pressing, fermentation, drying, sorting, packaging, and storing. Processing of target species do not optimal, especially the processing of the by-catch product. This is caused by the weak capacity of the fishing groups, particularly in the utilization of marine products in the dry season and the acquisition of market information, so it requires increased knowledge and transferal appropriate technology. Purpose of the study: (1) generate a group of fishermen who are skilled, creative and innovative in the processing of marine products; (2) create a group of fishermen who are good entrepreneurs with venture capital is cheap, affordable and sustainable; (3) make the fishing village groups as independent business pioneer advanced and community known as a producer and marketer of processed fish products as one of the typical souvenir of Kendari. Method of determining the sample was done by purposive sampling. This activity involves two groups of partners consisting of fishermen processors groups and fishermen fishing groups each of 20 people. The data were analyzed descriptively of the results of the implementation of the two activities, namely non-physical activities (socialization and education) and physical activity (manufacture plots hygienic drying fish and puffer fish burger-making). Action research results make a positive contribution to the strengthening of the capacity of a group of fishermen in the economic, scientific, cultural and social skills. Another positive contribution is opening insights and ways of thinking to make use of by-catch product into marketable products and process raw materials of marine fish with a hygienic manner that supports the improvement of the quality of the product to be accepted in the market, and create jobs in the village with the ability of a group of fishermen in entrepreneurship independent, which in turn can improve the economics of fishing households and assist the government in the construction of coastal villages.

Private Universities that were established by society through nonprofit institution have autonomy in managing their finances. Autonomy gives rise to the diversity of Private Universities’ financial statement. The government provides a tax exemption facility for the remnant of nonprofit institutions engaged in education with certain conditions, regulated by PMK 80/PMK.03/2009. This research was conducted to analyze the effect of the quality of the financial statements of Private Universities  on the execution of the tax exemption facility. Research was conducted by literature study method. The result of the research shows that the quality of the Private Universities’ financial statements  affect the execution of PMK 80/PMK.03/2009. Therefore, financial statements standardization and remnant recording regulation for Private Universities is needed, in order to optimizing the execution of the tax exemption facility given to educational institutions and to make sure the facility is given appropriately. The data collection technique used is literature study. This research use qualitative methods  in analyzing data and facts about private universities’ management and the taxation policies of non-profit organizations.

Cocoa beans are raw materials of cocoa processed food products rich in protein and minerals. Availability of sufficient quantities greatly determines the nutritional quality of the food. One of the post-harvest processes affecting the protein and minerals contents in cocoa beans is fermentation. The purpose of this study was to determine the protein, macro, and micronutrients contents in fermented cocoa beans of PBC 123, BR 25, and MCC 02 clones with fermentation time variations for 24, 48, 72, 96, and 120 hours. Methods of analysis used Kjeldahl and Atomic Absorption Spectrophotometer. The results showed that clones, fermentation time, and their interaction affect protein, macro and micronutrients content in cocoa beans. The interaction between BR 25 clone and 48-hour fermentation time showed the highest protein content (13.34%). The highest macronutrients content were found in PBC 123 clone with 72-hour fermentation time for Ca, in MCC 02 clone with 24-hour fermentation time for Mg, in BR 25 clone with 72-hour fermentation time for Na, and in BR 25 clone with 24-hour fermentation time for K. The highest micronutrients contents were found in PBC 123 clone  with 96-hour fermentation time for Fe, in MCC 02 clone with 120-hour fermentationtime for Mn, and in BR 25 clone with 96-hour fermentation time for Zn. Variations  of protein,  macronutrients and micronutrients contents in cocoa beans were affected  by clone variety and fermentation time treatment.

Teachers play an important role in a learning process. Thus they are the main factor in determining a quality of human resource in which through the qualified human resource, Indonesia has a competitive capability. he government implements a program of teachers certification and expect to be able to improve their performance thus their main role in the sequence of learning can be achieved. The problem statement of this research is how teachers’ performance after certification is. This research aims to give information on how teachers’ performance after certification is towards an improvement of their performance quality. It applies qualitative approach while its data are both secondary and primary data. The data are obtained through literature study, observation, interview and focus group discussion. The research is conducted at all levels of formal education in District of Gorontalo in three months during the research period. Research finding shows that teachers’ performance after certification is good compared to the performance before certification. Regarding improvement of teachers’ performance quality, the government is expected to provide the teachers with information and technology mastery through continuous training or workshop activity.

This research aims to measure the benefit of the Indonesian National Standard (SNI) product not only came from the company perceptions but also came from the government, academician, and consumer perceptions in Surabaya. The empirical study result showed that all of the respondents had a positive perception on the SNI product. They stated agreement that the SNI product had benefit on the attributes: quality guarantee of product, safe to use, a fair prices, quality of raw materials, and efficiency. Those attributes support the enhancement of company’s competitiveness. However, most of the respondents of companies and consumers state did not know about the quality guarantee of the SNI product. The results were contradictory, the respondents who came from the companies knew more about quality guarantee of the SNI product compared to the other respondents. Furthermore, the respondents of academicians, consumers, and particularly companies state that they did not know about the easiness of the SNI certification process and the government provide an incentive for the registration fee of the SNI certification. This ignorance will impact on the perceptions that process of the SNI certification was complicated and costly. Besides, it showed that the government was less to conduct socialization for the certification program compared to socialization for the standard program.

The 30 September 2009 Padang Pariaman (or West Sumatera Earthquake) (M = 7.6 USGS) has caused severe damages of buildings and infrastructures and fatalities. Many of the buildings failed may be due to the low quality of the structures or due to that most buildings were designed Indonesian code SNI 1726-2002, and many of them failed because of the occurrence of liquefaction causing foundation failures. However, a future earthquake could have been even more severe and causes a tsunami, a reality which we shall consider, especially because Padang City is located facing directly to the ocean. Based on the occurrence and experience in Banda Aceh, Padang City has similar risk and yet very limited barrier and lack of evacuation system. For evaluation of this issue, a team of Universitas Katolik Parahyangan conducted a preliminary study on the condition of Padang City and discuss some alternatives to be considered by the government or authority. Methods of research are based on a literature study and collected data for analysis. Options are discussed and conclusions are derived. This paper discusses the important lessons from Banda Aceh failures related to the tsunami, and method to reduce the disaster risk for Padang City by Tsunami Seawall. The purpose of this study is to discuss the risk of the tsunami at Padang City, the preparedness and local condition, and alternative actions to be carried out. There has been pro and cons for Seawall, but the study concluded that due to the fact that tsunami would reach the city within 15-30 minutes after the earthquake and condition of low lying elevation of the Padang City, the use of Seawall for city safety is worth to be considered.

Purpose of the study: To find out the struggle to build students' Science literacy experienced by the Philippines in the PISA 2018 results. Methodology: the methodology used uses Case Study design. The method used by collecting facts from various data, learning curricula, culture and some Science discourse related to science literacy and PISA score. Various facts are analyzed by grouping and classifying and drawing conclusions from the discussion. decision-makers Findings: integration efforts from teachers, schools, and curriculum continue to be improved by the government to improve the quality of education, although the results of the Science literacy of students in PISA 2018 have not been sufficient. Applications of this study: This study will provide an open picture to provide innovation, a literature study for the basis of thinking the importance of overall integrase in increasing Science literacy of students, not just teachers Novelty/Originality of this study: Cultural influences on students' science literacy.

<p><em>Professional needs of teachers in the Elementary School is a very </em><em>huge</em><em> necessity, moreover government assigned National Standards of Education and teacher certification. However, the various efforts made by the government has been not significant results yet although the government's efforts can’t be considered pity. The one reason is because it still seems unclear concept of professional teachers in Elementary School. From the results of this literature study, it was found that the required professional teachers especially in Elementary School must have a capacity of four, namely intellectual and research, spiritual, moral and ethic capacity, and last is emotional capacity.</em></p><p><em> </em></p><p><strong><em>Keywords</em></strong><em>: quality of education, certification, capacity, professional teachers.</em><em></em></p>

This paper aims to (1) analyze the implementation of Community Forest Program(HKm) by Wana Lestari Group in Dara Kunci Village, East Lombok District; (2) todescribe the supporting and inhibiting factors of Community Forest Program (HKm)implementation. The research method used qualitative descriptive method with referenceto suitability between Community Forest Program (HKm) implementation process inDara Kunci Village of East Lombok District of NTB (West Nusa Tenggara) Province withRegional Regulation of NTBProvince number 6, 2004 concerning Guidelines forImplementation of Community Forest (HKm) in NTB Province, and to analyze thesupporting and inhibiting factors referring to the theory of Conformity Model David C.Korten. The research location in Dara Kunci Village, East Lombok District, NTBProvince, uses data collection techniques with in-depth interview, literature study andobservation. The result of this research shows that there is inconsistency with RegionalRegulation of Province of NTB Number 6, 2004, which is caused by: (1) Motivation frombeneficiaries community to manage HKm area; (2) There has been no programevaluation from the government; (3) Seeds that are imported are not seasonallyappropriate; (4) The technical implementation unit is not supported by adequate financialresources; (5) Area of HKm area and number of groups resulted in less maximalassistance; (6) Community empowerment programs that are not properly targeted; (7)Development of community potential is not optimal. Based on the result of this research,it is formulated suggestions: (1) The need to improve the quality of partnershipcooperation with various stakeholders both government and private institutions so that itcan benefit maximally to all members of HKm Group Wana Lestari Desa Dara Kunci (2)The need for refreshing to group members related to the pattern management of HKm,thus re-understanding the rules of planting, rights and dutyin managing of HKm area. (3)The need to improve the quality and capacity of the group through routine facilitation inthe field because this can affect the running program process or not, especially to theboard so that the group organization can run well. (4) For the implementation ofrehabilitation activities it is necessary to improve the quality of planning so that the resultcan be maximized. (5) There needs to be an increase of training on the processing ofproducts from forest resources, especially to women farmer group from this HKm group.

The lack of the role of the school committee in education makes it a school partner to improve its management. Because it is clear in Law number 20 of 2003 concerning National Education System article 56 paragraph 3 that the school council approves in improving the quality of assistance by providing, directives and support for labor, facilities and infrastructure, and supervision of education at the education level. This paper is a literature study that uses documents related to schools and education suppliers as sources of data and analyzed using qualitative descriptive. Reconstruction of the management of the committee through improvements to the planning, organizing, implementing, and evaluating the work program of the school committee and education unit. In addition, training and guidance for school committees also requires building good communication and cooperation between the school committee, the government and other parties. That way it is expected to increase the strategic role of schools in improving the quality of education.
