This research deals with the presence and potential of the manufacturing industry in the urban settlements of Łódzkie Voivodeship. Its cognitive goal is to recognise the present share of industry in the economic and functional base of those settlements that, as a result of the system transformation, underwent restructuring and deindustrialisation, and the shrinking of its economic base. The re-development of this base and functions, appropriate to the role of towns and cities in the settlement system, requires new paths and indicating them is the application objective of the research. The work is based on the theory of the economic base of settlements, using statistical and cartographic methods including ‘heat maps’ as well as ‘employment surplus’ and the Amemiya indicator. Studies have shown that both economic and industrial potential are concentrated in the urban settlements of the Łódź agglomeration but decrease especially towards the south and south-east, and that traditional sectors still dominate. Despite intensive deindustrialisation, industry still plays a significant role in the economic base and functions of most small and medium towns of the voivodeship, as well as parts of some large urban settlements. Further economic development, and the role in it of small and medium towns depends on their further industrialisation or re-industrialisation, while of large and medium urban centres – on knowledge-based services.

A knowledge-based economy is one of the vital components of modern economies. Growth in most of the economies of the world, and most developed economies in particular, are increasingly based on knowledge. In a knowledge-based economy, economic development is dependent on investments in education, learning and training, among others. Universities are today becoming aware of the essential role that higher education plays in the construction of knowledge-based economies. The kingdom of Saudi Arabia (KSA) has adopted the drive toward a knowledge-based economy through focusing on the higher education sector. Saudi Universities are playing a pivotal role toward the Kingdom's transition into a knowledge-based economy and hence achieving economic growth and development. The purpose of this paper is to critically examine the important role that universities play in building a knowledge-based economy through innovation, research commercialization, and technology transfer as economic development policies. The role of universities in building a knowledge-based economy in Saudi Arabia is also investigated. The paper confirms that Saudi universities are considered as a very important entity in the aim for the Saudi economy to achieve sustainable growth and development.

AbstractScience and technology play a key role in economic development; and Universities have a direct stake in this process. A knowledge-based economy requires scientific and technological expertise that is strongly influenced by the strength of training in science and technology. However, in Uganda not many students opt for science subject at higher levels, and subsequently in the University. Therefore, there is need to encourage and motivate students to study science subjects in order for this to be successful. This can be achieved through introduction of stimulating subjects such as astronomy in the university curriculum. Astronomy is considered as the most appealing subject and an excellent tool for conveying scientific knowledge to young students. In this paper, the role that astronomy has played to motivate and interest students to study physics in Mbarara University of Science and Technology, in Uganda, is discussed.

John Rae is best known for his contribution to capital theory, particularly to Austrian capital theory. J. A. Schumpeter's (1954) assessment is typical in the literature: “two cornerstones of [Böhm-Bawerk]'s structure–one of them also a cornerstone of [Nassau] Senior's–are in fact there” (Schumpeter, 1954, pp. 468-69). Although this seems to have been the standard perception (see also Dorfman, 1995, p. 21), there is growing appreciation that Rae had a theory of economic development, rather than only a theory of capital. As Klaus Hennings put it: “Rae ascribes to inventions a more important role for economic progress … than capital accumulation” (Hennings, 1987, p. 40). Spengler (1959) saw Rae's contribution as “his recognition of the importance of the role of technical knowledge and invention in economic development” (ibid., 1959, p. 406; see Deans and Deans, 1972; Birchler, 1980). Syed Ahmad (1996a, 1996b) and Anthony Brewer (1990, 1991, 1996) agree on the central role of innovation in the economics of Rae.

The article examines the Karelian Arctic region, formed due to the inclusion of a number of territories into the Russian Arctic. It provides a description of its geographical position and analyzes the dynamics of spatial development, the settlement system and mineral resource base, tourist, biological resource and fishery potential. The authors outline significant differentiation of the economic space of the region. They note that the natural resource and socio-economic potential is used extremely unevenly within the Arctic Karelia region. The authors reveal the decisive role of single-industry towns in the formation of trends in the spatial development of the region under study. Under existing conditions, they act as poles of economic growth and maintaining the population of the northern territories, with general trends of degradation of the settlement system and the aggravation of the sparseness of the economic space. The researchers analyze spatial localization of ongoing and planned investment projects in the region, determine and explain its regularities. The paper identifies the prerequisites for enhancing the economic development of the Belomorsk part of the Karelian Arctic, represented by two vectors: internal (from the existing economic centers within the region of the Karelian Arctic) and external (from the Murmansk and Arkhangelsk regions). The existing economic ties between the enterprises of the Belomorsk part of the Karelian Arctic, the Arkhangelsk and Murmansk regions, as well as a number of projects in the mining, fishery, tourism and logistics spheres represent a significant potential for the interdependent development of the Arctic regions. For a more complete use of the existing development potential in these conditions, it is necessary to transform the role of single-industry towns in the formation of the regional economic space by improving the special economic regime and introducing institutional innovations. Improving the special economic regime of the Russian Arctic is one of the priority mechanisms for diversifying mono-profile economies, transitioning to innovative growth models and involving depressed territories in economic development processes.

In the past decade or so there have been several critical revisions of the long-accepted view of the important role of the state in Japan's economic development and programme of modernization generally. Professor Harry Oshima has attempted to demolish the argument that the Meiji governments' policies were at all economically beneficial. On the contrary, he has said, those policies retarded growth, particularly through their neglect of agriculture. Professor Hugh Patrick has cautioned us against giving the Meiji governments too much credit for the development of the banking system. Private enterprise, he has insisted, was also important. Most recently, Professor Kozo Yamamura has delivered yet another broadside against what he considers the myths of Japanese economic history. This time he criticizes the view that the government, by intervening and pioneering model plants, played a significant role in Meiji Japan's industrial dcvelopment.

Considers the role of core components, i. e. individual, society and production, in the development of twenty-first century economy; the influence of intense market competition on humans as bio(zoo)beings; and the need to abandon the zootrend in civilizational development and pursue a different path targeting the creation of a new type of wants, values, and incentives -and, ultimatley, the new Individual. The author describes the transition from postindustrialism to knowledge-based NIS.2 followed by progress towards nooproduction and noonomy. Bodrunov analyzes public production as a system under the noonomy and emphasizes that nooproduction will focus on the production of the Individual per se. Cultural progress will underlie shifts in the structure of noowants.

The purpose of this paper is to analyse the tendencies of knowledge‐based economy in Lithuania by looking at a knowledge economy's major dimensions ‐ the structure of economic activity and the infrastructure of knowledge economy. The knowledge‐based economy is the dominant post‐industrial economic development paradigm. The emergence of this paradigm in the 1980s created preconditions to emphasize the role of knowledge creation and distribution as the primary driver in the process of economic development and growth, the distribution of income, development of knowledge‐based networks among firms and the interface between government, business and citizens in the advanced economies.
