AbstractThe Government Online (G-Online) program that has been implemented to start its e-governmentsystem in the form of public service using the use of Information Technology (IT) systems hasmade it easier for OPDs in the scope of government, where at this time Sumenep Regency is partof the Movement Towards 100 Smart City Indonesia organized by the Ministry of Communicationand Information of the Republic of Indonesia. The initiation of smart city implementation inSumenep Regency is also based on the needs of the local government in realizing integrated andefficient public services that have been preceded by the implementation of e-government. Thisresearch method uses descriptive qualitative research focusing on four aspects of effectiveness,namely 1) Aspects of tasks or functions, 2) Aspects of plans or programs, 3) Aspects of provisionsand regulations, 4) Aspects of goals or ideal conditions. The results show that the effectiveness ofthe G-Online program has a big influence on the Smart City concept developed in SumenepRegency because in the Smart City itself the use of Information Technology (IT) systems isfundamental in its implementation, therefore the G-Online program continues to be developed sothat can grow good and efficient results in realizing Smart City in Sumenep Regency.Keywords: Effectiveness, G-Online Program, Smart CityAbstrakProgram Government Online (G-Online) yang telah diterapkan untuk mengawali sistem egovernmentnya berupa pelayan publik dengan menggunakan pemanfaatan sistem InformasiTeknologi (IT) telah memberi kemudahan bagi para OPD di lingkup pemerintahan, dimana padasaat ini Kabupaten Sumenep menjadi bagian dari Gerakan Menuju 100 Smart City Indonesia yangdi selenggarakan oleh Kementerian Komunikasi dan Informatika Republik Indonesia. Metode penelitian ini menggunakan deskriptif kualitatifdengan fokus penelitian empat aspek efektivitas, yaitu 1) Aspek tugas atau fungsi, 2) Aspekrencana atau program, 3) Aspek ketentuan dan peraturan, 4) Aspek tujuan atau kondisi ideal. Hasilpenelitian menunjukkan bahwa efektivitas program G-Online berpengaruh besar dalam konsepSmart City yang di kembangkan di Kabupaten Sumenep sebab dalam Smart City sendiripenggunaan sistem Informasi Teknologi (IT) adalah hal yang mendasar dalam penerapaanya, olehsebab itu program G-Online terus dikembangkan agar dapat menumbuhkan hasil baik dan efisiendalam mewujudkan Smart City di Kabupaten Sumenep.Kata Kunci : Efektivitas, Program G-Online, Smart City

Small and medium businesses (SMEs) face the biggest challenges since the rise of online system sales. Shifting mindset and patterns of public service to the needs of an item needs to make SMEs who do not understand the development of information technology become worse and close their businesses. However, actually the phenomenon that occurs in society is only the marketing pattern but production remains a necessary factor. This type of descriptive qualitative research with the aim of getting an in-depth overview of the phenomena that occur then linked with journals to find solutions to these problems. The methodology used in research journals. The novelty model concept is found in this study, the dimensions of the model concept are explained in detail.

Governance perspective appears as a solution to the limitations of the government’s concept. The development of increasingly smart technologies makes the concept of ‘smart’ not only applied to a variety of devices, but also to various systems and orders. So that management changes by linking information technology in government organizations are needed. This effort is considered effective to improve government performance, especially in public services. This research using qualitative methods. This aims of this research is to find out how management changes of the Magelang City as a smart city and to find out whether are all components of both the government environmental and the communities are ready for the existence of smart city. The results of this research are management changes of Magelang City as smart city has begun. That is can be analyzed in the form of framework thinking changes, changing the structure, re-empowerment, and renewal. Readiness of the government of Magelang City is already exist to confront as smart city, but it still needs more improvement. Therefore, in the implementation of smart city program, the government of Magelang City should encourage socialization to the society that there is a form of public service through utilize information technology and carry out deliberations on it to stakeholders in order to create cooperation to realize the actual concept of smart city in Magelang City.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

Accountability and oversight are constitutional requirements in all the spheres of government in the Republic of South Africa and their foundation is in the Constitution of the Republic of South Africa of 1996. All spheres of government are charged with the constitutional mandate of providing public services. The level of responsibility and public services provision also goes with the level of capacity of a particular sphere. However, most of the direct and visible services that the public receives are at the local sphere of government. As such, enormous resources are channelled towards this sphere of government so that the said public services could be provided. It is imperative that the three spheres of government account for the huge expenditures during the public service provision processes. The parliaments of national and provincial governments exercise oversight and accountability over their executives and administrations through the Public Accounts Committees, while the local sphere of government relies on the Municipal Public Accounts Committees. This article is theoretical in nature, and it seeks to explore the current state of public accountability in South Africa and to evaluate possible measures so as to enhance public accountability. The article argues that the current public accountability mechanisms are not efficient and effective. It is recommended that these mechanisms ought to be enhanced by inter alia capacitating the legislative bodies at national, provincial and local spheres of the government.

This research was conducted to analyze how modernization affects the implementation of public service administration policies, especially in Kediri, East Java. As is well known, from time to time various aspects of life are required to undergo changes to a more modern direction. The research method used is descriptive qualitative method. Descriptive qualitative research is aimed at obtaining an overview of how modernization affects public service administration policies in Kediri. To obtain the necessary data, the authors used a purposive sampling technique so that the sample taken was more focused, assisted by a review of several related previous studies. The results showed that modernization, especially in the field of technology, was sufficient to influence public service administration policies in Kediri.

It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.

This study aims to describe the application of sharia principles in the implementation of fintech-based lending services. The method used in this study is descriptive qualitative research and literature. The data used is secondary data from various relevant and up to date literature. Based on the results of the analysis it can be concluded that accounts payable is an agreement between two parties giving money or goods to a second party to be utilized. In terms of engagement in accordance with Islamic law or according to sharia, contracts through information technology media still have to fulfill harmony and terms of contract. The contract scheme implemented by service providers includes the Wakalah bil Ujrah contract and the Musyarakah contract. In the field of muamalah known as the principle of Islamic law, namely the principle of skill or change. The terms of Ijab Qobul must describe the agreement of the parties to enter into the online debt agreement. Sukasari Urban Village is one of the villages located in the district Rajeg Tangerang District, Banten. Currently, the development of information technology very rapidly to take advantage of the android application system as enhancing the effectiveness and flexibility of activities to get the information, in this case related to the public service. It is important to get public information faster in the village Sukasari. Observations on public service activities in the Village Sukasari are less effective if it is not included with public service information applications based on Android. With information still use the public services at the village office mading so is difficult to get information society wards. Also the location of the residence community and urban village office to be the cause. By design kiForm app (android app) as a form of use of information technology will facilitate the public to get information public services wherever they are.

Public service as mandated in the Law of the Republic of Indonesia Number 25 of 2009 concerning Public Services confirmed that public service is an activity or series of activities in order to fulfill service needs in accordance with laws and regulations for every citizen and resident on goods, services and/or administrative services provided by public service providers. Specifically, public services in the field of health, among others, stated that the authority of regions and cities is to administer minimum standards of health services, administer social health insurance, administer health service financing, conduct accreditation of health facilities and infrastructure and administer public health insurance systems.In its implementation there is still a Hospital in this case it can be considered that public services in health sectors have not been conducted properly or optimally because of its limitations, and therefore they have not been in accordance with the mandate of Law Number 25 of 2009 concerning Public Services and Health Laws and the Hospital Law, where there are still ethical and legal violations in conducting services.

This study aims to analyze the form of verbal and nonverbal texts in public service advertisements in the Regional Government of Bone Regency using the semiotics of CS Peirce. This study used descriptive qualitative method. The data is sourced from text in the PSA of the Regional Government of Bone. The data collection procedures used in this study are recording and note taking techniques. The results showed that the verbal form of PSA Local Government uses the meaning of denotation and connotation, Bugis philosophical expressions. The nonverbal text forms are dominated by the photo of the head of Regional Government, because the photo has perfect representation ability, compared to other nonverbal elements. Photos of the Bone regent and deputy regent of Bone are as icons and the logo of the local government of Bone is as a symbol. The traditional clothing that is used and the traditional house that is the setting for PSA are as indexes.
