Populism is a phenomenon of political communication that can be a political strategy for politicians who want to represent themselves. In the campaign period for the Election of West Java Governor Ridwan Kamil as a candidate for governor used a populist strategy to gain political support from the people of West Java. Populism strategy is very important in democracy, the characteristics of Ridwan Kamil's populism can be found in the form of Instagram posts, starting from May 27, 2018 - June 27, 2018 during the campaign period of the West Java Governor General Ridwan Kamil giving Instagram posts that match 9 characteristics of polulism. To find out the characteristics of Ridwan Kamil's populism on Instagram using data collection methods by taking interview data from Mr. Khalid Zabidi, a Golkar Party cadre, Ridwan Kamil's Instagram direct observation, literature study to support research and document studies.Populisme merupakan fenomena komunikasi politik yang dapat menjadi strategi politik bagi politikus yang ingin merepresentasikan dirinya. Dalam masa kampanye Pemilihan Gubernur Jawa Barat Ridwan Kamil sebagai calon gubernur menggunakan strategi populis untuk mendapatkan dukungan politik dari masyarakat Jawa Barat. Strategi populisme sangat penting dalam demokrasi, karakteristik populisme Ridwan Kamil bisa di temui dalam bentuk postingan Instagram,Terhitung dari 27 Mei 2018 – 27 Juni 2018 saat masa kampanye Pemilihan Gubenur Jawa Barat Ridwan Kamil memberikan postingan Instagram yang sesuai dengan 9 karakteristik polulisme. Untuk mengetahui karakteristik populisme Ridwan Kamil di Instagram menggunakan cara pengumpulan data dengan mengambil data wawancara Bapak Khalid Zabidi Kader Partai Golkar, observasi langsung Instagram Ridwan Kamil, studi pustaka untuk mendukung penelitian dan studi dokumen.

The problem in this study is that there are still: employees who do not comply with working hours, do not carry out morning apples, leave work hours for personal gain, and lack awareness in using working hours optimally. The purpose of this study was to determine the implementation of the policy and to find out the factors that influence the discipline of civil servants at the West Java Provincial Independent Training Center. The research method used is descriptive qualitative method. The instrument of this research is the researchers themselves while the research informants are Civil Servants at the Independent Training Center of West Java Province. Data obtained through observation, interviews, documentation, and literature study using data analysis techniques according to Miles and Huberman. In this study, researchers used the George Edward III model policy implementation theory. The results of the study show that the Policy Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. Supporting factors in implementing this policy are facilities and infrastructure, the existence of awards and incentives, and clear Standard Operating Procedures (POS). While the inhibiting factors are the low intensity of socialization, as well as human resources and readiness in implementing disciplinary regulations are not sufficient.

Restriction on the broadcasting  of 17 western songs considered full of sexual aspects in the Indonesian province of West Java has given rise to  polemic and criticism. Various reactions, both negative and positive, emerged. Instead of supporting the restriction the Indonesian public appeared to blatantly oppose the policy made by the West Java  Regional Indonesian Broadcasting Commission (KPID). It is interesting to analyze and study this phenomenon more deeply through the great concepts of Gramsci’s counter hegemony.  Of course, a mature and strategic counter hegemony is needed  to counter   western music hegemony in the  country. The study of counter hegemony has not been widely discussed, especially when it comes to the counter of the counter hegemony itself and this can be the novelty of this study. This phenomenon is analyzed through critical perspective by conducting literature study in several online media sites  related to the topic of this research. The results show that the counter hegemony which was not carried out systematically and strategically with regard to  the restrictions on the broadcasting of 17 western songs in the province of West Java did not yield a fruit in the form of  the hegemony’s downfall. The hegemony of western songs remains strong.  The failure of counter hegemony will strengthen the hegemony of  western songs in Indonesia. For its part, it is necessary to have mature planning and strong collaboration  between political society and civil society to make the counter hegemony run well in an attempt to undermine the hegemony.

The existence of supermarkets that have penetrated into settlements is an attraction for the people of Pekanbaru City. However, the number of supermarkets is apparently not directly proportional to the attitude of businesses in fulfilling the obligation to report the number of workers. This study aims to identify barriers and explain the solution to the implementation of the obligations of business operators to report the number of workers in each semester ordered by the Pekanbaru City Regulation on Management of People's Markets, Shopping Centers and Supermarkets. This type of empirical legal research is used in this study, wherein a study that looks at law in society. By using data collection methods by observation, questionnaire, interview and literature review. From the results of the research conducted it can be concluded that business actors do not report the number of workers due to their ignorance of the Pekanbaru City Regional Regulation on Management of People's Markets, Shopping Centers and Supermarkets. Efforts that need to be done are related institutions need to synchronize perceptions and disseminate local regulations to business actors in order to carry out their labor reporting obligations and send letters to business actors regarding the deadline for submitting reports on the number of workers in each semester.

Religious ceremonies that are usually carried out by Javanese are inherited from the ancestors. There are two types of religious ceremonies in the form of salvation in Javanese society, namely life cycle salvation ceremonies and Islamic religious holidays. The research aims to find an understanding of the traditions of religious ceremonies and social processes for Muslims in Karangrayung District, Grobogan Regency. Data collection methods were obtained through observation, interviews, documentation and literature study. After that, the data is analyzed qualitatively-descriptive-interpretative. The results showed that there were seven religious ceremonies and social processes which until now were still commemorated by the Karangrayung people, namely: Sura (Muharam), Rajaban selametan, Mauludan selametan, Selametan Ruwahan, Selametan Likuran, Selametan Bodonan, and Selametan Besar which were held on the 10<sup>th</sup> Zulhijjah. The perception of the people of Karangrayung on religious ceremonies and social processes is a form of virtue that is recommended by Islamic teachings that contain values: 1) charity, 2) ukhwah Islamiyah, 3) help, and 4) share with others

The purpose of this study is to explore and analyze the variables that determine the success of implementing dynamic governance in West Java. This research was conducted qualitatively using a literature review research design. The data obtained were then analyzed following the steps of qualitative data analysis by Miles, Huberman & Saldana. The results of this study reveal that there are at least four elements that contribute significantly to the success of dynamic governance in West Java, namely the typical pentahelix collaboration, creative funding, digital government, and the Jabar Open Data program. The implications of this study confirm two things. First, program forms in dynamic governance are based on problems in the local environment, so that each region has a different type of program. It's just that in principle the program must be adaptive and accommodating. Second, the design of dynamic governance is the most reliable design for the needs and conditions of the people of West Java today. It could be that the design of agile governance will be adopted by the West Java Provincial Government when dynamic governance is deemed irrelevant and unsolvable.

Arca is one of the relics of the classical period that has various forms and is the development of human thought in the field of art and culture. Thought can be seen in Pura Subak Ulun Suwi Sidewaas Bangli which until now still functioned with the statue which amounted to 14 pieces. Some of the problems in this study include the form, function and meaning of archaeological remains in Pura Subak Ulun Suwi Sidewaas Bangli. This study uses data collection methods consisting of several stages of observation, interviews, and literature study. The next stage is the stage of data analysis, this stage using qualitative analysis and iconography analysis. The theory used in this research is the functional theory and the theory of semiotics, which is expected to solve the problems in this research. Archeology in Pura Subak Ulun Suwi Sidewaas Bangli encompasses two statues of bhatari embodiment, four statues of bhatara, one lingga tribhaga, two lingga above lapel and stela and five fragments of the statue. These stalks are believed to be a means to invoke the welfare of the plants that are incomes for the people who depend on the plantations. The holy water obtained from the temple is not only used for self-use, but also used for the fertility of cattle and plants. The residue that is sanctioned by the community of temple penyungsung has meaning as a means of worship, the worship means in question is symbolic of the goddess god or his ancestor in an effort to get closer to his ancestors.

Populares and optimates are two political denominations, especially used in ancient Roman politics during the 1st century bce during the Late Roman Republic (although the sources apply them sometimes to the 2nd century bce). The basis of such differentiation is Marcus Tullius Cicero (106–43 bce), Pro Sestio 96, which defined populares and optimates as two distinct political categories. Popularis (adjective, singular of the plural populares in Latin) is an ambiguous term: it could connote “pleasing to the people” or “in the interest of the people”; the term to define the opposite of the senatorial majority, a combination of a certain political strategy and a certain type of political eloquence (eloquentia popularis) or, finally, a certain political tradition. Many politicians termed populares were tribunes of the plebs and some of them died or were murdered in violent confrontations with the Senate. The term optimates, or boni (a similar term, not exactly a synonym), rarely occur in the sources. People ascribed to this group in modern scholarship are those who believed in senatorial authority and/or those supporting the interests of the wealthy. However, identification can be also problematic. Some of the main sources are Cicero, Pro Sestio 96 (takes a negative view; main locus of the confrontation optimates-populares); Sallust, Bellum Catilinae 20; Bellum Iugurthinum 31 (Memmius’s speech) and 85 (Marius’s speech); Historiae 1.55 (Lepidus’s speech) and 3.48 (Macer’s speech). Pejukutan Village has very good natural and maritime potential, one of which is Atuh Beach's tourism potential which has a white sand beach with very good reefs, Melonteng Hill, Tree House, Diamond Clip besides that at Atuh Beach, there are 4 (four) islands large coral, namely Batu Melawang or Pepadasan Island, Batu Paon Island, Batu Abah Island and Batu Jineng Island, this is one of the attractions of Atuh Beach. In this study, the data obtained by way, observation, in-depth interviews, documentation studies, literature study. Using data types in the form of qualitative and quantitative, while the data source in the form of primary data and secondary data. Data analysis used in this research is descriptive qualitative analysis and analysis SWOT matrix (Strength, Weaknesses, Opportunities, Threats). The results research is Atuh Beach as a marine tourism and natural tourism with the potential possessed such as the scenery possessed by Atuh Beach which is flanked by two hills from the left and right, underwater scenery, has coral islands such as Batu Melawang Island or Pepadasan ( Batu Bolong), Batu Paon Island, Batu Abah Island and Batu Jineng Island, Melonteng Hill, Throwing Tree House and Diamond Clip. the people of Pcantutan Village are mostly farmers. Aside from being a farmer in the Potanutan Village community, they are also craftsmen in weaving and raising livestock. This study aims to describe the factors that consumers consider using the "Sinar Karya" Car Repair Service in Palu City. The problems raised in this study are what factors are considered by consumers using the services of the "Sinar Karya" Car Repair Shop in Palu City. The sample of this study were 96 respondents, namely consumers who use the services of "Sinar Karya" Car Repair Shop in Palu City. This study uses explorative research type, using data collection methods in the form of observation, interviews, documentation, questionnaires and literature study. Instrument testing uses validity and reliability tests. The results of factor analysis that consumers consider using the "Sinar Karya" Car Repair Service in Palu City concludes that there are 4 (four) factors that consumers consider using the "Sinar Karya" Car Repair Service in Palu City. The four factors are the factors of people and service, place factors, proximity factors, and characteristic factors. Overall, the four factors mentioned, have been empirically proven are the factors that are considered by consumers using the Motorbike's "Sinar Karya" Car Repair Service in the City of Palu Penelitian ini bertujuan untuk mendeskripsikan faktor-faktor yang dipertimbangkan konsumen menggunakan jasa Bengkel Mobil “Sinar Karya”  di Kota Palu. Permasalahan yang dikemukakan dalam peneitian ini adalah faktor-faktor apakah yang dipertimbangkan konsumen menggunakan jasa Bengkel Mobil “Sinar Karya” di Kota Palu. Sampel penelitian ini sebanyak 96 responden, yaitu konsumen yang menggunakan jasa Bengkel Mobil “Sinar Karya”  di Kota Palu. Penelitian ini menggunakan tipe penelitian explorative, dengan menggunakan metode pengumpulan data berupa observasi, wawancara, dokumentasi, kuesioner dan studi kepustakaan. Pengujian instrument menggunakan uji validitas dan uji reabilitas. Hasil analisis faktor yang dipertimbangkan konsumen menggunakan jasa Bengkel Mobil “Sinar Karya” di Kota Palu menyimpulkan bahwa terdapat 4 (empat) faktor yang dipertimbangkan konsumen menggunakan jasa Bengkel Mobil “Sinar Karya” di Kota Palu. Keempat faktor tersebut adalah Faktor people dan pelayanan, faktor tempat (place), faktor hubungan kedekatan, dan faktor karakteristik. Secara keseluruhan keempat faktor ditersebut, telah terbukti secara empiris merupakan faktor-faktor yang dipertimbangkan konsumen menggunakan jasa Bengkel Mobil “Sinar Karya” Motor di Kota Palu.


The West Java Provincial Government has set out to develop the West Java International Airport (BIJB) in Kertajati Subdistrict, Majalengka Regency and to become the spatial layout of the surrounding area integrated into an airport city (aeorocity). This study discusses the development of an airport city or aerotropolis based on the literature study research method (meta analysis) which is then associated with the Kertajati spatial concept. In community empowerment (people empowerment) to increase the ability to choose and open opportunities to choose meaningful means is to increase the ability to make decisions and open opportunities to participate in decision making. The community empowerment strategy, in the Majalengka District Medium-Term Development Plan (RPJMD), has made several efforts to develop the regions and communities in the BIJB region by making policies or regulations that are in line with plans and policies related to BIJB development and Kertajati Aerocity, the RTRW and RDTR which is still a legal process.
