Subject. We make our own method to evaluate the economic value of activities as part of the digital economy and examine its impact on the national economy and Russia’s GDP, in particular. The article presents the digital economy of Russia in figures. We make suggestions on the use of new sources of data, methods for data collection and processing, which would be consistent with the modern digital reality. Objectives. We carry out our own comprehensive study into the measurement of the digital economic activity, present our own method and the respective outcome. Methods. Considering specific goals and objectives, we applied economic, economic-mathematical, statistical, logic and other methods of research, data processing and summary. Results. We present our own technique for measuring the economic value of the digital economic activity in the Russian Federation. Conclusions and Relevance. There are several methods for such measurements in the world. Each of them have its own strengths and weaknesses. We devised an independent product promising to become a recognized statistical study for purposes of the digital economy measurement.

А group of authors of Peter the Great St. Petersburg Polytechnic University, working within the framework of the activity of Coordination Council for the Federal Educational and Methodical Associations on education in the field of “Engineering, Technology and Technical Sciences” have undertaken a comprehensive study dedicated to the processes of the digital economy formation. More than two hundred primary sources of reference have been analyzed. Several main groups of risks associated with the transition to global digitalization have been defined and classified. Further research results described in this article allow to characterize the specific features of the occurrence of risks in the Russian Federation and to determine the ways of reducing these risks.In addition to the six groups of risks which are currently possible to arise and which are characteristic of the entire world space, the authors have revealed a number of several additional risks typical only of Russia. One of the key areas in Russia that poses a whole range of various risks is the education system. The authors have analyzed and classified the policies and moves suggested by the researchers and politicians to reduce the likelihood of these specific risks occurrence.The qualitative leap of the educational process in Russia is possible only by means of the formation of some new competence profiles of educational institutions graduates with reference to the digital economy development conditions. The authors have defined seven types of competencies that are relevant for the transition of Russia to the digital economy and developed twelve pilot educational modules necessary for their formation.

Nowadays foreign trade is the most developed form of economic relations in the world. It develops dynamically and serves as one of the main factors in the development of globalization of the world economic space. The main trends in the development of foreign economic activity of the Russian Federation are associated with many different factors, the most important of which is the transition to the digital economy.Today information technologies play an extremely important role in the life of society and determine the level of its development. Such technologies are used in many areas of human activity and are indispensable for the facilitation of doing different tasks and operations. Customs authorities as a continuously developing institute of customs administration control foreign economic activity and ensure the national security of the state, timely collection of customs payments, lawful customs control and the acceleration of foreign trade. That is why the development of information-technical support of customs authorities is one of the priorities of customs policy.The article is devoted to the institute of electronic customs in the broadest sense of this term; it also includes the main problems connected with the development of electronic customs and involves the ways to solve these problems.

This article discusses the current issues of the development of the digital economy. The significant role of information technologies in the development of modern production and services is noted. The development of digital means of economic activity creates new risks that are not yet sufficiently taken into account by modern economic mechanisms. The digitalization of economic activity is the basis for the emergence of new types of economic activity, as well as a fundamental change in traditional ones. The Digital Economy of the Russian Federation program is a set of measures in various fields of activity aimed at stimulating the creation of an information society. According to the" Strategy for the Development of the information Society in the Russian Federation for 2017-2030", a distinctive feature of the information society is the critical level of influence of information on the economic, socio-cultural living conditions of citizens. Such a definition takes into account the possibility of applying certain information in economic activities. Consideration of such changes should be reflected in the Information Security Document, the updating of which is an actual issue of national economic security.

This chapter will present the argument that the tools of ontology offer a means for teaching the philosophical foundations of economic value and for engaging interdisciplinarily the examinations of economics. Ontology is the branch of philosophy that is concerned with the description of existing domains in the world, the objects in such domains, and their relations. It does not attempt to explain or interpret, only to describe, and it is in this sense that ontology is reconcilable with the scientific methods of economics. Additionally, it is capable of describing the complex structures, relations, and emergence of economic objects in human economic activity. This chapter will address three insights from ontology that shed light on the implications of the notion of subjectivity in the theory of subjective economic value, the differences between economic value and other kinds of value, and the role that subjectivity and economic value have in the emergence of the social object we know as money.

Introduction. Throughout the existence of the Russian Federation, its economy is constantly being shaken by crises, and the year 2020 was no exception, when the Covid crisis broke out in the country, as a result of which service enterprises were badly affected. In this regard, we believe that assessing the impact of the current crisis on small and medium-sized businesses, as well as analyzing state support measures, is an urgent and timely task being solved by economic science. Theoretical analysis. Around the world, small and medium-sized businesses are the backbone of the economy, since in developed countries their share occupies more than 80%. The increased attention and demand of this sphere is due to their high adaptability to crisis situations, as well as the involvement of a significant number of employees in the business. As for Russian realities, in the early 1990s, the demand for this type of enterprise was insignificant, due to the legacy of the Soviet Union in the form of large monopolies, but in the process of transformation and the transition to the digital economy, the country’s government is forming infrastructure aimed at supporting this sector. Empirical analysis. The response in developed countries of the world (USA, Germany, Italy, UK) to the Covid-19 crisis was the support of entrepreneurs in the form of interest-free lending, deferral of loan and leasing payments, and employee benefits. In Russia, on the one hand, the rescue package was close to the world one, but in fact many entrepreneurs were unable to take advantage of them, due to high bureaucracy and a weak regulatory and legislative framework. Results. The Covid crisis has largely struck the Russian service sector, as a result, more than 3 million entrepreneurs are on the verge of closing their businesses, and some have already become bankrupt. The negative factors that aggravated the situation were also: a decrease in real incomes of the population, a decrease in oil prices and economic sanctions against Russia. As a result of a circumstances combination, the economy plunged into crisis and the Government of the Russian Federation was forced to develop measures aimed at maintaining small and medium-sized businesses, but these measures are not enough and enterprises continue to close. The only positive point is the transition of most enterprises to an online format, which brings the country closer to the digital economy.

A comprehensive study of digitalization is of fundamental importance for the development of the national economic system – an assessment of the features of the development of the digital economy in the regions of the Russian Federation. In order to identify the competitiveness of Russian Federation in terms of digitalization, the authors performed international comparisons on the values of various digitalization indices. In order to study the level of development of the digital economy in the regional context, the authors formed a system of indicators. The article highlights groups of indicators that characterize the readiness of the population, organizations, and public administration. The paper gives the characteristics of the fluctuation of the values of indicators that characterize the level of development of the digital economy in the subjects. According to the results of comparing the indicators that characterize the readiness for the digital economy in the federal districts in 2018 with the average Russian value, the authors identified the leading and lagging federal districts. The study performed the ranking of federal districts according to the values of indicators characterizing the development of the digital economy, as a result of which, received conclusions regarding the uniformity of the development of the considered components of the digital economy. The paper systematizes recommendations for the implementation of multidimensional groupings of regions both in individual areas and in the entire set of indicators proposed for analysis. Based on the results of grouping by the method of cluster analysis, the authors formulate key conclusions for groups of subjects of the Russian Federation.The analysis made it possible to see not only the differentiation of the subjects of Russian Federation in terms of the level of development of the digital economy, but also the “weak points” of digitalization in different regions. The results obtained in the study can be useful for statisticians and economists when conducting research on the degree of informatization of the population and the economy both in the country as a whole and in its territories.

The subject of the research is digital technologies regarded as a priority in the economic development of Russia. The objectives of the research are a comprehensive study of the digital economy in Russia and abroad; the analysis of the Digital Economy program as a priority in the economic policy of the country; determining the prospects for the digitalization of the economy. Conclusions. Russia has all the prerequisites needed for further realization of the digital potential and acceleration of the economy digitalization. New technologies will have a significant impact on the development of business and public management, the growth of the life quality, the emergence of new forms of socialization of people and their communications. Russia has the necessary intellectual and scientific base; there are original organizational and technological solutions to create an effective infrastructure of the digital economy. For the implementation of the “Digital Economy of the Russian Federation” program the volume of the R&D funding should be increased and the staff training in the field of high technologies improved.

The paper touches upon various aspects of the digital economy and its stages of its formation. The authors of the research present relevant data on the development of the digital economy both in the world and the Russian Federation, and forecast some of the consequences of the introduction of digital technologies based on quantitative analysis and modeling. The authors have analyzed several business models that appeared after the spread of large databases, artificial intelligence, machine learning, and other digital technologies. Based on the analysis as of 2020, it has been concluded that transition to digital technologies enhances the competitiveness of national economies.

the introduction and use of new customs technologies, the improvement of customs procedures, the practical development of consulting and informing participants in foreign economic activity, the expansion of the equipment of customs infrastructure - all this contributes to the creation of favorable conditions for foreign economic activity, an increase in the quality of customs services provided to interested parties, economic growth and business development. Due to the constantly increasing volume of foreign trade activity of the Russian Federation, the tightening of the rules and conditions of international trade, there is an increasing need for the development of modern customs services, since the institution of customs services undoubtedly affects the process of integration of the country into the world economic community, the improvement of trade and the economy of Russia as a whole.

With the adoption of the Strategy for the Development of the Customs Service of the Russian Federation until 2030, one of the priorities for customs authorities has become the introduction of new approaches to the organization and conduct of customs control after the release of goods.The purpose of the research paper is to identify problematic aspects of the implementation of customs inspection technology and to substantiate innovative approaches to their implementation. The research methodology is based on the use of methods of analysis, synthesis, generalization, comparison and description, which allowed a comprehensive study of the object.The paper proposes a new approach, which provides for the centralization and concentration of control functions of customs control after the release of goods in authorized departments. This approach will improve not only the efficiency of the customs authorities for the implementation of supervisory functions after the release of goods but also the quality of customs administration in terms of creating a unified network of electronic customs offices, ensure the achievement of balance in the application of customs procedures facilitating and monitoring the implementation of foreign economic activity.The authors define the main directions for improving the technology of customs inspections to ensure the implementation of the new approach. The formed recommendations based on the results of the study can be used in the practical activities of the customs authorities of the Russian Federation.
